Fnitentttê RÉPUBLIQUEFRANÇAISE PREFET DU DOUBS - PREFET DU JURA ARRETE modifiant l'arrêté 2014 -188 0006 fixant la composition de la commission locale de l'eau (CLE) du schéma d'aménagement et de gestion des eaux (SAGE) Haut-Doubs - Haute-Loue Le Préfet du Doubs, Le Préfet du Jura, Officier de la Légion d'Honneur, Chevalier de la Légion d'Honneur, Officier de l'Ordre National du Mérite Officier de l'Ordre National du Mérite Vu le code de l'environnement et notamment ses articles L212-4 et R212-29 à R212-34 ; Vu l'arrêté inter-préfectoral 94-1941 du 17 mai 1994 fixant le périmètre du SAGE du Haut-Doubs / Haute- Loue ; Vu l'arrêté 2014 -188 0006 du 7 juillet 2014 modifié fixant la composition de la CLE, et notamment celle de son 1*r collège, comprenant 28 sièges et composé des représentants des collectivités territoriales, de leurs groupements et des établissements publics locaux (désignation nominative) ; Vu les fusions de communautés de communes, créant les communautés de communes d'une part d'Arbois Poligny Salins Cour du Jura, d'autre part de Loue Lison Vu la désignation par l'association des maires et des présidents de communautés du Jura de nouveaux représentants ; Vu la désignation par le Syndicat mixte de la Loue d'un nouveau représentant ; Sur proposition du secrétaire général de la préfecture du Doubs et du secrétaire général de la préfecture du Jura, ARRETENT Article 1 : L'article 1 de l'arrêté modifié 2014 -188 0006 susvisé est modifié comme suit : . Monsieur Jean Luc BROCARD est désigné par l'association départementale des maires et communautés du Jura. Il remplace Monsieur Jean-François CETRE. Monsieur Yves DECOTE est désigné par l'association départementale des maires et communautés du Jura. Il remplace Monsieur François BOUVERET. Messieurs Maurice DEMESMAY, Pierre MAIRE et Gérard QUETE sont désignés par l'association des maires ruraux du Doubs en tant que délégués communautaires de la Communauté de communes Loue Lison. Monsieur Gérard MAMET est désigné par l'association des maires ruraux du Doubs en remplacement de Madame LEBLANC-VICHARD,démissionnaire. Monsieur Jean-Maurice BOILLON est désigné pour représenter le Syndicat mixte de la Loue. Il remplace Monsieur Jean-Pierre VIEILLE. Ces personnes sont nommées pour la durée du mandat qui reste à courir, soit jusqu'au 7 juillet 2020 au plus tard, le mandat de 6 ans ayant commencé lors de la publication de l'arrêté du 7 juillet 2014. Un récapitulatif du premier collège figure en annexe. Article 2 : Voies de recours Le présent arrêté peut être déféré au tribunal administratif de Besançon dans un délai de deux mois à compter de sa publication. Problems of the dairy economy in a disadvantaged area: Prosperity and crisis of agriculture in the Jura Mountains: P. Perrier-Cornet (INRA, Dijon, France) (Original in French) Agriculture in the Jura should adapt in order to keep its prosperity. The local Gruyere cheese production shows a steady development. At the same time, this production becomes localised in comparison to the situation at the end of the 19th century. The number of producers is declining. Growth was hampered by industrial competition (Emmenthal cheese), obliging the Jura producers to fortify themselves by aiming at quality rather than quantity. The State came to their help by laying down rules that guaranteed them monopoly. In areas where cheese production was abandoned, producers turned to mixed fanning (meat and cereals). However, the production structure of 'comte' cheese re- mains the same. The cooperative cheese dairies sell to local ripeners who con- centrate on the making of small cheeses — as the production is heterogeneous — and selling them through traditional channels. The production technique has also remained unchanged: no silage, dairy breed of exclusive regional origin, milking at fixed hours, delivery at the cheese dairy twice a day. Discussion: The discussion revolved round the following aspects: 1. The importance of the natural conditions in mountain areas. The physical conditions of the Jura have led farmers to valorize the milk into quality cheese, by means of a strict organisation. -The success of this production provoked its extension into the plains, but the organ- isation was less accepted there, and the produce suffered from compe- tition by low quality cheese, produced at lower cost in Brittany.
