As a catalyst and participant in that process, the Department of Regional Development (DRD) of the Economic and Social Secretariat of the Organization of American States has learned to appreciate how routinely difficult, complex, and frustrating it is and how rarely things work out according to plan. Certainly, development professionals need not be told that there is no secret, no checklist, no single approach that triggers the development process and sustains its momentum. They know that even the best-laid development plans are fragile, temporary structures vulnerable to constantly changing conditions. They know also that good plans can direct wise investment decisions, which contribute to sustainable development that benefits large populations. Reviewing 20 years of experience with integrated regional development planning is a humbling exercise. Mistakes and failed plans stand out clearly with the perspective of time, but so do the occasional successfully implemented projects that flowed from the plans. Less obvious but perhaps equally satisfying are the mistakes avoided because of the plans. DRD draws here exclusively on its own field experience in Latin America, leaving it to other technical assistance agencies to catalog theirs. Accordingly, the emphasis in this book is on the development of natural resources, energy, infrastructure, agriculture, industry, human settlements, and social services. In these accounts, we believe, are information and ideas of use to developing-country governments from the local to the national levels, sectoral agencies, river basin authorities, regional development corporations, other technical assistance groups, and - most of all - field study managers. As a technical cooperation unit, DRD spends most of its efforts doing, not reflecting or theorizing. But after two decades, it has evolved a partially standardized approach to technical assistance in regional development. Although DRD's staff members have honest differences of opinion over technical issues, and the countries DRD has assisted have widely varying and constantly changing development needs, DRD does have a methodology and a philosophy. When the effort also involves partnership with another development assistance agency, the number of participants becomes very large. The perception of the need for a book on regional development planning experience evolved separately in the Department of Regional Development (DRD) of the Economic and Social Secretariat of the Organization of American States and the management staff of the U.S. Agency for International Development/National Park Service (AID/NPS) Project on Expanded Information Base for Environment and Natural Resources. Robert Blesch of DRD and Ken Thelen of NPS first put the two groups in contact, and their mutual interests eventually led to meetings between NPS staff and DRD, which culminated a decision to join forces to produce this book. Caldwell Hahn and Stephen Bender helped prepare the initial proposal that became the basis for the Cooperative Agreement signed between DRD and NPS. Field research and initial writing of case studies was undertaken by Stephen Bender, Caldwell Hahn, Richard Meganck, and Eugenio Isla. Kathleen Courrier, Arthur Heyman, Newton Cordeiro, and Richard Meganck rewrote the case studies, while additional ideas were introduced by Robert Blesch, Oscar Pretell, Roberto Casañas, Miguel Petit, Arnold Kreisman, Jorge Blanco, Patricio Chellew, and Pedro Bona. The guidelines were written by Kirk Rodgers, with assistance of a team composed of Newton Cordeiro, Brian Thomson, Richard Saunier, and Arthur Heyman. All senior staff members of DRD contributed in some way to the evolution of the ideas. The whole department and its national counterparts in Latin America and the Caribbean shared in the 20 years of experience that is the basis for what has been written. Gary Wetterberg, Hugh Bell Muller, and Jeff Tschirley of the National Park Service and Molly Kux of AID reviewed various drafts of the introduction, the case studies, and the guidelines, and contributed valuable comments. Reviewers of the final draft included Marc Carroll, John dark, and Peggy Lipson of NPS; Michael Crosswell, Maria Hatziolas, David Joslyn, and Steven Lintner of AID; Michael Moran of the Inter-American Institute of Agricultural Sciences; Luis Ferrate of the Inter-American Development Bank, and Donald King of the World Bank. Kathleen Courrier edited the field researchers' reports for the case studies and helped DRD draft the Introduction and the Guidelines. Lawrence Fahey, Gloria Martínez, and Gabriel Gross adapted the maps and graphics from the original OAS reports, which were the focus of the case studies. The efficient operation of the Interoceanic Canal has given Panama great importance in the maritime world and the development of the Canal and ports in Panama is one of the state policies/strategies of the Government of the Republic of Panama. There are ninety-six (96) ports that AMP administrates in Panama. The list of ports and port facilities in Panama and the location of ports are as shown in Table C.1.1 and Figure C.1.1. The ports of Panama are classified into two (2) types. The first types are the international major ports are located in Panama City and Colon City such as Manzanillo International Terminal, Colon Container Terminal, Colon Port Terminal, Cristobal Port, and Balboa Port). The second types are the local ports that are operated and managed by AMP and/or Panamanian companies. Nuestra municipalidad actualmente continúa reflejando altos niveles de pobreza, indicador que manifiesta el bajo desarrollo económico, social y ambiental en las comunidades sobre todo las rurales, limitándole así la calidad de vida satisfactoria a sus moradores, cabe señalar que esta situación se agrava por la condición administrativa de las municipalidades, debido principalmente a la falta de gestión local y los bajos presupuesto. Actualmente el Gobierno Nacional ha dirigido sus esfuerzos a través del Programa de Descentralización Municipal, enfocado en permitir las capacidades de organización y funcionamiento necesarias, esto con la finalidad de incorporar una visión estratégica de desarrollo integral, que permitirá los instrumentos necesarios a fin que estas instituciones locales se conviertan en verdaderos administradores del crecimiento local.

    BOLIVIA• Inundaciones, Granizadas y Sequias 2012 Informe de Situación No.03/12 Fecha: 03/04/2012 Gobierno Autónomo Departamental de Cochabamba Este informe de situación es producido por el equipo de la Sala de Situación conformado por la Unidad de Gestión de Riesgos en el departamento, complementado con información de la Defensa Civil y los municipios afectados. Próximo informe de situación será emitido alrededor de 15.04.2012. I. PUNTOS DESTACADOS Desde el 19 de enero de 2012 a la fecha, los diferentes fenómenos, afectaron a 5189 Has. de cultivos. Para el periodo de este informe 8.266 familias resultaron afectadas, 4.075 familias damnificadas, 71 viviendas colapsadas, en 26 municipios del departamento de Cochabamba. Los municipios de Cercado, Colcapirhua, Quillacollo, Villa Tunari, Independencia, Tacopaya, Morochata y Sipe Sipe registran la mayor afectación por las intensas precipitaciones suscitadas en este periodo. Pese a las acciones de mitigación realizadas por Municipio de Pasorapa, debido al déficit hídrico solicito apoyo a la Gobernación para paliar los efectos de la sequia. A nivel municipal se emitieron 26 ordenanzas municipales de declaratoria de emergencia y/o desastre con el objetivo de proceder a la canalización de recursos departamentales. En consideración al marco jurídico el gobierno autónomo departamental de Cochabamba mediante ley departamental 159/ 2011-2012 del 23 de febrero de 2012 aprueba la LEY DECLARATORIA DE EMERGENCIA Y DESASTRE DEPARTAMENTAL POR LOS FENOMENOS DEL CAMBIO CLIMATICO EN EL DEPARTAMENTO DE COCHABAMBA. A la fecha la Gobernación atendió de manera conjunta con las instituciones que conforman el COED a 26 municipios afectados. Las autoridades comunales y municipales se encuentran realizando las evaluaciones de daños y análisis de necesidades de los municipios Toco, Aiquile, Sacabamba, Mizque y Santibáñez.

The Republic of Panama forms the narrowest part of the isthmus and is located between Costa Rica to the west and Colombia to the east. The Caribbean Sea borders the northern coast of Panama, and the Pacific Ocean borders the southern coast. Panama City is the nation’s capital and its largest city with an urban population of 880,691 in 2010, with over 1.5 million in the metropolitan area. The city is located at the Pacific entrance of the Panama Canal , and is the political and administrative center of the country, as well as a hub for banking and commerce. The country has an area of 30,193 square miles (75,417 sq km) and a population of 3,661,868 (2013 census) distributed among 10 provinces (see map below).

    Government of Bolivia Bolivia Coca Cultivation Survey June 2007 Bolivia Coca Survey for 2006 PREFACE The evidence from the 2006 Bolivia Coca Survey sends mixed signals. Overall, there is an 8% increase in cultivation over 2005 for a total of 27,500 hectares. Dire forecasts have not been borne out. Nevertheless, there are warning signs that should be heeded. Under Bolivian law, 12,000 hectares may be grown for traditional consumption or other legal uses: this Survey shows that the limit was exceeded in the Yungas of La Paz where most of the cultivation usually takes place. At the same time there has been a dramatic (19%) increase in the Chapare region, including more than 2,300 hectares of coca being grown in national parks in the Tropics of Cochabamba – a threat to the precious eco-system of the Amazon forests. The good news from this same region is that the amount of land devoted to the cultivation of alternative crops – such as bananas, pineapple, and palm heart – now exceeds the area used to grow coca. There are signs of hope that licit crops can help liberate vulnerable communities from poverty. Nevertheless, the considerable increase in seizures and the displacement of drug production to areas outside the coca growing areas, as reported by the Bolivian drug control police, demonstrates the need for sustained drug law enforcement of the Bolivian Government. Bolivia’s drug policy is in the spotlight. The Government needs to reassure the world that its support for coca growers will not lead to an increase in cocaine production.
