    Phase 1 Palaeontological Impact Assessment of 2 Quarries and 6 Borrow Pits, between Willowvale and Dwesa, EC Province. Report prepared for: CCS Environmental Consultants. Dr Lloyd Rossouw PO Box 38806 Langenhovenpark 9330 Executive Summary A Phase 1 Palaeontological Impact Assessment was carried out at a two quarries and six borrow pit sites between Willowvale and Dwesa in the Eastern Cape. Quarry 1 and 2 are exclusively doleritic and therefore not palaeontologically significant. Borrow Pit 1 and 3 are located in Adelaide Subgroup strata, while an intrusive dolerite outcrop (dyke) and Adelaide Subgroup metasediments are represented at Borrow Pit 2. Borrow Pits 4, 5 and 6 are located in older Ecca Group strata. No fossils or trace fossils were located near or in the vicinity of the borrow pits during the baseline survey. The survey of exposed strata has indicated no evidence for potential palaeontological impact. There is no indication for the accumulation and preservation of intact fossil material within the Quaternary sediments (topsoils) covering the underlying sedimentary rocks. 2 Introduction At the request of Control Civil Services, a Palaeontological Impact Assessment was carried out along designated areas between Willowvale and Dwesa in the Eastern Cape with the aim to investigate six borrow pit localities and two quarries that will be utilized to maintain and rehabilitate the gravel road infrastructure in the region. The survey is required as a prerequisite for new development in terms of the National Environmental Management Act and is also called for in terms of the National Heritage Resources Act 25 of 1999. In terms of Section 38 of the National Heritage Resources Act 25 of 1999 the survey is required as a prerequisite for any development which will change the character of a site exceeding 5 000 m2 in extent.

    REDI3x3 Working paper 50 October 2018 The relationship between the collapse of formal rural land administration and failed development initiatives in the Wild Coast Mike Coleman and Mike Kenyon Abstract The promises of both land tenure reform and the restitution of land rights since 1994 have raised but not met the expectations of the long-term residents of the Wild Coast for change. The period from 1994 to the present is characterised by the removal of familiar systems of land tenure and administration, an official refusal to administer existing policy and legislation (both new and old), no land tenure reform, and no rural planning law. The handful of successful developments are characterised by persistent, local, small-scale, private sector business people with close community relations. In contrast major government initiatives such as the Wild Coast Spatial Development Initiative, Pondoland National Park, Dwesa-Cwebe restitution have failed. The key limitation on external investment is not land tenure arrangements, whether precarious or not, but rather the more general breakdown of governance across all three spheres. Furthermore there is an inherent contradiction between the concept of “Wild Coast” and conventional notions of “development”. Illegal Foresting Cases of illegal foresting have also been reported at Khabonqaba and Gqungqe. Holiday Cottages Many of the holiday cottages along the Wild Coast of the ADM are occupied based on the PTO system discussed earlier in this document. However, the ADM and DEDEAT are facing a challenge of illegal cottages and other structures being erected along the coast. The DEDEAT’s compliance unit is continually monitoring and taking action against the construction of illegal structures. Many of these structures are households and holiday homes (J.Pienaar, pers. comm.). Over the past decade, the DEDEAT has successfully removed many of these structures. Due to the sensitive nature of this topic, this CMP will not present further details of the alleged and convicted offenders. Appointment of EMIs No EMIs have been appointed for the ADM region. Essentially, EMIs are appointed under NEMA, and their role is to ensure that environmental legislation is followed and enforced. The EMIs have the powers to: Investigate: question witnesses, inspect and remove articles, take photographs and audio-visual recordings, take samples and remove waste; Inspect: enter premises to ascertain whether legislation is being followed and seize evidence of criminal activity; Amathole District Municipality Coastal Management Programme Page 99 Enforce: search premises, containers, vessels, vehicles, aircraft and pack animals; seize evidence and contraband; establish road blocks and make arrests.; and Administrate: issue compliance notices and admission of guilt fines.
