phenomenon? Zoning Evaitiation Division

When we, as Americans, think of a cat café, we draw a blank... A cat café? Like a café with cats? YES! That's it exactly. "Why?" is always the question. Why would you go to a café just to sit with cats? You can have one at home. Let me try to explain...

The first Cat Café, Cat Flower Garden, was opened in Thailand in 1998 and it quickly became a tourist attraction. One of the Japanese tourists took the idea back to Japan, and the first Japanese cat cafe opened its doors in Osaka in 2004.

Because many apartments in Japan forbid ownership, the popularity of the cafes has been attributed to a desire to interact with cats to help relieve the stress of a busy urban life. You'll see lots of Japanese businessmen happily playing with cats as a way to relax and forget about work for a while. They've become very popular in Japan, with Tokyo home to at least 39. Japan, as a whole, has over 150 cat cafes! It is not surprising then that the race is on to be the next new "IT" cat café. Ever since the appearance of the animal sidekick character, Jiji, in the Ghibli film Kiki's Delivery Service, Japan has adopted the idea that black cats are magical creatures and city of Himeji recently opened the first all back cat café, named Nekobayaka.

Over the past 10 years or so, cat cafes have literally taken over the world! There are no accurate numbers as to how many cat cafes there are world wide, but since 2004 cat cafes have opened up in 5 countries in Asia, 21 countries in Europe, Canada, the US, Mexico, Australia, and New Zealand. There is even one in Dubai!

The number of cat cafes in the US has sky rocketed over the past 5 years. Washington DC's opened its door in June 2015 and was the only cat café in our area until Give a Chance opened in Berkeley Springs, WV last May. Since I started my research to open up my own cat café, KittensInCups in Annapolis, Charm City Café in Baltimore, Salamander Café in Middleburg, Zoomies in Richmond and Café in Norfolk have all opened.

It is just a matter of time before one opens in NOVA and I want to be the one to open it. Fairfax is the perfect location!

MAY 08 2018 When Lady Dinah's Cat Emporium was Zoning Evaluation Division the first cat café in London to open in April 2014, it quickly became popular: "We now have a booking system, because 20,000 people wanted to come into a 30- seat cafe all at the same time," said Lauren Pears, founder of Dinah's Cat Emporium in London. The cafe was fully I! booked until October 2014. There are now 3 cat cafes in London alone.

Russia's St. Petersburg took advantage of its celebrated Hermitage Cats who protected the world famous art collection from rats and other rodents and opened Cat's Republic where visitors are introduced to descendants of the Hermitage Cats.

Paris wouldn't be outdone so in 2016 it opened its own cat café, Le Café des Chats. Paris, just like Japan, is very densely populated and pet ownership is a challenge. In addition, 26% of Parisians live alone so Le Café des Chats helps fix loneliness in the City of Love.

The first cat café to open in the US was Cat Town Café in Oakland, CA. The café was focused on displaying cats personalities to help facilitate adoptions. In their first 7 months, 184 cats were adopted and the euthanasia rate in its partner shelter dropped from 41 to 21 percent. What a Difference!!!

Cat adoptions are notoriously more difficult than dog adoptions because the characters of cats are seldom on display in shelters. Cats are more sensitive to their environment and therefore seem more scared and aloof than dogs, making the process of finding "your" cat much harder.

Cat cafes give cats a more "home" type environment in the hopes that their true character is able to be showcased and the right adopter will find the right cat. The huge success of current cat cafes, measured in the number of adoptions and the decline in the number of cats being euthanized, keeps potential owners in the race to be the next new cat café. 1

Compliance with food service regulations, which differ from state to state and county to county, have been the biggest obstacle to overcome for all potential cat cafe owners in the US. Cats have to be kept completely separate from the areas where food and/or drinks are served.

The City of Fairfax Health Department is very willing to work with us to make sure that we are able to open the doors to Patriot Pawsabilities. As long as we do not serve and food or drinks inside the café itself, we will be fine.

Our solution: We will have two completely separate spaces, One will be the entrance and café and the other will be our cat lounge.

The café will be self service only. At the register, customers will be able to purchase Kcups to make their own coffee; they will be able to purchase a cold drink but they will have to get it from the refrigerator themselves. We plan on partnering with nearby restaurants that can deliver food to the café. If you order it to be consumed in our cat lounge, enjoy your meal! Is this what I should expect???

Department of Planning & Zoning MAY 08 2018

Zoning Evaluation Division Of course not! Each cat that will reside in the cat lounge will be carefully selected from the local rescues that we will be working with. Our goal is to get our resident cats adopted by the right families. Making sure that we have the right temperament residents will be key to achieving our goal!

Each person that enters the lounge will be required to sign a contract with our house rules.

Because grown cats and kittens behave very differently, we will have a separate Corral for the young ones so they can play as much as they want to without disturbing the adults.

All resident cats will have access to their Safe Room. This is a room where the cats can go when they want to have some "alone time". Only staff will be able to enter those rooms.

For the safety and mental health of the cats, children under 7 will not be allowed inside the lounge. Children under 13, accompanied by an adult, will be allowed to visit on weekdays only. We know the little ones love to visit but it's just not safe.

In the evening before we close, the cats will be counted and put in their Safe Rooms where their beds are and they will stay there until we return in the morning. This will prevent them from wandering around at night and cause mischief. How is Patriot Pawsability different??? 1. Focus on college students: we want to focus on the students of GMU. 4 Research shows that the vast majority of students who have at home, miss them terribly. More than two- thirds of college freshmen report feeling homesick, out of place, and overwhelmed. Homesickness has its roots in a lack of security and finding coping mechanisms can be as simple as finding a way to establish security and familiarity in a new environment. Providing a place where students can come on a regular basis, feel at home, meet with friends, and spend time studying while interacting with the cats will help them make the transition into college life. We plan on offering different classes and activities such as Trivia Night, Music with Cats, Paint Nights, and Board Game Nights to keep them busy and quiet "study time" every evening from 8-10. M141 Bonus: Providing college students with a place 401. Alikr; where they can relax and cuddle with cats will reduce the amount of students who adopt a pet once they arrive at college. Many do not realize the cost of maintaining a cat (food and veterinary services), they do not understand that taking care of a pet takes a lot more time than they expected, and some even think that they can hide their pets from their landlord. Inevitably these pets are re-surrendered to rescues or dumped on non-suspecting parents.

RECEIVED Department of Planning & Zoning MAY 0 8 2018

Zoning Evaluation Division What else? 2. Focus on Wounded Warriors: both my husband and I are retired Army Veterans, we are acutely aware of how lucky we are to have been deployed multiple times and return without physical injuries. Many Veterans, like my friend Kendra, were not that lucky. The DMV is home to many hospitals and recovery facilities for our Wounded Warriors. I want to give those who have made such terrible sacrifices, and their caregivers, a place where they can go, twice a week, and relax and enjoy the company of our cats.

For over 20 years, research has shown that mirror neurons in our brains fire back, or mirror, what we are experiencing and watching at that moment. There are a series of chemical and physical changes that occur with positive pet interactions, including the release of a number of "feel- good" hormones. Interacting with calm and loving cats can therefore ignite a sense of calm and this can be incredible beneficial and healing.

We realize that not every cat will be suitable for this program so the cats that participate will be selected very carefully and with the help of professionals specifically for their calm demeanor. RECEIVED Department of Planning & Zoning MAY 08 2018

3. The elderly: recently there has been an influx in research showing the many positive effects that interacting with animals has for the quality of life for the elderly. Some research suggests that it even helps delay the signs and symptoms of Dementia and Alzheimer.

Many older people who move into apartments or care facilities have to give up their beloved pets and this is a very traumatic experience. We would like to offer the same type of program that we offer to the Wounded Warriors to those them.

Bonus:

Cats benefit tremendously from their time spend in the company of elderly people too! We don't exactly know why but when cats are socialized with the elderly, they flourish. Maybe they know something we don't know?

Note: the Wounded Warrior and elderly programs are part of community outreach and there is no cost. RECEIVED Department of Planning & Zoning MAY 0 8 2018

Cat cafes are still a new concept in the US so it is understandable that there is some hesitation to embrace them.

I hope that this information paper gives you some insight.

Patriot Pawsabilities is very aware that we are introducing something new and unknown so the standard that we set will be how cat cafes will be judged in this area. We intend to approach this new venture the way that we have lived out military careers: set the example, be responsible for your actions, and, above else, do the right thing!

We can all benefit from having a new, forward thinking, and exciting gathering place, right here in town.

Let us show you what Patriot Pawsabilities can do! RECEIVED Department of Planning & Zoning
