High technology online skills are now available for rent to a variety of customers, possibly including nation states, or individuals and groups that could secretly represent terrorist groups. The increased use of automated attack tools by cybercriminals has overwhelmed some current methodologies used for tracking Internet cyberattacks, and vulnerabilities of the U.S. critical infrastructure, which are acknowledged openly in publications, could possibly attract cyberattacks to extort money, or damage the U.S. economy to affect national security. In April and May 2007, NATO and the United States sent computer security experts to Estonia to help that nation recover from cyberattacks directed against government computer systems, and to analyze the methods used and determine the source of the attacks.1 Some security experts suspect that political protestors may have rented the services of cybercriminals, possibly a large network of infected PCs, called a “botnet,” to help disrupt the computer systems of the Estonian government. BRENNER* This Article explains why and how computer technology complicates the related processes of identifying internal (crime and terrorism) and external (war) threats to social order of respondingto those threats. First, it divides the process-attribution-intotwo categories: what-attribution (what kind of attack is this?) and who-attribution (who is responsiblefor this attack?). Then, it analyzes, in detail, how and why our adversaries' use of computer technology blurs the distinctions between what is now cybercrime, cyberterrorism, and cyberwarfare. The Article goes on to analyze how and why computer technology and the blurring of these distinctions erode our ability to mount an effective response to threats of either type. -

Donohue * Over the past two decades, concern about the threat posed by biological weapons has grown. Biowarfare is not new. 1 But prior to the recent trend, the threat largely centered on state use of such weapons. 2 What changed with the end of the Cold War was the growing apprehension that materials and knowledge would proliferate beyond industrialized states’ control, and that “rogue states” or nonstate actors would acquire and use biological weapons. 3 Accordingly, in 1993 senators Samuel Nunn, Richard Lugar, and Pete Dominici expanded the Cooperative Threat Reduction Program to assist the former Soviet republics in securing biological agents and weapons knowledge. The Defense Against Weapons of Mass Destruction Act gave the Pentagon lead agency responsibility. 4 Senator Lugar explained, “[B]iological weapons, materials, and know-how are now more available to terrorists and rogue nations than at any other time in our history.”5 The United States was not equipped to manage the crisis. -

[AR 98-395; 2003-055; 2005-161] ______________________________________________________________________________ BIOGRAPHICAL NOTE: Stephen Jones (born 1940) was appointed in May 1995 by the United States District Court in Oklahoma City to serve as the lead defense attorney for Timothy McVeigh in the criminal court case of United States of America v. Timothy James McVeigh and Terry Lynn Nichols. On April 19, 1995, two years to the day after the infamous Federal Bureau of Investigation and Bureau of Alcohol, Tobacco, and Firearms raid on the Branch Davidians at Waco, Texas, a homemade bomb delivered inside of a Ryder rental truck was detonated in front of the Alfred P. Murrah Federal Building in Oklahoma City, Oklahoma. Timothy McVeigh, as well as his accomplice Terry Nichols, were accused of and, in 1997, found guilty of the crime, and McVeigh was executed in 2001. Terry Nichols is still serving his sentence of 161 consecutive life terms without the possibility of parole in the ADX Florence super maximum-security prison in Florence, Colorado. -

One dictionary defines them as “Chemicals produced by living organisms that have toxic properties for another organism”. Toxins are very attractive to terrorists for use in acts of bioterrorism. The first reason is that many biological toxins can be obtained very easily. Simple bacterial culturing systems and extraction equipment dedicated to plant toxins are cheap and easily available, and can even be constructed at home. Many toxins affect the nervous systems of mammals by interfering with the transmission of nerve impulses, which gives them their high potential in bioterrorist attacks. Others are responsible for blockage of main cellular metabolism, causing cellular death. Moreover, most toxins act very quickly and are lethal in low doses (LD50 < 25 mg/kg), which are very often lower than chemical warfare agents. For these reasons we decided to prepare this review paper which main aim is to present the high potential of biological toxins as factors of bioterrorism describing the general characteristics, mechanisms of action and treatment of most potent biological toxins. -

Butterworth Executive Summary Summary of Key Findings Terrorist attacks on passenger rail transportation are statistically rare events in the developed world— only about seven attacks per year are carried out against all of the economically advanced countries combined. However, uncovered plots and attempts indicate continuing terrorist interest in attacking transportation targets. The vast majority of terrorist attacks on passenger rail transportation are aimed at disrupting travel or causing casualties. Most of the attacks (87%) and 100% of the casualties result from attacks on passengers aboard trains and in stations, i.e., where the people are. We have defined sophistication by identifying four criteria, of which at least one must be met: The attack must (1) involve the recruitment of inside assistance, the use of insider knowledge, or the acquisition of specialized skills through training; (2) require the penetration of manned or closely monitored security systems; (3) involve the use of sophisticated weapons, devices, or means (for an IED to be considered sophisticated, it must do more than simply explode—it must have a timing or remote detonating system that guarantees detonation at a remote time or in a specific location, or it must be miniaturized or disguised so as to evade detection); and (4) must be complex—it must involve multiple actors with individual roles or coordinated simultaneous or near-simultaneous attacks at different locations. Using those criteria, we find few of the terrorist attacks on public surface transport are sophisticated. -

What we normally see is a lot of speculation about the alleged shooting in December of 1980. Many discrepancies have indeed been found, but I will not repeat them (except for a couple in my endnotes). I find more recent photographic evidence to be far easier and quicker to compile—and more convincing at a glance, as it were—so that is what I will show you here. All this evidence is based on research I did myself. I am not repeating the work of anyone else and I take full responsibility for everything here. If it appeals to you, great. If not, feel free to dismiss it. That is completely up to you, and if you don't agree, fine. When I say “proof” in my title, I mean it is proof enough for me. I no longer have a reasonable doubt. This paper wouldn't have been possible if John had stayed well hidden, but as it turns out he still likes to play in public. Being a bit of an actor, and always being confident is his ability to manipulate the public, John decided to just do what he wanted to do, covering it just enough to fool most people. This he has done, but he hasn't fooled me. The biggest clues come from a little indie film from Toronto about Lennon called Let Him Be,* released in 2009, with clips still up on youtube as of 2014. -

It provides a threat typology of these devices with their evolution into the armored (AVBIED) variant that has now been fielded by Daesh/IS in both Iraq and Syria. A short overview of such insurgent use will be provided as well as a brief discussion of the terrorism potentials of such use if directed against the UAE, Europe, or the United States. In projecting our security policy to become an axiom of the State, we conceive it to be inexorably linked to the constant improvement of the social conditions of our people.” Álvaro Uribe Vélez, President of Colombia 60th Session of the United Nations General Assembly September 17, 2005 ___________________________________________________________________________ Terrorism in the Western Hemisphere was primarily perpetrated in by narcoterrorist organizations based in Colombia and by the remnants of radical leftist Andean groups. With the exception of the United States and Canada, there are no known operational cells of Islamic terrorists in the hemisphere, although scattered pockets of ideological supporters and facilitators in South America and the Caribbean lent financial, logistical, and moral support to terrorist groups in the Middle East. Cuba remained a state sponsor of terrorism, while Venezuela virtually ceased its cooperation in the global war on terror, tolerating terrorists in its territory and seeking closer relations with Cuba and Iran, both state sponsors of terrorism. The threat of terrorist attack remained low in for most countries. Overall, governments took modest steps to improve their counterterrorism (CT) capabilities and tighten border security, but corruption, weak government institutions, ineffective or lacking interagency cooperation, weak or non-existent legislation, and reluctance to allocate sufficient resources limited the progress of many. Some countries, like Panama, Trinidad and Tobago, Jamaica, Mexico, and El Salvador, made serious prevention and preparedness efforts.
