We call upon the Belarusian authorities to immediately drop all charges against Ales Bialiatski and stop his criminal prosecution. On Thursday, 24 November 2011, the Minsk Pershamaiski District Court announced its verdict to sentence Ales Bialiatski to 4,5 years imprisonment with the confiscation of all his property, including property registered to other persons, on charges of tax evasion. Ales Bialiatski is the Chairperson of the Human Rights Centre “Viansa”, Vice-President of the International Federation for Human Rights (FIDH) and one of the founders of the Belarusian Human Rights House in Vilnius. He is a well-known and internationally recognised human rights defender. On 4 August 2011, Ales Bialiatski was detained in Minsk on alleged suspicion of ‘concealment of income on an especially large scale’. His trial started on 2 November and was widely condemned by the international community. -

SHADURSKI а aBelarusian State University, Nezavisimosti avenue, 4, Minsk, 220030, Republic of Belarus The present article is dedicated to the analysis of the Belarusian-Polish relations’ development during the post-USSR period. The conclusion is made that despite the geographical neighborhood of both countries, their cultural and historical proximity, cooperation between Minsk and Warsaw didn’t comply with the existing capacity. Political contradictions became the reason for that, which resulted in fluctuations in bilateral cooperation, local conflicts on the inter-state level. The author makes an attempt to identify the main reasons for a low level of efficiency in bilateral relations and to give an assessment of foreign factors impact on Minsk and Warsaw policies. Key words: Belarusian-Polish relations; Belarusian foreign policy; Belarusian and Polish diplomacy; historical policy. INVESTMENT AND TRADE POLICY OF THE REPUBLIC OF BELARUS Igor Ugorich Head of Department, Foreign Trade Administration, Ministry of Foreign Affairs, Belarus Globalisation creates a situation where the conflicts in certain regions directly affect the global state of affairs. From this perspective, developments in the 21st Century will be largely influenced by processes taking shape in the whole world. Multi-ethnic and multi-confessional Belarus has avoided the religious and ethnic conflicts so characteristic of many post-Soviet countries. Organised government management and law-enforcement systems have allowed us to ensure an adequate level of security for our society and people. The strategy of economic development, priorities and the stages of reformation of the economy of Belarus are based on the so-called “Belarusan model” of development, which is a socially orientated market economy stipulated by the Constitution and with regard to the place and the role of our state in the world community. Reformation of the Belarusan economy started in 1991 after the dissolution of the USSR. The current stage of reformation and development started in 1994-1995 and is connected with cardinal changes in the economic policy of the state carried out before. Belarus looked for its own way of development in the years of crisis, one based on a sound pragmatic and practical understanding of world experience, taking into account particular internal problems and the general situation in the world. How should one build a programme of economic development? With over 20 years of experience in public policy, public affairs, media relations, policy advice, and security policy he focuses on analyzing, drafting, discussing and implementing communicative change processes with target groups in the political and public sphere. He also has a focus on military sociology. Wolfgang presents regularly at international conferences and workshops with a focus on the Eastern Partnership and publishes on Belarus and Russia. In his PhD thesis Wolfgang analyzed the OSCE election observations with regard to Russia. He has lectured at European Humanities University, Freie Universität Berlin, and Minsk State University. Wolfgang’s previous employments included positions in international companies, German government institutions, and the German Parliament. He studied political science, sociology and communications and holds a PhD from Freie Universität Berlin. Wolfgang is a member of several advisory boards in the field of economics, science, and politics. Vladimir Makei has served as the Minister of Foreign Affairs of the Republic of Belarus since August 2012. In 1993 he graduated from the Austrian Diplomatic Academy. He then served at the Ministry of Foreign Affairs as Secretary of several departments (Information and Humanitarian Cooperation, Analysis and Forecast, Office of the Minister, State Protocol Service) prior to becoming Deputy Head of the State Protocol Service in 1995. From 1996 to 1999 Vladimir Makei served as Counselor of the Embassy of the Republic of Belarus in the French Republic and represented Belarus in the Council of Europe concurrently. -

We call upon Belarusian authorities to immediately release and drop all charges against human rights defender Ales Bialiatski; to fully rehabilitate him and to ensure unhampered activities of human rights and other civil society organizations. On January 24, the cassation appeal against the verdict of the Pershamaiski District Court of Minsk, of Ales Bialiatski, Head of the Human Rights Centre “Viasna” in Belarus, Vice-president of the International Federation for Human Rights (FIDH) and one of the founders of the Belarusian Human Rights House in exile, left the sentence against Ales Bialiatski in force: 4.5 years imprisonment in a higher security colony and confiscation of properties. The latter disregards the fact that all the taxes and penalties imposed on Ales Bialiatski have been fully paid by the time of the appeal hearing. On 4 August 2011, Ales Bialiastki was arrested in Minsk. We see Ales Bialiatski’s detention since August 2011 as a direct result of his legitimate activities in defence of human rights in Belarus. Police brutality and political persecu- tion continue to date. International actors adopt various responses to the political and human rights crisis, including sanctions. As representatives of civil society, we are deeply concerned with the current political crisis unfolding in Belarus. By mapping inter- national responses to the crisis, we explore the toolbox used by various actors to ensure accountability and inspire change. The project’s goal is to monitor, document, and analyse international responses, seeking to clarify their complex nature to the general public, as well as to inform advocacy efforts. What is happening in Belarus? Belarus has been under the rule of Alexander Lukashenko1 since 1994. Originally authorised to serve for two presidential terms, Lukashenko initiated two referen- da on amending the constitution in 1996 and 2004. The contested outcomes of the referenda allowed him to run for the post indefinitely and widened the extent of presidential powers, effectively turning Belarus into a presidential republic.2 Lukashenko’s presidency has been marked by authoritarianism and oppression. -

Lawyers for Lawyers is concerned about the sentencing of lawyer Oleg Volchek. Oleg Volchek is a prominent human rights lawyer and director of the non-governmental organisation Pravovaya Pomoshch Naseleniyu (Legal Aid to Population). He defends political rights and fights against the use of torture and bad conditions in Belarusian detention facilities. According to our information, Mr. Volchek was charged with ‘taking part in an illegal mass event’, under art. 23.34 part 1 of the Administrative code, after taking part in the demonstration that took place in Minsk on 17 February 2017. One more demonstration took place on 15 March 2017. Through these peaceful protests participants called on the authorities to withdraw Presidential Decree No 3 on the ‘Prevention of Social Dependence’. The law targets and imposes a tax of around USD 250 on Belarusians who have worked less than half of the year and who have not registered at the country’s labour offices. Mr. Volchek learnt about being charged by chance, when he was inquiring about the hearing of his client Mr. Alexander Lapitski who was last year sentenced to undergo psychiatric treatment.
