From National Solidarity Programme to Citizen’s Charter The National Solidarity Programmeof the Ministry of Rural Rehabilitation and Development (MRRD/NSP) thathadextensive activities in overall 34 provinces of Afghanistan has recently ended and will be replaced with another development program calledCitizen’s Charter.According to MRRD, the first phase of the new program will start in themonth of Dalwa of current solar year in three parts inthe villages and districts of Afghanistan.The Citizen’s Charter is the first national inter-ministerial programthat MRRD, Ministry of Finance, Ministry of Education,Ministry of Public Health, Ministry of Agriculture, irrigation and livestock and Independent Directorate of Local Governancethat will jointly proceedit in Afghanistan.The Citizen’s Charter increases the role of people in implementation of development projects across all urban and rural areas. The primary objective of this national program is to strengthen, expand and maintain Community Development Councils (CDCs) as effective entities for economic and social development as well as good governance in Afghanistan. NSP was created in mid-2003 within the framework of the MRRD tostrengthen local governance, ensure socio-economic development and establish CDCs. Indeed, this national program was a good dream and fortune for all villagers.By implementing development projects,villagers could largely rebuild and reconstruct their communities.NSP has made great achievements with support ofpeople, government and international community in various aspects including reconstruction, development and poverty reduction. In addition, NSPcovered almost all parts of the country by implementing development and capacity enhancement projects. The great effort of CDCs is always highly appreciable in implementing development projects. They proved their honesty only for the sake of community development and theirvillagers without any wages and privileges. Nowadays, we proudly admit that for the first time all community-related issues are being solved andmonitored by villagers. NSP facilitates grounds for democracy and strengthens linkages between people and government. NSP caused remarkable transformation in economic development of villagers andbroughtpositive changes in terms of unity and equality in rural areas. Moreover, one of the objectives of NSP was the poverty reduction and meeting villagers’needs which has largely beenachieved. The villagers are now able to make decisions to prioritize their needs and requirements and make an enjoyable and decentlife style for themselves. Creation of good local governance system and giving people the power to take decisions which is demonstrate the role of democracy is another primary achievement of NSP. The NSP has also paved the way forwomen’sparticipation in CDCs and decision making process on community issues andsocial affairs. We can say thatthe MRRD/NSPand villagers’overall activities and accomplishmentsare handled in a democratic process that have a remarkable role in prioritizing the communities’ needs and requirements. According to MRRD provided facts, NSP has so far disbursed AFN 81.4 milliard for implementation of89,389 uplift projects in various sections including agriculture, electricity, water and sanitation, transportation, education, health, etc. The NSP previously committed to reconstructing and developing Afghan rural communities has been replaced with the Citizen’s Charter Program that will cover the urban areas in addition to rural communities of Afghanistan. Meanwhile, the focus will be on large projects and the CDCs will be convertedCDC clusters in Citizen’s Charter.It means several CDCs will get together and the projects will promote from one to several villages. The Citizen’s Charter designed to last until 2026 will be implemented in three phases. During coming ten years, 12,000villages will benefit from development projects in each phase. A sum of USD 910 million will be required for implementation of this national program. Currently, USD 543 million has been committed for the program as USD 400 million will be disbursed by the World Bank while USD 134 million will be disbursed by the Government of Afghanistan.
