Jews fleeing Nazi Germany’s increasingly anti- Semitic measures encountered closed doors everywhere they turned. Why had enmity toward European Jewry reached such extreme heights? How did the levels of anti-Semitism in the 1930s compare to those of earlier decades? Did anti-Semitism vary in content and intensity across societies? For example, were Germans more anti-Semitic than their European neighbors, and, if so, why? How does anti-Semitism differ from other forms of religious, racial, and ethnic prejudice? In pursuit of answers to these questions, William I. Brustein offers the first truly systematic comparative and empirical examination of anti-Semitism in Europe before the Holocaust. Brustein proposes that European anti-Semitism flowed from religious, racial, economic, and po- litical roots, which became enflamed by economic distress, rising Jewish immigration, and socialist success. To support his arguments, Brustein draws upon a careful and extensive examination of the annual volumes of the American Jewish Year Book and more than forty years of newspaper reportage from Europe’s major dailies. The findings of this informative book offer a fresh perspective on the roots of society’s longest hatred. William I. Brustein is Professor of Sociology, Political Science, and His- tory and the director of the University Center for International Studies at the University of Pittsburgh. His previous books include The Logic of Evil (1996) and The Social Origins of Political Regionalism (1988).

    The Rise and Fall of the Railway King Henry Bethel Strousberg: Difficulties of International Railway Investments in Germany in the 1860s Ralf Roth (Johann Wolfgang Goethe-Universität, Frankfurt, Germany) The topic of our conference concerns significantly important international finan- cial transactions that have taken place across national borders. In this context I will focus on a major investor, the German railway king Henry Bethel Strous- berg. Strousberg first established railway shares not only as an act of national unity but also to create an extensive European-wide network in the 1860s. He worked together with British investors in the construction of some of the Ger- man railway lines and later invested a great deal of his own capital in foreign countries like Russia, Hungary, and Romania. I would like to discuss the role of this financier and ask the question: • When and why were railway investments coming from foreign investors of great importance to the construction of the German railway network? • How difficult was it for foreign investors to realise their interests in light of the German railway law and Prussian government policy? • What were the economic and political consequences of railway investments across the borders? By 1871, the year of the foundation of the German Empire, Strousberg had reached an astonishing pinnacle in his career. First starting out as a merchants trainee he eventually became an established and wealthy member of the edu- cated middle class. As a railway entrepreneur and substantial landlord he could have almost entered the Prussian aristocracy. He moved between the countries of Europe apparently without any trouble and could feel at home in the United Kingdom as well as in Russia or Romania.

Dzięki niemu stało się możliwe szybkie i równocześnie tanie przemieszczanie towarów1. Transport kolejowy prowadził również do ożywienia ruchu osobowego, co niewątpliwie niosło ważkie przemiany w życiu społecznym, oświatowym i kulturalnym. Jeżeli chodzi o wschodnie prowinq'e państwa pruskiego, rozciągające się od Odry aż po granicę z Cesarstwem Rosyjskim, to znaczenie kolei żelaznej nabrało jeszcze innego wymiaru. Przyczyniła się ona bowiem do ich integracji z central­ nymi i zachodnimi rejonami Prus i Niemiec, a także do wytworzenia się tam licznych rynków lokalnych2. Do Prus Wschodnich kolej żelazna dotarła na początku lat pięćdziesiątych XIX w. wraz z uruchomieniem 19 października 1852 r. linii kolejowej z Malborka do Braniewa przez Elbląg—Bogaczewo—Słobity—Młynary3. Odcinek ten two­ rzył tylko pewien fragment wielkiego, budowanego przez państwo pruskie na podstawie ustawy sejmowej z 7 grudnia 1849 r.4, szlaku kolejowego z Berlina przez Krzyż—Bydgoszcz—Tczew, a dalej aż do granicy prusko-rosyjskiej w Ejtkunach (Czemyszewskoje). W następnych latach na tej trasie, realizowanej przez Królewską Kolej Wschodnią (Ostbahn), uzyskiwano połączenie Braniewa z Królewcem (w 1853 r.), a w 1860 r. stolicy prowinq’i z Stołupianami (Niestierow) przez Wystruć (Czemiachowsk), a dalej aż do granicy państwowej we wspomnianych wcześniej Ejtkunach5. 1 I.
