AUSTRALIA, JAPAN AND THE REGION 31 2 AUSTRALIA, JAPAN AND THE REGION THE WEST NEW GUINEA DISPUTE, 1952–1962 David Walton Indonesian and Dutch claims over West New Guinea in the period 1949 to 1962 presented one of the first opportunities for regional dialogue in post-war Australia-Japan relations. The aims of this chapter are to chart changes in the Australian attitude towards Japan’s role in regional affairs and to examine how dialogue on West New Guinea assisted in laying the foundations for further regional cooperation and consultation between the two countries. The chapter examines the beginnings of post-war consultation between Australia and Japan. It is argued that the diplomatic intrigues involving the West New Guinea dispute (1952 to 1962) led to a substantial effort by Australian officials to bring Japan into closer alignment with Australian foreign policy objectives. As part of this initiative, regular meetings between Australia and Japan resulted in the relatively rapid development in the quality and scope of discussions and exchange of information on regional issues. Accordingly this chapter provides evidence of the formative processes towards institutionalising regular bilateral consultation and exchange of sensitive political information on regional issues. Regular diplomatic consultation on regional issues was important as it provided a basis for broadening the structure of the bilateral 32 JAPAN’S FUTURE IN EAST ASIA AND THE PACIFIC relationship and improved both countries’ understanding of contemporary bilateral relations. Japon Des samouraïs au XXIe siècle À de nombreux égards, le Japon demeure une énigme pour les Occidentaux, une terre lointaine porteuse d’une altérité radicale qui suscite à la fois admiration, envie et inquiétude. Ne disposant que d’un espace utile minuscule pour ses 127 millions d’habitants, confronté à des conditions naturelles exceptionnellement difficiles du fait d’une nature hostile, l’archipel nippon a su réussir de manière inattendue son passage à la modernité occidentale tout en préservant son identité profonde. Premier pays asiatique à s’être engagé, près d’un siècle avant les autres, dans l’aventure industrielle, il en a tiré une puissance politique et militaire qui n’aurait pu être que passagère mais a su montrer ensuite des capacités d’adaptation et d’efficacité surprenantes pour réaliser une reconstruction et une expansion qui en ont fait la deuxième puissance économique du monde. Longtemps demeuré à la périphérie de l’espace culturel chinois, c’est à une époque relativement récente au regard de la longue durée historique, c’est-à-dire vers la fin de notre premier millénaire, que le Japon entre véritablement dans l’histoire de l’Asie orientale pour construire une société profondément originale même si elle est largement influencée par les apports en provenance de l’empire du Milieu et de la Corée voisine. Les périodes de Nara et d’Heian correspondent à un premier apogée de la civilisation nippone avant que le temps du shogunat ne voit s’imposer un pouvoir central toujours plus fort. Renonçant rapidement à l’ouverture engagée par l’arrivée sur les côtes nippones des marchands et des missionnaires portugais, le Japon des Tokugawa se referme totalement sur lui-même à partir du XVIIe siècle mais, à l’inverse de la Chine des Mandchous incapable d’affronter au XIXe siècle les ambitions des puissances impérialistes européennes, le Japon, fort de sa tradition guerrière bien différente de celle des mandarins chinois, réagit vigoureusement aux empiétements étrangers et se donne, en l’espace d’une génération, les moyens d’y faire face. -

Explaining Japanese Antimilitarism Explaining Japanese Yasuhiro Izumikawa Antimilitarism Normative and Realist Constraints on Japan’s Security Policy Following its devas- tating defeat in World War II, Japan enacted its so-called peace constitution. The constitution severely restricts Japan’s use of force, relegating the coun- try to a minimal military role in the world.1 In the last decade, however, Japan has increasingly employed its military overseas. In November 2001, the Japanese government dispatched the Maritime Self-Defense Force (MSDF) to the Indian Ocean to support U.S. military operations against Afghanistan. Af- ter the major battles of the Iraq War ended in 2003, it sent the Ground and Air Self-Defense Forces (GSDF and ASDF) to Iraq as part of the U.S. “coalition of the willing.” More recently, in March 2009, it dispatched the MSDF to the Somali coast to protect vessels from pirates. Such actions would have been un- thinkable during the Cold War, and they symbolize Japan’s dramatically changed attitude toward overseas military involvement. The transformation of Japan’s security policy began in the mid-1990s. In April 1996, Japan reconªrmed its strong commitment to the U.S.-Japan alliance by announcing the U.S.-Japan Security Joint Declaration. In September 1997, it adopted the new U.S.-Japan Defense Guidelines to clarify its role and missions with regard to military contingencies around Japan and adjacent areas. In 2005 Japan agreed to take signiªcant steps to enhance U.S.-Japan joint military operability by hosting the U.S. Army’s 1st Command Division at Camp Zama, near Tokyo, and by deploying the Air Force Command of the SDF to the U.S. -

This series aims to further our understanding of the origins, dealings, decisions, and outcomes of social movements by fostering dialogue among many traditions of thought, across European nations and across continents. All theoretical perspectives are welcome. Books in the series typically combine theory with empirical research, dealing with various types of mobilization, from neighborhood groups to revolutions. We especially welcome work that synthesizes or compares different approaches to social movements, such as cultural and structural traditions, micro- and macro-social, economic and ideal, or qualitative and quantitative. Books in the series will be published in English. One goal is to encourage non- native speakers to introduce their work to Anglophone audiences. Another is to maximize accessibility: all books will be available in open access within a year after printed publication. Ruback Abstract This Comment analyzes Japan’s effort to create a competitive securities market that is free, transparent, and reliable. Part I describes Japan’s regulatory environment, emphasizing the power and authority of the Ministry and its influence within the Japanese government and over the secu- rities industry. Part II details elements of the Big Bang reforms and describes the current political situation that will influence the effectiveness of the reforms. Part III addresses the probable effec- tiveness of the reforms in the context of Japan’s regulatory structure, past scandals and reforms, and current political environment. Finally, this Comment argues that the Ministry has the ability to control the reformation of the securities industry because of the Ministry’s extensive influence within the government and over the securities industry. In addition, this Comment argues that the reforms initiated by the Japanese government will be ineffective in changing the regulation of the securities industry because the reforms threaten to reduce the Ministry’s authority over the securities industry.
