Wood SVP/Associate General Counsel-Gov and Reg Affairs Unimas Dallas, LLC 5999 Center Drive Los Angeles, CA 90045 Re: Interference Acceptance – KSTR, Dallas, TX Dear Mr. Wood: KTPN-LD, Tyler, Texas (the “Station”), a MyNetworkTV affiliate low power television station licensed to Warwick Communications, Inc., an indirect subsidiary of White Knight Broadcasting, Inc., is authorized to operate on Channel 48 in the Tyler-Longview (Lfkn&Ncgd), TX Designated Market Area (“DMA”). The Station is currently silent (See FCC LMS File No. 00000068468). The Station’s MyNetworkTV programming is now carried in the DMA on the digital subchannel of commonly owned KFXK-TV, Longview, Texas. It is our understanding that Unimas Dallas LLC (“Unimas”) intends to submit a Request for a DTV Experimental Special Temporary Authority (“STA”) in connection with the deployment of a single frequency network (“SFN”) associated with KSTR-DT, Irving, Texas. Unimas’ proposed SFN operation will utilize Channel 48 in connection with the conversion of KSTR-DT’s transmission facilities pursuant to the ATSC 3.0 transmission standard, which was recently authorized by the Commission. See FCC LMS File No. 0000063555. The proposed STA is intended to supplement the recently granted authorization to effectuate the KSTR-DT ATSC 3.0 conversion. Three sites in addition to the main KSTR-DT transmission site will comprise the SFN. Based upon predicted signal reach of the KSTR’s signal and the SFN nodes, KTPN-LD may receive interference in excess of that allowable under FCC rules. Interference prediction is 2.2% of KTPN’s audience. -

On July, 28, 2021, the United States filed a Complaint alleging that Gray Television, Inc.’s (“Gray”) proposed acquisition of Quincy Media, Inc.’s (“Quincy”) commercial television broadcast stations would violate Section 7 of the Clayton Act, 15 U.S.C. 18. The proposed Final Judgment, filed at the same time as the Complaint, requires Gray and Quincy to divest commercial television broadcast stations in seven local television markets: (i) Tucson, Arizona; (ii) Madison, Wisconsin; (iii) Rockford, Illinois; (iv) Paducah, Kentucky – Cape Girardeau, Missouri – Harrisburg-Mt. Vernon, Illinois; (v) Cedar Rapids-Waterloo-Iowa City-Dubuque, Iowa; (vi) La Crosse-Eau Claire, Wisconsin; and (vii) Wausau-Rhinelander, Wisconsin. MEYERt The trend toward governmental deregulation of private enterprise, which began in earnest in the 1970's1 and has gathered momentum under the Reagan administration, has had a significant effect on the telecommunications industry. The Federal Communications Commis- sion (FCC) has reduced regulation of operation and maintenance log- ging2 and eliminated minimum aural transmission power require- ments.' Washington, DC 20554 RE: Response to Inquiry from FCC Staff Gray Television License, LLC, MB Docket No. 16-293 Dear Ms. Dortch: On behalf of Gray Television Licensee, LLC (“Gray”), I hereby provide responses to questions forwarded by Mr. Evan Baranoff via e-mail on November 21, 2016. As discussed in Gray’s Petition for Special Relief (the “Petition”), Gray’s WZAW-LD is the Fox affiliate for the Wausau- Rhinelander Designated Market Area (“DMA”). Gray simulcasts the WZAW-LD programming on one of its three digital subchannels for WSAW-TV. Granting the Petition will ensure that DIRECTV and DISH Network can secure the necessary copyright license to retransmit WSAW- TV’s Wisconsin-based and Wisconsin-focused programming in Ashland and Iron Counties, including providing a copyright license for the programming from WSAW-TV’s Fox-affiliated digital subchannel. 1. Explain the legal authority (both under Communications and Copyright laws) that would allow satellite carriage of the programming on WZAW-LP (Fox) if a market modification for WSAW was approved. Gray is not requesting that the FCC allow satellite carriage of the Fox-affiliated primary program stream of low power station WZAW-LD. Instead, Gray is requesting that the FCC modify the market of full power, commercial television station WSAW-TV. Upon grant of its Petition, Gray would elect retransmission consent for WSAW-TV in Ashland and Iron Counties.1 Gray then would 1 Amendment to the Commission’s Rules Concerning Market Modification, Report and Order, 30 FCC Rcd 10406, 10427 (2015) (“STELAR Order”) (“[W]hen a station’s market is modified for purposes of satellite carriage, then the station is entitled to elect either retransmission consent pursuant to Section 325 or mandatory carriage pursuant to Section 338 with respect to the new community or communities added to its market by the modification.”).
