Nationalism, Internationalism and Chinese Foreign Policy CHEN ZHIMIN*
Journal of Contemporary China (2005), 14(42), February, 35–53 Nationalism, Internationalism and Chinese Foreign Policy CHEN ZHIMIN* This article examines the role of nationalism in shaping Chinese foreign policy in the history of contemporary China over the last 100 years. Nationalism is used here as an analytical term, rather than in the usual popular pejorative sense. By tracing the various expressions of contemporary Chinese nationalism, this article argues that nationalism is one of the key enduring driving forces which have shaped Chinese foreign policy over the period; as China increasingly integrates herself into this globalized and interdependent world and Chinese confidence grows, the current expression of Chinese nationalism is taking a more positive form, which incorporates an expanding component of internationalism. In recent years, nationalism has been one of the key focuses in the study of China’s foreign policy. In the 1990s, several Chinese writers started to invoke the concept of nationalism, both in their study of Chinese foreign policy and in their prescriptions for the Chinese foreign policy. Likewise, in English-language scholarship the study of Chinese nationalism largely sets the parameters of the debate about the future of Chinese foreign policy and the world’s response to a rising China. An overarching theme of this Western discourse is a gloomy concern with the worrisome nature of recent expressions of Chinese nationalism. Samuel P. The Chinese during the Exclusion Era The Chinese became victims of American racism after they arrived in Him Lai Mark California in large numbers during the mid nineteenth century. Even while their labor was exploited for developing the resources of the West, they were targets of discriminatory legislation, physical attacks, and mob violence. Assigned the role of scapegoats, they were blamed for society's multitude of social and economic ills. A populist anti-Chinese movement ultimately pressured the U.S. Congress to pass the first Chinese exclusion act in 1882. Racial discrimination, however, was not limited to incoming immi- grants. Big Business, Selling Shrimps: the Market As Imaginary in Post-Mao
For decades critics have written disapprovingly about the relationship between the market and art. In the 1970s proponents of institutional critique wrote in Artforum about the degrading effects of money on art, and in the 1980s Robert Hughes (author of Shock of the New and director of The Mona Lisa Curse) compared the 01/07 deleterious effect of the market on art to that of strip-mining on nature.1ÊMore recently, Hal Foster has disparaged the work of some of the markets hottest art stars – Takashi Murakami, Damien Hirst, and Jeff Koons – declaring that their pop concoctions lack tension, critical distance, and irony, offering little more than “giddy delight, weary despair, or a manic- Jane DeBevoise depressive cocktail of the two.”2 And Walter Robinson has spoken about the ability of the market to act as a kind of necromancer, Big Business, reanimating mid-century styles of abstract painting for the purposes of flipping canvas like Selling real estate – a phenomenon he calls “zombie formalism.”3 Shrimps: The ÊÊÊÊÊÊÊÊÊÊMoralistic attacks against the degrading impact of the market on art are not unique to US- based critics. Soon after the end of the Cultural Market as Revolution, when few people think China had any art market at all, plainly worded attacks on Imaginary in commercialism appeared regularly in the nationally circulated art press. Qinghua University and Chinese Politics During the Cultural
Framing the Event: Qinghua University and Chinese Politics during the Cultural Revolution On 5 August 1968 Mao Zedong regifted mangoes, given him by the Pakistan foreign minister, to the Workers’ Propaganda Teams who were then bringing two warring factions of Red Guards, the Jinggangshan Corps (tuanpai) and the Fours (sipai), under control at Qinghua University. Mao’s gesture signaled an important change of direction in the mass campaigns of the Great Proletarian Cultural Revolution. The student Red Guards, who had been the main force in the first stage of the Cultural Revolution and taken out the “capitalist roaders”, had run amok. Henceforth the working class would take charge of forwarding the Cultural Revolution. From 27 July to 26 August was an anxious and confusing time for Red Guards in China. On the morning of 27 July, huge crowds of workers and a scattering of PLA men appeared before the campus gates at Qinghua University, demanding an end to all violent confrontations. At dawn on 28 July Mao Zedong summoned the five Red Guard leaders in Beijing to the Great Hall of the People for a meeting, which lasted from 3:30 A.M. to 8:30 A.M. Mao lambasted the Red Guard leaders for disobeying his order to “struggle, criticize and transform” Chinese campuses and instead forming viciously opposing factions which degenerated from diatribes even to armed combats. He revealed that he was the “black hand” behind the order sending in work 1 teams to quell the violence and told his “little generals” [Red Guards] that “they have now made mistakes (xianzai shi xiaojiang fan cuowu de shihou le).1 On 5 August Mao instructed his bodyguard Wang Dongxing to distribute the case of mangoes given him by the Pakistani foreign minister to the workers who were occupying Qinghua University campus.
