History is replete with instances where, even in the light of obvious and flagrant macroeconomics disequilibria, the implementation of stabilization programs is significantly delayed. Why do policymakers and/or politicians prefer to live with growing inflationary pressures and implement price and other forms of highly inefficient con- trols instead of tackling the roots of macroeconomic imbalances? Is the prolongation of inflation the consequence of mistaken views on the me- chanics of fiscal deficits and money creation, or is it the unavoidable result of the political game? Why, after months of apparent political stalemate, are stabilization programs all of a sudden adopted that closely resemble others proposed earlier? These questions are at the heart of the political economy of stabilization and inflationary finance.1 In recent years the analysis of these issues has attained new interest, as a number of authors have applied the tools of game theory to the study of macroeconomic pol- icymaking. -

After the Tide: Commodity Currencies and Global Trade∗ Robert Ready,y Nikolai Roussanovzand Colin Wardx October 24, 2016 Abstract The decade prior to the Great Recession saw a boom in global trade and rising trans- portation costs. High-yielding commodity exporters' currencies appreciated, boosting carry trade profits. The Global Recession sharply reversed these trends. We interpret these facts with a two-country general equilibrium model that features specialization in production and endogenous fluctuations in trade costs. Slow adjustment in the shipping sector generates boom-bust cycles in freight rates and, as a consequence, in currency risk premia. We validate these predictions using global shipping data. Our calibrated model explains about 57 percent of the narrowing of interest rate differentials post-crisis. At the same time currencies of commodity-exporting currencies appreciated, boosting the carry trade profits in foreign exchange markets (commodity currencies typically earn higher interest rates, making them attractive to investors).1 The onset of the Global Recession led to a sharp reversal in all of these trends, with only a weak recovery subsequently. -

This Peso Exchange system is affecting both U.S. financial depository institutions and many U.S. businesses. The information contained in this advisory is intended to help explain how this money laundering system works so that U.S. financial institutions and businesses can take steps to help law enforcement counter it. Overview Date: November Drug sales in the United States are estimated by the Office of National 1997 Drug Control Policy to generate $57.3 billion annually, and most of these transactions are in cash. Through concerted efforts by the Congress and the Executive branch, laws and regulatory actions have made the movement of this cash a significant problem for the drug cartels. America’s banks have effective systems to report large cash transactions and report suspicious or Advisory: unusual activity to appropriate authorities. As a result of these successes, the Issue 9 placement of large amounts of cash into U.S. financial institutions has created vulnerabilities for the drug organizations and cartels. Efforts to avoid report- ing requirements by structuring transactions at levels well below the $10,000 limit or camouflage the proceeds in otherwise legitimate activity are continu- ing. Drug cartels are also being forced to devise creative ways to smuggle the cash out of the country. This advisory discusses a primary money laundering system used by Colombian drug cartels. -

The definition of foreign official institutions is: "FOREIGN OFFICIAL INSTITUTIONS (FOI) include the following: 1. Treasuries, including ministries of finance, or corresponding departments of national governments; central banks, including all departments thereof; stabilization funds, including official exchange control offices or other government exchange authorities; and diplomatic and consular establishments and other departments and agencies of national governments. 2. International and regional organizations. 3. Banks, corporations, or other agencies (including development banks and other institutions that are majority-owned by central governments) that are fiscal agents of national governments and perform activities similar to those of a treasury, central bank, stabilization fund, or exchange control authority." Chile: A Macroeconomic Analysis Lee Moore Jose Stevenson Rico X I. Chile: A Macroeconomic Success Story In the last decade, Chile has gained a reputation as one of the most stable economies in Latin America. It has implemented a set of fiscal and monetary policies that encourage privatization, focus on exports, encourage high levels of foreign trade and generally promote stabilization. These policies seem to have worked very well for the country, evidenced by steady and sometimes very high growth rates. From 1985-2000, GDP growth averaged 6.6%. Chile is also famous for its privatized pension system, which has been a model for other Latin American countries, and countries around the world. Workers invest their pensions in domestic markets, which has added roughly $36 billion into the economy, a significant source of investment capital for the stock market.1 Chile experienced a slight recession in 1998-99, due to shocks from the Asian financial crisis of 1997. With increasing unemployment and inflation rates, Chile struggled to maintain its policy of keeping the peso fixed to the US dollar within a band width of 25%.2 In September of 1999, Chile let its peso float, increasing its leeway in monetary policy decisions. Below is a brief history of the macroeconomic indicators, leading up to and beyond the floatation policy, which played a significant role in shaping Chile’s recent economy.
