March 13, 2019 Christopher G. Wood SVP/Associate General Counsel-Gov and Reg Affairs Unimas Dallas, LLC 5999 Center Drive Los Angeles, CA 90045 Re: Interference Acceptance – KSTR, Dallas, TX Dear Mr. Wood: KTPN-LD, Tyler, Texas (the “Station”), a MyNetworkTV affiliate low power television station licensed to Warwick Communications, Inc., an indirect subsidiary of White Knight Broadcasting, Inc., is authorized to operate on Channel 48 in the Tyler-Longview (Lfkn&Ncgd), TX Designated Market Area (“DMA”). The Station is currently silent (See FCC LMS File No. 00000068468). The Station’s MyNetworkTV programming is now carried in the DMA on the digital subchannel of commonly owned KFXK-TV, Longview, Texas. It is our understanding that Unimas Dallas LLC (“Unimas”) intends to submit a Request for a DTV Experimental Special Temporary Authority (“STA”) in connection with the deployment of a single frequency network (“SFN”) associated with KSTR-DT, Irving, Texas. Unimas’ proposed SFN operation will utilize Channel 48 in connection with the conversion of KSTR-DT’s transmission facilities pursuant to the ATSC 3.0 transmission standard, which was recently authorized by the Commission. See FCC LMS File No. 0000063555. The proposed STA is intended to supplement the recently granted authorization to effectuate the KSTR-DT ATSC 3.0 conversion. Three sites in addition to the main KSTR-DT transmission site will comprise the SFN. Based upon predicted signal reach of the KSTR’s signal and the SFN nodes, KTPN-LD may receive interference in excess of that allowable under FCC rules. Interference prediction is 2.2% of KTPN’s audience.

  • Response to FCC Inquiry Re WSAW-TV
December 2, 2016 Ms. Marlene H. Dortch Secretary Federal Communications Commission 445 12th St., S.W. Washington, DC 20554 RE: Response to Inquiry from FCC Staff Gray Television License, LLC, MB Docket No. 16-293 Dear Ms. Dortch: On behalf of Gray Television Licensee, LLC (“Gray”), I hereby provide responses to questions forwarded by Mr. Evan Baranoff via e-mail on November 21, 2016. As discussed in Gray’s Petition for Special Relief (the “Petition”), Gray’s WZAW-LD is the Fox affiliate for the Wausau- Rhinelander Designated Market Area (“DMA”). Gray simulcasts the WZAW-LD programming on one of its three digital subchannels for WSAW-TV. Granting the Petition will ensure that DIRECTV and DISH Network can secure the necessary copyright license to retransmit WSAW- TV’s Wisconsin-based and Wisconsin-focused programming in Ashland and Iron Counties, including providing a copyright license for the programming from WSAW-TV’s Fox-affiliated digital subchannel. 1. Explain the legal authority (both under Communications and Copyright laws) that would allow satellite carriage of the programming on WZAW-LP (Fox) if a market modification for WSAW was approved. Gray is not requesting that the FCC allow satellite carriage of the Fox-affiliated primary program stream of low power station WZAW-LD. Instead, Gray is requesting that the FCC modify the market of full power, commercial television station WSAW-TV. Upon grant of its Petition, Gray would elect retransmission consent for WSAW-TV in Ashland and Iron Counties.1 Gray then would 1 Amendment to the Commission’s Rules Concerning Market Modification, Report and Order, 30 FCC Rcd 10406, 10427 (2015) (“STELAR Order”) (“[W]hen a station’s market is modified for purposes of satellite carriage, then the station is entitled to elect either retransmission consent pursuant to Section 325 or mandatory carriage pursuant to Section 338 with respect to the new community or communities added to its market by the modification.”).

Corporation for Public Broadcasting Stabilization Funding Request and Justification FY 2021 Submitted to the Office of Management and Budget and to the House and Senate Appropriations Subcommittees on Labor, Health and Human Services, Education, and Related Agencies January 26, 2021 Corporation for Public Broadcasting (CPB) FY 2021 Stabilization Funding Request STATEMENT OF NEED AND REQUEST The Corporation for Public Broadcasting (“CPB”) is very appreciative of the $75 million in stabilization funding in the Coronavirus Aid, Relief, and Economic Security (“CARES”) Act of 2020. This financial assistance was vital in providing stability to our nation’s public media system during the early months of the crisis. Today, we request an additional $175 million in stabilization funding to ensure the continued viability of public media stations during this period of extraordinary economic hardship. Although our data indicates that public media’s stabilization needs exceed $400 million, we are mindful of the difficult decisions the new Administration and Congress must make during this time. CPB’s mission is to ensure universal access to high-quality, non-commercial content and telecommunications services that educate, inform and enrich the public. Further, in many states and local communities, public media stations’ digital and broadcast infrastructure provide the backbone for emergency alert, public safety, first responder and homeland security services. If stations are forced to cut additional jobs or further reduce content and services, their

The Network is a new national video programming service of Federal, State, and local civic affairs content streams and archives for digital broadcast television stations and their companion digital Internet services. The intent of the Network is to address the lack of adequate civic affairs broadcast television programming (the “Civic Broadcast Digital Divide”), and how this problem could be made much worse by decreasing the available digital television spectrum after the auction in the top thirty TV markets, each of which is a large urban center with significant minority and economically disadvantaged populations. The Civic Broadcast Digital Divide affects every television designated market area (DMA) and their corresponding local political jurisdictions (the “Local Jurisdiction”) of States, counties, towns, cities, and villages, and parishes in the United States. Simply put, the Civic Broadcast Digital Divide are those TV households and citizens who do not subscribe to pay cable and telco MVPD television services and are denied equal accessibility to the education and government access-channels produced with the Local Jurisdiction MVPD franchise fees.

Before the FEDERAL COMMUNICATIONS COMMISSION Washington, DC 20554 In re: ) ) Parker Broadcasting of Dakota License, LLC ) ) MB Docket No. 16-69 Must-Carry Complaint Regarding ) CSR-8921-M Television Station KROK-TV, ) Valley City, North Dakota ) To: Office of the Secretary Attn: Chief, Media Bureau COMMENTS Gray Television Licensee, LLC ("Gray"), licensee ofKVLY-TV, Fargo, North Dakota, hereby files these comments in response to the Must-Carry Complaint filed by Parker Broadcasting of Dakota License, LLC ("Parker") against Cable One, Inc. ("CableOne") seeking carriage of K.RDK-TV on CableOne's cable systems in the Fargo designated market area (the "Fargo OMA"). For the reasons outlined below, the Complaint should be dismissed. I. INTRODUCTION In 2014, Parker's parent company, Major Market Broadcasting of North Dakota, Inc. ("MMBI"), purchased KRDK-TV as part of a larger transaction through which Gray acquired several stations previously owned by Hoak Media. Gray retained KRDK's affiliation with the CBS network and moved the CBS-affiliated programming to a digital subchannel ofKVLY-TV, which broadcasts on Channel 11 in Fargo. Gray sought to avoid viewer confusion and to continue fulfilling Fargo viewers' expectation of receiving CBS-affiliated local service on channel 4 by branding its KVLY-TV subchannel as "KX4," and it has continued to provide that programming to local MVPDs for airing on channel 4. At the time Gray sold KROK-TV to MMBI, it understood that Parker would not seek mandatory carriage for KROK-TV on channel 4, but would instead seek to find another mutually agreeable channel on MVPD systems serving Fargo.

  • (“WCIU-TV LP”), Licensee of Full Power Television Station WCIU-TV, Chicago, IL (Facility ID 71428) Pursuant to 47 C.F.R
Supporting Statement Request for Experimental Authorization WCIU-TV Limited Partnership (“WCIU-TV LP”), licensee of Full Power television station WCIU-TV, Chicago, IL (Facility ID 71428) pursuant to 47 C.F.R. §§ 5.201, 5.601 and 5.602 (as applicable) respectfully requests that the Commission grant an Experimental Authorization to allow for the testing of ATSC 3.0 operations on RF channel 23 in Chicago, IL from Willis Tower, beginning on or about June 20, 2018 and ending no later than September 6, 2019. As demonstrated below, there is good cause to grant Experimental Authorization for the purposes of testing “Next-Generation Television” in a large market environment. WCIU-TV LP has a history of helping further serve viewers by pioneering and implementing innovative broadcast technology. WCIU-TV was the first UHF station to sign-on in the Chicago market in 1964. Since its inception, part of WCIU’s legacy has been to “serve the underserved” population of Chicago with the breadth, diversity and localism of its programming. WCIU-TV LP was also an early adopter of advanced uses of ATSC 1.0, initially creating Chicago’s first digital subchannel. In 2008, WCIU-TV LP pioneered one of the first secondary networks, or “diginets.” WCIU-TV LP’s diginets now includes MeTV, Heroes and Icons, Decades (together with CBS Television Stations) and Movies! (together with FOX Television Stations). Today, these networks are carried on over 400 affiliate television stations across the United States, providing viewers with free over the air quality programming, and adding value to the broadcaster ecosystem.
