1.0 EXECUTIVE SUMMARY This is a new mining lease (STP Project) of Gypsum, located near Village- Tanwarewala, Tehsil-Kolayati, District –Bikaner (Rajasthan) over an area of 5.0 hectares.

The LOI was issued in favor of Shri Ramlal S/o Manni Ram vide order no ME/Bika/Zypsumpermit/2017/5308 dated 16.6.17 by Mining Engineer, Department of Mines & Geology, Govt. of Rajasthan, Bikaner for four years.

The Simplified Mining Scheme has been approved, vide letter no.-843 dated 27.07.2017 by Department of Mines & Geology, Govt. of Rajasthan, Bikaner.

The mining area is of 5.0 Ha. The proposed production capacity is 17250 TPA of Gypsum. The method of mining is Open cast semi mechanized method. Topographically, the lease area is comprised of flat terrain. This is a STP Project. LOI granted of this project vide letter No.ME/BIKA/GYPSUMPERMIT/2017/5308 Dated 16/06/2017. This mining lease period is 5 years. After 5th year this mining lease used for agriculture purpose only. 33% of the lease area will be planted outside or near mining lease to improve the biological environment of the area and also improve the aesthetic beauty of the surrounding area. This will improve the biological environment of the surrounding area as well as enhance the aesthetic beauty o the area. Total land of mining lease comes in Agriculture Land No forest land is involved in this area. Salient features are given in table 1.1 below:

2.0 Introduction of the project/background Information (i) Identification of Project Proponent. In case of mining project, a copy of mining lease /letter of intent should be given. Brief Description of Nature of Project: This is a mining project of Gypsum. As per MoEF Notification S.O 2269(E) Dated 1 st July 2016, thus project falls under category “B1”. LOI is issued for lease area is 5.0 Ha. This is a new mining lease of Gypsum, located near Village- Tanwarewala, Tehsil- Kolayat, and District –Bikaner (Rajasthan) over an area of 5.0hectares. The method of mining will be open cast semi- mechanized method.

(ii) Need for the project and its importance to the country and region Due to the globalization and new ventures, the requirement for Gypsum has been on the rise over the last few years. Mineral Gypsum is used in various forms in used in Wallboard, Cement, and Plaster of Paris in many industries.

Mining industry play an important role in economic sector in . Rajasthan is rich in mineral wealth. The state is endowed with major and minor mineral resources. The region, where the project is situated is mostly dependent on agriculture and mineral resources. The developments of mining in the area provide direct and indirect employment opportunities, infrastructure development, communication and socio-economic infrastructure. The important benefits accruing from the project can thus be stated as-boost to local and regional economy, direct contribution to the state exchequer.

(iii) Demand and Supply Gap Considering the demand of Gypsum sufficient availability of the mineral in the area, it is essential to have Gypsum Mine to sustain the supply of raw material in cement industries in nearby areas & also to provide employment opportunities to the locals.

(iv) Imports v/s Indigenous Production As the mineral in abundance is available indigenously so the import of the same is not required or economically feasible.

(v) Export possibility A sizeable quantity of Gypsum produced in the State of Rajasthan.

(vi) Domestic/Exports Markets There is vast domestic and export market for raw Gypsum.

(vii) Employment generation (Direct & Indirect) due to the project This is fresh mining lease. Mine will provide employment to 15 direct people and 30 people will be indirectly benefitted by this proposed project of Gypsum. Preference will be given to local persons.

3.0 Project Description (i) Type of Project including interlinked and interdependent projects, if any. This is Gypsum mining project. No other project is interlinked with this mining work.

(ii) Location (map showing general location, specific location, and project Boundary& project site layout) with coordinates. The area has been marked on Toposheet No. 44D/3, 44D/4, 44D/7 & 44D/8 including the mining lease location. This is a new mining lease (STP) of

(iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted.

No other site has been considered for the proposed project. The land has been allocated by government for the mining only. Site is adequate for Gypsum mining.

(iv) Size and Magnitude of Operation Total reserves 69,000MT. Total area of mining lease is 5.0Ha. Proposed maximum annual targeted production of Gypsum from the mine will be 17250 TPA.

(v) Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given) A. Method of Mining Mining will be done open cast semi mechanized method. The mining is proposed for Gypsum.

• The Mining of Gypsum mineral will be carried out up-to the 2 meter depth from the surface level.

• JCB will be used for fast removal of overburden, excavation of mineral and for loading and unloading of the mineral.

• Blasting is not required.

• The mineral is proposed to transport by tractor and Dumper.

C. Local Geology The area under consideration falls under Tertiary formation. All applied area is covered by the alluvium sand and no rock exposure is seen on the surface. E. Mineable Reserves and Anticipated Life of the Mine Mineable Gypsum reserve (Proved & Probable) = 69000 Tonne. Maximum targeted rate of production= 17250 TPA Life of mine= 69000/17250= 4.0 years.

F. Conceptual Mining Plan Conceptual mining plan is necessary to know the ultimate limit of the pit crust at the end of lease period. The ultimate pit limit is limit of pit at surface at the end of lease period. It is also necessary to select the sites for waste dump, site service, plantation etc. The ultimate extent and size of the pit is the surface limit of proposed excavation up to end of mining.

Ultimate Pit Limit: 2m BGL

G. Raw material required along with estimated quantity, likely source, marketing area of final products/s, Mode of transport of raw Material and Finished Product. About 3.0 KLD water will be required for Gypsum mining, Water will be sourced from PHED supply in nearby village through tankers supply. About 200 liter diesel will be required daily for Trucks/Dumpers which will be arranged from nearby petrol pumps. Gypsum mined out will be transported through trucks & trolley.

H. Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined. No Water will be accumulated in the excavated by this mining project.

I. Availability of water its source, Energy/power requirement and source should be given. Total water requirement in the mine will be about 3.0 KLD for drinking & domestic use, dust suppression and plantation. Drinking water will be brought by water tanker from nearby villages. Diesel will be used in compressor and dumpers and tractors. About 200 liter per day is assumed to be consumed. Diesel will be outsourced from nearby diesel pumps. Nearby villages is well electrified.

(vi) Quantity of wastes to be generated (liquid and solid) and scheme for their management/disposal No any mine waste will be generated during this mining project.

4.0 Site Analysis (i) Connectivity The lease area is located near village – Tanwarewala, Tehsil- Kolayat, District – Bikaner (Rajasthan). The lease area is situated about 5.5 km in NW direction from the village Annewala. Nearest railway Station is Kolayat Railway Station is

(ii) Land Form, Land use and Land ownership The area of lease is 5.0 Ha. Land is Private land. The lease area forms part of G.T. Sheet No. 44D/3, 44D/4, 44D/7 & 44D/8. No forest land is involved in leased area.

(iii) Topography (Along with map) Topographically, the lease area is comprised of flat terrain.

(iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (CRZ. In case of notified industrial area, a copy of the Gazette notification should be given. The lease area comes under Agriculture Land.

(v) Existing Infrastructure Presently there is no infrastructure in lease area.

(vi) Soil Classification Soils of the district are classified as follows: Geomorphologic ally, the district can broadly be divided into ten units viz. (1) flat aggraded older alluvial plains, (2) sandy undulating aggraded alluvial plains, (3) flat inter dunal plains, (4) sandy undulating inter dunal plains, (5) flood plains and aeolian complex, (6) stabilized sand dunes, (7) active sand dunes, (8) gravelly aggraded alluvial plains, (9) eroded rocky surface and (10) saline depressions. The western, south-western, northern and north eastern parts of the district are largely covered with dunes of different types and magnitudes with flat to undulating inter dunal plains.

The soils of are predominantly light textured, weak – structured, sand to sandy loam with the clay content. Arid climate with low rainfall, high temperature and high evaporation losses has resulted in physical and mechanical disintegration of the parent material giving rise to predominance of coarse fraction in the soil. Very little chemical weathering has taken place and the development of soil is mostly indistinct.

(vii) Climatic data from secondary sources The district experiences arid type of climate in the east to extremely arid in the west. Mean annual rainfall (1991-2010) of the district is 277.55 mm whereas normal rainfall (1901-1971) is lower than average rainfall and placed at 257.8 mm. Almost 90% of the total annual rainfall is received during the southwest monsoon, which enters the district in the first week of July and withdraws in the mid of September. As the district lies in the desert area, extremes of heat in summer and cold in winter are the characteristics of the desert. Both day and night temperatures increase gradually and reach their maximum values in April, May and June. The temperature varies from 48 degree in summer to 1 degree in winter. Atmosphere is generally dry except during the monsoon period. The humidity is the highest in August with mean daily relative humidity of 71% in the morning and 52% in the evening.

(viii) Social Infrastructure Available The site is well connected with social infrastructure facilities like road, medical; telephone, telegraph etc. are available in Tanwarewala i.e. 3.23km from mine site.

(A.) Electricity: All nearest villages is well electrified. Electric power facilities are not available at mine site.

(B.) Water: The source of drinking water is tube well and hand pumps. The water will be brought by tankers from the nearby village.

(C.) Road Transport The lease area is located near village – Tanwarewala, Tehsil- Kolayat, District – Bikaner (Rajasthan). The lease area is situated about 5.5 km in NW direction from the village Annewala. Nearest railway Station is Kolayat Railway Station is nearest Railway Station, at a distance of ~ 86.0km in SE direction from mine site and Tehsil headquarter is about 86.0 km. NH- 15 is at a distance of 81 km, SE from the mine site. SH-40 is at a distance of 42.0 km, SE direction from the mine site.MDR-103 is at a distance of 20.0 km, East direction from the mine site.

(D.) Rail Transport Nearest railway Station is Kolayat Railway Station is nearest Railway Station, at a distance of ~ 86.0km from mine site.

(E.) Air Transport Air transport facility is not available in the district. Nal Airport is at a distance of ~ 101km from mine site.

(ix) Health and Educational facilities Dispensary and Hospital facility is available at Tanwarewala. Primary education facility is available at village and Senior Secondary school is available at Tehsil- Kolayat which is at distance from 86.0km from mine site.

proposed in the area. Open cast methods of mining will be adopted. Transportation of mineral shall be done through road by dumpers, trucks. Other facilities like road, medical, telephone, telegraph etc. are available in village Annewala,.

Population Projections

The project will employ most of the workers from nearby areas. Local people from nearby villages will be given preference. Thus there will no chance to increase population due to proposed project of Gypsum and mining in the area.

(iii) Assessment of Infrastructure Demand (Physical & Social) The state transport buses and private buses area available up to village Tanwarewala. The post office applicable for the area is Tanwarewala. Medical facility is available at Tanwarewala.

(iv) Social Infrastructure Proposed project will provide employment for about 15people directly and indirectly providing for about 30 which are Shopkeepers, Mechanic, drivers and transporter.

(v) Amenities/Facilities Dispensary and Hospital facility is available at Tanwarewala. Primary education facility is available at village and Senior Secondary school is available at Tehsil- Kolayat which is at distance from 86.0 km from mine site.

6.0 PROPOSED INFRASTRUCTURE (i) Industrial Area (Processing Area) Facilities includes such as. Site Office, First Aid, Toilet, Rest Shelter are proposed in the lease area.

(ii) Resident Area (Non Processing Area): No residential area is proposed.

(iii) Green Belt: To improve the environment of the area it is proposed to plant along the lease boundary and nearby schools & gram panchayat during plantation preference will be given to local species of plant.33% Plantation will be carried out outside the lease area. Total 1.65 Ha. area will be planted with 700 saplings.

(iv) Social Infrastructure: In social infrastructure, house is made of pucca and kaccha both of type. Tar road is available in near villages. By this proposed Gypsum mining in the area, provides employment opportunities in the area and this helps to control migration of people of one place to other.

(v) Connectivity (Traffic and transportation Road/Rail/Metro/Water ways etc.) The lease area is located near village – Tanwarewala, Tehsil- Kolayat, District – Bikaner (Rajasthan). The lease area is situated about 5.5 km in NW direction from the village Annewala. Nearest railway Station is Kolayat Railway Station is nearest Railway Station, at a distance of ~ 86.0km in SE direction from mine site and Tehsil headquarter is about 86.0 km. (vi). Drinking Water Management (Source & supply of water) Total water requirement of 3.0 KLD will be met from nearby villages through tanker supply.

(vii). Sewerage System No sewerage shall be generated from the project area.

(viii). Industrial Waste Management No Industrial waste will be generated from the project.

(ix). Solid waste Management No any mine waste will be generated during this mining project.

(x). Power Requirement Nearby village’s area is well electrified, mining machinery will be driven by diesel power for which estimated requirement of diesel will be about 500 liters per day which will be procured from nearby pumps.

7.0 REHABILITATION AND RESETTLEMENT(R&R PLAN) (Policy to adopted (Central State) in respect of the project affected person including home oustees, land oustees and landless labour (A brief outline to be given). Mining will be carried out in lease area only so no need of rehabilitation and resettlement plan so far.

8.0 PROJECT SCHEDULE AND COST ESTIMATES (Likely date of start of construction and likely date of completion (time schedule for the project to be given) Project will commence after getting the environmental clearance. It is estimated that about Rs. 10 Lakh will be required for mining machineries, vehicle and infrastructure development etc.

The profit will depend upon the actual production obtained from the mine, which may vary due to demand in market.

POPULATION BENEFITED: About 15 peoples including labors benefited directly and 30 persons will be benefited indirectly.

GOVERNMENT REVENUE The State Government will get revenue as royalty from selling of mineral, Land Tax/surface rent, Sales Tax/VAT; Income Tax etc. will be addition.

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION) CONCLUSION The project of Gypsum mining of Shri Bharat Kumar Singh Bhati at Near village Tanwarewala, Tehsil- Kolayat, District – Bikaner (Rajasthan) is of

utmost importance to the area for interest of mineral development and improves the socio-economic conditions of the local habitants. The operation of the proposed project of Gypsum mining will pass on various social and economic benefits to the local communities of the area in addition to the existing benefits due to provide better employment opportunities and improvement in social infrastructure of the area, apart from increased financial benefits accruing to state and central agencies by ways of taxes, royalty, cees etc.
