REPORT OF COUNCIL MEETING Council met yesterday afternoon and received the reports of the Officers, Standing Committees and Special Committees. The principal matters of importance were as follows: Council decided to set up a Special Committee to consider the desirability or otherwise of establishing a College of Psychiatry, or other alternatives which would further the interests and practice of psychiatry, and to make recommenda- tions. The same Committee were instructed to consider possible amendments to the Charter and By-Laws, whether consequent on the above recommendations or not. The General Secretary reported that the number of bookings for the charter flight to Montreal was 44. In view of the inadequacy of this number it was pro- posed that other European Psychiatric Associations should be approached to see whether they would care to join the R.M.P.A. The Papers and Discussions Committee reported that the Quarterly Meeting in February would consist of a two-day symposium on "The Hallucinogenic Drugs". Most of the basic work towards this had already been done by the 3 Psychotherapy and Social Psychiatry Section. The Meeting would be extended by one day, Friday, 17 February. Council confirmed the recommendation of the Journal Committee that the price of the Journal, which would be published six times a year in future, should be £1 instead of 15s. per issue from 1 January, 1961. Council gave general approval to a scheme to set up an international body to be concerned with the interchange of scientific information on the subject of Mental Deficiency. The Report of the Special Committee on the Casualty and Accident Services was presented by Dr. W. Linford Rees, and accepted by Council with minor amendments. Council approved the suggestion that the Special Committee on Divisional Boundaries and Activities should suspend operations while the Committee con- sidering the By-Laws was meeting. Nominations were made for membership of Boards of Governors, Regional Hospital Boards, and other similar bodies.

PAPERS "Mental Ill-Health in the Child and its Relationship to Mental Ill-Health in Later Years." by Dr. W. Warren. "Psychiatric Illness in Adolescents and its Outcome Six Years Later." by Dr. Lilli Stein and Dr. W. Warren.

MAUDSLEY LECTURE The Thirty-fifth Maudsley Lecture was given in the Barnes Hall of the Royal Society of Medicine, by Dr. Eliot Slater, Director of the Medical Research Council Psychiatric Genetics Research Unit at the Maudsley Hospital, and Physician in Psychological Medicine to the National Hospital, Queen Square. The lecture was entitled "Hysteria 311". At the conclusion of the lecture a vote of thanks was proposed by Dr. William Sargant and carried with acclamation.

SEMINARS Seminars were held on 17 November at St. Thomas's Hospital Medical School. Subjects and speakers were as follows: "Psychiatric Treatment of Pain." Dr. John Randell. "Modified Leucotomy Techniques." Mr. Harvey Jackson. Case Demonstration: Modified Leucotomy in the Neuroses. Dr. William Sargant. "The Antidepressant Drugs." Dr. Peter Dally. "The Use of E.C.T. Under General Hospital Conditions." Dr. Eric West. "Psychotherapy in General ." Dr. Alan Mason.

SOUTH-EASTERN DIVISION THE SPRING DIVISIONAL MEETING was held at St. Ebba's Hospital, Epsom, Surrey, on 6 April, 1960, by kind invitation of the Hospital Management Com- mittee and Dr. J. C. Batt, Physician Superintendent. Members of the Association were received by Dr. Batt and his medical colleagues, and parties were shown round the Hospital. Visits were made to the older wards and the new ones, and particular interest was centred on the Juvenile Unit, the School, the Admission Block and the Theatre. 4 Over sixty members and guests were entertained to lunch. The Vice-Chairman of the Hospital Management Committee, Mr. C. V. Jenkins, extended a cordial welcome to the party and expressed his appreciation of the honour bestowed upon the hospital by this visit. Dr. G. Somerville, Divisional Chairman, appro- priately thanked the Chairman and Dr. Batt for their generous hospitality. The Minutes of the last Divisional Meeting held at St. Augustine's Hospital on 7 October, 1959, were accepted and confirmed. Apologies for absence were received and the names of those present were recorded. The Secretary gave the report on the meeting of the Divisional Committee of Management held that morning. Election of Officers. In accordance with the By-Laws the Division elected the following: Chairman: Dr. O. W. S. FitzGerald. Secretary: Dr. S. W. Hardwick. Junior Representative on Council: Dr. Rosalind Bearcroft. Assistant Secretary: The Secretary reported that the Divisional Committee of Management had nominated Dr. E. P. H. Charlton as Assistant Secretary. Dr. J. T. Hutchinson, a member of the Division, had nominated Dr. A. J. Oldham, and this was supported by the signatures of three other members of the Division, and the consent in writing of Dr. Oldham to act, if elected. In accordance with the By-laws a ballot was then taken and Dr. Oldham secured the majority of votes (31 to 26). Dr. A. J. Oldham was accordingly elected Assistant Secretary to the Division.

The papers were of obvious interest to the meeting, particularly with reference to the work now proceeding at the Hospital, including the Juvenile Unit and the treatment of "psychiatric offenders". In the discussion following, several mem- bers of the Association took part. At the conclusion of the proceedings Dr. E. P. H. Charlton, proposed a vote •of thanks to Dr. Batt and his colleagues and the Management Committee of St. Ebba's Hospital.

NORTHERN AND MIDLAND DIVISION THE SPRING DIVISIONAL MEETING was held at Oldham and District General Hospital on Friday, 17 April, 1959, by kind permission of the Hospital Manage- ment Committee and of Dr. Arthur Pool, Consultant Psychiatrist to the Hospital. Many members toured the Hospital in the morning and took a special interest in the work being done, particularly in the Occupational Therapy Department, both by in-patients and patients attending on a daily basis. Members were welcomed at lunch by the Chairman of the Management Com- mittee, and Dr. Cuthbert thanked the hosts for their kind hospitality. Twenty-nine members were present and apologies were received from three members. The Minutes of the last meeting were signed as correct. Mr. McKniff then discussed the problem of where and how the Mental Health workers should be trained and what they should know, and that they should essentially be dual purpose officers both in local health authority work and the hospital field. Mr. Davies followed with a paper on the role of the Mental Health Officer in the future, and Dr. Pool in the final paper gave a brief history of the develop- ment of the Mental Health Services in Oldham with particular reference to the case conference method of training Duly Authorized Officers which, he feels, has yielded excellent results.

THE AUTUMN DIVISIONAL MEETING was held at Naburn Hospital, York, on Thursday, 22 October, 1959, by kind permission of the Hospital Management Committee and of Dr. Bowen, the Medical Superintendent. After touring the Hospital, the members were welcomed at lunch by the Chairman of the Hospital Management Committee, Mr. Lawton. In the absence of the Chairman, Dr. Russell thanked the hosts for their kind hospitality. Forty-one members were present and apologies were received from three members. Dr. Margaret Galley, Senior Registrar in Psychiatry at Naburn and Bootham Park Hospital, read a paper on "A Brief Investigation into Mental Hospital Admissions in York". A brief review of the literature, in which the author made the 8 point that psychiatric hospitalization statistics had been the backbone of epidemio- logical studies since about 1830. References were made to the Hutterite study and to Faris and Dunham's pioneer ecological work in Chicago where an increased incidence of schizophrenia was found in the central areas. Studies in other American cities and by Hare in Bristol confirmed the significance of social isola- tion as the implicated factor in this finding. Dr. Galley then described a pre- liminary survey of admissions to the York psychiatric hospitals. In this survey the city wards were divided into three main groups depicted on the map: (1) Including the largest proportion of new housing estates. (2) Better class residential areas. (3) Poor residential areas, including old property in the centre of the city- Calculations indicated an association between ward groups and total incidence of mental illness, there being a significantly larger number of admissions from group (3), the poorer residential area. Dr. Galley, commenting on the survey and its findings, pointed out the predominance in the studied population of patients of social classes (3) and (5). An interesting discussion followed.

THE SPRING DIVISIONAL MEETING was held at Shelton Hospital, Shrewsbury, on Thursday, 7 April, 1960, by kind permission of the Hospital Management Committee and Dr. M. J. Brookes, Medical Superintendent. After touring the hospital and seeing the many structural improvements which were transforming the various wards, the members were welcomed to lunch by the Chairman of the Hospital Management Committee, Mr. L. Motley, and Dr. Cuthbert thanked the hosts for their kind hospitality. Twenty-two members were present and apologies were received from three members. Silverman, Consultant in Psychological Medicine. 9 After touring the Unit, which consists of 99 beds, the members were wel- comed to lunch by the Chairman of the Hospital Management Committee, Mr. Woolley, and Dr. Cuthbert thanked the hosts for their kind hospitality. Dr. Maurice Silverman, Consultant in Psychological Medicine at Queen's Park Hospital, Blackburn, read a paper on "A comprehensive department of psychological medicine". This was an interesting account of the well-planned Queen's Park Hospital Unit of 99 beds, which in its first three months of full operation was already coping with 89 per cent, of the total psychiatric illness in its catchment area of 254,000 population. Dr. Silverman stressed the absence of patient selection and examined staffing and organizational problems. Mr. G. K. Tutton, Consultant Neurosurgeon at Preston and Chorley, Black- burn, Burnley, Blackpool and Fylde, Lancaster and Kendal Hospital Groups, read a paper on "Brain Tumours Masquerading as Psychiatric Problems". In this thought-provoking paper Mr. Tutton grouped the presentation of these patients under five main heads: (1) Terms of reference at fault. (2) Epilepsy with behaviour disorder. (3) Memory loss and dementia due to arterio-venous malformation. (4) Dysphasia. (5) Tumours involving directly or by pressure the hypothalamus or midbrain. Instructive case-records illustrated by slides were presented and there was a brief but stimulating discussion. 10 SCOTTISH DIVISION

THE SUMMER MEETING of the Scottish Division was held at Bellsdyke Hospital, Larbert, on 11 June, 1960. Thirty members were present as well as one guest, Dr. Jensen, Associate Professor in Child Psychiatry, University of Minnesota. The Minutes of the last Meeting were confirmed.

Committee of Management Business. A letter was read from Dr. Ivor Batchelor asking about the représentation of mental nursing on Regional Nurse Training Committees. It was agreed that further enquiry be made into this matter. With regard to the National Insurance Act, the Division accepted Dr. Tait's and Dr. Stalker's recommendation which was in accordance with the B.M.A. findings, i.e., contracting out of the National Insurance Act of 1959 provisions. Dr. Angus MacNiven was re-nominated by the Scottish Division to the Central Consultants and Specialists Committee for the year, August, 1960— August, 1961. With regard to the question of Chief Male Nurses signing Training Certifi- cates for the General Nursing Council, the Division, after discussion, asked the Secretary to go further into the matter with the General Nursing Council. A letter from Dr. H. B. Miller was read to the Committee regarding the exchange of patients from one mental hospital to another for holiday purposes and this idea was endorsed by the Division. In the forenoon members of the Scottish Division met members of the Asso- ciation of Medicai Officers of Health in with Dr. MacQueen, President of the Association of Medicai Officers of Health, in the Chair. Professor W. M. Millar and Dr. I. C. Monro, Medicai Officer of Health for Lanarkshire, were the opening speakers and a useful discussion followed. In the afternoon, at Bellsdyke Hospital, Dr. P. Roughead gave a talk on "The Othello Syndrome" and Dr. Keith R. H. Wardrop addressed the Division on "Attempts to Treat the Psychopath". These addresses were stimulating and aroused much interest and discussion. The Division wish to express their sincere thanks for the excellent hospitality and arrangements made by Dr. Allan Russell and his Staff and Board of Manage- ment of Bellsdyke Hospital on the occasion of the Summer Meeting. 11 THE WINTER MEETING of the Scottish Division was held at , Gartcosh, nr. Glasgow, on Friday 2 December, 1960. The following were elected Ordinary Members of the Association: Drs. W. G. McGhee, D. H. Nimmo and G. S. Riddell. The Committee of Management reported that Professor Millar had been appointed to the Special Committee set up by the Council to consider the desirability or otherwise of establishing a College of Psychiatry. At this stage, Dr. T. A. Munro gave a short account of the negotiations and general outline of the Scottish Diploma in Psychological Medicine. The Secretary reported that a very successful meeting had been held in the forenoon by the History of Psychiatry Sub-Section, at which Dr. A. T. Sandison, B.Sc., M.D., of the Department of Pathology, University of Glasgow, had read a paper on "The Madness of the Emperor Caligula". The date of the next meeting was fixed for Friday 24 March, 1961, in Edinburgh. Dr. R. M. Mowbray gave a talk to the Division on "General Practitioners' Attitudes to Psychiatry". This talk was followed by a lively discussion. All the members who were present on the occasion of the Winter Meeting will wish to thank Dr. James W. Macpherson and his Board of Management, not only for the excellent arrangements, but for the generous hospitality which we received.

NOTICES BY THE HONORARY LIBRARIAN The Library is open to members between the hours of 9 a.m. and 5 p.m., Saturdays, 9 a.m. and 12 noon. Books are issued to borrowers during these hours. The Hon. Librarían will endeavour to obtain, as far as possible, any books on psychiatry and allied subjects required by members.

Library Lending Department Régulations 1. Books shall be lent to members within the United Kingdom and Eire who are not in arrears with their subscriptions. 2. No member may borrow from the Library more than three volumes at one time. 3. Books and journals are sent carriage paid from the Library, but members are responsible for the books from the time they leave the Library until they are received back, and for the return postage. 4. Books damaged or lost while in possession of a member will be repaired at his expense or must be replaced by him. 5. A member shall be entitled to retain a book or periodical borrowed from the Library for a period of twenty-eight days (or longer by special arrangement), unless the book is required by another member, in which case it can be recalled by the Librarían at the expiration of fourteen days. 6. In the event of a member failing to return any book or periodical within seven days after receiving notice from the Librarían (on the expiration of the period referred to in Rule 5), the Library Committee shall be at liberty to purchase another copy, the cost to be charged to such member, who shall not be allowed to borrow another book until the sum thus expended shall have been paid. 7.
