SportAccord 2018 10 4. 부록 15 - GAISF 가맹단체 리스트 SportAccord 2018 SportAccord와 GAISF “SportAccord 2018” 지난 4 월 15 일부터 20 일까지 태국 방콕에서 진행된 제 16 회 ‘SportAccord 2018’에서는 약 1700여명의 국제스포츠연맹, 국제스포츠 기구, 미디어, 기업, 도시, 대회 조직위원회 등 다양한 스포츠 커뮤니티 관 계자들이 참석해 컨벤션, 국제스포츠기관들의 총회 등 다양한 주제로 논 의가 실시되었다. ‘SportAccord World Sport and Business Summit’은 국제경기연맹총연 합회 (GAISF, Global Association of International Sports Federation) 가 주최로 GAISF 산하의 하계올림픽종목협의회(ASOIF, Association of Summer Olympic International Federation), 동계올림픽 종목협의회 (AIOWF, Association of International Olympic Winter Federation) 및 여러 국제스포츠 기관들의 총회와 연합회의 등을 개최하며 CityAccord, HealthAccord, LawAccord, MediaAccord를 포함한 다양한 컨퍼런스와 스포츠단체들과 기업들의 홍보 및 전시 부스가 운영되고 이를 통해 상호 네트워크 구축과 국제스포츠 이슈들에 대한 논의 등이 이루어지는 국제스 포츠기관들의 중요한 소통의 장이다. 주요 국제스포츠 메가이벤트의 개최를 앞두고 각 기관들간의 원활한 소통 과 중요한 사안들에 대한 결정이 필요한 시점에서 ‘SportAccord 2018’은 국제스포츠기관들간의 매우 중요한 매개체 역할을 수행한다. 본 ‘집중조감 2018-2호’에서는 국제스포츠기관들에 소통의 중심 역할을 하는 국제경기연맹총연합회(GAISF)와 연례 행사인 ‘SportAccord 2018’에 대해 자세히 살펴보고자 한다. 그림 1. 태국 방콕에서 실시된 ‘SportAccord 2018’ 2 집중조감 2018-2 국제스포츠전략위원회 SportAccord 2018 1. GAISF 조직 소개 GAISF는 올림픽 및 비올림픽 종목 국제경기연맹(IF), 종합경기대회 주최 연맹, 스포츠 관련 국제기구 등을 회원으로 하는 비영리 연합 단체이며 산 하단체로는 스포츠의 특성과 IOC인증 여부에 따라 나눈 5개의 단체가 존 재한다. 1. 하계올림픽종목협의회(ASOIF, Association of Summer Olympic International Federation) 그림 2. GAISF 정회원으로 등록된 95개 단체들 √ GAISF 정회원 및 국가올림픽위원회(NOC)의 활동을 돕는 국제스 포츠 관련 기관 혹은 종합경기대회 주관 기관이여야 한다. √ 종합경기대회 주관 기관의 경우, WADA(세계도핑방지기구)의 규 정을 준수해야 한다. √ 착한 거버넌스, 윤리적 기준 등의 자격 요건은 정회원과 동일하게 충족시켜야 한다. GAISF 회원의 혜택 - 해당 스포츠 및 이벤트에 대한 공식 국제연맹으로 인정한다. - GAISF의 다양한 서비스를(반도핑 활동, 온라인 플랫폼 등) 제공한다. - GAISF 주관 대회에 참여가 가능하다. - 다양한 네트워크 기회를(IF 포럼, SportAccord 컨벤션, 총회 등) 제공한다. 사무처 (Team) GAISF의 사무처(Team)는 Administration, Doping-Free Sport Unit, Membership 그리고 Digital Services 팀으로 구성되어 GAISF의 전반적 인 실무를 담당한다. 그림 7. IF 승인(IF Recognition) - GAISF는 객관적인 절차를 통해 회원이 되고자 하는 IF의 대표성과 조직 구성을 평가하며 여러 단계의 평가를 거쳐 GAISF 총회에서 회 원으로 승인이 되면, IF는 해당 종목의 공식적인 관장기구로 인정되 며 고유의 독립성과 자치권을 보장받게 된다. - GAISF는 공식적으로 승인된 IF들이 자주성을 가지고 활동하고, 다 그림 8. 2018 GAISF 총회에서 정회원으로 승인된 국제팔씨름연맹 른 회원들과 협력할 수 있는 기반을 조성한다. 도핑방지 활동 촉진 - IF들이 세계반도핑규약(World Anti-Doping Code)을 준수할 수 있도록 하는데 목적이 있으며 GAISF의 Doping-Free Sport Unit(DFSU)에서는 회원들이 도핑방지 활동에 대한 지식을 공유하고 실천할 수 있도록 전문가를 통해 다양한 조언과 서비스를 제공한다. - 서비스 서비스 내 용 치료목적 사용 면책(TUEs) 관련 업무 TUEs ※ TUEs: Therapeutic Use Exemptions Testing 도핑검사 시행 상시 도핑검사 대상자(RTP) 관리 및 소재지 파악 RTP & WAs Admin 그림 9. SportAccord 컨벤션 SportAccord 컨벤션 . 2003년도에 GAISF, ASOIF, AIOWF가 함께 창설하여 전세계 2,000명 이상의 스포츠 관련자들이 모여 네트워크를 구축하고, 지식을 공유하며, 아이디어를 발전시키는 국제스포츠 분야의 대표적인 국제회의이다. 참가자 - 스포츠 관련 기관, 미디어, 기업, 도시, 국제대회 조직위원회 등이 참여한다. 그림 12. SportAccord 컨벤션 로고 . 컨벤션의 프로그램 구성 - 포럼 및 컨퍼런스(Forum & Conference): CityAccord, LawAccord, HealthAccord, MediaAccord 등으로 분류되어 진행되며, 각 포럼별 주제가 선정되어 논의가 이루어진다. - 전시관(Exhibition) 운영: 컨벤션 기간 내내 전시관이 운영되며, 유치 도시, IF 등의 홍보 및 정보 제공이 이루어진다. 특히, 비올림픽 종목 IF들은 인지도를 높이기 위해 다양한 스포츠 시연 활동을 펼치며, 전시 관 중앙에는 카페가 마련되어 네트워킹 장소로 활용된다. - 총회(Congress & General Assembly): SportAccord, ASOIF, AIOWF, ARISF, IMGA 등의 총회가 컨벤션 기간에 함께 개최되어 주요 안건이 다루어진다. - 각종 회의(Meeting): IOC 집행위 회의, IOC 집행위와 ASOIF 및 AIOWF 간 연합회의, ASOIF와 AIOWF 간 연합회의, GAISF 집행위 그림 13. Organisational development As defined by the International Floorball Federation (IFF) General Assembly in 2008, in Prague, Czech Republic, the IFF is an association which exists to nurse and service its member associations, in order to further promote and develop the sport of Floorball on an international level. IFF is the approved sole international governing organisation for all different types of Floorball, and an ordinary member of the Global Association of International Sports Federations (GAISF) since 2004. It was fully recognised by the International Olympic Committee (IOC) at the 123rd session in Durban, South Africa 2011 and has consequentially been a full member of the Association of IOC Recognised International Sport Federations (ARISF) since July 2011. IFF was approved as a member of the International World Games Association (IWGA) in 2013, strengthening our position in the international sports community. The IFF was further approved as associate member in International Masters Games Association (IMGA) in 2012. Our objective is to strengthen and put forward our position on the international sports field, in all the organisations we are working in collaboration with. IFF today consists of a total of 69 member associations, out of which 44 countries are ordinary members. According to the present IFF Statutes and the IFF Licence System for participation in major events, the members are defined based on their activity level on the international floorball scene, and support and service is provided in accordance to their development tier. The IFF strongly urges all member associations, if they fulfil the requirements stipulated by the IFF Statutes, to apply for ordinary membership in the IFF.

A version of this Q&A article first appeared on Around The Rings. Q: It's been quite a busy few months. How did the Pan American Championships go? A: The Pan American Games 2019 in Lima was a great showcase for Modern Pentathlon and we were delighted to have two additional medal events this year with the Men’s and Women’s Relays. Together with the Mixed Relay and the individual events, which were Olympic qualification events, it meant we had five days of high-quality pentathlon to entertain the spectators in Lima and the huge TV and digital audience across the Americas. We saw the athletes competing very hard for the Olympic qualification places - five for women and five for men. Q: How many athletes in total have now qualified for the Tokyo 2020 Olympics? A: We now have 17 places for men and 17 for women confirmed, so 34 from the total of 72. All selections are subject to the UIPM Olympic qualification criteria. A special mention goes to Lithuania and Belarus, who have already secured the maximum two places for women, and Great Britain and France who have done the same on the men’s side. Next we have the Asia/Oceania Championships and Olympic qualification event in Wuhan, China from November 11-21, where another six automatic places for each gender will be on offer (five from Asia and one from Oceania).
