Captain Beall relates his experiences in employing Human Intelligence Collection Teams at the company level in both Iraq and Afghanistan. Lieutenant Colonel Lawson provides a look into the balancing act U.S. Army chaplains as non-com- batants in Afghanistan are involved in with regards to Information Operations. Colonel Reyes discusses his experiences as the MNF-I C2 CIOC Chief, detailing the problems and solutions to streamlining the intelligence effort. First Lieutenant Winwood relates her experiences in integrating intelligence support into psychological operations. From a doctrinal standpoint, Lieutenant Colonels McDonough and Conway review the evolution of priority intelligence requirements from a combined operations/intelligence view. Mr. Jack Kem dis- cusses the constructs of assessment during operations–measures of effectiveness and measures of per- formance, common discussion threads in several articles in this issue. George Van Otten sheds light on a little known issue on our southern border, that of the illegal im- migration and smuggling activities which use the Tohono O’odham Reservation as a corridor and offers some solutions for combined agency involvement and training to stem the flow.     Terrorism, War and Conflict, an analysis into the Horn of Africa Al Shabaab in Somalia; US and UN efforts to reduce violence Peter Tase, MSc International Programs Assistant to Secretary General, International Federation of Engineering Education Societies, USA Abstract Somalia has been one of the UN member countries who lingers from the presence of terrorist groups in its territory, that exert tremendous influence in the daily life of its society and economy. Al Shabaab is well known in the horn of Africa, particularly in Somalia, for its terrorist training and strong affiliation with other terrorist groups in Nigeria and Al-Qaeda. The Harakat Shabaab Al Mujahidin, also known as Al-Shabaab. has completely controlled the central and southern part of Somalia including some of its important sea ports, which are vital for the country’s economy. Although Ethiopian and Somali military forces attempted to rout the group in a two week war between December 2006 and January 2007, Al Shabaab, with its 14,500 militants, still continues to maintain control over strategic locations, not only in Somalia, but also throughout the horn of Africa.1 The paper delves into the recent events and attacks either undertaken or influenced by Al-Shabaab, including a snap shot of its threat to humanitarian aid personnel as well as the Africa Union troops who are desperately trying to lower the intensity of conflict along the Somalia Kenya border area and Al-Shabaab’s actions to secure financial resources. Bush and Bill Clinton involving forced humanitarian military operations in Somalia and Haiti in the 1990s. The dissertation examines American post-Cold war foreign policy and the abrupt shift to involve U.S. armed forces in United Nations peacekeeping and peace enforcement operations to conduct limited humanitarian and nation-building projects. The focus of the study is on policy formulation and execution in two case studies of Somalia and Haiti. Wars Without Risk examines the fundamental flaws in the attempt to embrace assertive multilateralism (a neo-Wilsonian Progressive attempt to create world peace and stability through international force, collective security, international aid, and democratization) and to overextend the traditional democratization mandates of American foreign policy which inevitably led to failure, fraud, and waste. U.S. military might was haphazardly injected in ill-defined UN operations to save nations from themselves and to spread or “save” democracy in nations that were not strongly rooted in Western enlightenment foundations. Missions in Somalia and Haiti were launched as “feel good” humanitarian operations designed as attempts to rescue “failed states” but these emotionally- based operations had no chance of success in realistic terms because the root causes of poverty and conflict in targeted nations were too great to address through half-hearted international paternalism.
