When two parties do not speak the same language, it is highly likely that both will remain firmly rooted to their positions, each accusing the other of not understanding. Not so long ago the European Union seemed to consider professional football as a purely economic activity. UEFA, on the other hand, with a greater focus on the sporting aspects and the unity of football, strongly opposed football yielding absolutely to economic laws, particularly since only a minority of its member associations were based within the EU area. At the end of 1995, the Bosman ruling and the new situation and consequences that it brought about in the world of European professional football acted as a catalyst on both sides and has resulted in the dialogue being stepped up. In addition to improved contact, a variety of individual cases, including international transfers and UEFA Champions League TV rights, alongside the provisions of the EU’s Nice Declaration, have helped lay down solid foundations for partnership based on mutual understanding and trust. Now, as the EU prepares to extend its borders by welcoming ten or so new members, Football UEFA can and wants to be a useful partner in Eastern Europe by sharing its experience of integrating new members within our (Victor Skripnik, Ukraine) own ranks. When the Soviet Union broke up and a number of national has benefited football associations became independent bodies, UEFA did its utmost from the assistance to help them fit into the European football family as quickly as possible, of the EEAB to find its notably by offering them the support of its East European Assistance place in the European Bureau (EEAB)). UEFA has also pursued this integration policy in other areas, football for example by contributing, via its charity portfolio, to understanding family. between ethnic groups in the Balkan States by financially assisting the Danish Open Fun Football Schools Project. If this new partnership with the EU is to be effective, not only is it necessary to cultivate relations, as we have just done by meeting sports ministers and other EU figures in Copenhagen on the eve of the European Sports Forum, but we also need to convince the European political authorities that sport needs a solid legal base within the EU if long-term development is to be secured. Our aim is, and remains, an EU Sports Protocol with the right balance of rights and responsabilities for sports governing bodies.
