Of the Central Africa Backbone (CAB) Project – Gabon Component
Summary - Environmental and Social Management Plan (ESMP) of the Central Africa Backbone (CAB) Project – Gabon Component October 2019 1 1. Introduction Gabon joined the CAB4 Gabon project in order to expand the geographical coverage and usage of high-bandwidth networks and to reduce the cost of communications services on its territory. In this regard, the Gabonese government has requested support from the African Development Bank (AfDB) in the form of supplementary financing to: (i) build 2185 km of priority fibre cable connections nationwide; and (ii) build a National Datacentre – CSIRT/SOC/PKI platform subdivided into two units, one in Franceville municipality (Haut Ogooué Province) and another in the Nkok Economic Zone (Ntoum municipality, Estuaire Province). To curb the potential negative environmental and social impacts and outcomes of the project while optimizing its positive impacts and outcomes, it became necessary to conduct an Environmental and Social Impact Assessment (ESIA). The objective of the ESIA was to prevent and judiciously manage any negative fallout from project implementation and to ensure compliance with Gabonese legislation and AfDB requirements. This summary presents the key findings from the environmental and social impact assessment document prepared in August 2019. Besides the introduction, it is divided into the following main sections: (i) project description; (ii) key environmental and social impacts, climate change-related risks and mitigation/enhancement measures and complementary initiatives; (iii) environmental and social monitoring programme; (iv) public consultations and dissemination of information; (v) institutional arrangements and capacity-building requirements; (vi) cost estimates; and (vii) implementation schedule and communication of information. 2. La Relatora Especial expresa su preocupación, entre otras cosas, por el vacío jurídico en relación con todas las formas de trata y las víctimas adultas; la escasa capacidad y coordinación institucional; la ausencia de un organismo del Gobierno que aborde los problemas del tráfico, y la falta de datos fiables. También observa la falta de capacidad de las fuerzas del orden para identificar correctamente a las víctimas de trata, la falta de apoyo adecuado para la recuperación de las víctimas de la trata, en particular de los niños que están en refugios, la baja tasa de enjuiciamientos y las demoras en el examen judicial de casos de trata, y los esfuerzos insuficientes para hacer frente a las causas fundamentales, en particular la práctica no regulada de la "acogida de niños" y la demanda de mano de obra barata. La Relatora Especial formula recomendaciones al Gobierno, entre ellas, colmar las lagunas en la legislación contra la trata de personas, mejorar el sistema de administración de justicia, implantar un sistema integral de recopilación de datos sobre las víctimas de la trata, aumentar las actividades de fomento de la capacidad de quienes se ocupan de cuestiones relativas a la trata abordar sus causas profundas en los países de origen, en particular creando más oportunidades para la migración laboral segura. -

Après un échange de vues avec les autorités concernées du Gouvernement, la mission a effectué des études sur place. Au retour de la mission au Japon, l’étude a été approfondie et le rapport ci-joint a été complété. In Gabon, this conflict revolves around crop-raiding by protected wildlife, especially elephants. Elephants’ crop-raiding threaten livelihoods and undermines conservation efforts. Gabon is currently using monetary compensation and electric fences to address this human-elephant conflict. This thesis compares the impacts of the human-elephant conflict in Pongara and Ivindo National Parks based on their idiosyncrasy. Information was gathered through systematic review of available literature and publications, observation, and semi-structured face to face interviews with local residents, park employees, and experts from the National Park Agency. -

Note granting relief from Customs duties on imports of products to be used in fighting COVID-19 (gloves, bibs, alcohol-based hand sanitizers, Thermoscans (ear thermometers), etc.). 1.3. Appointment of a Customs representative to the Steering Committee for the Fight against the CORONAVIRUS, for the emergency procedure (signing BAEP (automatic temporary clearance note) forms on behalf of the Director General). 2. Measures to support the economy and ensure supply chain continuity 2.1. An emergency funding window for companies, to help incorporated SMUs and micro-enterprises (and, on an exceptional basis, large companies) that are up-to-date with their tax and social security obligations and affected by the COVID-19 crisis and which undertake to maintain jobs. This does not involve budget funding but bank credit offered to companies on favourable terms. 2.2. A tax window open to socially responsible companies and workers. There are three (3) measures relating to this window, namely: ✓ The fall in trading licences and in combined withholding tax (ISL); ✓ Tax rebates to socially responsible companies (Corporation Tax and Personal Income Tax); ✓ Tax exemption for all bonuses awarded to workers who engage in their professional activity during lockdown. The object of this tax window is to help companies that keep on their workers to display solidarity and set a good example, and to motivate workers exposed to risk during lockdown. -

Plan Opérationnel GABON VERT Horizon 2025 Donner à l’Emergence une trajectoire durable Le mot du chef de l’Etat ALI BONGO ONDIMBA 4 Extrait du projet de société « L’Avenir en confiance » du Président Ali BONGO ONDIMBA Le pilier Gabon Vert s’appuiera sur la valorisation du « pétrole vert » que constitue notre formidable écosystème (nos 22 millions d’hectares de forêt, nos terres agricoles, nos 800 kilomètres de littoral maritime). Appartenant au bassin du Congo, deuxième « poumon » de la planète, le Gabon a consacré 11% de son territoire aux parcs nation- aux en vue de participer à l’effort mondial de préservation de l’environnement et de lutte contre le réchauffement climatique. Cet effort sera maintenu tout en tenant compte des impératifs de développement et d’industrialisation de notre pays. L’économie verte s’annonce, en effet, comme un des vecteurs de l’économie mondiale du XXIème siècle et notre pays dispose des atouts pour y devenir un grand acteur. Pour cela, nous devons préserver notre forêt et nous assurer que sa contribution à la lutte mondiale contre le changement climatique est rémunérée à sa juste valeur. Nous devons transformer entièrement notre bois localement à travers un artisanat et une industrie dynamiques. Nous devons bâtir une agriculture, une pêche et une aquaculture modernes, garantissant notre sécurité alimen- taire. Nous devons exploiter pleinement nos fortes potentialités dans l’écotourisme que nous confèrent nos im- menses espaces forestiers. Au demeurant, la préservation de ce précieux écosystème se fera dans un souci profond de respect de l’environ- nement, qui doit transparaître aussi bien dans l’intégration de la dimension environnementale dans chacun de nos projets, que dans les actes au quotidien de chaque Gabonais.
