It has one of the lowest total fertility rates in Southeast Asia (2.0) and a population growth rate of 1.4 (ibid.). The population aged under 15 is expected to decrease from 27.4% in 2010 to 19.6% in 2040 while the elderly (aged 65 and above) will more than double within the next three decades (Department of Statistics 2012). • Among non-city states in Southeast Asia, Malaysia is the most urbanized, with 75.2% of its population living in urban areas (UNESCAP 2016). • Internal migration has contributed greatly to the restructuring of society. In 1996, 25% of workers were employed in agriculture, declining to 11.1% in 2012, while over the same period the proportion of workers employed in services and manufacturing increased from 47.3% and 19.9% to 53.6% and 28.9% respectively. The overall poverty rate has also declined from 16.5% on 1990 to 3.8% in 2008, with poverty rates in rural areas decreasing from 58.7% in 1970 to 11% in 2002. Barring a brief four year period, independent Malaysia has continuously operated under a near-permanent state of constitutionally imposed emergencies. I look at the operation of one of the emergency regulations, the Essential Clearance of Squatters Regulations (ESCR, promulgated initially in 1969 and used until 2013) for the purposes of displacement and urban planning.

    Aga Khan Award for Architecture 2 0 1 6 AWARD STEERING COMMITTEE His Highness the Aga Khan, Chairman. David Adjaye is founder and principal architect of Adjaye Associates, which was established in June 2000 and currently has offices in London, New York, and Accra. He was born in Tanzania in 1966. After gaining a Bachelor of Architecture from London South Bank University, he graduated with a master’s degree in architecture from the Royal College of Art in 1993, where he won the RIBA Bronze Medal. His completed works include: the Sugar Hill affordable housing project in Harlem, New York City (2015); two community libraries in Washington DC (2012); the Moscow School of Management SKOLKOVO (2010); The Nobel Peace Centre in Oslo (2005); the Museum of Contemporary Art in Denver (2007); and the Idea Stores (libraries) in London’s Tower Hamlets (2005). The practice is currently engaged in the Smithsonian Institution’s National Museum of African American History and Culture in Washington D.C, due to open in 2016. Mr. Adjaye’s belief in working together with partners has led to a number of notable collaborations on both building projects and exhibitions. His photographic survey of 52 cities across the continent of Africa, Urban Africa, exhibited at the Design Museum London (2010), has shifted the understanding of Africa’s metropolitan centres. His first midcareer retrospective exhibition, entitledMaking Place: The Architecture of David Adjaye, is currently running at the Art Institute of Chicago. Mr. Adjaye is currently the John C. Portman Design Critic in Architecture at Harvard University. He is a RIBA Chartered Member, an AIA Honorary Fellow, a Senior Fellow of the Design Futures Council and a Foreign Honorary Member of the American Academy of Arts and Letters.

    MALAYSIA NATIONAL REPORT FOR THE 3RD UNITED NATIONS CONFERENCE ON HOUSING AND SUSTAINABLE URBAN DEVELOPMENT (HABITAT III) PREPARED BY FEDERAL DEPARTMENT OF TOWN AND COUNTRY PLANNING MINISTRY OF URBAN WELLBEING, HOUSING AND LOCAL GOVERNMENT 30 JULY 2016 i R E F A C E P MINISTER OF URBAN WELLBEING, HOUSING AND LOCAL GOVERNMENT OF MALAYSIA The Third United Nations Conference on Housing and Sustainable Urban Development (Habitat III) is a forum that is convened every 20 years to discuss on related issues on housing and urban development. The first Habitat was held in the year 1976 in Vancouver and the second Habitat was held in the year 1996 in Istanbul. For this year, the third Habitat will be held in Quito, Ecuador from 17th-20th October 2016. This much-awaited event by urban players all over the world will discuss the urban challenges and lessons learned since the last Habitat. Prior to that, the National Report will be an important element in a discussion of a New Urban Agenda and the Post-2015 UN Development Agenda. The Government of Malaysia hopes that this report will provide useful inputs to international discussion on the framework of development policy regarding human settlement including the Post 2015 development Agenda, and make some contribution to discussions at the Habitat III scheduled this upcoming October 2016. Malaysia will be hosting the 9th World Urban Forum in 2018 in Kuala Lumpur. WUF was born in Nairobi in 2002, then travelled to Barcelona, Vancouver, Nanjing, Rio, Naples and Medellin. The Forum is attracting more participants and has become a major urban platform of multi-stakeholders and partnerships.
