In order to better align NGO sustainable development efforts in ways that are beneficial to the populations they serve, it is crucial to listen to perspectives that are typically marginalized in our current global system. This thesis explores synergizing NGO-Malian artist partnerships in innovative, mutually understandable, and mutually beneficial ways to increase NGO project effectiveness and efficiency. This case study features twelve interviews with Malian dancers and musicians residing in Bamako, Mali. He has been the most impressive cross-cultural interpreter, teacher, and friend during my time learning and working in West Africa. Without Gora's wisdom, integrity, vii and patience, I would not have returned to West Africa after my first trip in 1999-2000. He is the first person who generously welcomed me to stay with him and his family as he helped me understand and live in West African culture. Additional teachers and liaisons have played key roles in my positive experiences in West Africa: the rest of Gora Mangane's and the Kane family in Senegal, the Bangoura and Camara families in the Republic of Guinea, the Diakites in Mali, and Ronna Neuenschwander and Shelly Stein, both originally from the United States but from whom I have learned to develop a tremendous heart connection with West Africa. Once a model for development among West African states, Côte d’Ivoire has struggled with economic challenges, political issues, and ethnic conflict since 1993, following the death of its first president. As the home of several ethnic groups, Côte d’Ivoire also has struggled to maintain a peaceful balance among its tribes. Tribal tensions have reemerged along with political tensions, creating an air of instability and distrust. This issue raises the possibility that the nation could deteriorate and collapse around ethnic lines.1 Nonetheless, Côte d’Ivoire has potential, and its agricultural sector—along with its mineral resources, improving infrastructure, and revived tourism trade— may hold the promise of future economic development. The country is the world’s largest producer of cocoa, and a major producer of other cash crops, such as cashews. To provide an overview of security issues in Côte d’Ivoire, this report examines four key areas: ! The 2010 election crisis and recovery. ! Security Threats, including exogenous threats (such as Al-Qaeda in the Islamic Magreb) and endogenous threats (such as a partisan military, unofficial militias, corruption, and impunity).

A long border with Mauritania extends from the north, then juts west to Senegal. In the west, Mali borders Senegal and Guinea; to the south, Côte d'Ivoire; to the south-east Burkina Faso, and in the east, Niger. The country straddles the Sahara and Sahel, home primarily to nomadic herders, and the less-arid south, predominately populated by farming peoples. The Niger River arches through southern and central Mali, where it feeds sizeable lakes. The Senegal river is an important resource in the west.
