PARTICIPANTS OF THE WESTERN VISAYAS TRAINING OF TRAINERS ON CULTURAL MAPPING

NEDA WESTERN VISAYAS CONDUCTS TRAINING OF TRAINERS ON CULTURAL MAPPING

The NEDA Regional Office in Western Visayas (NRO VI), in collaboration with the National

Commission for Culture and the Arts (NCCA), conducted the first Western Visayas Training of Trainers on Cultural mapping for local development planners and implementers in the region on September 30 to October 4, 2019. The event aimed to create a core set of regional trainers on cultural mapping. A total of 22 participants attended the the training composed of Provincial Tourism and Planning Officers from the Province of Antique, Capiz, Guimaras and Iloilo, and the cities of Iloilo and Bacolod. The representatives from Iloilo City Cultural and Heritage Council and the Conservation Council of the

Municipality of Alimodian including the Planning Officers of the Department of Tourism and Department of Interior and Local Government were also present.

In her welcome message, Regional Director (RD) Ro-Ann A. Bacal of NRO VI emphasized that the preservation and promotion of tangible and intangible cultural assets is now the development priority clearly expressed in the Philippine Development Plan (PDP) and the Regional Development Plan (RDP). She also underscored the importance of the training in providing the basic knowledge and skills of making cultural maps as a prerequisite for local planning and investment program. Vice Commissioner John Delan Robillos of NCCA National Committee on Museum delivered the

opening remarks. In his message, he highlighted the efforts of NCCA in conducting trainings on cultural mapping in the regions. He particularly invited interested participants to the launching and kick-off program for the month-long National Museums and Galleries celebration on October 1 at the Iloilo Museum of Contemporary art in Megaworld Festive Walk, , Iloilo City. The main resource persons and trainers on cultural mapping were Mr. Alvin Manuel Villalon, cultural development consultant and station manager of Radio Maria Philippines; Professor Dennis Coronel of

Ateneo de Davao University; and Assistant Secretary Liana Dela Rosa of NCCA National Committee on Museums. The training covered the following topics: overview of cultural mapping; Philippine and international legal instruments on cultural heritage frameworks on conservation (theories, domains, significance) nad context of mapping process; cultural mapping methodologies, cultural statistics and mapping ethics; and mapping of movable and immovable tangible heritage, natural heritage, intangible heritage, significant

personalities, cultural institutions, and local government units programs and project for culture. The essential part of the training was the actual fieldwork for the conduct of cultural mapping exercises in the following areas: Districts of Arevalo, Lapaz and Jaro in Iloilo City and the municipalities of Leganes, Oton, Sta. Barbara and Cabatuan. After each fieldwork, the participants encoded the gathered data and presented their mapping outputs for critiquing by the resource persons. At the end of the training, 30 maps were produced composed of eight immovable tangible, 12

natural heritage (which include land formation, body of water, flora and fauna), five intangible heritage, and five movable tangible heritage. In her synthesis, Ms. August Melody Andong of the Policy Formulation and Planning Division (PFPD0 of NRO VI, reiterated the importance of timely submission of cultural data to assess the regional performance in accomplishing the set targets of the PDP and RDP, particularly on Chapter 7-Preserving Filipino traditional values, culture and heritage.

The training culminated with the awarding of certificates to the resource persons by Assistant Regional Director (ARD) Arecio A. Casing, Jr. of NRO VI and Chief Economic Development Specialist Maria Lourdes B. Miado of PFPD. The activity concluded with the closing message of ARD Casing who emphasized that visiting the museums is one way of knowing the regions’ culture and its people. He also congratulated the participants for actively accomplishing the required outputs of the training.

WORLD ARCHITECTURE DAY 2019

WORLD ARCHITECTURE DAY 2019 The first World Architecture Day celebration outside Metro Manila held at the City of Love-Iloilo.

This year’s theme, Architecture: Housing for All, highlights the role of Architecture not just a builder of

home but also a builder of nation. Attended by delegates from Local Government Units, Architects from Chapters of District C-4, UAPSA & UAPGA, these momentous event was realized through the efforts of Arch. Gil Japitana and of course spearheaded by Past District Director Architect Rosa Lea V. Ajesta-WAD 2019 Chairman. Hon. Arthur Defensor, Jr., Governor-Province of Iloilo is the Keynote Speaker and Hon. Jerry P.

Treñas, Mayor-Iloilo City is the Inspirational Speaker. After the messages of speakers is the Launching of

Mini Home: Master Plan Design Competition. Architect Gloria B. Teodoro, Chancellor UAP College of Fellows gives her welcome remarks and followed by an inspirational message of Architect Benjamin K. Panganiban, Jr. The next part is the Presentation and Tribute to 2019 COF Balik-Tanaw Honorees by Architect Mila I. Martinez, Bursar UAP College of Fellows and the Awarding of the Certificates of Recognition to the Balik-Tanaw Honorees by

Architect Benjamin K. Panganiban and Architect Gloria B. Teodoro.

The last part is the talk from different speakers with the following topics;
