    Annual Report 2007 5 years 2 Annual Report 2007 · Presentation he present report includes a summary of the main activities by the Center for the Opening and Development of Latin America (CADAL) organized during 2007: the events organized in Buenos Aires, Montevideo and TSantiago de Chile; Documents and Research Reports published during this period; the articles reproduced in diferent media outlets; and a selection of the most important Institutional News; and finally, some of the comments of the participants in the Seminar “Economic Information”. Regarding publications, CADAL edited 17 Documents, 9 Research Reports, 1 book and 21 interviews were done, 13 of which were published in a double page of the Sunday suplement El Observador of Perfil newspaper and one of them and the Sunday Suplement Séptimo Día of El Nuevo Herald newspaper. The complete version of the publications is available of the website of CADAL and many of them are also in English. Besides, during 2007 CADAL organized 32 events; 24 in Buenos Aires, 7 in Montevideo and 1 in Santiago de Chile, and 9 training meetings. A total of 77 different speakers took part, in the events and training meeting, . Brooks Political Science Graduate Program ABSTRACT In the aftermath of Argentina’s December 2001 financial meltdown, the political class was widely blamed for the crisis that transformed this once predominantly middle- class country into a poor one. However, when new presidential elections were held in April 2003, establishment candidates generally placed higher relative to non- establishment candidates. To account for this puzzling election outcome, I examine the role that Argentine centrist print media may have played through their coverage of establishment and non-establishment candidates. The research design involves content analysis of front-page news articles from large, centrist newspapers, Clarín and La Nación, over an eleven-month period. To analyze the data, I rely on count data and multi-linear graphs as well as correlation coefficients and tests of significance. Testing two hypotheses, namely media attention and framing, I find that establishment candidates received more media attention, and perhaps more name recognition, than did non-establishment candidates. I also find that centrist print media framed candidate strengths and weaknesses in particular ways. Establishment candidates were portrayed as having competency and electability as their strengths and integrity as their weakness.

Dado que el caso argentino no se ajusta a esta perspectiva, al construir el concepto trayectoria de gabinete, el artículo prueba cómo dos causas fundamentales (la baja institucionalización de los partidos políticos y la centralidad presidencial) combinadas con dos causas próximas (el contexto en el cual asume y transcurre su mandato un jefe de Estado y las estrategias que utiliza para gobernar) definen la formación del gabinete. El trabajo concluye que el intercambio de puestos en el gabinete por votos en el parlamento es inexistente para la formación del gabinete en Argentina. In forming the alliance, the partners made a commitment to maintain their unity through the 1999 presidential elections. Part of this research was supported by grants from the Stanford Center for Latin American Studies and the Stanford Institute for the Quantitative Study of Society. Abstract This paper challenges an increasingly common claim about the relationship between domestic politics and foreign policy. Many political scientists argue that, in a democracy, domestic audiences constrain leaders to honor international commitments. I explain why this argument depends on three assumptions that are unlikely to hold in a wide range of cases. I then offer an alternative theory in which domestic audiences sometimes make compliance less rather than more likely, and I test it with a unique collection of public opinion polls about foreign debt in Argentina. The data reveal that domestic audiences prevented Argentina from suspending debt payments in 1999 but had the opposite effect two years later, when they contributed to the largest default in financial history. The results confirm the existence of a conditional, rather than direct, relationship between democratic accountability and compliance, and they suggest an important avenue for future research: investigating who favors default and when they are likely to become electorally decisive. 1 1. Barrera* El presente artículo tiene por objetivo, en el marco de los 20 años del inicio de la privatización de la petrolera estatal con la sanción de la ley 24.145, rediscutir las causas que coadyuva- ron a que, hacia finales del mandato de Raúl Alfonsín e inicios de la presidencia de Carlos Menem, la empresa tuviera una dificultosa situación económica. Conforme esto, mientras el gobierno afirmaba que el quebranto de la empresa se debía a su “ineficiencia” endógena, en este trabajo se pretende apor- tar a la discusión al sostener que los desequilibrios económi- cos se debían a una serie de políticas económicas exógenas a la empresa, implementadas desde la dictadura militar-civil de 1976 y continuadas por el radicalismo, que fueron perjudican- do la solidez de la firma y acrecentando el poder del sector pri- vado que operaba como contratista.   • The International Observation of the U.S
    The International Observation of the U.S. Elections The Carter Center November 1992 For the last four years, the Council of Freely Elected Heads of Government, chaired by former U.S. President Jimmy Carter, and based at the Carter Center, has been observing elections throughout Latin America and the Caribbean. Last July, representatives from eight civic groups in Mexico that have observed elections in their own country invited the Council to send a team to witness their observation of the elections in Michoacan and Chihuahua. We found the experience immensely rewarding and decided to invite these groups plus representatives of the three major political parties to observe the U.S Presidential elections in November. The attached report by Eric Bord provides an excellent summary of the project to observe the elections, including the conference where we briefed our guests on the U.S. electoral process, and what they would do to observe the election on voting day. I would like to thank Frank Boyd and Nancy Berry, who helped organize the project and David Carroll, the Assistant Director of the Program, and Felicia Agudelo, the Administrative Assistant, for all their help in making the project so worthwhile.
