1 LAWRENCE/TUAPEKA COMMUNITY BOARD MINUTES The minutes of the meeting of the Lawrence/Tuapeka Community Board held 30 September 2020 were presented for the Board’s confirmation.

2 WORK IN PROGRESS The Service Delivery Administrator submitted a report that updated the Community Board on progress in relation to issues that had been raised at previous meetings.

2.1 Gabriel’s Gully Walkway Agreements have been drawn up and will be sent to 3 landowners whose properties are required for track access once they have been approached by the Chairman. An agreement will also be resent to Graham Laing and Helen Gibbs for signing.

2.2 Extension of Cycle Trail Lawrence to Milton section of the trail should be completed by October 2021. Shane O’Connor is the new trail manager for the extension of this project.

2.3 Peace Garden The oak tree will be removed by Powernet within the next 6-8 weeks.

The LTCB agreed to have a working bee to take care of minor maintenance until further arborist advice is received.

A replanting plan is to be agreed on before anything is removed from the garden.

This item will stay on the WIP until completed.

2.4 Hospital Creek/Wetherstons Creek Letter and report have been sent to residents on Hospital Creek.

Wetherstons Creek is getting overgrown again so a service request will be lodged with the ORC.

2.5 Trees – Steep Street Domain A price for a picnic setting has been received with the table being paid for partly by council with the balance from the LTCB.

Lindy Chinnery will advise the Domain Working Party accordingly.

2.6 Tuapeka Transport Ltd – Transfer Site and Entranceways A draft agreement has been sent to the RTL directors for comment.

A site meeting was to be held this week between council staff and RTL but was deferred until 17 November.

AgRecovery is still being investigated by the Waste Minimisation Officer.

The Board have also requested that Waste Minimisation Workshops are considered for 2021.

2.7 Boarded up Shop – Ross Place The building was recently inspected, and it is believed that the windows and façade will be replaced prior to Christmas, with work on the verandah in the New Year.

2.8 Mobile Coverage Garry McCorkindale advised that he had been in contact with Crown Infrastructure and was waiting on further information which had not yet been received.

The Group Manager Service Delivery suggested that he contact the West Community Board as Mayor Cadogan was trying to organise a meeting for them with MP Joseph Mooney to discuss this issue further.

2.9 Speed Limit Reviews This is to stay on the WIP until the speed reviews have been completed in 2021.

Waitahuna speed review data has not been received yet but will be circulated once it has been processed.

2.10 Sale of Unused Council Land To stay on the WIP for LTCB decision in conjunction with community plan – agenda item for Corporate & Property Committee.

3 SERVICE DELIVERY UPDATE

The Group Manager Service Delivery submitted a report on activities in respect to the Service Delivery Department.

Comment was made about the recent mowing in the area. Board members would like to see a catcher used however it was explained that this would increase the mowing costs. The Group Manager Service Delivery explained that at this time of the year the mowing was particularly weather-dependent however settled down as we moved into summer.

Concerns were also raised about the recent laying of fibre particularly with footpath repairs. The Board would like to see a coordinated repair job in order to avoid the footpaths looking patchy.

The Management Accountant submitted a copy of the Revenue and Expenditure Statement for the activities within the Lawrence/Tuapeka Community Board’s area for the period 1 July 2020 to 30 September 2020.

An application has been received from the Lawrence Lions Club for a Raizer Chair which meets the conditions of the Elderly Citizens Trust. This will be considered by the Trustees on Friday 13 November 2020.

Issue Comments Gabriel’s Gully Walkway After walking the track, the LTCB will look to progress the maintenance.

Landowner has offered to restore track, using digger provided by G Davidson and donating his time. Will also erect the signs.

Draft agreements will be sent to the landowners for their consideration and signing.

Extension of Cycle Trail • The Community Board have advised that It is anticipated that the Lawrence to Milton they would like to be provided with section of the trail should be completed by updates regarding progress on the October 2021. extension of the cycle trail to Milton and .

Peace Garden • Trees in the Peace Garden have become Working bee to do minor maintenance until overgrown and need to be looked at by arborist advice received. an arborist with the view to removing one or two and trimming the remainder. A replanting plan to be agreed before anything is removed from the garden.

Powernet have not yet removed the oak tree but have advised that this will be done when they are next in the area.

Hospital Creek/Wetherston Creek • Progress report on clean-up of creeks. A letter and a copy of the draft Stantec report have been sent to residents whose properties boundary Hospital Creek.

A service request has been lodged by LTCB with ORC to clear Wetherstons Creek.

Trees – Steep Street Domain Tree planting options will be decided by the Board.

Picnic setting has been ordered.

REPORT

1 Roading

1.1 January Rain Event The January rain event caused some minor damage around the district with significant scouring in the Waipori area. SouthRoads have inspected roads for damage with some staff returning from holiday early to start the repairs.

1.2 Metalling Metalling is proceeding in the area with side drainage, clearing of culverts and replacement of damaged culverts being carried out prior to metalling proceeding.

1.3 Peel Street Footpath Work should be completed by mid-February.

2 Three Waters

2.1 Phoenix Dam Geotechnical Investigations Investigations completed of dam and awaiting report from Riley Consultants.

Lawrence/Tuapeka Community Board – 27 January 2021 Service Delivery Update 13 2.2 Water Meters Staff are continuing with the installation of water meters at commercial premises to assist with calculation of liquid trade waste charges when introduced 1 July 2021. Council staff will be working with commercial business owners to help them minimise their waste which in turn will keep charges to a minimum i.e. water in will be used to measure the wastewater going out. Gavin Sole from Tiaki Environmental is developing trade waste by law implementation.

2.3 Lawrence Wastewater Treatment Plant On-going improvement work at Lawrence Wastewater Treatment Plant to be compliant with ORC compliance. Following the recent heavy rainfall event early in the new year, an emergency overflow occurred from the oxidation pond for approximately 24 hours. ORC was notified immediately, and actions were taken to reduce the pond level as quickly as possible.

2.4 Lawrence Water Treatment Plant Process control upgrades are currently underway at the Lawrence Water Treatment Plant. This will enable the treatment plant to meet both bacterial and protozoa compliance with the Drinking Water Standards . This is expected to be completed by March 2020.

2.5 Solid Waste Change is coming to Council’s recycling service from 1 February 2021. From Monday, February 1 Council will only collect plastic types 1, 2 and 5 and will no longer accept plastic types 3, 4, 6 and 7. The only plastics able to be recycled going forward is the range that includes polyethylene terephthalate PET (resin type 1), high density polyethylene HPDE (resin code 2) and polypropylene (resin code 5). Public awareness campaign is on-going.

Below figure shows the proposed location for relocating Lawrence transfer station. On-going discussion with RTL for the lease agreement.

2.6 AgRecovery The AgRecovery Commercial Manager, Richard Carroll advised AgRecovery have applied for funding through the Waste Levy Contestable fund for an additional 10 container collection sites across New Zealand, he was unsure at the time if these sites have all been earmarked or not. The Operations Advisor has been contacted to express interest in Lawrence being one of those sites.

If Council is not accepted as one of the extra 10 locations, the cost of setting up a site is approximately $10,000, which includes the cost of painting and retrofitting the container with side port windows and providing signage at the site. The cost of collection from site and recycling of the containers is covered by the participating brand owners’ fees and levies, so after set up there is no ongoing cost (unless the Contractor or host site wishes to charge for the time)

As the containers need to be triple rinsed the site needs to be manned for health and safety. If Council’s Contractor WasteCo was engaged to host the drop off point at the transfer station, containers would only be able to be dropped off during opening hours of 12-1pm on a Saturday. Would there be interest from any other businesses in the area to host the drop off site?

There may also be a need to provide figures to AgRecovery on the estimated volume of containers that would be produced by the area, can we gather any data from residents who are wanting to use the service?

The next round of AgRecovery Chemical Collections will be announced in the second half of 2021. You can still make a booking prior to a collection being scheduled here.

15 2.7 Recycling/Composting Workshop Council’s Waste Officer is currently assessing options for more waste minimisation focused workshops in the future and will include Lawrence/Tuapeka and in these assessments

2.8 Capital Work Restoration work in Hill and Pladda Streets has been completed.

The Gabriels Gully pump station is estimated to be completed in March.

The new section of sewer main on Campbelton Street and across the State Highway will be commenced in February.

2.9 Development Plans for Greenfield Borefield Progressing A combined scheme meeting was held at the Clutha Valley hall on 17 December 2020 to discuss the option analysis of supplying Balmoral 1 & 2, Tuapeka East & West Rural Water Schemes as well as Lawrence Township from a new bore field at Greenfield. Positive feedback was received at the meeting and public consultation will be carried out through the LTP process. Further investigation bores were drilled the week of January 11, 2021 to confirm the depth and extent of the aquifer.

3 Service Requests There have been 5 service requests lodged by Community Board members since the last meeting on 11 November 2020.

These were for Roading (1), Greenspace (1) and Water (3) with 4 complete and 1 scheduled.

Thank you for your letter dated 1 November 2020 requesting funding from the Elderly Citizens Trust for the purchase of a Raizer Lift Chair for the Lawrence Rest Home.

I am happy to advise that the Trustees met on Friday 13 November 2020 and agreed to funding of $3,500 towards the purchase of the chair. This will be deposited into the Lawrence Lions Club bank account.

1 Funding Schemes

1.1 Creative Communities New Zealand Funding Scheme

At the conclusion of round one, there was still $12,267.00 available for the first half of 2020/2021, therefore an additional funding round closing 20 November 2020 was held. Five applications were received.

An application from Tuapeka Goldfields Museum was declined because it did not deliver strongly to the CCS funding criteria. Creative New Zealand has allocated an additional $5,850.12 to Clutha District Council as part of a COVID-19 Response Plan of $1.8 million, under Government’s Arts and Culture COVID Recover Programme announced in Budget 2020. This, in addition to the second half year allocation of $12,810.00 and a balance of $4,435.99 left after rounds one and two, which leaves a total of $23,096.11 to be allocated before 30 June 2021.

The Corporate Services Administrator and Committee is working to spread the word and encourage applications from throughout the district.

The third funding round will close 1 March 2021.

23 1.2 Sport New Zealand Rural Travel Fund The Sport NZ Rural travel Fund Assessment Committee met on 11 December 2020 and allocated the following funding for the 2021 year:

The funding is comprised of $9,500.00 from Sport New Zealand, $9,500.00 from the council LTP grant and $200 from a grant returned in 2020.

1.3 Tuapeka Bursary The 2021 Tuapeka Bursary fund is now being advertised. The closing date is 31 January 2021. The Trustees will meet on 3 March 2021 to decide the recipients.

In 2020 a total of $2,000.00 was awarded to two recipients.

2 General Grant Allocation Council provides general grants to assist organisations providing projects/activities which benefit the residents of communities within the Clutha District. General grants are limited to the following categories:

Reimbursement of Council fees and charges. Reimbursement of rents for properties leased from Council. Reimbursement of hire charges for community centres and community halls.

2.3 District Swimming Pools The annual swimming pool questionnaires were paid as soon as they were returned. Ten of the twelve district pools have returned the questionnaires and received their funding.
