ROLE PROFILE SPECIAL

Reports To: Chief Officer, Isle of Man

Overall Purpose:

Special work on a voluntary basis at the front-line of policing.

They work in partnership on a day-to-day basis with local communities, partner agencies and colleagues to promote law and order, reduce the fear of crime, provide reassurance and build confidence to improve the quality of life for citizens.

This role carries the same legal powers as a Constable, making autonomous decisions in accordance with the National Decision Model and Code of Ethics, and exercising professional discretion, as appropriate to the role, in line with legal frameworks and policy guidelines.

Special Constables are required to meet and maintain the highest professional standards required of their role, by conducting all actions in a legal, balanced, proportionate and justifiable manner to uphold the law and achieve the best outcomes in a wide range of situations/incidents.

Main Duties & Responsibilities:

 Provide appropriate initial and ongoing frontline response to a wide range of incidents that include complex and confrontational situations, assessing immediate risk, threat and harm to determine a proportionate response in line with the law, policy and guidance.

 Assist police colleagues in establishing effective localised partnerships to problem-solve, engage with, reassure and support organisations, groups and individuals across communities in line with the Force’s planned approach.

 Effectively engage with victims, witnesses, suspects and the vulnerable, in accordance with equality, diversity and human rights considerations, to provide initial support, direct towards relevant services, establish relationships and gather information that prevents and reduces crimes.

 Maintain awareness of potential and actual risks to individuals, taking appropriate action to protect and support those in need of public protection to pre-empt or effectively address safety / vulnerability issues.

 Make an effective contribution to investigations as requested, in line with the standards of investigation, to inform the development of high quality case files and initiation of criminal justice proceedings.

 Gather and handle information, intelligence, and evidence, from a variety of sources, in line with legislation, policies and guidance, taking the appropriate action to support investigations, law enforcement and criminal justice proceedings.

 Support the implementation of problem solving and evidence based policing initiatives by applying relevant methodologies approaches to area of work.

Prior Education and Experience:

 Special Constables will have met minimum requirements for English (Grade C at GCSE or equivalent).

 Achieve the learning outcomes specified in Phase 1 of the Initial Learning for the Special Constabulary on entry.

 Complete the in-training period, demonstrating competence in a range of activities as assessed through the Special Constabulary Accreditation process, and meeting or exceeding the specified minimum hours of duty.

Skills:

 Able to develop a deep knowledge and understanding of a local community including society composition, the needs of the vulnerable and local safety issues.

 Strong communication skills with the ability to set out logical arguments clearly and adapt language, form and message to meet the needs of different people/audiences.

NOTE 2 : HEALTH, FITNESS, EYESIGHT AND DISABILITY

If your application form is shortlisted, you will be invited to attend the Job Related Fitness Test. This is a shuttle run that takes place over 15 metres and to level 5.4. You must be physically fit to undertake this test and you will be asked to complete and sign a declaration just prior to undertaking the test. Consult your GP if in doubt and if you do have a medical condition then a GPs note confirming you are fit to undertake the test will be required to be produced prior to taking the test.

Following a pass at the Job Related Fitness Test, you should complete the Medical History Questionnaire in readiness for your full medical.

NOTE 4 : TATTOOS

Tattoos are permitted, however some tattoos could potentially offend members of the public or colleagues, or could bring discredit to the police service. It depends on their size, nature and location, and sometimes on the extent.

Members of the public are largely accepting of police officers with visible tattoos. Visible tattoos are unacceptable if they could reasonably be interpreted as discriminatory or offensive and/or indicate attitudes of views inconsistent with the Isle of Man Constabulary’s Code of Ethics.

We will give careful consideration to any tattoo on the neck, face or hands in deciding if it is acceptable. This includes considering the size, nature and prominence of the tattoo. Keep this guidance in mind when deciding whether to have such a tattoo.

Tattoos are not acceptable if they:

· Undermine the dignity and authority of the Isle of Man Constabulary · Could cause offence to the public, colleagues and/or invite provocation · Indicate unacceptable attitudes towards any section of the community · Indicate alignment with a particular group that could give offence to members of the public or colleagues · Are considered to be rude, lewd, crude, racist, sexist, sectarian, homophobic, violent or intimidating.

Facial piercings that undermine the dignity and authority of a Police Officer or their safety are not acceptable.

NOTE 5 : MEMBERSHIP OF BRITISH NATIONAL PARTY OR SIMILAR

The Isle of Man Constabulary has a policy of prohibiting any of their officers, or staff or volunteers from becoming members of the British National Party (BNP), Combat 18 or the National Front, whose aims, objectives or pronouncements may contradict the duty to promote race equality. If you are a member of the BNP or similar, your application will be rejected.

NOTE 6 : BUSINESS INTERESTS

You must declare if you, your spouse or partner or any relative living with you holds, or has a financial interest in any licence or permit relating to liquor licencing, refreshment houses or betting and gaming, or the regulation of places of entertainment on the Isle of Man.

The Chief Constable may decide to allow the business interest, if they think it is compatible with being a member of the Isle of Man Constabulary.

NOTE 7 : FINANCIAL POSITION

Police Officers are in a privileged position with regard to access to information and could be considered potentially vulnerable to corruption. Applicants should not therefore be under pressure from undischarged debts or liabilities and should be able to manage loans and debts responsibly.

Police Regulations state that a member of a police force shall not wilfully refuse or neglect to discharge any lawful debt. Your application will therefore be checked to determine and verify your financial position.

Most applicants have debts, such as mortgages, undischarged student or other loans, and

The following will result in your application being rejected:

. Applicants who have existing County Court Judgements outstanding against them, or who have been registered as bankrupt and their bankruptcy debts have not been discharged will not be considered. . Applicants who have discharged County Court Judgements may be considered. . Applicants who have been registered as bankrupt and their bankruptcy debts have been discharged will only be considered after three years from discharge of the debt. . Applicants who are the subject of a current Individual Voluntary Arrangement (IVA), Debt Referral Order (DRO), Debt Management Programme or a Voluntary agreement registered with the County Court may not be considered.

NOTE 8 : PREVIOUS CONVICTIONS

By virtue of the Rehabilitation of Offenders Act 2001 (Exceptions) Order 2001 (as amended), applicants for the position of Police Constable are not entitled to refrain from disclosing details of convictions, spent or otherwise.

You must declare all convictions for any past offences, formal cautions by the police (including cautions as a juvenile, ie under 18 years) and any bind-overs imposed by any court. You should include traffic convictions such as speeding, drink-drive offences, fixed penalties for motoring or disorder offences, anti-social behaviour orders and any appearances before a court martial.

You must also declare any charge or summons currently outstanding against you.

You must include spent convictions under the Rehabilitation of Offenders Act 1974 (by virtue of the provisions of the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975) or any involvement with civil, military or transport police.

You must also declare if you have ever been involved in any criminal investigation whether or not this led to prosecution (either of yourself or others).

Some applicants do not declare information which they may believe is no longer held on record. However, our enquiries will reveal incidents from long ago and failure to disclose these will lead to your application being rejected. If you have any doubts, include the details and let us decide if they are relevant.

We will also want to know whether any of your close family or associates are involved in criminal activity and we will therefore search for any criminal convictions or cautions recorded against them. You must advise them that these enquiries will be made. We cannot disclose the results of these enquiries to you.

Convictions or cautions will not necessarily preclude you from appointment. It will depend on their nature and the circumstances of the offence. Failure to disclose convictions or cautions will, however, result in your application being rejected.

Applications from members of H M Forces who have 12 months or more before discharge may still be accepted at the discretion of the Chief Constable. Enclose confirmation of your projected date of discharge (eg a letter from your Commanding Officer). Due to the nature of employment with HM Forces, it must be emphasised that security checks will be made with the appropriate military authority at an early stage in the recruitment process. This is in addition to your current employer’s reference, if different.

It is at the discretion of the Chief Constable whether successful applicants are allowed to remain on the Reserves List.

FITNESS TEST INFORMATION SHEET

The Fitness Test is a 15-metre shuttle run to be completed to an endurance level of 5:4. The assessment is based on scientific evidence and is designed to match the aerobic demands of personal safety training. It is important that candidates recognise that the Fitness Test is not only part of the application process to join the police but is an ongoing national annual operational requirement for ALL officers within the police, irrespective of rank or role.

 On arrival all candidates will complete a Physical Activity Readiness Questionnaire (PAR-Q) to ensure their safety is not placed at risk when they undertake the Fitness Test. In addition, all applicants must verbally bring any ongoing illness or injury to the attention of the assessor.

 Any injuries received during the assessment must be brought to the attention of the assessor immediately for consideration as to whether it is safe to continue or retake the assessment.

 Prior to the test the candidates will be taken through a thorough warm up to raise body temperature, increase blood flow to muscles to prepare them for more intensive exercise and to help reduce muscle soreness as well as minimise the risk of injury.

 The warm up will consist of a gradual increase in intensity in physical activity to more dynamic exercises, maintenance stretching, a sport related activity and a practice to Level 3 of the Fitness Test.

 The object of the shuttle run is to run back and forth continuously in a straight line between the indicated lines set 15 metres apart and to touch the line with your foot in time to an audio bleep. It is a progressive test during which the pace increases at the start of each new level.

 Candidates must not run ahead of the bleep. Candidates will be failed if they continue after TWO warnings.

 Failure to touch the line with your foot in time with the bleep will result in a warning (i.e. setting off from the line before the bleep or making contact with the line after the bleep). Candidates will be failed if they miss the line after TWO warnings.

 Failure to complete the full length of any shuttle will result in an immediate assessment failure.

 The shuttle test will only be taken to the required level for the role (Trainee Police Constable/Special Constable candidates and annual fitness assessment is Level 5.4).

Fitness Test Information Sheet : Version 2: 05/10/20 Page 1 of 2  If the line is not reached in time with the final bleep at the required level, irrespective of previous warnings, this will result in an assessment failure.

 If a candidate has to remove themself during the assessment, they must continue in a straight line to avoid interfering/affecting someone else still taking part.

 If in the opinion of the assessor(s), there is any other reason/rationale to withdraw a participant from the test (likely to be Health and Safety related), the assessor’s decision is final.

 If a candidate fails the fitness test they will be given the option to take it a second time on the same day. If they choose not to or fail a second time then their application to join the police ceases at this point. All candidates who fail will be given basic verbal fitness and nutritional guidance advice following their assessment to support them for future applications.

 After the Fitness Test, all candidates are advised to carry out a cool down to allow the body to gradually transition to a resting or near-resting state. Depending on the intensity of the exercise, cooling down can involve a slow jog or walk finishing with developmental stretching (30 seconds per stretch). The onus is on the candidate to allow time for this to take place away from the assessment venue.
