13 Japan, China, South Korea plan maritime talks TOKYO—Japan, China and South Korea are in talks to hold a meeting of their foreign ministers next week, despite rows between Tokyo and Beijing over the latter’s maritime expansion in the South China Sea and the East China Sea, a Japanese daily said on Wednesday. Last month, a senior Japanese foreign ministry official said Japan was considering holding the meeting in late August, but the flare-up in Sino- Japanese tension had fueled concern it was difficult to have such a meeting now. The Tokyo Shimbun daily said the three countries were making arrangements for the meeting to be held on Aug. 23 and 24 in Tokyo to lay the groundwork for a three-way summit that Tokyo is set to host this year. Framework for talks Citing unnamed diplomatic sources, the Beijing-datelined story said it was possible that Japan’s Coast Guard rescue of Chinese fishermen last week had warmed China to the idea of sending Foreign Minister Wang Yi to Japan for the meeting. The three-way foreign ministers’ and summit meetings are an important framework on discussions of pressing regional issues, such as North Korea’s nuclear and missile programs. Tension Japanese and South Korean foreign ministry officials said nothing had been fixed yet. The Chinese foreign ministry did not immediately respond to a request for comment. Tension between Japan and China mounted this month after a growing number of Chinese Coast Guard and other government ships sailed near disputed islets in the East China Sea. 14 In the know: Contracting or subcontracting Contracting or subcontracting is allowed and governed by the Labor Code of the Philippines, but there are practices that circumvent the law, such as “endo,” shortened term for “end of contract,” also referred to as contractualization. In 2011, the Department of Labor and Employment issued Department Order 18-A, the implementing rules on contracting and subcontracting. An arrangement is legitimate if a contractor is registered in accordance with defined rules; carries a distinct and independent business; performs the job, work or service on its own responsibility and manner; and is free from control and direction of the principal in all matters connected with the performance of work except the results. The contractor should also have a minimum capital of P3 million. At the same time, the service agreement between the contractor and principal should ensure compliance with all the rights and benefits under labor laws. The same rules cover the practice of endo, which is typically used by companies to let go of workers before they reach six months so they would not be regularized and be entitled to benefits. 15 Pelted with rocks, Manila cops kill 3 After arresting nine drug suspects in the slums of Sampaloc, members of the Manila Police District (MPD) were pelted with rocks before they could leave the maze- like neighborhood and ended up killing three other men in a “shoot-out” on Tuesday. Before the shooting, a buy-bust operation conducted by a four-man MPD team successfully entrapped the nine suspects in the house of Ariel Dulay on Felina Street Extension around 4:15 p.m., according to a report. Dulay allegedly sold P200-worth of “shabu” to an undercover agent, while the other suspects were caught having a drug session at the house. But handling the multiple arrests that afternoon was not the only challenge awaiting the team composed of PO2 Allan Escramosa, P02 Juan Paulo Libiano, SPO1 Simon Baltazar and SPO1 Marian Esmas. As the officers were leading Dulay and the others out of the house, neighbors started throwing rocks at the police team, according to the report filed in the MPD homicide section. Three ‘gunmen’ enter scene Escramosa, Libiano, Baltazar and Esmas “maneuvered” back to Dulay’s house, where they were met with gunfire coming from three men: brothers Arnel and Arnold Pangilinan, and Fernando Taleon. The Pangilinan siblings and Taleon were killed in the ensuing “gun-battle,” according to the report prepared by SPO2 Joseph Kabigting of MPD homicide, as gathered from the officers involved in the operation. Francisco Lontoc, 37, was killed around 2 a.m. at the corner of Urbano Velasco Avenue and Salandanan Street in Barangay Pinagbuhatan by an unidentified gunman on a motorbike, according to a report submitted to Senior Supt. The mother of 24-year-old Marinel Ravina, who miscarried and lost her baby as a result of the accident, also asked for financial help in a letter to Mr. Duterte, saying her daughter’s hospital bill has ballooned to P2 million. “I hope the President can help us in our finances and at the same time get justice for our loved ones. The suspect is rich and has connections,” said Leonila, who said Ravina, who was seven months pregnant at the time of the accident, remains confined at The Medical City’s intensive care unit. Ravina’s unborn child would have been her third with her husband who is sick and jobless, Leonila added. The sister of another victim, Jake Sentillas, who died on the spot, said that since the accident, they had yet to see Velasco in person. “Come out and take responsibility for what you did,” Sahara said. Sahara said she received word that Velasco, through his lawyer, had offered help to them. “We will not accept any settlement. We want justice. They can no longer bring back to life my brother. 17 LTFRB asked: Let PUJs hike fares during rush hour A transport group asked the Land Transportation Franchising and Regulatory Board (LTFRB) on Wednesday to resolve its 2015 petition to increase the minimum jeepney fare by P1 during rush hour. The Kilusan sa Pagbabago ng Industriya ng Transportasyon (Kapit) said that if the LTFRB can allow vehicles under car-booking applications like Grab and Uber to implement price surges during rush hour, it can also do the same for public utility jeepneys. Kapit national president Vigor Mendoza said the group filed the fare hike petition last year and it was already submitted for decision in March. “Such unreasonable (five-month) delay has caused grave prejudice on the part of the jeepney operators and drivers,” the group said in a motion filed in the LTFRB on Aug. 17. 19 Indonesian escapes from Abus ZAMBOANGA CITY, Philippines—An Indonesian sailor escaped from his Abu Sayyaf captors in Sulu province early Wednesday by swimming out to sea after the bandits threatened to behead him, a military spokesperson said. Residents of Bual village in Luuk, Jolo Island, spotted and secured Mohammad T. Sofyan floating off the shore after he escaped under cover of darkness, said Maj. Filemon Tan Jr., spokesperson for the military’s Western Mindanao Command. Abu Sayyaf bandits captured Sofyan, 28, and six other crew members of the Indonesian tugboat TB Charles 001 as it was passing through waters off southern Philippine islands on June 23. On June 25, the bandits freed six other crewmen, who arrived at their home port in Samarinda in the Indonesian province of East Kalimantan on Borneo Island. “We were told he managed to escape by running and swimming to the sea,” Tan said, adding that Sofyan had said the bandits were about to execute him when he escaped. Caught in fishnets Bual villagers found Sofyan floating and caught in fishnets along the shore of a mangrove area, Tan said. He was in good health, said Dr. Raden Ikbala of Sulu Integrated Provincial Hospital. “He is OK, healthy, but appeared traumatized.” Sofyan was to be turned over to the provincial police office on Jolo for documentation, debriefing and repatriation. This force is [led] by one Commander Julhabri,” said Samsula Adju, chair of the MNLF Global Roving Diplomacy and Peace Advocacy. “All we know is that this Indonesian fled while we are pursuing his captors,” Adju said, adding that Sofyan’s captors were led by Alhabshi Misaya. 21 PNP looks into 8 bank accounts of ‘drug lord’ ALBUERA, Leyte—The Philippine National Police is asking the Anti-Money Laundering Council (AMLC) to look into eight bank accounts from which checks for P500 million were allegedly issued by suspected drug lord Kerwin Espinosa to local and police officials on his payroll. Chief Insp. Jovie Espenido, Albuera police chief, said the PNP wanted the AMLC’s help to verify if the bank accounts indeed belonged to Kerwin, said to be the biggest drug lord in Eastern Visayas. At least 500 checks were recovered by the police at the back of a chapel near the houses of the Espinosas in Sitio Tinago, Barangay Benolho, on Aug. 15. “An informant called and informed me that checks placed in short brown envelope and in folder, could be found at the back of the chapel in Benolho. The checks, about 500 pieces, belonged to and were issued by Kerwin,” Espenido said. When his men went to check, he added, they found a brown envelope behind the chapel. It took them awhile to open the envelope out of fear that it might contain a bomb. Espenido said he believed the checks were intended for the police to find to help them gather evidence against Kerwin’s illegal drug trade. Initial investigation showed that the checks belonged to Kerwin, said the police chief, but the PNP needed the AMLC’s help to verify this. Returned checks Espenido said these were returned checks, which meant the recipients had already withdrawn the amount, which ranged from P400,000 to P20 million. The checks were issued from 2014 to June 2016. Investigation showed that the checks represented either monthly stipend of or cash advance made by the officials to protect Kerwin’s illegal business. Espenido, however, declined to identify the recipients, saying only that they included elective officials and officers of police and Army, even some media members. He said the checks were forwarded to the PNP crime laboratory while the police asked the help of the ALMC. Once they had verified that these people had indeed received money from Kerwin, Espenido said the PNP would reveal the names. Come forward But Espenido said that he would welcome any one of those who reportedly received the checks to come to his office and cooperate in the investigation. Kerwin, whose operation reportedly covers the entire Eastern Visayas composed of Biliran, Eastern Samar, Samar, Northern Samar, Leyte and Southern Leyte provinces, as well as Cebu province, remains at large despite the shoot-on-sight order issued by President Duterte. His father, Mayor Rolando Espinosa Sr. who was identified by the President as a drug protector, has appealed for his son’s surrender. The mayor reported for work on Tuesday, 15 days after he surrendered to PNP Director General Ronald dela Rosa to deny his involvement in his son’s operation. Two of the mayor’s henchmen, who were arrested in a buy-bust operation outside Kerwin’s house last month, claimed that the elder Espinosa was involved in Kerwin’s operation. ‘Shabu’ The police also recovered P88 million worth of “shabu” (methamphetamine hydrochloride) from the house of the mayor, which was beside Kerwin’s house in Barangay Benolho early this month. The mayor is now facing a complaint for illegal possession of drugs at the provincial prosecutor’s office. Espenido said he had not met Mayor Espinosa yet since the chief executive reported for work. He admitted that he wanted to confront the embattled mayor over the issues against him. Due process “But I assure him of police protection. But really my hands are itchy ….” he said. “He has been accused of peddling illegal drugs and yet he has still the gall to return here. He is thick-faced.” In Manila, Malacañang said due process was being followed in the case of Mayor Espinosa. He has returned to his post “exactly because there’s due process,” said Presidential Communications Office Secretary Martin Andanar. Andanar said drug suspects like the mayor were required to submit counteraffidavits, which have to be checked. In the meantime, the suspects could not be jailed, he said. If Espinosa’s counteraffidavit could not disprove his involvement in the drug trade, the police would file a formal complaint against him, he said. “There is a presumption of innocence and the principle of proving beyond reasonable doubt only happens when the case is filed in the courts,” Andanar said. 23 Why do some people think this meme is racist? A tweet from US comedian and chat show host Ellen DeGeneres, depicting herself on Usain's Bolt's back, has been called racist. "This how I'm running errands from now on," she wrote alongside a Photoshopped image of herself on the shoulders of Olympic 100m sprint champion Usain Bolt. The Jamaican is one of the tens of thousands of people to have retweeted it. So was it an innocent joke or an ignorant jibe? "I am highly aware of the racism that exists in our country. It is the furthest thing from who I am," the chat show host subsequently posted. Some, however, didn't believe DeGeneres had fully grasped why people found her tweet offensive. Opinion was divided and many came to her defence. This is not the first time DeGeneres has been associated with a racism controversy. In April, an advert for a new clothing collaboration between the comedian and the brand Gap, was pulled following harsh criticism. The image which featured a tall white girl resting her arm on the head of the shorter black girl, was described by critics as "passive racism". Similarly, a 2015 a parody about Nicki Minaj's bottom also attracted criticism. Mic magazine said that it revealed a lack of respect for black women's bodies. However, DeGeneres has also been widely lauded for calling out discrimination in the past. Last month, she said the diversification of the Oscars membership was "long overdue". This followed controversy over the lack of black nominees in the top four acting categories. "It's always amazing to me that it's taken this long for all of us to realise we should all be represented in film and television," she said. "There's a planet full of people that aren't white heterosexual. There's a lot of people of colour, fat people, people that aren't absolutely perfect. 24 World asks just how the Brits do it The media in a number of countries have been asking what lies behind the success rate of British athletes at the Rio Olympics. The large number of medals won by the cyclists of Team GB has come in for particular attention. The Sydney Morning Herald notes that compared with Britain, Australia has not done very well in the Games, despite having adopted a similar funding strategy in its search for Olympic success. "In all, $340m has been injected into summer Olympic sports using the national lottery funding model adopted by Great Britain in the lead-up to its home Olympics as an inspiration," the paper says. "But while Team GB... are still enjoying the afterglow of London by punching well above their weight here, the jury is still out for Australia's program. " In a separate report , the paper said that when Cycling Australia boss Kevin Tabotta was asked what made British cycling so good, he replied: "If I had the blueprint, I'd be using it myself. " An article on Sina's Weibo , the popular Chinese microblogging platform, also wonders what the UK's "secret" is, noting that direct funding from the National Lottery was "allocated to sports management and research institutions" for "a 'world-class project'". French business daily Les Echos believes it has the answer. Asking "Why do the British swipe so many medals? ", it suggests that "to understand why Britain is doing so well this year", one needs to remember that its "direct competitor, the Russian team, was heavily penalized". A Russian sports news website, Sport Express , carries a report headlined "Britain sets medal record for non-domestic Olympics". The brief report is followed by a somewhat jaundiced comment from a reader identified as "S-E fan", who asks: "What's so surprising about this? The British have seized key posts at Wada, IAAF, the Paralympic Committee. Their people are everywhere, they are securely covered and compete and train without hassle. " Several competitors in Rio have expressed astonishment at Team GB's performance. Australia's Olympic team captain Anna Meares was said to have "raised her eyebrows" at Britain's track cycling success, while Germany's champion cyclist Kristina Vogel asked how it was possible that Britain's cyclists could do so well at the Olympics after failing to score any other notable successes in the previous few years. Anna Meares later took to Twitter to make it clear that she had not intended to suggest that the British team had been doing anything suspicious. French ex-cyclist, ex-coach and now columnist Antoine Vayer has been posting a number of provocative tweets aimed at British cyclists, with the latest simply stating: "£ycling". But the French paper Le Telegramme believes the British sprinters' superior muscle power is what gives them the edge over their competitors. "Sprint is fast becoming above all a sport of strength, in which the emphasis is on muscle power - perhaps excessively so for the purists," it says. Meanwhile, English-language Chinese sources are being magnanimous about Britain's Rio successes but the Chinese-language papers are not happy about lagging behind Britain in the medals table. Nationalist newspaper Huanqiu Shibao says there is "British media excitement over gold medals overtaking China" but the paper stresses that this is only "temporary". The UK sports minister, Tracy Crouch, has criticised countries who have raised questions about the dominance of the British cycling team at the Rio Olympics. She said the comments were "unfair" - and British cyclists had simply got better than their opponents. The head British cycling coach has said the GB team always aimed to peak at the Olympics. 25 25 Legoland Windsor sex assaults: Man, 22, arrested A man has been arrested on suspicion of sexually assaulting two six-year-olds at the Legoland theme park. The two girls were "touched inappropriately" during a visit to the attraction, in Windsor, Berkshire, last Thursday, police said. A 22-year-man, from Bracknell, has been arrested on suspicion of sexual assault and is currently in custody. Thames Valley Police previously described the offences as "extremely rare". Detectives have appealed for any witnesses to come forward. The assaults happened between 12:15 BST and 12:30 at Castaway Camp in the Pirate Shores area of the attraction, the force said. A Legoland spokesperson said the parks' management were "deeply shocked" by the incident.

26 Andrew Pimlott: Police pay family of Taser death man Police have paid compensation to the parents of a man who was set alight after being struck by a Taser. Andrew Pimlott, 32, had doused himself in fuel and was holding a lit match when the weapon was fired at him outside his parents' house in Plymouth. He died a few days later in April 2013 from severe burns. An inquest found the Taser was the most likely cause of the fuel igniting. Lawyers representing his parents said an undisclosed sum had been agreed. Devon and Cornwall Police do not accept any liability for Mr Pimlott's death. A police spokesman said: "Whilst the outcome of the inquest in 2015 did indicate that the Taser was the most likely cause of the ignition, no criticism was levied at the force or the officer, and confirmed the officer had used his Taser in accordance with national training. " The spokesman added: "The force have tried to avoid any further distress for Mr Pimlott's family which included making a decision to settle the civil claim in light of the fact they have already endured a series of legal and regulatory processes which examined their son's death. " Mr and Mrs Pimlott, who have both been diagnosed with post traumatic stress disorder, will receive ongoing counselling as part of the settlement. Ali Cloak, of law firm Withy King, said: "While no amount of compensation will ever make up for the loss of their son, I hope the settlement will provide some sort of closure and allow them to rebuild their lives. " Mr Pimlott's father, Kelvin, said: "My boy was unarmed and posed no threat to anyone. He poured petrol over himself to get attention. He didn't want to die. If the police had used any other method then my son would still be alive today. "Time and time again, Tasers are proving lethal and they clearly require much more stringent regulation and training to prevent further unnecessary deaths. " The jury at the 2015 inquest into Mr Pimlott's death found the Taser fired by a police officer was the most likely cause of a fire which killed him. However, they could not be sure whether Mr Pimlott started the fire by striking the match. The jury said the officer had acted in line with his training before firing.

27 France rail crash: Dozens hurt as train hits tree in hailstorm Dozens of people were hurt, eight of them seriously, when a regional train hit a tree uprooted during a hailstorm in the south of France. Witnesses said one passenger had been thrown out of the train by the force of the crash, at Saint-Aunes in the Herault region. Emergency services said one person was critically injured and airlifted to hospital. The front of the train was badly damaged and windows were knocked out. The double-decker train had been travelling at 140km/h to the east of Montpellier when it rammed into the tree at around 15:45 local time (13:45 GMT), reports said. The accident left the Montpellier to Nimes line completely blocked during the evening rush-hour. The hailstorm hit large areas of the south and local residents in the area tweeted pictures of hailstones the size of golf-balls. 28 Facebook Messenger revises chatbot brand policy to expedite responses and in some cases allow ads Facebook Messenger is looking to make its Messenger chat app a more hospitable place for brands by extending their ability to harness standard chat bot ads through the service. The social media network has refined its policies to cement how often - and when brands can communicate with users. In the past restricted these practises in the platform’s early days fearing users would mark the communications as spam. The company now offers two bot messaging types; standard and subscription (which remains in BETA). Brands can now send ads and promotional material to users within 24 hours of the user making contact through the app via standard messaging. However, brand bots still cannot message users out-of-the-blue. Instead, a 24-hour mandatory response period will force swift responses and enable a platform for promotion and ads. The second type is the subscription bot. These loosely include news, productivity and personal tracking systems; they are retricted from advertising, solicitations, marketing, or promotional content unlike the standard bots. A statement from the company read : “At Messenger, we're committed to enabling high-quality experiences for developers, businesses, and the people they serve. Today, we're launching new policies for the Messenger Platform as well as a faster review process. These updated policies will provide more defined engagement models on the platform, including time- based criteria for businesses to respond to messages and standards for subscriptions in Messenger. " The move comes just days after global pizza chain Domino’s launched a Messenger chat bot capable of initiating easy orders through the chat app. Earlier this year, Manchester City became the first football club to have a chat bot and and popular video game series Call of Duty erected an ad campaign based on bot interactions through Messenger too.

Created by Xcel’s agency of record Yamamoto, which won the account earlier this year, the campaign has been voted by readers as US Creative Work of the Week. The ads feature an upbeat Xcel employee who spends his days delivering energy door-to-door in bright red boxes. As he travels around neighborhoods with his deliveries, the man touts Xcel’s commitment to renewable energy sources, its support for the communities it works in, and the different ways the company can help its consumers save money. “Energy is something we all take for granted, so we designed the red box to encourage people to consider the energy they use, and to make Xcel Energy more approachable and familiar in the minds of customers,” said Andy Thieman, executive creative director of Yamamoto, in a statement. “To further humanize the service Xcel Energy provides, we enlisted our charismatic, reliable delivery guy to be the living embodiment of the delivery process and the energy grid that is bringing that red box to doorsteps and businesses.” The campaign is rooted in the fact that customers spend an average of only seven minutes per year thinking about energy, usually when they have a service issue or are paying a bill, according to Xcel’s group manager advertising and brand Amy Kromminga. 30 Founder of the shouting panel discussion, John McLaughlin dies at 89 John McLaughlin, host of the respected public affairs show “The McLaughlin Group,” passed away at age 89 on Tuesday after complications from prostate cancer, according to Eleanor Clift, a journalist and colleague. McLaughlin had missed his first show in 34 years just days earlier. McLaughlin was known for his feisty nature, his ability to pit liberals and conservatives in heated discussion and get a rapid-fire political argument, often ending with the host cutting people off abruptly to move on to other topics and panelists. His irascible style and shouts of “wrong!” helped usher in the contentious nature of 24/7 news opinion talk that dominates today’s airwaves. McLaughlin and his boisterous New England-tinged voice had many people both love and loathe him, and Dana Carvey famously mimicked his program on Saturday Night Live in the early ’90s. Numerous stars and political wonks paid their respects on Twitter shortly after his passing was announced. “The McLaughlin Group” debuted in April 1982, often in a two-against-two debate which would bleed into a conservative vs. liberal insult exchange. Early in his career, McLaughlin entered the priesthood as a Jesuit. He loved media and edited a Jesuit magazine and hosted television specials about timely issues. In 1970, he unsuccessfully ran for the Senate as a Republican, then worked as a special assistant and speechwriter for presidents Nixon and Ford. Aside from his “McLaughlin Group” hosting and producing duties, he was an editor for the National Review, writing a column called “From Washington Straight.” Lately, his show was featured as a video podcast. McLaughlin certainly changed the landscape of broadcast punditry. With his confrontational style, he knew how to push buttons, and it was rumored that the arguments between the panelists often spilled over after the show was over. But McLaughlin was well versed in his subjects and knew that to be an entertaining and informative show, it couldn’t be boring. McLaughlin was certainly anything but dull. On the McLaughlin Group Facebook page, this was posted: “As a former Jesuit priest, teacher, pundit and news host, John touched many lives,” “McLaughlin Group” said in a statement posted on its Facebook page. “For 34 years, ‘The McLaughlin Group’ informed millions of Americans. Now he has said bye bye for the last time, to rejoin his beloved dog, Oliver, in heaven. He will always be remembered.”

Based on Comscore's June 2016 report, Healthline.com grew from the sixth to the third largest health information web domain over the past year, reaching 26 million unique monthly visitors in the health information category where many others are flat or declining. Healthline Media is a San Francisco-based company that provides health and wellness information to consumers through its website, Healthline.com. Healthlines' focus on social media channels and producing original content includes 132 therapy areas, 24 Facebook health communities and 23 topic newsletters. The availability of fresh information has helped propel them to becoming one of the most sought after sites for health. Additionally, along with Healthline.com, the company recently acquired MedicalNewsToday.com, as well as media distribution across the top five health information web domains in the U. 33 Carling partners with Sky Sports to launch new Friday night football show Carling is building on its Premier league sponsorship with the launch of a new Friday night football show which will air across Sky Sports television channels and its digital platforms. The ‘Carling In Off The Bar’ show will be hosted by Soccer AM’s Adam Smith and Laura Woods and will complement Sky Sports’ new Friday Night Premier League coverage. The programme will feature celebrity guests and challenges and will offer viewers an entertaining look back on the week in football along with alternative analysis on that evening’s game. It will be comprised of two parts, the first being a 6pm slot before the Friday night game which will air across all of Sky’s digital platforms including the Sky Sports social media channels. This will be accompanied by a post-game programme on Sky Sports 1 at 10.45pm. Carling will leverage the partnership with Sky Sports and the Premier League across its social feeds with live behind-the-scenes content and interviews, show highlights, Premier League ticket giveaways and football- related challenges. 34 34 Uswitch calls ad review Price comparison Uswitch has called an advertising review just months after it was snapped up by Zoopla. The move will see incumbent creative shop Thinking Juice compete to retain the business. Uswitch is currently prepping a list of agencies that will be invited to pitch for the account. In a statement the price comparison site said: "We confirm that we are reviewing our advertising agency arrangements. AAR is helping us to draw up a shortlist and Thinking Juice, who we currently work with, will be invited to participate in the pitch process. " Such a move usually signals imminent change at the brand, which used Life on Mars star Phil Glenister to front the first ads for its broadband service in January but then was criticised by MPs for not showing all the energy tariffs available to consumers a month later. The move follows Zoopla’s acquisition of Uswitch in March for £190m. The UK’s second biggest online property portal sees the business as a way to diversify itself and has already revealed plans to create the first end-to-end service of estate agency software, bolster both its digital marketing and market insight tools.

35 The demise of Ogilvy Labs spotlights the agency challenges of honouring innovation Marketers increasingly want revenue-spinning ideas as well as campaigns but the challenge of providing innovation at scale to make it a worthwhile investment is difficult for agencies, as Ogilvy’s bosses can attest. Getting “better” and “faster” was how Annette King, the UK chief executive of the agency, justified the decision to shut down Ogilvy Labs after nine years earlier this month. In its place will be “new capabilities” she continued, albeit without going into detail as to what they are or who will be managing them. Despite how the situation might seem, the agency insists it can still innovate. But beneath the platitudes lies a deep-rooted issue that’s shackling many agencies – they are set up currently to make money from ads, not entrepreneurial thinking. There’s a reason why Ogilvy Labs’ boss Nicole Yershon and her team are no longer required at the agency even though it admits innovation is an “integral” part of its DNA. While it may well be integral to the sales pitch, innovation isn’t an integral part of its business model in the same way a specialist agency might generate revenue by growing a client’s bottom line or owning a share in the equity of the business that they grow. “We’re moving away from traditional advertising,” says Yershon. “I can say that because I’ve got 27 years’ worth of advertising experience. I know where it was and I know where it needs to go. Innovation [in advertising] is never going to be easy because you’re trying to affect change that’s changing the business model and making people see there’s an issue with how things currently are… Judging by the Cannes Innovation Lions this year, there is enormous hope for what is coming out of that space for our industry. In spite of those challenges, Yershon and her team were able to successfully self-fund some of their projects with startups, accelerators and other ventures for nearly a decade. As a collective they also worked to change Ogilvy internally, initially funding behavioural economics practice Ogilvy Change before regularly introducing the likes of object-oriented programming language Ogroovy to the wider agency with senior brand planner Tara Austin, who was key to getting non-traditional work produced across the business. Further partnerships with innovators in educational learning allowed the group to unearth and fund talented kids who wanted to break into the industry so that it could diversity its business. All of this was only possible for two reasons; firstly, a model that revolved around six Rs – revenue, reputation, recruitment, relationships, retention and responsibility; and the second – and the most important – was that Ogilvy Labs had the backing of some of the agency’s high rollers including vice-chairman Rory Sutherland and worldwide executive director and EMEA chairman Paul O’Donnell. But support from on high can only go so far, especially once an agency brings in a new management team – of which King is part of the one at Ogilvy – that have their own ideas for the agency’s future. Margins are increasingly tough to grow at agencies, especially when, as O’Donnell said earlier this year, clients’ aren’t spending as much on ads as they used to. And that’s why agencies to date have struggled with innovation, suggests Cameron Worth, founder of internet of things startup SharpEnd. “When the big creative agencies take a chainsaw to innovation it’s not because they’re trying to protect the clients' interests. It’s because they’re trying to protect the business model. They can always default back to a TV ad which will make them a huge margin,” he adds. Yet clients increasingly want more than a TV ad. Marketers from L'Oréal, Airbnb and Made.com, to name a few, have all talked to The Drum this year about why they need to create services not campaigns to avoid the risk of their business models becoming redundant in the near future. Wholesale innovation does work to an extent, they concede, but has very low levels of productivity compared to boutique agencies focused on a problem, hence why some advertisers like Pernod Ricard and Sony spend some of their budgets with smaller shops dedicated to innovation, such as Fearlessly Frank and Redscout. “I’d sooner see £100m spent on 100 startups then have £20m a year of people trying to sit in think tanks innovating,” says Mel Morris, the ex- chairman of King.com, which he also has a stake in. “I have yet to see productivity come from core wholesale innovation. There was one company I was going to invest in; I stopped the investment because every Tuesday in the month they had an ‘innovation day’. I don’t think innovation is something you can sit down and force. Innovation comes because you have some adversity or a challenge.” That’s not to say creative agencies can’t do innovation properly. Karmarama, The Sunshine Company and Lucky Generals are among a small group hiring the talent needed to make a business model like that work. Perhaps part of their success to date has been because, unlike Ogilvy, they are free from the constraints that come from operating within a wider network like WPP. Regardless, agencies know more effort is needed, as evidenced by the Institute of Practitioners in Advertising (IPA) scheme this year to effectively ease some of the tensions that have been brewing between agencies and startups for some time. There’s a long-held view by some observers that agencies aren’t incentivised enough to work with startups the right way, while there are others who argue the latter lack the commercial nous to work on the scale usually required by a brand or agency. There is no right way to innovation. The IPA’s initiative is attempting to get all parties to realise that innovation demands special working conditions and rules if it is to be effective. Or as Nigel Gwilliam, consultant head of media and emerging tech at the IPA puts it: "There is no universal skeleton key for innovation success. But agencies are unquestionably well positioned to be part of the solution. One only has to consider the appetite of platforms to hire agency personnel to sell platform-led innovation. Or the appetite of management consultancies to buy agencies that put an innovation sheen on pre-packaged efficiency models. "Agencies have the talent, they have the skillset. But a clear model for delivering this has not yet emerged. We are on the path to delivering that. There are already notable examples of success (and indeed failure) which provide lessons to all. Agencies can't be complacent, but they have to raw talent, skills and relationships to prosper. " If there’s growing evidence to suggest marketers are interested in innovation as a discipline rather than innovation as a department, where should they go? “Brands are looking to companies like us to help them navigate their way through change because we’re wired to get them out of these situations. It’s how we make money and grow equity holding in new products and services,” answers Ben Little, co-founder of innovation consultancy Fearlessly Frank. The agency, which has recently worked with Nissan on a “new urban mobility product”, is often either brought in to businesses to either act as a “fox in a henhouse” internally or address a specific challenge that will usually see it working with the C-suite rather than just the marketing team. “A lot of these innovation departments aren’t treating it as a discipline,” Little continues. “I think these agencies should take these departments and make them external with clients along with their own P&L and their own opportunity to succeed because that's the way the marketplace is definitely going.” As more agencies cotton on to this process, it could lead to a flood of innovation consultancies similar to the raft of digital, mobile, social and content agencies that have emerged in recent years to mine the latest trend. “Positioning yourself as someone who works in innovation is like doing a creative response for a client and then saying how ‘cool’ the idea is. If it was that good then you wouldn’t need to tell me,” argues Worth as to why those opportunists may struggle to turn innovation into a business. “There’s going to be a huge trend towards those who have a defined specialism or have set up their own business working with brands who only want to partner with small agencies because they get the best results for less money,” he adds. “There needs to be some consolidation around those guys because right now we’re incredibly under serviced… the more innovation starts to depart from the big nests of the creative agencies, I think people’s attention will turn to how we can start building synergies between these specialists.” To that point, Morris also sees innovation in marketing evolving from the smaller, independent businesses: “People who are actually immersed in the industry very often fail to see the wood for the trees. It’s not to say they can’t and some good products come out from that, but I think more and more people are attacking markets with technology. The problem is not going to be sold by masses of people. If someone has a great idea in a large organisation most of them are probably better off to leave and do that themselves than try and run the politics of how they get support and backing. It is easier to control your own destiny, so put your money where your mouth is.”

In August, the agency queried 1,514 Canadian women between 24 and 63 on their top three Olympics ads currently airing on TV or online. Taking the top spot was P&G ‘Thank You, Mom – Strong’ , followed by ‘Samsung The Anthem’ and ‘Sport Chek Olympic Manifesto’ (hit the links to view them on YouTube). The survey also revealed the ad preferences of this demographic. It found that women (39 per cent) were more likely than men (27 per cent) to like ads that feature stories about athletes and/or their families. Women (35 per cent) remembered ads celebrating people coming together more often than men too (25 per cent). A fifth of men on the over hand said they would be more likely to remember slots featuring their favourite sports, only 13 per cent of women shared this view. "One constant we saw among all of the top ads is that they contain underlying themes that speak to women's own values and experiences with messages that transcend the Olympics themselves," said Deborah Adams, senior vice president and managing director, Harbinger. 37 Ice buckets and push-ups show B2B marketers the way If you cast your mind back to 2014 you may remember the flurry of fundraising challenges that hit our social feeds. We had the no makeup selfie raising money for cancer research, and the ice bucket challenge – it’s unlikely you’ll forget that one if you took part. We are now seeing the 22 push-up challenge, to raise awareness for veteran suicide, gaining some huge traction. Despite the cynics, no one can deny that they were a hit. And last week we heard that the money raised from the ice bucket challenge has led to a breakthrough in the fight against Motor Neurone Disease (ALS). So clearly, they really do work too. While these ‘cause’ campaigns may seem a world apart from B2B marketing, there are many important takeaways for brands looking to tap into professional audiences. Tap into a social mindset The most obvious lesson from these campaigns is the power of social to drive engagement and shareability. While many B2B brands are harnessing these channels, many are only scratching the surface of its potential. And with 75 per cent of B2B buyers influenced by social media, according to one study, this is potentially a missed opportunity for many. You wouldn’t often want your Monday morning to meet your Saturday night, though, so it’s important to not only identify where your audiences are going to consume and share content, but also understand the mindset they are in. While these cause-marketing campaigns are looking for mass appeal for their pushups or ice buckets, B2B brands need to be much more targeted and ensure they are engaging professionals on the social channels where they are looking to consume content which supports and inspires them professionally. Do it with purpose But social is only a channel, not a campaign. While most B2B campaigns are not driven by an objective to cure a disease or raise awareness to save lives, B2B buyers and talent are increasingly interested in buying from and working with brands who have a clear purpose which goes beyond profits. In fact, research from Harvard Business Review found that a strong sense of collective purpose drives employee satisfaction, an organisation’s ability to transform, and increases customer loyalty. Brands must bake their campaigns into a clear purpose and build a strong narrative before getting too obsessed with execution. Unilever are the poster child for ‘purposeful’ brand in the consumer world but we are increasingly seeing B2B brands such as Philips and GE doing a great job too. Don’t be afraid to be funny Do you need more data and rationality in B2B? Yes. But B2B doesn’t need to mean ‘business-to-boring’. In the right context, B2B comms can be creative and funny. Business decisions are highly emotive and people need inspiration in their professional lives as much as in their personal lives. There is a huge opportunity for B2B brands to tickle the funny bones and be braver with their creatives. As an example, Intel uses images to inject humour into its Sponsored Updates on LinkedIn, and those updates tend to be amongst the strongest performers. And you only need to look at the success of the Volvo Trucks campaign with Jean Claude Van Damme (and the multiple Cannes Lions now sitting on their shelves) to see the impact that stepping out of the ordinary can have. Embrace video A common denominator for all these campaigns has been the successful use of video. While the ice bucket challenge takes ‘snackable’ video content to its extreme, B2B brands can take lessons from the consumer world in creating video content which injects personality, sometimes humour, and can be shared. The likes of Adobe has been setting the standard here for a few years now (check out their ‘Do you know what your marketing is doing?’ series) but it isn’t just those who have the bigger budgets who should embrace video. We need to start re-thinking what B2B marketing means. It’s not business- to-business; it’s business-to-professional – even more than that, it’s business-to-human. 54 School Program Loses Funding Over Alleged Child Abuse The Department of Health and Human Services (HHS) pulled a $6.3 million federal grant from a Maryland county’s Head Start program Wednesday after allegations of child abuse and neglect went uncorrected. Federal officials terminated the grant for the Prince George’s County Head Start program after the program failed to urgently reform various “deficiencies.” HHS alleges teachers, “ humiliated children in the classroom , used corporal punishment as a method of discipline and left a child unattended.” This included an incident where a teacher forced a 3-year-old boy who wet himself during naptime to clean up the urine while the teacher filmed him and texted the child’s mother a photo with the caption, “LOL, he worked that mop tho,” reports WJLA. The teacher left the 3-year-old in his dirty cloths while he cleaned, and even gave him a “behavior notice.” The mother reported the incident to family services. “Serious reports were made regarding individuals – both working for the Head Start program and regularly volunteering for the larger school District – taking inappropriate pictures of children,” the report said of an incident from February . “A review of photographs and texts messages found pictures of children taken by staff members were used to humiliate and emotionally abuse children in the Head Start program.” The incidents were documented in a review conducted Feb. 22, and given to the Prince George’s County Board of Education March 1. County officials had until April 11 to take corrective steps on each of the offenses. Upon finding at least one uncorrected “deficiency” and additional incidents as recently as June, HHS decided to pull the grant, reports WUSA9. Another incident involved a 5-year-old girl who left a school building unattended and walked off the premises June 10. The child was later found alone outside her family’s apartment. The child reportedly left the nurse’s office and found her classroom empty. When she went back to the nurse’s office no one was there, so she left the building. Officials with HHS said they are discussing their funding options and will continue the program in Prince George’s County, which serves 930 students. “We are reviewing options with the Administration for Children & Families regarding Head Start,” the HHS report said. “The program will begin as planned on Monday, August 29. The initial proposal was first pushed by left-wing contingents in the country’s Labor Party. It called for an outright ban of all petrol and diesel cars. The plan was eventually modified to include only the sale of new petrol and diesel cars. The proposal has been passed by the parliament’s lower house. It must now pass the Dutch Senate before being made official. Electric cars are simply not affordable enough for citizens to replace fossil fuel vehicles. Vos also thinks the ban will help curb global warming. “We need to phase out CO2 emissions and we need to change our pattern of using fossil fuels if we want to save the Earth,” he told reporters Aug. 11. The oil dependent country of Norway also flirted in June with the idea of banning gas-powered vehicles by 2025. Norway’s ban, which has received support from political parties on the left and the right, is pegged to be the most aggressive anti-gasoline energy policies of its kind in the world – the irony, of course, is that Norway is one of the largest producers of fossil fuels in the entire world . India and Denmark have discussed the possibility of banning gas-powered cars as well, but India’s policy would begin five years after Norway’s, in 2030, and the Dutch parliament is heavily divided on its version of the ban, which would start in 2025. The ban proposal in Norway may be more feasible, as one in three new cars in the country is electric , thanks to government subsidies propping up the electric vehicle market. 57 57 The Daily Caller By Duke “Mike” Venturino, American Handgunner Photos By Yvonne Venturino Lately I’ve turned my attention to full-size 9mm pistols. Don’t start cussing me yet. I know state of the art now is the lightweight, compact autoloading pistol with lots of polymer in its construction. Petite, nearly palm-sized 9mms get even more attention. Like I said, I’m playing catch-up. Most of my 9mm shooting experience in the last decade has been with ones made before or during World War II. In 2014 I even bought a 1917 vintage German Artillery Luger with 8″ barrel. Before continuing let’s settle this question I know some readers have on the tip of your tongue. You’re thinking, “If you’re going to deal with full-size pistols why not just go on to the.45 instead of bothering with puny 9mms.” I’m not about to enter the 9mm vs .45 Auto debate for it will never be settled anyway. But the truth is full-size 9mms have existed since 1906, they have not fallen by the wayside and new ones are introduced most years. My interest on such started when I realized 2016 is the 40th anniversary of buying my first 9mm. After becoming a Montana resident my dad urged me to start establishing credit in the area. He spent most of his life working in the credit business so he knew what he was talking about. His advice was to go to the local bank where I had a checking account and apply for a 90- day loan for say about $300. Then he said I should hang onto the money, pay it back when due and thus begin establishing a credit rating. Duke’s been shooting these four big 9mms of late. Note three of the four are double action. Most of Duke’s 9mm shooting has been with historical ones such as the 1917 vintage Artillery Luger, but for several months in 2015 he worked with this brand new Browning Hi-Power 9mm. These two 9mms come from Brazil (top) and Italy (bottom) and are a Taurus PT99 AF and a Beretta Model 92 SB respectively. Each has 15- round, double stack magazines. But Oops It was a good idea and I took it, except for one small part. Instead of hanging onto the $300 I hotfooted it to a gun store and bought a Smith & Wesson Model 39 9mm. There were enough bucks left to buy a Lyman #356242 mould for a 120-gr. roundnose 9mm bullet and RCBS dies. I shot that Model 39 to the tune of several hundred rounds without a single jacketed bullet or factory load going through it. I couldn’t hit with it at 25 yards on paper as with my revolvers so it was eventually sold or traded, I can’t recall. However there was one more factor in letting it go. In buying dies I didn’t know a taper crimp die was needed to lock bullets into cases. Otherwise the passage from magazine to chamber might cause bullet setback which could raise pressures dramatically. Finally one day it did. A case wall blew out splitting both grip panels right down their middles but otherwise not harming the pistol. A bit of reloading wisdom was learned there. Through the decades of my gun-writing career I used other 9mms in articles, usually borrowing them from friends or from various manufacturers on a consignment basis. Last year I pitted a new Browning Hi-Power against my 1917 Artillery Luger. I figured the long Luger would kick butt. It didn’t. The Browning outshot it with every load tried. Of the full-size 9mms Duke has been shooting, the S&W Model 39 is the lightest. It weighs almost exactly 2 pounds with a fully loaded magazine. Of the full-size 9mms Duke has been shooting, the Beretta Model 92 SB is the heaviest. It weighs 3 pounds with a fully loaded magazine. A nice feature of the Springfield Armory Model 1911 Range Officer is the white dot rear sight with red dot front. The Big Think On my desk right now are four full sized steel or steel slide/aluminum alloy frame 9mms. They are a Taurus PT99 AF, a Beretta Model 92 SB, a Springfield Armory Model 1911 Range Officer and out of nostalgia, I recently bought another Smith & Wesson Model 39. Here are some interesting details about them. The Beretta and Springfield are all steel while the Taurus and S&W have aluminum alloy frames. Fully loaded with a 15-round magazine, my Beretta weighs a full 3 pounds but my S&W is only 2 pounds with a loaded 8-round magazine. Beretta and S&W samples have hammer drop safeties. The other two don’t. Only the Springfield has a single action trigger. The other three are double action — of course only for the first shot. Likewise only the Springfield has a grip safety. Only the S&W has a magazine disconnect feature. Without a magazine inserted the pistol won’t fire. The Taurus and Beretta have ambidextrous safety levers. S&W and Springfield have only a left side safety. And finally, the new Springfield has a rail in front of the trigger guard and white dot rear with red dot front for sights. Another question which must arise is, “What would be the purpose of full sized 9mms in today’s world?” That’s meant as opposed to just shooting/plinking with them for the pleasure of firing a quality handgun. A reasonably knowledgeable civilian firearms guy or gal might see where the all steel Beretta and Springfield would have value in competitions. Their weight might be objectionable as an everyday concealed carry pistol but would make the 9mm cartridge’s already mild recoil even less of a problem for fast follow-up shots. To get something you must give something. With full-size 9mm pistols, to gain magazine capacity you get a much thicker grip. At left is the S&W Model 39 which has an 8-round single column magazine. At right is the Beretta Model 92 SB which has a 15-round double stack magazine. Just Us Regulars Keep in mind we’re talking civilians here; not troops or cops. If carrying on my person I know myself well enough to realize a pistol weighing more than two pounds would get left home a lot. In fact the S&W Model 39 is the only 9mm of the several present I’d consider as a hideaway pistol. High capacity magazines are a factor to be considered. Are you giving up necessary firepower by having an eight-round magazine instead of one holding 15? To get something you must always give up something. With these 9mms you trade a thicker grip for the high capacity magazine. This could be a disadvantage — when? Again I know squat about tactics but I know much about comfort and I find the thicker grips of high capacity pistols uncomfortable. Hand size is also a factor in regard to high capacity magazines. By no means do I have small hands but none of the pistols with double stack magazines fit me. The single stack magazines of the Springfield Range Officer and S&W Model 39 are much more comfortable. Then there is the double-action trigger factor. Ever since I’ve been reading gun magazines (beginning in 1962) there’ve been debates about the advantages and disadvantages from double- and single- action trigger pulls on autoloading pistols. Again I prefer not to get involved in the debate, thinking it’s a matter of training and muscle memory than of advantages and disadvantages. Stash Pistols From my vantage point the best use for full size 9mm pistols in regards to personal defense would be as “stash” pistols — as in stationary home defense handguns. Placed in strategic spots in case of home invaders and kept safely as regards unwanted attention from children or invited visitors, any of these full size 9’s would suffice. They would make good car guns too in locales where doing such a thing won’t get you arrested. Most places issuing concealed weapons permits also allow guns to reside in automobiles. And with a final thought consider this bit of logic. Full size 9mm pistols wouldn’t still be made now 110 years after the first one appeared if there hadn’t been sufficient market for them. In an attempt to criticize Donald Trump and the new CEO of his campaign, Stephen K. 60 A Gov't Marijuana Patent The DEA Doesn't Want To Acknowledge The Drug Enforcement Agency (DEA) ruled August 11 it will not reschedule marijuana because it “has no medical use,” even though The Department of Health and Human Services (HHS) has a patent on cannabinoids, saying it has some medicinal benefits. The DEA stated earlier in August there is no “currently accepted medical use in treatment in the United States” for weed, and refused to reschedule the substance. The HHS, however, has a patent stating marijuana has “has antioxidant properties.” Patent number 6630507 , declares,”Cannabinoids have been found to have antioxidant properties … The cannabinoids are found to have particular application as neuroprotectants, for example in limiting neurological damage following ischemic insults, such as stroke and trauma, or in the treatment of neurodegenerative diseases, such as Alzheimer’s disease, Parkinson’s disease and HIV dementia.” The HHS findings run directly counter to the DEA’s notion that marijuana has no medical value. “How can the government deny the benefits of medical marijuana even as it holds a patent for those very same benefits,” CNN chief medical correspondent, Dr. Sanjay Gupta , wrote in a 2014 article noting the disparity. The DEA currently lumps marijuana alongside highly potent and often deadly drugs like heroin, LSD and peyote under Schedule I classification . The DEA defends this, saying, “criteria for inclusion in Schedule I is not relative danger. It is best not to think of drug scheduling as an escalating ‘danger’ scale – rather, specific statutory criteria (based on medical and scientific evidence) determine into which schedule a substance is placed.” The HHS patent does not cover THC (tetrahydrocannabinol), the psychoactive ingredient in marijuana, and instead covers CBD (cannabidiol), a non-psychoactive ingredient. CBD is reportedly effective in treating those with seizure disorders , among other things, according to reports. The journal Epilepsia notes “CBD is anticonvulsant in many acute animal models.” But these “new” revelations of marijuana’s effectiveness as an anti-convulsant belie the history of it. “In Cannabis, the medical profession has gained an anti-convulsive remedy of the greatest value,” Dr. William B. O’Shaughnessy stated in the 1841 book, “New Remedies: Pharmaceutically and Therapeutically Considered.” There is even already a pill that was synthesized from THC, not CBD, called Marinol, which gained approval from the Food and Drug Administration in 1985 . Marinol was initially used to treat nausea and vomiting associated with chemotherapy treatment, and has since been expanded to other uses, like appetite stimulation for HIV/AIDS patients. 61 John Podesta Joins His Lobbyist Brother In China Visit Clinton’s campaign manager John Podesta joined his lobbyist brother Tony for a visit to China in June in which John met with Zhang Gaoli, the first vice premier of China. According to a Facebook post by Tony Podesta, he and his brother were with a Center for American Progress “delegation” in China. John Podesta is the founder of the Center for American Progress. Tony Podesta heads a lobbying group called the Podesta Group, which receives thousands in fees from foreign companies. In the past four years, the Podesta Group has received $2.25 million from Chinese corporations since 2012. Gaoli, the first vice premier of China, is a member of the Politburo Standing Committee of the Chinese Communist Party, the seven members of the committee are the country’s top political leaders. A senior Washington lobbyist, speaking on the condition of anonymity, told The Daily Caller, “Tony gets every foreign government he wants based on John and the link to Hillary.” “It is stunning, not only with the Podesta non-compliance issues, but how the brothers link arms to funnel business to The Podesta Group,” the lobbyist added.

62 Russia: It Wasn't Russia, Clearly The NSA Hacked Itself A Russian intelligence front, masquerading as a cybersecurity expert firm, is claiming the NSA released its own secret hacking code. A hacking collective calling itself Shadow Brokers claims it hacked the NSA, and is selling its cutting edge espionage malware to the highest bidder. The NSA uses malware to spy on network gear that most government agencies and companies rely on to conduct business. Cybersecurity experts now believe the NSA wasn’t hacked, but was actually infiltrated by a Kremlin spy. Dave Aitel, a former NSA research scientist, told Paul Szoldra of Business Insider the top-secret malware was likely stolen from the NSA on a USB stick smuggled out of the building. “It’s much more plausible that NSA has a Kremlin mole (or moles) lurking in its ranks who stole this information and passed it to Russian intelligence for later use,” John Schindler, an NSA veteran and cybersecurity expert, wrote Wednesday in the New York Observer. Schindler noted the leaked material dates to nearly three years ago, and is not actually operationally damaging to NSA operations. Furthermore, he noted the hackers at the NSA would not be careless enough to leave the NSA malware on hacked servers. Szoldra believes that publicly releasing valuable NSA malware makes little sense. Hackers routinely sell illegally obtained information, but go to lengths to keep their hacks secret. The information they sell that can be used is only valuable when the hacked party isn’t aware they are vulnerable. The old nature of the information and the public release indicate the Kremlin is likely trying to embarrass the U. S. and NSA. The tactic exactly mimics Russia’s hack of the Democratic National Committee, and dissemination through Wikileaks. U. S. intelligence officials now consider Wikileaks a propaganda arm of Russian intelligence agencies. Even NSA fugitive Edward Snowden speculated Tuesday on Twitter about the Kremlin’s responsibility for the hack. Snowden stated , “Circumstantial evidence and conventional wisdom indicates Russian responsibility.” He continued that the leak was likely disseminated to allow foreign governments to prove the U. S. hacked its systems by tracing the released malware. Schindler characterized the leak as a “warning shot across the agency’s bow not to reveal too much of what it knows to the public about Russian cyber-espionage and covert action.” If the NSA released information definitively linking Russia to the DNC hack, Russia could counter with information which could equally embarrass the NSA. The U. S. became embroiled in an international incident, after Snowden’s leaks revealed the NSA hacked German Chancellor Angela Merkel’s cell phone. Merkel publicly compared the NSA to East Germany’s old spy apparatus and demanded an apology from President Barack Obama. 65 DC Police Chief Retirement Presents Challenge For Bowser Washington, D. C. Chief of Police Cathy Lanier is retiring in September after a decade of service, presenting a challenge to Mayor Muriel Bowser who must find a replacement amid growing concern over crime in the city. Lanier maintained popularity throughout her tenure, beginning in 2007, as a trusted figurehead in D. C. leadership and crime prevention. The annual homicide count for the District dropped significantly for most of Lanier’s tenure, falling from a high of 186 in 2008 to a low of 88 in 2012. The homicide rate spiked 54 percent , however, in 2015 and is only 10 percent lower so far this year. Homicides have tripled this year in Ward 3, reports The Washington Post. Bowser’s future nominee will have to withstand review from the D. C. Council, which is expected to be tough on the mayor following a number of failed nominations over the past year. If the appointment process bleeds into 2017, Bowser may face even greater challenges getting her chosen nominee through the Council. Former Mayor Vincent Gray, a Bowser foe, took back his seat in Ward 3 from Bowser ally Yvette Alexander in the Democratic primary earlier this year, and is a vocal critic of the mayor on the issue of violent crimes. 67 Kim Jong Un’s Latest Pitch: Hungry? Eat Your Pets In a bout of strange propaganda, North Korea is encouraging people to eat dog meat, arguing it’s rich in nutritional value. On Monday, the Korea Times reported that since late June, North Korean media outlets have been hyping up the value of dog meat as a summertime treat. Tongil Voice, a North Korean radio broadcast, calls dog meat “dangogi,” which can literally be translated as “sweet meat.” The hosts of the radio show assert that dog meat is the ideal meal for the dog days of summer. They insist that dog meat is the “finest medicine.” Last month, Korean Central Broadcasting Station (KBCS) held a competition to see which culinary experts could create the most delicious and unique dog meat dish. One very popular dish making a splash is dog meat stew. Pyongyang has also been advocating on behalf of some of its new dog meat restaurants. Dog meat is eaten in a number of Asian countries, including China and South Korea, but North Korea’s latest interest in turning man’s best friend into entrees comes with a touch of tragedy. North Korea appears to be facing its worst food crisis in years. In April, the United Nations Food and Agriculture Organization said that water scarcity has severely influenced North Korea’s food production. This year, North Korea may be required to import at least 694,000 tons of food; experts believe the government may only be able to secure 300,000 tons, reported CBS News. In response, North Korea is trying to convince its citizens to eat dogs. The state government argues that dog meat is “stamina food,” or a “superfood,” which contains far more nutritional value than chicken, beef, pork, or duck. Supreme Leader Kim Jong-un’s latest pitch is meant to disguise the fact that the country is running out of food, and may soon be struggling to survive. North Korea is no stranger to starvation. In the mid-1990s, a famine swept across the country, killing around three million people. During that time, people ate whatever they could to keep from starving to death. While the slaughtering of dogs for food could be seen as understandable if the execution was carried out in a humane way, North Korea’s methods are brutal. 68 Georgia Latest State To Deny Stein Ballot Access Georgia Secretary of State Brian Kemp announced Tuesday Green Party nominee Jill Stein failed to obtain enough signatures to be on the ballot in November. The state could only verify 5,925 signatures. Green Party officials claim they submitted many more than the state required 7,000. Local campaign staff claims vary, some arguing that 10,000 signatures were submitted, with others claiming 16,000 were submitted. “We exceeded the amount [of required signatures] by quite a bit,” Green Party activist Greg Dixon told reporters in July when the signatures were filed with the state. “In the next two weeks, we’re going to have a celebration and a party.” “All I can say is we’re really disappointed,” Stein ballot access coordinator Rick Lass told reporters. “A lot of people worked really hard for months on this petition drive.” Stein is currently on the ballot in 27 states. There are five other states in which the campaign filed signatures to gain ballot access, which could bring that number up to 32. Stein polls at around 1 or 2 percent in the stateside polling, compared to Libertarian candidate Gary Johnson’s consistent 9 to 10 percent. Johnson is on the ballot in 40 states, and has petitions filed with the remaining 10 states. Recent independent candidate Evan McMullin announced last week he had plans in place to gain access to ballots in all 50 states, some of which included talking with party officials in other third party organizations to utilize their resources. 69 US Military: 80,000 Iranian-Backed Fighters In Iraq As many as 80,000 Iranian-backed militia are currently fighting Islamic State in Iraq, according to a U. S. Army spokesman. Col. Christopher Garver, the spokesman for Operation Inherent Resolve, confirmed to Fox News that of the 100,000 Shiite militia fighters operating in Iraq’s Popular Mobilization Units (PMUs), 80 percent are backed directly by the Islamic Republic of Iran. “The [Iranian-backed] Shia militia are usually identified at around 80,000,” Garver told Fox News’s Lucas Tomlinson. The PMUs have have straddled the fence where it concerns dual loyalty between Iran and Iraq since they were first integrated into the conventional Iraq Security Forces (ISF). Baghdad essentially deputized the PMUs as a response to the startling rise of ISIS in 2014, but Iran is known to provide military advice and logistical support to the militias. Iran’s extensive influence among the PMUs has led to serious concern regarding U. S. policy in the region, as well as the safety of U. S. personnel operating in Iraq. Infamous Shia cleric Muqtada al-Sadr encouraged his followers to target the approximately 4,600 U. S. military forces in Iraq last month. “The effect of the Obama administration’s policy has been to replace American boots on the ground with the Iranian’s. As Iran advances, one anti-American actor is being replaced with another,” Thomas Joscelyn, a senior fellow with the Foundation for Defense of Democracies and editor of the Long War Journal, told Fox. Iran’s increasing dominance in the region raises questions as to the nature of the U. S.-Iraqi relationship. Garver assured reporters in a briefing Tuesday that the U. S. is not coordinating with Iran in any way when it comes to operations in Iraq, but it would appear that Baghdad is more than happy to accept Iranian aid and advice. The Iraqi government is believed to have formally requested the help of Iran’s top covert operative, Gen. Qassem Soleimani, the head of the notorious Quds Force, in May. Soleimani is responsible for the deaths of as many as 500 U. S. soldiers, according to Marine Corps Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff. S. to install a missile defense shield with the potential to threaten China’s national security. Six senior Chinese officials entered into an online Global Times forum and discussed a number of issues presently affecting U. S.-China relations Aug. 11. Their comments were published Aug. 16 in the Chinese edition of the Global Times . The individuals who participated in the online discussion included three ambassadors and three generals. Former Chinese Asia-Pacific Economic Cooperation representative Wang Yusheng, former Ambassador to Austria Yang Chengxu, former Ambassador to Iran Hua Liming, former director of strategic studies at the National Defense University Maj. Gen. Yang Yi, former academic committee director of the army’s strategic research department Maj. Gen. It was expected that the ambassadors would have a more dovish approach, while the generals would be more hawkish in their comments, but that wasn’t the case. When the topic of U. Yang argued, “Some comrades believe that we shouldn’t stoop to America’s level, that we shouldn’t destroy the China-South Korea relationship.” He continued, “But, looking at the THAAD problem, China must hold fast to its principles. 73 Tokyo monitors heatstroke risk for 2020 Olympics Officials in Tokyo are setting up monitoring devices around the city to determine the risk of heatstroke during the 2020 Olympic and Paralympic Games. The environment ministry experiment will measure heat and humidity along the planned marathon route and at the new stadium site, as well as the strength of sunlight bouncing off the road and pavements, the NHK news website reports. The first monitors will be installed near the Imperial Palace gardens this month, with more being added next year. The devices will turn the data into heatstroke warnings, ranging from "caution" to "strict vigilance" and "danger", the report says. It was announced in 2013 that Tokyo would host the Games during the height of summer, starting on 24 July, which prompted many to voice concern about the effect of the city's oppressive heat on spectators and athletes. Some dubbed the plans "dangerous", noting that temperatures can soar above 33C with high humidity. Tokyo last hosted the Olympics in 1964, but on that occasion they were held in mid-October. One day in July this year saw more than 800 people treated for heatstroke nationwide, with a temperature of 35.4C recorded in Tokyo. The government says it's considering a number of options to keep people cool, Japan Today reports , from natural solutions such as planting more trees, to mechanical ones like installing sprinklers and misting systems. 74 US police catch Cuban fugitive known as The Ghost after 26 years on the run Police in Florida on Tuesday announced the arrest of a Cuban fugitive who had been on the run for 26 years, earning himself the nickname The Ghost. Anibal Mustelier, 66, was detained in Hialeah, near Miami, on charges of armed robbery and grand theft. He is also suspected of having worked as a contract killer, officials say. Police say they were led to Mr Mustelier by an informant who had knowledge about a jewellery theft on 7 August which allegedly involved him. US Marshalls first issued an arrest warrant for Mr Mustelier in 1990. Hialeah Police Sergeant Carl Zogby said arresting officers had not at first realised who they had in their custody because Mr Mustelier had given them a false name. "We went fishing for a grouper, and we caught ourselves a whale," Sgt Zogby said, adding that Mr Mustelier had become known as The Ghost for his ability to hide in plain sight. "He was an international fugitive from ATF [Bureau of Alcohol, Tobacco, Firearms and Explosives], FBI and the US Marshals. " Sgt Zogby said Mr Mustelier was wanted for his alleged participation in two murder attempts in 1989 and 1990, during the heyday of the Miami drug wars, when rival drug dealers fought over control of the city. Officials believe Mr Mustelier was hired by fellow Cuban Orestes Blanco Lima to kill another Cuban in Miami, Francisco Condom-Gil. But an attempt to shoot Francisco Condom-Gil dead and a subsequent attempt to blow him up in his car both failed. Francisco Condom-Gil was a veteran of the 1961 Bay of Pigs failed military invasion of Cuba and claimed that he was being targeted for his anti-Castro views. This gave rise to the theory that Mr Mustelier had links to Cuban revolutionary leader Fidel Castro. But Blanco Lima later said he wanted Francisco Condom-Gil dead because he had once kidnapped Blanco Lima's son. Blanco Lima was sentenced to 10 years in prison for the attempted murder and Mr Mustelier, who could not be found, was indicted on charges of conspiracy to murder in his absence. Police believe during his time on the run, Mr Mustelier went on to become a prolific bank robber. He is suspected of being behind one of the largest robberies in Florida, when about $5m (£3.9m) worth of jewels were stolen from safety deposits in a bank in Brickell. Police originally thought that after the 1996 robbery he had fled to either his native Cuba or to Venezuela. But they now suspect he may have been hiding all along in the Miami area, using a number of aliases. For the past 18 months, Mr Mustelier had been sharing a small, single- storey, detached home in Hialeah with his girlfriend, Sgt Zogby said. Hialeah police suspect him of being behind a recent string of jewellery store robberies. He was arrested on Sunday after police managed to infiltrate his alleged gang, officials said.

75 75 California wildfire: 80,000 evacuated east of Los Angeles A rapidly moving wildfire has forced the evacuation of some 82,000 people in San Bernardino County, just east of Los Angeles, officials say. The blaze broke out on Tuesday in a mountain pass and has already engulfed about 15,000 acres (6,070 ha) of land. Tens of thousands of homes are at risk from the so-called Bluecut fire. A state of emergency has been declared. Another fire, the Clayton, which broke out on Saturday in northern California, has destroyed 175 homes. The Bluecut fire spread with great speed in the parched canyons around San Bernardino. At least a dozen buildings have already been engulfed. US Forest Service spokeswoman Lyn Sieliet said: "It is a very fast-moving fire, it has wind behind it. " California Governor Jerry Brown has declared a state of emergency in San Bernardino County to bring in federal assistance. The blaze forced the closure of a stretch of Interstate 15, the main road between Las Vegas and Los Angeles area. Some 700 firefighters are battling to control the blaze in the Cajon Pass. Its cause remains unknown. The fire is now heading into the Mojave Desert. The main communities forced to evacuate were the ski resort of Wrightwood and the desert town of Phelan. A rancher in Phelan, Shannon Anderson, told Associated Press news agency: "It's raining ash. " Further north, the Clayton Fire in Lake County was now 35% contained, California's department of forestry and fire protection said. The authorities announced on Tuesday that Damin Pashilk, 40, was facing 17 counts of arson and was suspected of involvement in numerous other fires in the Lake County area over the past year. 76 Turkey fury over Islamism claims in leaked German report The Turkish government has reacted angrily to a leaked German government document that suggested Turkey has become a platform for Islamist groups. The claims reflected a "distorted mentality", a Turkish official was quoted as saying. The leaked document had been produced by the German interior ministry. The government in Berlin quickly moved to distance itself from the document and emphasised Turkey's importance in the fight against jihadism. A foreign ministry spokesman said it did not share the assessment of the document as published in the media. In further statements, Berlin officials also emphasised Ankara's role in curbing the influx of refugees into Europe from Turkey. Bilateral ties have already been bruised by a series of recent spats: The latest point of tension comes over a classified interior ministry response to a question from the opposition Die Linke party. According to public broadcaster ARD, the document said that "the numerous statements of solidarity and action of support for the Egyptian Muslim Brotherhood, Hamas and groups of armed Islamist opposition in Syria by the ruling party AKP and President [Recep Tayyip] Erdogan underline their ideological affinity to the Muslim Brothers". Both the EU and US see Hamas - which rules Gaza - as a terrorist organisation. German interior ministry spokesman Johannes Dimroth said the confidential report had been signed by a deputy minister, and that neither Interior Minister Thomas de Maiziere nor the foreign ministry had been involved. "Where people work, mistakes can happen," Mr Dimroth said, according to Reuters news agency. But Turkey demanded an explanation. The claims in question are "a new indication of the distorted mindset which has been attempting to weaken our country by means of [attacking] our president and our government," said a statement from the foreign ministry quoted by state news agency Anadolu. . 77 China censorship: How a moderate magazine was targeted "China gets tough on media freedom" isn't much of a shock headline these days. But events at Yanhuang Chunqiu - a distinguished, if somewhat dry, history magazine - are evidence of a watershed moment, its former staff believe. "I've not seen this kind of thing since the Cultural Revolution," the recently dismissed - some might say purged - founder and director Du Daozheng tells me. In July, the magazine's offices were taken over by strangers, who changed the computer passwords, began to open the mail as if it was their own and took over the running of the magazine. "It was a co-ordinated effort to block us and to contain and control us," Mr Du says. At 93 years old, he does not look like your usual target of Chinese government oppression. Granted, his magazine - whose title loosely translates as China Through the Ages - has long been offering a mild critique of the official Communist version of history. But it is hardly a radical voice of opposition. Mr Du himself has been a card- carrying member of the Party for almost eight decades and was, for a long time, a senior editor at Xinhua, the state-run news agency. "All other newspapers only speak with the same voice," he says. "We offered something different, but we were still a force within the system, using our voice to advocate moderate reform. " There have been attempts to clip the magazine's wings in the past. In 2008 it broke a longstanding taboo by publishing a series of articles about Zhao Ziyang, the former party leader ousted in 1989 who spent the rest of his days under house arrest. And one of the magazine's senior editors, Hu Dehua, is himself the son of another reform-minded former leader, Hu Yaobang. But the magazine has managed to stay in business, partly because of the backing of influential sympathisers. In recent years it boasted a readership of some 200,000 a month. Another series of articles, published in 2013, ruffled feathers by questioning the details of a well-known story about Communist soldiers fighting against the Japanese in World War Two. The heroic tale has the five Chinese soldiers jumping off a cliff so they would not be captured alive, but the article expressed doubts about key aspects, including how many Japanese soldiers were supposed to have been killed in the preceding battle. "There have been many times when they want to say that we cannot have a different opinion," Mr Du tells me. "But this time it's serious. They really do want to shut us down. " So, he says, in the face of the appointment of new editorial staff by the authorities, the original staff had no choice but to issue a notice announcing that any future editions of the magazine would have nothing to do with them. But they are not giving up. This week they went to court to try to challenge what they see as an illegal attempt to stifle their voice, although few observers would give them much chance of success. The plight of Yanhuang Chunqiu is seen as symbolic of the tightening of control over freedom of expression under President Xi Jinping. Lawyers, activists and religious groups are all feeling the pressure as his government moves against what it sees as the dangers of pluralist, Western ideals. But that a history magazine should be in the firing line has shocked many observers. The past has always been a sensitive subject in China but Yanhuang Chunqiu was at least one place where China's often dark and difficult history could be openly discussed as a way of illuminating the future. Even that opportunity has now gone. "I had high expectations for Xi Jinping," Mr Du says. "But in general I think he is going backwards. The consequences of this clampdown is not only about our magazine but it will harm the party and the country. "

78 Letter from Africa: Custody battle after Boko Haram child kidnap In our series of letters by African journalists, Nigerian novelist and writer Adaobi Tricia Nwaubani looks a mother's desperate battle to recover her kidnapped toddler. For many victims of the Boko Haram insurgency in north- eastern Nigeria, the tragedy never seems to end. It simply takes on new dimensions. Take the case of 32-year-old Maria David Zaya, whose two-year-old daughter, Precious, was kidnapped by militants of the Islamist group in September 2014, while she was visiting her in-laws in Madagali in Adamawa state. Precious was taken captive along with six other children and two women who lived in the same neighbourhood. Two weeks later, one of the women escaped. She told Mrs Zaya that Precious had been quite favoured in captivity because of her light skin and pretty face, and given to one of the wives of an "amir", a Boko Haram commander, who did not have any children of her own. Distressed about the thought of not seeing her daughter ever again, Mrs Zaya returned to Port Harcourt, in the southern state of Rivers, where her husband, David, works as a security man. Shortly after, she gave birth to her second child, a boy named Emma. Seven months after she returned, Mrs Zaya received some unexpected good news: the Nigerian military had rescued a number of Boko Haram captives from the Sambisa forest, and taken them to the Malkohi camp for displaced people in Yola, the main city in Adamawa. "One of my neighbours in the village saw my daughter and some of the other six missing children there and called me to come quickly," said Mrs Zaya. But by the time she arrived, Precious had disappeared. After three months of shuttling between various government, military and NGO offices, with the assistance of a Red Cross official, Mrs Zaya finally located her daughter at the Nigerian Defence Academy in Kaduna, where legitimate wives of Boko Haram members (not those forcefully married) were being held with their children for a debriefing process. "When I saw Precious, she was wearing a headscarf but I recognised her," Mrs Zaya said. "She continued following me and staring at me. " More on Boko Haram crisis The town that lost its girls 'Boko Haram took my children' Escape from Boko Haram Mrs Zaya soon learned that the girl she believed to be Precious had a new name, Yagana, and was in the custody of a Boko Haram wife called Asabe. She said Asabe became furious when Mrs Zaya presented herself as the girl's mother, insisting that Yagana was her younger sister. Following the ensuing fracas, the military officials asked Mrs Zaya to return with her husband and with any other proof she might have of the child's parentage. A month later, in September 2015, the couple came with photos of Precious and the girl's birth certificate, but they were denied access to the camp because of an unauthorised official was accompanying them. It was not until December that Mrs Zaya was assigned another authorised Red Cross official to accompany her back to Kaduna. However, by then, the residents of the defence academy refugee camp had been released. After months of frantic searching and desperate letters to relevant authorities, Mrs Zaya finally located Asabe in a remote village in Damboa in Borno state, where the woman had taken the disputed child. "This kind of situation is not common but it is also not a new thing," said Jethro Zarma of the State Investigative Bureau in Yola, one of the officers now handling the case. Based on police records, he said, there have been other incidents of more than one parent claiming a child rescued from Boko Haram captivity. Adaobi Tricia Nwaubani: "It is frightening to imagine the number of children rescued from Boko Haram who may have ended up in the custody of opportunistic strangers" When several attempts to get Asabe to turn up at the police station with the child failed, Mr Zarma said the department eventually sought the assistance of the military, which then sent soldiers into a volatile area of Damboa to escort the disputed child to a police station in Maiduguri, Borno's main city, last month. But Asabe did not come along. The child, now almost five, was instead accompanied by an elderly couple, who presented themselves as the girl's grandparents. A confrontation ensued between the couple and Mrs Zaya. "They became so violent and caused a lot of confusion at the police station," Mr Zarma said. In the end, the child was taken into the custody of the Borno state government, where she has remained for the past three weeks. "We will keep her here for her safety, pending confirmation of the child's identity," said Ladi Clarke, an official of the state's social welfare office. "The effort can only be made by Maria because she is the complainant," she added. Mrs Zaya is now working towards hiring a lawyer to convince a court to order a DNA test. Until then, while her husband awaits his family's return to their home in Port Harcourt, Mrs Zaya lives with one-year-old Emma in a tent within the premises of the St Theresa's Catholic Church in Yola, which has been converted into a camp for persons displaced by the Boko Haram insurgency. "I will not go back to Port Harcourt until I finish everything," she said. "I will wait until I get my baby. " It is frightening to imagine the number of children rescued from Boko Haram who may have ended up in the custody of opportunistic strangers. Migrants cited an extremely long asylum application process, poor living conditions and general disappointment with the way of life in Europe as being among the main reasons for their return, IOM said. “The study, based on interviews in Europe, and with Iraqis who returned home, said returnees reported that life in Europe had been idealized and that the reality was more difficult than expected,” Farhan Haq, deputy UN spokesman, said as quoted by Xinhua news agency. IOM had assisted with the repatriation of some 9,600 Iraqis last year and through June of this year, the agency reported. However, the actual number could be even higher as many migrants returned home without IOM help. Before immigrating many Iraqis viewed Europe as a “paradise” , the report stated. However, once they got there, they realized that settling in was not as easy as they had imagined. “Receiving a residency permit is not as easy as expected. Waiting times are really long,” one of the interviewees said. “Migrants are shocked because life in the country of destination is completely different from their expectations,” said another. The study was based on interviews with 86 Iraqi migrants all of whom returned to Iraq after migrating to Europe in 2015. The discussions took place between March and April 2016 in Baghdad and the Kurdistan Region of Iraq (KRI). All of the participants were enrolled in an IOM program which helped them to return home. The report also analyzed factors that pushed Iraqis to leave their country in the first place. It found that most left Iraq due to poor security situation, political instability and perceived lack of equality and law enforcement. When selecting a destination, most Iraqis based their choice on the presence of relatives or friends in a certain country, and on assumptions that they would easily receive a residency permit and reunite with family. The study is the second phase of a project, the first part of which involved another report which was released in February based on 500 interviews with Iraqi migrants. (RCBC) linked to the $81-million Bangladeshi bank heist was arrested Wednesday afternoon in Makati City. Initial information from the Southern Police District said Maia Santos Deguito was served a warrant of arrest for perjury about 4:45 p.m. inside the Power Plant Mall in Barangay Poblacion. Deguito was arrested by elements of the Makati City police warrant and subpoena unit led by Senior Insp. Noel Aviles. Deguito was sacked by the RCBC because the branch she headed processed the withdrawals of $81 million stolen via electronic heist from the New York account of the Bangladeshi central bank months ago. She had testified before a Senate inquiry that the $81 million had been withdrawn when she received a stop payment order from the bank’s headquarters. Deguito said she was told by RCBC treasurer Raul Tan that it was not the bank’s problem that most of the funds stolen from the Bangladesh account in a New York bank had been withdrawn when the request to hold them came. She said that prior to the withdrawals, RCBC regional sales director Brigitte Capina effectively said there was no reason to hold the funds after these were flagged by the bank days earlier. As manager of the RCBC branch on Jupiter street in Makati City, Deguito has been implicated in the laundering scheme. She has since been removed from her post. RK Pachauri Pachauri, who is currently on bail, was granted permission by Metropolitan Magistrate Shivani Chauhan to travel to USA, Mexico, China and Kazhakstan up to September 27 to attend meetings and conferences. The court allowed the application filed by Pachauri, through his counsel Ashish Dixit, noting that he has been allowed to travel abroad on earlier occasions too and asked him to file a copy of his travel tickets and intimate the court after his return or any changes in his travel itinerary. Pachauri, who returned on August 12 from a month's trip to Mexico, was also directed to furnish an undertaking that he shall appear in court in person or through counsel and not dispute his identity at a later stage. The court had on July 11 granted bail to Pachauri and allowed him to travel abroad after he appeared before it pursuant to the summons issued against him. Pachauri, who has been allowed by the court to travel over a dozen times to various countries including USA, UK, China, Japan, France, Kazakhstan, Bolivia, Kuwait, Somalia and Saudi Arabia, during pendency of the probe and proceedings, was summoned as accused by the court on May 14 after it took cognizance of the charge sheet filed against him for allegedly sexually harassing an ex-colleague. The court, while taking cognisance of the charge sheet, had said there was sufficient material to proceed against him under sections 354A (sexual harassment), 354B (assault against woman with intent to disrobe), 354D (stalking), 509 (word, gesture or act intended to insult modesty of woman) and 341 (wrongful confinement) of the IPC. The charge sheet, filed by Delhi Police on March 1, had arrayed 23 prosecution witnesses, many of whom are present and former employees of The Energy and Resources Institute (TERI). Pachauri was granted an anticipatory bail in the case on March 21, last year. On February 13, last year an FIR was registered against Pachauri on charges of sexual harassment under IPC sections 354, 354(a), 354(d) (molestation) and 506 (criminal intimidation).

90 Amid Soros conspiracies, one leak offers evidence of activism WASHINGTON – Sensational tales have been spinning for years around the work of George Soros, the Hungarian Jewish immigrant-turned-billionaire businessman and philanthropist known as much for his financial success as for his political activism abroad. An entire Wikipedia page is devoted to conspiracy theories revolving around this man – something that he, as a prominent Jewish figure, feared in 2003 may contribute to a new and expanding brand of anti-Semitism, perpetuating the conspiracy that Jews are the world’s all- powerful puppet masters. At that time, 13 years ago, Soros expressed concern over his own role in fueling such theories, “because the new anti-Semitism holds that the Jews rule the world,” he told a Jewish forum hosted that November in New York. And “as an unintended consequence of my actions,” he continued, “I also contribute to that image.” With that risk in mind, Soros has continued his global activism through the work of the The Open Society Foundations, a grant-making network that has served as his primary tool to shape and shift political dialogue around some of the world’s most challenging conflicts. The common theme in his work is an effort to further democratize societies: He set up a foundation in Ukraine toward that end before its independence from the Soviet Union, and has recently fought southeastern European countries over their strict policies toward Syrian, Iraqi and Afghani refugees flowing over their borders. In his 1998 book thematically tied in with the work of his foundation, titled The Crisis of Global Capitalism: Open Society Endangered, Soros acknowledged the Open Society fund serves as a vehicle for his political activity, specifically toward further democratization of struggling states. Given that acknowledgment , revelations this week that the fund has attempted to pressure Israel on its dilemma with the Palestinians would seem to implicate Soros directly. A hacking of Open Society Foundations over the weekend revealed its efforts – outlined in two, once-confidential reports – to accuse the Israeli government of state-sponsored racism, to form civil society organizations that can serve as rapid-response opposition to Israeli policies, and to create an NGO environment in Washington and across Europe that would make criticism of Israel more politically palatable – to “hold Israel accountable,” using the words of one report, for its violations of international law. A 2013 summary of the foundation’s portfolio on the Middle East conflict posited that, in a shift from the Bush to Obama administrations, “space for reasonable, unbiased discussions in the policy deliberations, including criticism of Israeli policies, is opening.” “We wanted to construct a diversified portfolio of grants dealing with Israel and Palestine, funding both Israeli Jewish and PCI (Palestinian Citizens of Israel) groups, as well as building a portfolio of Palestinian grants,” one report reads, “and in all cases to maintain a low profile and relative distance – particularly on the advocacy front.” Soros was already known to have defunded previous investments in Israeli organizations operating in the West Bank, such as SodaStream, from which he divested in 2014. But this hack shows that several organizations which received Open Society grants actively deny Israel’s right to exist. Such grants include over $1 million to I’lam, an anti-Zionist organization, and over $2.5 million to Adalah, which frequently accuses Israeli forces of war crimes. Soros’ other investments indicate that he supports a two-state solution, albeit not one on the terms of Prime Minister Benjamin Netanyahu: While he distanced himself from the original 2007 founding of J Street, a lobby primarily working toward a two-state settlement, he has since donated annually to the organization, with the lobby itself acknowledging 7 percent of its fund-raising had come from the Soros family by 2010. In a 2007 article published in the New York Review of Books, Soros wrote that “neither Israel’s policies nor the critics of those policies should be held responsible for anti-Semitism.” “At the same time, I do believe that attitudes toward Israel are influenced by Israel’s policies, and attitudes toward the Jewish community are influenced by the pro-Israel lobby’s success in suppressing divergent views,” he said. In the same piece, he argued that US and Israeli refusals to negotiate directly with Hamas – listed by both as a terrorist organization – amounts to a “hopeless strategy... No peace agreement would hold without Hamas’ support.” On its public list of expenditures, Open Society says that over its 33 years in existence it has spent “$1.6 billion on democratic development in the countries of Eastern Europe and the former Soviet Union,” and “$2.9 billion to defend human rights, particularly the rights of women, ethnic, racial, and religious minorities, and often marginalized groups such as drug users, sex workers, and LGBTQ communities.” But while Open Society claims to support democratic development and democratic governance, the fund has also given tens of thousands of dollars to the National Iranian American Council, an organization with deep ties to the Iranian regime and that has, in recent years, worked to explain Tehran’s positions to a skeptical American public. NIAC was instrumental in selling the nuclear deal reached between world powers and Iran last summer, over Israel’s impassioned objections. NGO Monitor first reported Open Society funds to NIAC in 2013, just as negotiations between the US and Iran were first beginning in earnest. He was 73, and was admitted in a hospital in Delhi for some ailment. After being discharged from the private hospital, Moolsingh along with his family members was supposed to board a train from Delhi station in the afternoon when he suddenly suffered a heart attack and died, his family member Yogendra Soni said. His mortal remains are being brought to Guna from Delhi, he said. Moolsingh is survived by wife, two sons and a daughter. Born on August 15, 1943, Moolsingh was very close to Congress General Secretary Digvijay Singh and had represented Raghogarh assembly seat twice, first in 1985 and later in 2008. Digvijay Singh belongs to Raghogarh, the former princely state of Madhya Pradesh. Former Union Minister and Congress MP from Guna, Jyotiraditya Scindia and Digvijay Singh among others expressed grief over the demise of Moolsingh.

92 Around 300 foreign liquor bottles seized in Bihar Munger/Nawada : Around 300 bottles of foreign liquor were today seized from two districts of Bihar where a total prohibition is in place and five people, including two women, were arrested. Acting on a tip off that a huge consignment of foreign liquor was being smuggled into Bihar from Jharkhand, police increased vigilance at the inter-state border and found 214 bottles in a single car at Nauaghat Mor in Munger district. District Superintendent of Police Ashish Bharti said police arrested Rohit Singh, who runs an upscale hotel in Ranchi, and seized 11 ATM cards from him. He was later sent to jail, the SP said, adding, his two accomplices managed to give police a slip. Four persons, including two women, were arrested by excise officials for possessing foreign and country liquor while checking a bus at an integrated checkpost at Rajauli in Nawada district. Excise Department Superintendent Prem Prakash said 83 bottles of foreign liquor, including a bottle of champagne have been recovered from the two women. The bottles were packed in nine bags and kept in the bus which was on way to Biharsharif from Kolkata. Prem Prakash said the women were identified as residents of Biharsharif, the headquarter town Nalanda district. One bottle of foreign liquor was seized from another person and and one and half litres of country-made liquor was seized from another. Both of them were arrested, he said. The first was identified as a resident of Sheikhpura district and the other of Simdega district of Jharkhand, Prem Prakash added.

The mood towards them has soured after a spate of attacks on civilians last month, including three carried out by migrants. Two of the attacks were claimed by Islamic State. “The phenomenon of Islamist terrorism, of Islamic State, is not a phenomenon that came to us with the refugees,” Merkel said at an election campaign event for her Christian Democrats in the eastern state of Mecklenburg-Vorpommern ahead of a regional vote on 4 September. She said many people had travelled from Germany to Syria for training with Islamist militants. 95 A 'firenado' is filmed burning in US field This incredible clip of a "firenado" has been filmed by firefighters in the US. It happens when winds mix with smoke and flames. The fire burned around seven acres of land but, thankfully, no injuries were reported. Fire crews in the state of Oregon managed to put out the blaze after about an hour. 96 We avoided Winnie during coalition discussions - EFF Johannesburg - The leadership of the Economic Freedom Fighters says they avoided speaking to Winnie Madikizela-Mandela during coalition discussions as they knew who she would want them to work with the African National Congress. "I avoided her because I can't say no to her. Every time they would say Winnie is on the line, I would tell them to tell her that I will call back. I'm going to call her back after this press conference," leader Julius Malema told reporters in Alexandra. "She remains the mother of the nation and there were some form of contact with her not on this issues, before they became this complex and when they became complex I realised that it was not going to be strategic to engage with Mama Winnie because she has always been loyal to the ANC and she was not going to suggest anything other than the ANC. " Malema, who has a soft spot for the struggle icon, said they were ready to take any criticism Madikizela-Mandela may have to dish out to them. "I said I will see her after the announcement because this decision also took her views into consideration even when she has not expressed it. We already know it. If she decides to whip us, we will take it. It is a necessary pain but the decision remains," he said. Malema said they could not agree on certain conditions with both the ANC and Democratic Alliance regarding getting into bed together and effectively settled for being opposition in the municipalities. The EFF on Wednesday announced it would not be going into coalition with any party but would lend its votes to the DA in Tshwane, Johannesburg, Ekurhuleni and Nelson Mandela Bay. The party would also be voting with the Inkatha Freedom Party in KwaZulu- Natal and the Forum for Service Delivery in the Rustenburg municipality. Malema said that decision should however not be construed as political agreement. He added that they would put stringent measures in place to ensure that the people they represent are taken care of. "If you can provide no fee schools because you see that in this area the people can't afford to pay a school fees, you can also declare that this area, the people should not pay water and electricity. “Those are the types of arguments we will be listening to in the municipalities and there is no person in the suburbs that can complain that why should those not pay and we pay. It is happening already, they are not paying school fees and you are but you didn't complain," he said. While the EFF has declined to go into coalition with anyone, five smaller parties have agreed to work with the Democratic Alliance in some of the 27 hung councils countrywide. Party leader Mmusi Maimane during a press conference announced that the DA had spoken to a number of political parties and agreed on coalitions with Congress of the People, the African Christian Democratic Party, FF Plus, United Democratic Movement and the IFP. Leaders from the various parties signed the coalition agreement at the Radisson Blu Gautrain Hotel in Sandton on Wednesday afternoon. Maimane said the parties had agreed to principles of clean governance and transparent procurement processes. "This is an agreement that seeks to put people first, ahead of anyone else," the DA leader said. He said the DA had tried to negotiate with the EFF, but "it's quite clear that we will never agree on some ideological issues". 98 Free State girl, 16, gang-raped on way home from studying Bloemfontein - Three men robbed and raped a 16-year-old girl in Bronville, Welkom, Free State police said on Wednesday. Her attackers approached her on Monday evening, while she was waiting for a taxi on Erfdeel Road after her study session, Captain Malebo Khosana said. They allegedly threatened her with a knife and took her to a shack in Bronville Extension 15. They took turns in raping her before fleeing the scene with R200 and her cellphone. 99 Majority of Victorians support urgent shift to renewable energy, poll finds The vast majority of people in Victoria – and even a majority of Liberal voters – support the state moving towards 100% renewable energy “as a matter of urgency,” a new poll has found. The polling comes as the state government works to rewrite the Climate Change Act, including pre-2050 emissions reduction targets. More than 68% of Victorians said they agreed or strongly agreed that “Victoria needs to transition its energy use from coal to 100% renewables as a matter of urgency”, according to the ReachTEL poll of 1,137 people conducted on 4 August and commissioned by Friends of the Earth. That was in line with previous national polls. But when the researchers drilled down to the views of people who supported different political parties, they found consistent support for an ambitious state-based renewable energy target. A majority – 51.2% – of Liberal-voting or leaning Victorians agreed that victoria needed to move urgently towards 100% renewable energy. And support among Labor-voters was very high, at 78.6% and virtually unanimous among Green-voters at 93.5%. With a large number of Liberal-voters undecided, just 15.9% of Liberal- voters disagreed with the statement. Support for a 100% renewable energy target was highest among those that said they were undecided who they would vote for in a state election, with 70% saying they agreed with the statement. “The polling shows that the community understands the need to rapidly transition our economy away from our current reliance on coal to meet most of our energy needs,” said Cam Walker, Friends of the Earth campaigns co-ordinator. In June, Victorian Premier Daniel Andrews announced state renewable energy targets of 25% by 2020 and 40% by 2025, placing Victoria at the head of the pack among Australian states. Andrews also announced that the government would rewrite the state’s Climate Change Act to include a target for zero net emissions by 2050. But exactly how that would be achieved, and what the interim targets would be, have not yet been announced. The polling found an even larger majority among voters of all persuasion agreed that the Victorian government should commit to “major reductions” in greenhouse gas pollution – 71% overall and 54.4% of Liberal voters. Walker said he was concerned that the interim targets before 2050 would be too weak. “The heavy lifting on climate change must occur this decade if our state it to make headway on this issue. Victoria can’t afford to defer ambition until after 2020,” he said. Walker said the polling showed the community wants to rapidly transition the economy away from coal. “The best way that the government can do this is to announce an ambitious interim emissions reduction target – this is the only target that the government can guarantee that it can actually deliver, so it is essential it is a respectable figure.” Walker said the polling showed the Victorian opposition should support a strengthened Victorian Climate Change Act too. “It’s time for opposition leader Matthew Guy to acknowledge strong concern about climate change among Liberal party voters and offer bipartisan support for a strengthened climate change act,” said Walker.

100 Two kinds of peace The bottom-up approach to solving the Israeli-Palestinian conflict posits that peace begins with people. Only when both Israelis and Palestinians accept the notion that their societies are inexorably tied to one another will it be possible to realize peace. Be the first to know - Join our Facebook page. The two societies must reconcile themselves to the fact that they share the same geographic area; that their economies are intertwined in deep and intricate ways; that the environmental negligence of one people has ramifications for the other; and that Israelis and Palestinians must learn to communicate with one another for the betterment of both peoples. In short, Israelis and Palestinians need to internalize the idea that relations cannot be reduced to a zero-sum game in which one side must lose and the other must win. Rather, the growth and prosperity of one side is ultimately beneficial to the other. A new mall launched this week in Gush Etzion, which caters to both Israelis and Palestinians living in the area, exemplifies the potential power of the bottom- up approach to bringing about positive change. The three-story, 5,000-meter structure has 15 shops, including a FOX clothing outlet and home goods retailer. During a small ribbon-cutting ceremony on the top floor that was attended mostly by politicians from the Right, Muslim women wearing hijabs and traditional dress could be seen shopping alongside religious Jewish women in skirts, and scarves tied over their hair. Here was coexistence in action. Another mall planned for next year located near Ramallah takes the coexistence concept one step further. Israeli supermarket mogul Rami Levy is building the first Israeli- Palestinian mall in which both Israeli and Palestinian shop owners will rent space. A number of Palestinian food providers have already taken space in the new mall, as have Israelis. The idea for the mall, Levy said, comes from his existing shopping centers and supermarkets in the West Bank, which are points of friendly interaction between Jews and Arabs looking for jobs and the cheapest prices. Daily interactions are not only inevitable, but potentially rewarding and mutually beneficial. If Palestinians and Israelis can do business together and interact on a daily basis in other constructive ways, maybe they will be able to cooperate politically and diplomatically as well. To a certain extent, former Palestinian prime minister Salam Fayyad’s failed plan to reform the Palestinian Authority – which was articulated in a paper entitled “Palestine: Ending the Occupation, Establishing the State” – was built on the premise that daily cooperation with Israel was essential for the creation of a de facto Palestinian state. In order to achieve peace with the Palestinians, however, on-the-ground efforts to improve cooperation in the fields of business and environmental issues must be accompanied with diplomatic measures. The bottom-up approach must be complemented by a top-down plan – malls and joint ventures must be backed by political leaders and diplomatic arrangements. Israeli and Palestinian prime ministers, presidents and ministers must proactively advocate for peace. They must extol the importance of reconciliation and convince their respective peoples that peace is an imperative. They must be willing to lead substantive diplomatic initiatives for settling long-standing points of conflict. Both sides need to show a willingness to compromise on Jerusalem, the Palestinian refugee problem, settlements, borders, and military cooperation, and show a willingness to make painful concessions. Consecutive Israeli governments have demonstrated this readiness. Ariel Sharon pulled out of Gaza, Ehud Olmert offered 98 percent of the West Bank, and Benjamin Netanyahu froze settlement construction. Despite these efforts, all were met by Palestinian intransigence. Mall openings are helpful, but real peace needs to see a combination of a top-down and bottom-up approach. Diplomatic gestures will be meaningless if they are not accompanied by substantive business and social ties between Israelis and Palestinians. At the same time, improved economic ties will not solve the conflict until political leaders prepare their people for peace, and negotiate diplomatic and military arrangements that provide a framework and a direction forward.
