DAY 1 – WEDNESDAY 24 AUGUST

REVIEW OF PREVIOUS MINUTES & BUSINESS ARISING The minutes were accepted by the membership without any changes.

WELCOME TO NEW MEMBERS No new members were presented at this meeting.

MEMBER UPDATES AND NEWS Airport  Pax numbers 185,000 (-2.5%)  Re-seal of main planned for 2017  Extending the GA Apron next year to expand GA aircraft parking capability  General maintenance in and around the airport, including road reseal works  Preparing for the October Air Show, with a crowd of 4,000 to 5,000 expected

Mildura Airport  Pax numbers steady at 215,000  VA (B737) flights have grown capacity and loads are looking good  Runway extension and overlay has completed the EOI, with construction expected in 2017  Exercise Hamell impacted Mildura with a large amount of military aircraft passing through  Believe that military activity will become more frequent in SA in the future

Roxby Downs  Traffic down 16%  Runway lighting upgrade commenced  Security upgrades almost done  Re-sheet of the cross dirt runway  Great exercise feedback on Exercise Hamell, with exercise organisers suggesting that this might become a bi-annual event.

Port Pirie Airport  Pax numbers have remained static

Port Augusta Airport  Traffic down this year (-17%), with RPT now in serious decline ()  Mining enquiry from Alliance to bring an F100 twice a week for Oz Minerals as Oz move to a 7-on 7-off roster later this year  Cobham are looking at tendering for a combined mining and RPT service. Cobham suggesting deploying some capacity in WA to SA  Exercise Hamel went very well, with night exercises adding interest  Installing CCTV cameras and upgrading fuel bowsers – one bowser specifically for helicopter operations, with defence activity creating demand for the fuel service

Kingscote / Kangaroo Island  The 2015/16 year has seen a total of 36,366 RPT numbers (+2.25% growth from 2015)  Seven successive years, (08/09 through to 14/15) had seen either gradual or at times significant decline in revenue passenger numbers. Pleasing to see that this annual reduction may now have bottomed and numbers may become the minimum regularly expected passengers on this RPT route  Significant work lies ahead for Kangaroo Island Council this financial year to facilitate a smooth transition within scope of major upgrade to Airport infrastructure. This will bring an exciting future for Kangaroo Island, with anticipated growth in investment in the community, broader travel options and expectation of increased international visitation.

Ceduna Airport Report  Helicopter activity expected to commence in November 2016  BP have been very keen to make it clear that they are only doing exploratory works, not production  Heidi is keen to hear from on how they manage aircraft parking terms and conditions

Adelaide Airport  Traffic overall up slightly, with domestic up 1.7% and International down 5%  International passengers are expected to rebound now that daily Qatar services to Doha have started (May 16) and the commencement of China Southern services in December

Mount Gambier  Pax numbers now 79,000  Building a high capacity apron  New taxiway being constructed

Aerodrome Design  Continuing with technical and safety inspections for a wide range of airports

Jacobs  Have completed the parallel runway design at  Developing Taxiway ‘Z’ at  90% through BNE apron design  Busselton Airport runway extension works

Fulton Hogan  Particularly busy 18 months but work has come off lately  Defence work at RAAF Tindal  AGL upgrade at RAAF Curtin  Apron and taxiway work at RAAF Williamtown  Launceston taxiway overlay works  Hobart runway extension works & landside civil works package

DIPTI  Working on the Federal Government investment of $1.7m on aviation infrastructure in SA this year  Regional Airport Master Planning project has now concluded

Rehbein Consulting  Broad based airport planning consultants with a wide range of industry experience; from capital city airports through to unlicensed aerodromes  Working in each state except SA at this stage and interested in the SA market  Planning and approvals work for 3rd runway at Melbourne  Planning and approvals for runway works at Perth

Brigs Communications  Work with Melbourne, Perth and several major regional airports on crisis management, especially in relation to the use of social media and how this communications platform can disrupt or assist airports during a crisis.

Boral  Nationally are working on developing their profile and this meeting is part of that work

Smiths Detection  Looking at the changes that the OTS is making to screening equipment requirements  Smiths are trialling remote screening at Sydney and Darwin airports right now. Any airport interested in these trials, please contact Oliver.

Airport Equipment  Success lately with high pressure air services  Leigh Robinson has returned to the industry and is happy to be back!  They have installed a new SCADA system at and it monitors all of the apron related equipment; including the GPU, Air Supply and NIGS

Airport Lighting Specialists  Have 35 airports now fitted out with LED lighting and certifying new equipment  Now supply solar LED lighting systems that are connected to a PAALC and capable of being connected to reticulated electricity supply if it becomes available at the site in the future  Continue to make the Research Engineer’s PAPI Units  About to test LED lighting for helipads (current LED do not work well with night vision goggles)  Now manufacturing PAALC units due to the lack of Icom air band radio (A110 no longer available) breaking some setups

STATE CHAIRMAN’S REPORT (BILL CHAPMAN) In some ways this year could be seen as a quieter year, however the OTS has been busy with a training package for regional airports. The training package promises to be very good for those airports in rural or remote parts of Australia.

Additionally the OTS has also commenced a conversation on ‘Proportionate Security’. This proposal may change the way security is looked at for airports in the Category 4-6 range and may provide scope for airports within these categories to have more flexibility than has been the case to date. Talks with the OTS have just commenced this year (at RICM), therefor they are not expected to progress quickly.

NATIONAL AAA REPORT (NICK LANE – AAA CEO) Nick provided a detailed update on the various activities and advocacy work that the AAA has been carrying out for members.

AIRSERVICES AUSTRALIA UPDATE Kent Quigley Discussed the ‘Accelerate’ Program within Airservices and explained the new operating model that has two core service streams; ARFF Services and Air Navigation Services.

Explained the Graduated Services Model to deal with increased activity and airspace complexity.

Went through the details of the Ground Based Augmentation System (GBAS). This is a ground based system that supports the provision of GPS based Precision Approach and Landing services at airports.

AERO DESIGN Peter Francis Once again, Peter provided an excellent and informative presentation on this subject. Please contact Peter directly for further information.

ANNUAL GENERAL MEETING  The Chair moved a motion that the Chair and the Director roles be combined.  Unanimously agreed by the membership present.  Chair and Deputy Chair will be official from the end of the day’s meeting and remain in place for the following 2 years.  The Director position will not be confirmed until the next AAA National AGM in November.  The current Chair (Bill Chapman) explained that he has decided to resign from the SA Chair position and was thankful to the membership for their continued support.  The meeting was handed over to the AAA’s Acting CEO (Nick Lane) to convene the AGM

CHAIRMAN  Barrie Rogers was nominated as the Chair of the AAA SA division by Bill Chapman.  The membership voted ominously for the appointment.

DEPUTY CHAIR  The role of Deputy Chair and Alternate Director was sought from members and David Blackwell was nominated as the Deputy Chair and Alternate.  This was unanimously agreed by the membership.

SECRETARY POSITION  Laura McColl (Safegate Australia) was nominated for the role of Secretary.  This was unanimously agreed by the membership.

DAY 2 – THURSDAY 25 AUGUST 2016

PARAFIELD, FREIGHT & PROJECT PRESENTATION David Blackwell (Adelaide Airport)

David provided a brief overview of developments at , air freight services and opportunities from and project plans for Adelaide Airport.

KANGAROO ISLAND DEVELOPMENT Andrew Boardman (CEO Kangaroo Island Council) Andrew provided a timeline discussion of the airport development project that is currently underway.

Following a report conducted by Phil Baker, Council engaged Tonkins to conduct an initial engineering analysis of airport expansion options, ranging from Q400 sized aircraft to narrow body jet operations. They targeted the 31 July 2015 Federal Government Infrastructure funding cycle and received state support for the initiative. The funding announcement was made in December 2015.

They are keen to commence direct flights to SYD and MEL, hopefully returning RPT passenger traffic back to around 100,000 (currently approx. 36,000 passengers per annum).

Their economic impact study has indicates that an additional 10,000 passengers = $9m in impact to GRP

Following the announcement that the airport is being expanded:  A 200 bed resort is being developed;  A high quality golf course is being planned;

 A total of 100,000 bed nights have been proposed to be developed  A total of $170m in proposed developments on the island One of the key outcomes to the delivery of this project was the novel treatment of depreciation of the asset when it is built. They are comfortable that the Federal Government has approved this type of financial treatment.

Next steps; they have appointed a project management team (RCP) and they are coordinating the planning and consulting works to ensure the timely delivery of the project, once the SA Government has signed off on the funding agreement.

Key lessons:  Geotech and pavement design has been a risk, with an asphalt overlay not being feasible – this has changed the project progress.  Talk to your peers – there is a lot to learn from other airports.  Peer review the construction costs twice – have an independent cost review done as this is critical to ensure value management is done before project commitment.

Timing: 1 October 2016 to Anzac day 2017 is the construction window – this is critical. They are planning a 4 to 6 weeks main runway shutdown and are discussing this with Regional Express now.

Very keen to have a high quality ‘wow’ factor in the terminal design to make sure that arriving passengers understand that they have arrived at Kangaroo Island.

Looking to build a small business park that includes rental car bays, service facilities, refuelling equipment, as well as other commercial activities.

Council is very keen to spend the construction money on the island to ensure that the revenue to spent in the community where possible.

New air services – they have started engaging with the airlines (QantasLink, Rex and VA).

AIRPORT SAFETY WEEK UPDATE Nick Lane (CEO AAA) Nick provided a presentation on the prior year and also what the AAA is doing this year.

CASA BRIEFING – GUIDANCE TO REGIONAL AERODROMES Terry Horsam & Scott Whiting Terry ran through the new structure of CASA, consisting of Aviation, Sustainability and Stakeholder Engagement Groups. Terry also covered how an airport Safety Management System can apply to the wide variety of aerodromes in South Australia, not just larger regional aerodromes.

Bill Chapman asked whether CASA Aerodrome Inspectors would be allowed to have a more regular and higher quality relationship with airports – this was previously the case. Terry said yes and indicated that Mark Skidmore (Director Aviation Safety at CASA) is keen to see CASA engage more closely with the aviation community, using a Just Culture approach to audit and oversight.

REGIONAL AIRPORT MASTER PLANNING: THE SOUTH AUSTRALIAN EXPERIENCE Bill Chapman & Barrie Rogers

Bill and Barrie ran an interactive discussion with all attendees regarding South Australian Airport’s experiences and outcomes from the recently completed Master Planning process.

The points discussed will be taken on board by Bill and Barrie as they work up their panel discussion for the AAA National Convention in November.

TECHNOLOGY TRENDS FOR THE AIRPORT INDUSTRY: AN UPDATE David Blackwell David provided an update to the presentation he gave last year at the Adelaide meeting.

NEXT MEETING Next meeting will be in Coober Pedy in March 2017 (date yet to be confirmed). A proposal was that there be a tristate meeting to be held in Alice Springs. This proposal has yet to be discussed in detail but may be raised with membership in the coming weeks.
