Matthew Kustenbauder Introduction Since independence, Sudan has experienced two civil wars that have devastated entire regions and caused untold human su"fering. The #$rst began in 1955 and was settled in 1972. The second war, often considered a continuation of the #$rst, started in 1983 and lasted until a peace agree- ment was reached in January 2005. Recent estimates suggest that the sec- ond civil war alone exacted a penalty of more than two million deaths and uprooted the lives of over four million people.% Widespread violence, destruction, and displacement have stretched state, social, and economic structures to the breaking point. -
Religion and the Rwandan Genocide
GERARD Van ’t Spijker Religion and the Rwandan Genocide Within a period of three months in 1994, between 800,000 and 1,000,000 people were killed (men, women, children and elderly people) in the Af rican country of Rwanda. Rwandan nationals were killed by Rwandan na tionals. In many cases the machete, one of the most ordinary instruments of every household, was used as a weapon. Sometimes, people who had sought refuge in an overcrowded school or church were slaughtered by grenades thrown by militias. Most of the victims belonged to the Tutsi mi nority, who, it is estimated, represented 15 per cent of the population. The perpetrators were Hutu, the segment of the population that is estimated to have represented more than 80 per cent of the population. Among the very tiny minority of the Twa, there were both victims and perpetrators. During the period of the genocide, four out of five members of the popu lation were members of a Christian church.1 The role of religion in this brutal killing can be treated from different angles (van ’t Spijker 1997). In the years of political change and tensions preceding the genocide, many leaders of the most important churches had developed systematic and skilful initiatives for mediating between the different political parties and powers, in many cases not without success. Christian laymen have been very active in human rights organizations, challenging political leaders, and organizing marches for peace at the beginning of 1994 supported by thousands of participants in the most important cities (Gatwa 2005: 181– 218). -

Interviews in Khartoum with nongovernment people and agencies were conducted in private, as agreed with the government before the mission began. Private individuals and groups requested anonymity because of fear of government reprisals. Interviews in Juba, the largest town in the south, were not private and were controlled by Sudan Security, which terminated the visit prematurely. Other interviews were conducted in the United States, Cairo, London and elsewhere after the end of the mission. Ms. Rone conducted further research in Kenya and southern Sudan from March 5-20, 1995. The report was edited by Deputy Program Director Michael McClintock and Human Rights Watch/Africa Executive Director Peter Takirambudde. Reshaping belongings, local practices and state policies in Sudan after the separation of South Sudan The project focuses on dynamics of Arabization and Islamization in relation to national identity- building in Sudan through an analysis of the three notions articulation within practical processes and the practices of social actors. The central socio-anthropological approach is based on a micro-scale perspective, while also paying attention to macro-scale phenomena, in particular state policies on citizens’ affiliations to an identity forged from categories of Arabness, Islamity and national integration. The aim of the project, which is rooted in classical works on issues of ethnicity, religion and nationality, is to give renewed impetus to the scientific contribution of the debate on the relations between Arab identity and Islam and the issues at stake in the relationship between State and citizens in an African country in which the colonial legacy and ethno-cultural pluralism have made the objectives of nation-building particularly complex. Founded by the AUF (Agence Universitaire de la Francophonie) as a PCSI (Projet de Coopération Scientifique Inter-Universitaire), the project has four institutional partners: CEDEJ Khartoum, the University of Khartoum, University Paris 8/LAVUE and the Max Planck Institute. Four factors are identified that point to the churches’ complicity in creating and sustaining the conditions in which the 1994 genocide could occur, leaving up to one million people dead. These factors include the close relationship between church and state, the churches’ endorsement of ethnic policies, power struggles within the churches, and a problematic theology emphasizing obedience instead of responsibility. Nevertheless, the portrayal of all Christian churches as collaborators of the genocide appears too simplistic and one-sided. Various church-led initiatives for peace and reconciliation prior to the genocide indicate a more complex picture of church involvement. Turning away from a “Theology of Genocide” that endorsed ethnic violence, numerous Christian churches in Rwanda now propagate a “Theology of Reconciliation.” A modest empirical case study of the Presbyterian Church (EPR) reveals how their “Theology of Reconciliation” embraces the four dimensions of theology, institutions, relationships, and remembrance. Based on their own confession of guilt in the Detmold Confession of 1996, the EPR’s engagement for reconciliation demonstrates religion’s constructive contribution in Rwanda’s on-going quest for sustainable peace and development. -

This study analyses the role of religion in the Rwandan genocide, providing new explanations to the complex dynamics of devaluation and victimisation processes in genocidal violence. The thesis explains how religion was used in different contexts prior to, during, and after the 1994 genocide. The following questions guide this study: What kinds of religious concepts and arguments were used in the context of the Rwandan genocide, and how? Why were they used and what did these concepts and arguments mean? Finally, did the meanings of the religious arguments change over time and between different contexts, and if so why? Texts from three sources were analysed: the Hutu extremist propaganda in Kangura magazine and in RTLM broadcasts, and testimonies from the ICTR trials. The analysis was guided by Roger Dale Petersen’s theory on Fear, Hatred, and Resentment, as well as theories on devaluation, social identity, self-victimisation, and competitive victimhood. -

Walsh School of Foreign Service (SFS) col- laborated in the implementation of a generous grant from the Henry Luce Foundation’s Initiative on Religion and International Affairs. The Luce/SFS Program on Religion and International Affairs convenes symposia and seminars that bring together scholars and policy experts around emergent issues. The program is organized around two main themes: the religious sources of foreign policy in the US and around the world, and the nexus between religion and global development. Topics covered in 2007–08 included the HIV/AIDS crisis, faith-inspired organizations in the Muslim world, gender and development, religious freedom and US foreign policy, and the intersection of religion, migration, and foreign policy. The Berkley Center The Berkley Center for Religion, Peace, and World Affairs, created within the Office of the President in March 2006, is part of a university-wide effort to build knowledge about religion’s role in world affairs and promote interreligious understanding in the service of peace. The Center explores the inter- section of religion with contemporary global challenges.
