Commercia 1 and ~1utua 1 Savings Banks Loan Summary: There was $159.7 million on loan from Fairbanks area banks on September 30, 1982, the lowest amount ever for that date during the five years the CRC has surveyed this data. Fairbanks International Airport Statistics: While the number of passen gers through the Fairbanks International Airport during the first ll months of 1982 was the highest it has been since the peak of the pipeline in 1976, the amount of freight handled and the number of operations (take-offs and landings) during this period were the lowest they have been since pre-pipeline years. Jet Landings at the Fairbanks International Airport: Although the departure of China Airlines and Korean Airlines lowered the number of jet landings by foreign airlines by over 170 between the third quarters of 1981 and 1982, the addition of a new domestic airline, Western Airlines, with 273 landings during the third quarter of 1982, more than compensated for the loss. Average Daily Traffic Counts: Average daily traffic in the major areas in the Fairbanks North Star Borough was 17-23% higher in December 1982 than in December 1981; traffic at most counter locations was the highest it has been in December during the past six years. Alcan Highway Passenger Counts: The total number of persons entering Alaska via the Alcan in 1982 was only l ,400 less than the peak pipeline count in 1975; the July 1982 count of 32,831 was the highest monthly count ever. Average Daily Traffic on the Yukon River Bridge: On the average, truck traffic across the Yukon River Bridge during the first ll months of 1982 was 9% higher than during the corresponding period in 1981. EMPLOYr1ENT Pages 23-47 Estimated Nonagricultural vJage and Salary Employment: Overall nonagri cultural wage and salary employment in Fairbanks increased 3% between October 1981 and October 1982; state government employment increased 8%, local government employment increased 2%, and federal government employment decreased 4% during this period. Nonagricultural Wage and Salary Employment Index: Nonagricultural wage and salary employment in Fairbanks during 1982 was at its highest level since the end of pipeline construction in 1977. Unemployment Rates: In November 1982, for the fifth month in a row, Alaska's unemployment rate was lower than the national unemployment rate; the Fairbanks, rate, meanwhile, climbed to 14.9% in November 1982. Civilian Labor Force Summary, .Fairbanks North Star Borough: While the number of persons employed in Fairbanks remained relatively stable between 1981 and 1982, the number of unemployed persons increased over 20%, forcing the unemployment rate up. 5 Civilian Labor Force Summary, Alaska: The Fairbanks labor force comprised 11% of the total labor force in the state in October 1982, and had the fifth highest unemployment rate among the state's 29 census divisions. Job Openings Listed With Fairbanks Job Service: There were 1,794 job openings listed with the Fairbanks Job Service during the third quarter of 1982, the largest number of jobs listed in a quarter during the past four years. Avera e Entr Level Wa e Rates for Selected Occu ations: Average entry level wage rates in Fairbanks exclusive of union occupations) ranged from $4.32 for a waiter or waitress to $25.67 for an airplane pilot in June 1982. Laborers' and Mechanics' Pay Scale: Basic hourly rates for laborers and mechanics working on public construction in the Fairbanks area ranged from $17.06 for drivers of certain trucks to $25.17 for asbestos workers in December 1982. Annual Pay Scales for Government Employees: Annual pay scales for federal, state and borough government employees ranged from 4% to 12% higher in December 1982 than in November 1981; city government pay scales remained the same, but positions were moved up several ranges, resulting in effective salary increases of over 30% for some positions.
