Connecting Bangladesh: Economic Corridor Network Economic corridors are anchored on transport corridors, and international experience suggests that the higher the level of connectivity within and across countries, the higher the level of economic growth. In this paper, a new set of corridors is being proposed for Bangladesh—a nine-corridor comprehensive integrated multimodal economic corridor network resembling the London Tube map. This paper presents the initial results of the research undertaken as an early step of that development effort. It recommends an integrated approach to developing economic corridors in Bangladesh that would provide a strong economic foundation for the construction of world-class infrastructure that, in turn, could support the growth of local enterprises and attract foreign investment. The Railway network at every nook & corner of India helps connect person to person, resources to regions and inputs to industries. The Railway network in Eastern India was first set up from Howrah to Hooghly in Eastern Railway jurisdiction in 1854, which at that time was known as East Indian Railway. Since the beginning of the journey Eastern Railway has gone through stages of metamorphosis with the passage of time and developed as a principal transporter of passengers & freight in Eastern India. Eastern Railway at present has a route kilometre of 2686 with four divisions viz. Howrah, Sealdah, Asansol & Malda. The Zonal headqarter as well as all the divisional headquarters of Eastern Railway are in West Bengal. Eastern Railway is a pre-dominantly passenger carrying Railway. It has India's second largest suburban rail network. Eastern Railway also provides long-distance passenger traffic service by running large number of Mail/ Express trains. Coal is the main freight traffic of ER as it occupies 60% of the volume of freight commodities. Apart from coal, this Railway also transports iron and steel products from Durgapur & Burnpur, stones from Pakur & Jamalpur, cement from Durgapur and a lot of other merchandise including jute, tea, automobile, agricultural products etc. -

In recent times, it has been termed one of the developing world’s greatest success stories. The pace of rapid Diplomatic Breakthroughs 5 improvement in all major economic, social and human development indicators has picked up markedly especially since 2009, when the Bangladesh Awami League formed Diplomatic and High Prole Visits 7 Government under the leadership of Prime Minister Sheikh Hasina. The party pledged to implement ‘Vision 2021’ in their election manifesto, which was a promise to turn Bangla- People to People Contacts 9 desh into a middle income country by the year 2021. This stands substantially realized as the Connectivity 10 Bangladesh economy, now growing at over 7% annually, saw its status change from that of a lower income one to a lower-middle income one in 2015, six years before the pledged dead- Regional Connectivity 12 line. Currently Bangladesh is the 31st largest economy in the world, and predicted to become the 28th largest one by 2030. The country is also like to graduate out of the least developed Power and Energy 14 country status by 2024. Over the last 8 years, owing to a host of social security measures and poverty reduction Law Enforcement and Counterterrorism 16 programmes of the Awami League Government, around 50 million people have graduated out of poverty in Bangladesh. Poverty rate is now 22.4% which was 38.4% in 2006. During the India-Bangladesh Trade and Investment 18 same period, the extreme or hardcore poverty rate has come down from 24.2% to 12%. -

Road and bridge projects in Bangladesh will affect the competitiveness of the railway and its ability to attract modal share. There is a new port project at Payra which could supply container traffic to BR. However, the high cost of connection of the railway network to Payra should be studied in detail. BR would do well to become a “Multi‐Modal Logistic Service Provider” on a commercial basis for the bulk commodities market. BR could capture much more of the container market than it currently enjoys. However, substantial infrastructure development would be required. BR’s passenger traffic is limited by rolling stock capacity. In order to increase passenger traffic, BR should first increase RS efficiency and carriage numbers, then focus on infrastructure upgrades. The exchange rates applied in this study are; USD1.0 = BDT80.0 (November, 2017) BDT: Bangladesh TAKA Data Collection Survey on the Comprehensive Transport Plan between Dhaka and Chittagong Final Report Executive Summary Background and Objectives Dhaka and Chittagong are the two largest cities in Bangladesh, accounting for 13% of the national population and 50% of gross domestic product (GDP). Strengthening the linkages between the two cities (250 km by road, 320 km by rail, and 300 km by waterway) by infrastructure development is essential for the national economic growth. The objectives of the Survey are as follows: To review ongoing/planned transport projects and urban development plans for strengthening major intercity (mainly between Dhaka and Chittagong) and regional cross-border transport networks in Bangladesh; To analyze transport demand that would result from future economic growth; and To examine project plans for unleashing the development potential along the Dhaka– Chittagong corridor by means of enhancing multimodal transport including rail, inland water, and road. Current Situation of Transport Development Transport and Related Infrastructure Road In 2009, the Roads and Highways Department (RHD) prepared the Bangladesh Road Master Plan to guide road sector investment over the 20 years. Nevertheless, RHD in collaboration with LGED is planning to update the road master plan due to various changes of the existing master plan scenario, including the recent government promotion of developing economic zones and the increasing importance of regional connectivity, road maintenance, and traffic safety. -

Bangladesh Railways has a very high Operating Ratio, averaging 210% over the past nine years . A large part of the degrading financial performance is due to the non‐indexing of rail tariffs to inflation . Utilization of rolling stock is very poor due to insufficient maintenance and shortage of both operating and maintenance staff . Maximizing availability of rolling stock will improve financial returns to the railway .
