14 new single family and modular homes, 0 multi-family dwelling, 1 manufactured homes, 3 demolition, 3 sign, 18 accessory structures (garages, sheds, piers, other, etc.), 4 swimming pool, 29 residential additions and alterations, 1 new commercial building, 10 commercial additions and alterations and 145 plumbing, electrical and mechanical permits were issued by the Building Inspection Department for the month of February 2021. Total of fees collected for these permits was $22,992.60. In addition, the staff performed 789 various inspections and 82 plan reviews.

VBCOA REGION VII VIRTUAL MEETING: The Building Official, Paul Koll reports that he participated in the Virginia Building and Code Officials Association (VBCOA) Region VII Group monthly meeting held virtually on Wednesday, February 24, 2021. The Region VII Group includes the Counties of King George, Caroline, Hanover, King William, King & Queen, New Kent, Essex, Richmond, Westmoreland, Northumberland, Lancaster, Middlesex, Mathews and Gloucester.

TROPICAL SMOOTHIE BUILD-OUT: The Building Official, Paul Koll reports that the building permit has been issued for a tenant build- out for a Tropical Smoothie Café at 6691 Fox Centre Pkwy. This is an existing 1400 square foot vacant space located in the same strip center with the Starbucks in the Gloucester Courthouse area of the County. The applicant and contractor is Abel Consulting LLC of Newport News, Va.

TRACTOR SUPPLY RENOVATIONS: The Building Official, Paul Koll reports that the building permit has been issued for interior renovations at the Tractor Supply located at 6499 Market Drive, in the Gloucester Courthouse area of the County. Renovations to include the addition of a self-serving pet washroom as well dressing rooms. The applicant is Elizabeth Morrisette of Oxford Architecture of Nashville, Tenn. The applicant is Beth Davidson with Chick-Fil-A of Atlanta, GA.

OFFICE BUILDING: The Building Official, Paul Koll reports that building plans have been submitted for plan review only for a proposed one story, 3600 square foot, Counseling & Psychotherapy office building. The location is off of the west bound lane of Main Street (BUS 17) just before the intersection with George Washington Memorial Hwy. in the Gloucester Courthouse area of the County. Several offers were received by the due date of October 22, 2020, and distributed to the evaluation committee for shortlisting. Interviews were conducted on January 21, 2021, and the highest-ranked firms were identified. Contract negotiations will proceed with the offeror deemed presenting the most advantageous offer to the Department.

RFP # 21-010-CJ ~ Physician Services On January 12, 2021, a solicitation was posted seeking proposals from qualified firms to acquire Physician Services for the Gloucester County Sheriff’s Department. Offers were received by the due date of February 2, 2021, and distributed to the evaluation committee for shortlisting. An identification of the most advantageous offer was made on February 16, 2021, and was forwarded to the County Attorney and received his review and approval as to form. Presently awaiting the executed contract from the Contractor to move forward.

RFP # 21-011-CJ – Human Resources Consulting Services Purchasing advertised a solicitation on January 15, 2021, seeking offers to establish a multi-term Contract for human resources consulting services to include the competitive acquisition of health care products, employee benefit programs, and insurance advising for the County of Gloucester and Gloucester County Schools. Several offers were received by the due date of February 9, 2021, and distributed to the evaluation committee for shortlisting. Contract negotiations are expected in March 2021.

IFB # 21-009-CJ – Solid Waste Collection & Disposal Services Purchasing advertised a bid for solid waste collection services on February 9, 2021. PUBLIC INFORMATION ACTIVITIES

Approximately 53 Facebook messages were posted on the official county Facebook site. On the County FB, the total number of people reached during February was 13,558. There were 4,875 post engagements and 37 new page likes. Currently, 3,182 people follow the page (up 12 from the previous month). The department also continues to see increased usage of the County’s Twitter page and LinkedIn page.

Four Town Crier e-news bulletins were posted and four Media Releases were submitted to the press, posted on the county webpage and shared via social media.

The Community Engagement and Public Information (CE&PI) Manager and Public Information & Marketing Coordinator (PI&MC) hosted Dr. Richard Williams, Director of the Three Rivers Health District and Lisa Laurier, Population Health Manager to discuss the latest COVID-19 updates and vaccination efforts during a recorded Zoom call. The meeting was shared on the County’s social media pages and on Channel 48.

The Department planned for and produced the County’s first podcast, “Current Conversations.” This includes a pilot episode, which incorporates the discussion with the Virginia Department of Health. Topics have been chosen and talking points mapped out for the monthly podcast to be produced for the next six months. The goal is to reach a wider, varying audience with County updates, news and happenings.

The CE&PI Manager and PI&MC attended and passed the virtual FEMA ICS 300 course for Expanding Incidents. The weeklong course provided background on the Incident Command System during an emergency.

2 The CE&PI Manager and PI&MC communicated two closings/delay messages to local news outlets and via social media on behalf of the County.

The Department continues to work with the Information Technology Department to plan for a redesign of the County’s website. It was learned that the redesign is incorporated into the current contract and should not cost the County additional money.

The Department continues to monitor Virginia Governor’s Press Conferences and provides updates to the Executive Leadership Team on COVID-19 and vaccinations.

The Department continues to share winter weather-related updates on social media.

The PI&MC continues to screen and publish all entries for The Beeline Online Community Events Calendar.

The CE&PI Manager and PI&MC receive online citizen complaints and concerns and disseminate the concerns to the appropriate staff members and issue a response to the citizen to notify them that their comments have been received.

The Department regularly monitors all County social media and general media to ensure accurate information about the County’s government is being shared – and regularly responds to media inquiries posed to the County.

The Department regularly shares information from the Virginia Department of Health about the ongoing COVID-19 pandemic and its impacts locally.

Both the PI&MC and CE&PI Manager continue to attend regular meetings of the Regional Public Information Officer Subcommittee to network with neighboring localities on how they are dealing with COVID-19 reopening and other public information issues.

COMMUNITY ENGAGEMENT ACTIVITIES

Coordinators are playing an integral role in facilitating the re-implementation of community school use as more programs are beginning to take place.

The Abingdon Coordinator, through her position with the Gloucester Resource Council, spearheaded the effort of updating the County’s “How Can We Help You Guide.” This guide lists all resources available to residents.

On a rotating basis, coordinators served the locally based Emergency Call Center before the statewide system was launched. The Call Center was established by Gloucester County to support the Virginia Department of Health in combating the pandemic. Several coordinators served as supervisors during the effort.

Coordinators continue to support instructional and community needs with online and community resources.

Coordinators continue to facilitate the Full-Service School program, with 24 families participating. 3

The coordinators continue to communicate their schools’ initiatives through media releases (1), e-bulletins (1) and Facebook postings (73).

Coordinators continue to work on weekly/weekend Snack Pack programs.

With Gloucester County Public Schools approval, coordinators are scheduling virtual tutors, outreach programs and guest speakers.

Coordinators continue to work with organizing volunteer opportunities and partnership ideas with local organizations. This month, 20 volunteers gave 24 hours of their time.

The following bulleted list highlights Engineering Services Department activities during the month of February.

Under the guidance of Gloucester County Administration and Human Resources Department, Engineering Services has developed and executed measures to ensure public health safety between internal staff, intradepartmental staff, consultants, and contractors.

Social Services Building Expansion • Social Services is expanding its facility to meet IRS documentation requirements and to provide adequate family and individual interview and staff meeting spaces. The Social Services project was advertised for General Contractor Services and construction began in November 2020. The BMP to the rear of the building is 90% complete. Renovation work on the interior of the building began in January. Framing of new additions is 90% complete. Court Circle TA Grant • Engineering staff is providing project management services for a Transportation Alternatives grant project administered through VDOT. The purpose of the project is to improve pedestrian and handicapped accessibility within the historic court circle. Plans development is 80% complete. Comments were received and environmental forms are in the process of being revised again. Hazard Mitigation Management • The Hazard Mitigation Management Team is working on elevation projects for FEMA grants that have been awarded to the County. Design plans have begun on the next two homes on Broad Marsh and Blakes View Lane. Four new homeowners have been contacted to begin plans for the elevation of their homes. The construction and elevation work for 9132 Stump Point to be put out to bid March 15. • Engineering is creating a digital database of applications that have been submitted by homeowners for inclusion in the hazard mitigation elevation program. All forms and documentation are being reviewed and revised as needed to reflect the Board’s current Hazard Mitigation Policies.

Aberdeen Pier • Engineering has inspected the site and determined that the piers are not adequate for vehicular traffic. VDOT assisted by performing an independent investigation and made the same determination. Signage prohibiting vehicular traffic has been posted and physical barriers were placed at the pier’s entrance. Staff has developed a budget and submitted a CIP item for this project. Floodplain Management • Staff coordinated with other departments to begin developing ordinance revisions for Chapter 8.5 Floodplain Management for compliance with new FEMA and CRS requirements. Community Rating System (CRS) • The Engineering Department, in coordination with other departments, continued efforts towards the development of Open Space Mapping, CRS Activity 420. This Activity will provide a substantial amount of credits towards reduced flood insurance rates for citizens. Landfill & Solid Waste Services • Waste Management provided the County with a monthly report for the facility. • Engineering staff received complaints from the public regarding convenience center operations. • Engineering has begun discussions with a qualified firm to provide solid waste consulting services. Public Safety Radio System • Engineering staff supported radio operations by coordinating work orders with York County and Motorola and supported financial operations of the Public Safety Radio System.

Fiscal Services in February was mostly focused on budget functions. However, CARES Act funding requests were also numerous, as it was the first month following the news of the extension of time to use CARES funds (now through December 31, 2021). A new addition to this report moving forward will be the inclusion of monthly statistics below. While special projects tend to reside at the Fiscal Services and Senior Budget and Accounting Analyst level, the regular volume maintained by the accounting staff should not be overlooked. Therefore, these statistics are intended to provide a general gauge of monthly volume for the accounting function of Fiscal Services. The goal is to continue to build on these statistics so that trends may be identified in the future.

Utility Funds 60 Highlights:

• CARES Act Request Submittal forms were updated to consider the new deadline (12/31/21). An updated procedure was also put into place to standardize the CARES act request submittal process. The procedure routes all requests through Fiscal Services who then routes the requests through the County Attorney and ultimately prepares the requests for Board consideration. 8 CARES requests were reviewed by Fiscal Services in February and prepared for Board consideration. • The Fiscal Services Manager held detailed budget review sessions with all judicial budget holders and reported back to the Executive Leadership Team. Detailed reviews of the Utilities budget and interest revenues were also conducted by the Fiscal Services Manager. • Grant reimbursements were submitted and received by the County for three Virginia Port Authority dredging grants (Timberneck, Cedarbush and Aberdeen Creeks). • Preparation of the FY2022 Proposed Budget book began in February. A full, thoughtful update of formatting, departmental summaries and other revisions took place throughout the month to work towards a more easily readable budget document that will exceed GFOA standards. • Six grant applications were reviewed and approved for submittal – 3 for the Sheriff’s Office and 3 for Probation and Pretrial • The Senior Budget & Program Analyst job description was reviewed, and the position was updated to Senior Budget & Accounting Analyst. New applications were received, and interviews were conducted at the end of February.

. Recreation: • We continue to hold karate and yoga programs in a modified format. Karate had 20 participants and yoga program had 45 participants. • Staff have been working toward future spring and summer programming options. • Planning is underway for the annual Daffodil Festival which will be held March 27 & 28. This year is titled the “Little Gem” Daffodil Festival and will be a limited vendor event. There will be 40 artist and handmade craft vendors. Each 2- hour segment will allow for 400 guests to attend. Free tickets are available online at daffodlfestivalva.org.

. Tourism & Museum: • The Visitor’s Center had 54 visitors, Whitley’s had 52 visitors, and the Museum had 46 visitors in February.

Parks and Recreation…the benefits are endless! • Installation work on the Werowocomoco Exhibit inside the Visitors Center continues. • The life and legacy of T.C. Walker exhibit opened at the Museum on February 22 and will be on display throughout 2021. It showcases a reproduction of the T.C. Walker mural from Main Street and includes photographs, archival documents, and other objects to tell the fascinating life story of T.C. Walker.

. Clean Community: • Cleanup stats for February: 37 volunteers spent 52 hours picking up 87 bags of roadside trash • Posted 3 YouTube videos containing formal education programs which received 401 views. • Responded 9 to citizen inquiries.

. Marketing & Online Presence: • Marketing initiatives for February - There are currently 3,214 signed up for the Department’s Constant Contact email reminders (includes Parks & Recreation, Tourism, and Clean Community contact lists). • Our Department newsletter was launched in January and continues monthly. It features upcoming deadlines, programs, updates, and “inside looks”.

Monthly Report – February 2021 PLANNING & ZONING

Planning Commission

The Planning Commission (PC) held its regular meeting electronically (via Zoom) on February 4th, 2021; all members were present, and the consent agenda was adopted by unanimous vote. There were five (5) comments, submitted electronically, for the public comment period all related to concerns about utility scale solar in the county. No public hearings were scheduled.

Under “Old Business,” Sean McNash, Planner II, gave a PowerPoint presentation on CA-20-06, Nonconforming Boundary Line Adjustment (BLA) requirements, reviewing the current Section 10- 3(2), the issue with BLA plats involving nonconforming lots, and the proposed code amendment (CA-20-06) to resolve the issue. After discussion on contiguous lots and the proposed language, Staff was given direction to move forward with a public hearing in March.

Also under “Old Business,” Carol Rizzio, Senior Comprehensive Planner, gave a PowerPoint presentation on the update to the Zoning Ordinance covering Residential Supplemental Regulations, including Open Space regulations, Multi-family screening/buffering, and housing density.

Staff requested guidance on the number of lots/units when regulations should apply, the percent of open space required, and minimum open space size. Mr. Hutson expressed that buffers should not be counted towards the open space requirements. There was also discussion on walking trails counting as open space, and Staff and the Commission discussed setback buffer requirements/recommendations for attached single-family (townhomes) and multi-family developments that abut residential or agricultural districts.

The PC decided to finish the discussion at the March meeting, rather than have a work session on February 9th.

The final item of “Old Business” was discussion of revising the PC’s rules of procedure to modify the waiting period for adoption after review (currently 30 days). The PC agreed with the proposed

February 2021 Departments of Planning, Zoning, & Environmental Programs BOS Report 1 change and will vote on the revised rules in April. The revised rules will allow adoption at the next meeting following review.

Under “New Business,” Anne Ducey-Ortiz, PZ&E Director, informed the Planning Commission that the Board of Supervisors decided to cancel the Board Retreat on February 16th, but planned to discuss solar at their February 16th work session. Ms. Rizzio discovered that the Department of Mines, Minerals, and Energy (DMME) has a SolSmart Program that helps provide technical assistance and wanted to look at using that assistance to update the Comprehensive Plan and rewrite the ordinance. Mr. Poulson suggested that the Commissioners discuss their thoughts on this before making a motion. Mr. Hutson stated a motion can be made and seconded and still allow for them to discuss. There was a discussion on decommissioning and whether current facilities would be grandfathered in or if changes were made to the ordinance would they have to adhere to those changes.

Mr. Gray made a motion to send a recommendation to the Board of Supervisors for a moratorium on accepting any more applications for utility-scale solar facilities until such time as the County can conduct public meetings in person, and wait until we’ve had at least six in-person meetings. The motion carried by unanimous roll-call vote.

During Staff comments, Ms. Ducey-Ortiz informed the Commission that the Board of Supervisors had removed the PC’s Annual Report from their consent agenda, and that they would discuss the Planning Commission’s priorities with the Commission at the Joint Meeting in May.

Board of Zoning Appeals

The Board of Zoning Appeals (BZA) did not meet in February. One application, requesting an acreage reduction for the keeping of twelve (12) horses at a commercial stable, was received for their March 23rd meeting.

Long Range Planning & Other Projects

1. Comprehensive Plan - Transportation Element Update

The plan adopted February 2016 is available on the Comprehensive Plan page of the Planning and Zoning Department’s website (www.gloucesterva.info/362/Planning-Zoning), where the Plan is available for viewing and download.

Staff, along with the assistance of the Hampton Roads Transportation Planning Organization (HRTPO), are updating the Transportation Chapter of the Comp Plan. A kick-off meeting was held at the end of 2018. The updated chapter will serve as a guide and supportive document for the County’s future request for transportation safety and capacity needs. A preliminary draft of all analysis sections and recommendations has been provided to staff. The report is currently being reviewed in detail with the new Transportation Planning Advisory Committee (TPAC) whose purpose is to advise County staff on transportation needs related to safety, efficiency, and future growth patterns and prioritize those needs. This committee will work closely with planning staff,

Their first meeting was held in November 2020. The committee meets monthly on the second Wednesday of the month at 2:30 pm. Updates and citizen input opportunities will continue to be posted in the Beehive.

2. Transportation Planning

Carol Rizzio, Senior Comprehensive Planner, is the primary staff member responsible for coordinating transportation planning and to provide representation on several Hampton Roads Transportation Planning Organization’s (HRTPO) committees including the Transportation Technical Advisory Committee (TTAC), Active Transportation Subcommittee (ATC), Long Range Transportation Plan Committee (LRTP), Transportation Programming Subcommittee (TPS) and the Pedestrian and Bicycle Advisory Committee (PABAC). Below is a summary of the main agenda items for meetings held in February.

Transportation Technical Advisory Committee (TTAC): • Several TIP amendments were presented and recommended for approval.

• HRTPO staff provided an update on the 2045 LRTP draft, fiscally-constrained list of projects. Of the over 250+ candidate projects that were reviewed, only three were located in Gloucester. Gloucester’s top scoring project, which is included in the draft fiscally constrained list, is the widening of Rte. 17 (from 4 to 6 lanes) from the Coleman Bridge to Main Street at Fox Mill. It is ranked 7th of 152 regional roadway projects, and 3rd out of 61 primary roadway projects. Staff outlined the 2045 LRTP next steps, including a 30-day public review of the draft list, approval of the funding plan/fiscal constraint, and the remaining 2045 LRTP documentation.

HRTPO presented the list of CMAQ and RSTP candidate projects for TPAC recommendation to the Board. The widening of Rte. 17 from the Point to Guinea Road was recommended to continue to receive RSTP funding. An award of $5,985,265 will be available in FY27, and this will fully fund the project. Gloucester submitted one new project for RSTP funding which was also included on the list of recommended projects to move forward. It is for a study of access management and congestion on Route 17 between Short Lane and Main Street at Fox Mill.

TRAFFIX Annual Report - HRT Director of Business Development, provided a briefing on the TRAFFIX service of Hampton Roads Transit (HRT), the Travel Demand Management (TDM) program currently funded with CMAQ and RSTP funds. Its performance is monitored by the TRAFFIX Subcommittee, which has direct oversight over all aspects of the Hampton Roads TDM program and maintains direct oversight of the status of TRAFFIX programs and how allocated funding is spent. The presentation highlighted the accomplishments of the TRAFFIX program and noted that during the COVID-19 pandemic, TRAFFIX continued its public outreach efforts by utilizing a virtual platform. A VDOT representative stated that VDOT is currently developing the FY 2022-2027 Six-Year Improvement Program (SYIP) and will hold virtual public meetings in the Spring. A draft SYIP is planned for April/May with anticipated approval in June. SMART SCALE Round 4 candidate projects were presented to the Commonwealth Transportation Board (CTB) at its January 19, 2021 meeting. He noted that the candidate projects are available for viewing online.

Transportation Programming Subcommittee (TPS): • No meeting held.

Staff continues to work with VDOT and HRTPO to secure funding for transportation projects and move existing, funded projects along. Information on the above-referenced meetings and projects can be found at www.hrtpo.org. Staff had their sixth quarterly meeting with VDOT on January 21st. The purpose of the quarterly meetings is to go over all existing and proposed transportation projects. This meeting ensures an open line of communication is maintained as projects move from the conceptual to implementation phase.

Staff submitted four (4) projects for SMART Scale funding in 2020. Unfortunately, none of these projects were selected for this round of funding. However, Staff submitted, and the County was awarded, funding for a RSTP planning study for the Route 17 corridor in the Courthouse area. The study should position the County to better compete for SMART Scale funding. Currently, the study is funded in FY26, but staff will look for opportunities to move the funding to an earlier year.

The Main Street Bicycle and Pedestrian Improvements project has been awarded SMART Scale and Regional Surface Transportation Program (RSTP) funding. SMART Scale funds will be available in FY25 and RSTP planning study funds were advanced to the current year. VDOT will administer the study project ensuring close coordination with County staff. The Ware House Road corridor was also awarded Regional Surface Transportation Program (RSTP) planning study funds for 2025 that have also been moved to the current year. County staff will be managing the Ware House Road study and seeking input and direction from the Transportation Planning Advisory Committee (TPAC).

The MPPDC updated their regional long-range transportation plan and incorporated a waterways section. The plan was adopted in June and is available on their website.

The HRTPO is updating the Transportation chapter of the Comprehensive Plan. See item number 1. above - Comprehensive Plan.

3. Rural Additions Program

There were no new inquiries about the program, nor completed applications received, in February.

4. Website/Planning Newsgroup

The Planning and Zoning website is actively maintained in order to keep the public informed and includes information on current (and past) Planning Commission meetings and upcoming public hearings. The Planning Newsgroup currently has a total of 443 members. We are still in the process of updating Planning and Zoning’s website to provide full details on the department, information on the various applications and reviews conducted, and other helpful material. Individual pages will be published to the public-facing website as they are completed. In-progress

5. Sub-Area Plan Implementation and Zoning Ordinance Updates

Sub-Area Plan implementation is currently being performed in conjunction with the Zoning Ordinance Rewrite. The complete rewrite of zoning ordinance is underway. It is a multi- year/multi-phase project. Due to the level of review and input received to date, Phase I of the Zoning Ordinance rewrite has become much more robust than originally anticipated. It will provide a solid foundation for future revisions and incorporate many of the needed/desired revisions based on input from citizens, staff, the Planning Commission, and the Board.

a. Phase I (2018-2021) – The first phase focuses on simplifying and clarifying the ordinance to establish a solid foundation for the second phase and future amendments. The initial goals of this first phase were to: i. Reformat the district regulations to ensure a user friendly, straightforward, and adaptable structure including a new Table of Permitted Uses by District and B-2 Revisions (complete) ii. Remove unnecessary requirements/regulations/definitions (complete) iii. Clarify intent/interpretations (complete) iv. Conform with State Code (ongoing) v. Update/reformat Article 9 - Supplementary District Regulations (complete)

Added goals to Phase I, include the following: i. District changes based on input from PC and BOS during review (complete) ii. Addition of a “General Development Regulations” section (finalizing) iii. Minor revisions to Article 11 - Parking and Article 12 - Signs to conform with other Phase I revisions (in progress) iv. Article 13 – Administrative Bodies and Their Responsibilities (in progress) v. Article 14 - Administrative Procedures update/simplification (in progress) vi. Article 15 - Enforcement update, focusing on coordination between planning/building/environmental (in progress) vii. Article 3 - Official Zoning Map - update/simplify (in progress) viii. Article 3A – Conditional Zoning – update (in progress)

b. Phase II (2021 - 2022) – The second phase will focus on implementing the community’s vision as adopted in the Comprehensive Plan. This phase will include addressing several Comprehensive Plan recommendations such as specific Ordinance updates:

i. Working Waterfront District – create district and zone properties ii. Sign Ordinance – based on Supreme Court and revised districts iii. Parking Ordinance iv. Cluster Ordinance

Current Status: Staff, the Planning Commission, and the Board of Supervisions have completed reviews of proposed changes to all the districts. The ninth joint work session was held on November 9th which included a second review of Supplementary Use Regulations for animal uses and initial review of other regulations currently housed in Article 9 that are being incorporated into other areas of the revised ordinance. Staff and the Planning Commission have finalized their review of general development standards related to other items such as screening and buffering, common open space, etc. Staff has been working on the administrative articles and plans to

6. Subdivision Ordinance Rewrite

At the direction of the Planning Commission and Board, and with assistance from the County Attorney’s office, Planning & Zoning have recently drafted and presented two (2) amendments to the Subdivision Ordinance. CA-02-20 (Family Transfers) and CA-20-04 (Platting Procedures) were both presented to, and recommended for approval by, the Planning Commission on October 1st, 2020. The Board adopted CA-20-04 (by unanimous vote) on November 4th, and CA-20-02 (by unanimous vote, with amendments) on December 1st, 2020.

Staff will continue to update the Subdivision Ordinance as directed or otherwise as time permits.

7. Floodplain Management Committee

The Floodplain Management Committee (FPMC) met on February 10, 2021; the main focus of the meeting was to receive an update on the ongoing wetlands/RPA mapping project being conducted by Wetlands Watch. This project could result in additional points in Gloucester’s Community Rating System (CRS) scoring, probably enough to give an extra 5% discount to citizens’ flood insurance rates – and possibly an additional 10%. The FPMC also approved a change to its Rules of Procedure to change its makeup. Staff from Parks, Recreation, and Tourism is no longer on the FPMC, and the Fire & Rescue representative (citizen member) was changed to the Abingdon department. The next scheduled meeting of the FPMC is May 12, 2021.

ENVIRONMENTAL PROGRAMS

1. Wetlands Board and Chesapeake Bay Preservation & Erosion Commission (CBPEC)

On February 11th, the Gloucester County Wetlands Board met and heard five (5) applications; all were approved unanimously as presented.

The Chesapeake Bay Preservation and Erosion Commission (CBPEC) met and heard one (1) after-the-fact application. The CBPEC voted 5-2 to have the applicant remove the unpermitted structural addition and imposed a $1500 civil penalty.

2. Hampton Roads Planning District Commission

February 4, 2021 - The scheduled meeting of the Hampton Roads Planning District Commission (HRPDC) Regional Environmental Committee was held online via WebEx due to the COVID-19 crisis. Topics of discussion included:

February 2021 Departments of Planning, Zoning, & Environmental Programs BOS Report 6 NASA DEVELOP Program - Ms. Amanda Clayton, Projects Manager for the NASA DEVELOP National Program, provided an overview of the Program and how localities can benefit from it. DEVELOP, part of NASA’s Applied Sciences Program, addresses environmental and public policy issues through interdisciplinary research projects that apply the capabilities of NASA Earth observations to community concerns around the world. Bridging the gap between NASA Earth Science and society, DEVELOP builds and enhances the abilities of both participants and partner organizations to better prepare them to address the challenges that face our society and future generations. Partners request projects that are conducted by interdisciplinary teams under the guidance of a NASA mentor. DEVELOP operates three 10-week project terms each year and completes 45 to 60 projects per year. DEVELOP recently completed a couple of projects for the City of Hampton, where participants used NASA’s data to develop a coastal erosion risk map and a classification map that identifies the percentage of impervious surface by Census block. The program participants had the opportunity to present their projects to Hampton’s City Council. Ms. Clayton mentioned that their urban development projects are usually for localities. For example, they completed an urban heat island analysis for Tempe, AZ and are working with Fairfax County to assist with flood mapping. Because of the limitations of older satellite imagery, they are not able to analyze historical flooding events; however, they are using more recent radar data to map flooding. askHRgreen.org Program Update - The Hampton Roads Planning District Commission’s regional environmental education campaign, askHRgreen.org, is comprised of four committees representing all 17 member-jurisdictions of the HRPDC and the Hampton Roads Sanitation District. The campaign focuses on: 1) stormwater outreach, 2) litter prevention and recycling, 3) water conservation and awareness, and 4) fats, oils, and greases. Ms. Katie Cullipher of the HRPDC highlighted two new initiatives for this year, Start Smart Recycle Right and No Butts About It. Start Smart Recycle Right is a back-to-basics program that focuses on reducing recycling contamination by emphasizing paper, bottles, and cans. There are several ways that askHRgreen.org is promoting this message, including short videos designed for social media platforms, brochures, and additional content on the askHRgreen.org website. The No Butts About It cigarette litter reduction campaign has garnered attention with large scale model cigarette butts that have been placed in public spaces with educational signage explaining how cigarette butts are the number one most commonly littered item in the U.S. The campaign also includes a mini-grant program where askHRgreen.org will provide a cigarette waste receptacle - as long as the recipient agrees to maintain it. James City County – (New) Class 5 in the Community Rating System - Mr. Darryl Cook, Assistant Director of the Stormwater and Resource Protection Division for James City County, explained how JCC became the first Class 5 community in Virginia. JCC has been part of the Community Rating System (CRS) since 1992, beginning as a Class 9. Communities are reviewed every five years to determine their classification. During the 2018 visit from FEMA, the County presented additional programs and documentation for credit, including open space preservation and higher regulatory standards. The County has protected floodplains for years using several policies, including the Chesapeake Bay Preservation Ordinance, the floodplain ordinance, provisions in the subdivision ordinance, and other environmental policies. They provided a map and database of the protected properties, which demonstrated that 85% of the Special Flood Hazard Area is protected (70% of that has been designated as Resource Protection Area). For points in the higher regulatory standards category, the County cited their

February 2021 Departments of Planning, Zoning, & Environmental Programs BOS Report 7 freeboard standards (2’ above BFE), building code enforcement, and adoption of the full International Building Code. The County received credits for a variety of other activities as well, including floodplain management planning, flood warning and response, outreach, flood data maintenance, and stormwater management. There are, however, concerns about how the recent changes to the Chesapeake Bay Preservation Act, which may in turn result in more exceptions, could impact the points awarded for preserving the RPA.

February 9, 2021 - Hampton Roads CBPA workgroup – Kevin Landry, Environmental Programs Manager, participated in an exam committee review with the Virginia Department of Environmental Quality (DEQ) Office of Training Services (OTS) and Pearson VUE Testing Services. The purpose of the exam committee review is to bring subject matter experts together with state certification testing experts to review the exam blueprint of the DEQ Erosion and Sediment Control (ESC)/ Stormwater (SW) Program Administrator certification test. The DEQ certification exams are created and refreshed by a committee of subject matter experts who are certified individuals that perform the duties of the VA Stormwater Management Program. Often DEQ convenes subject matter expert committees to review, revise, and refresh their existing exams based on regulatory updates and performance. This committee is (over the next two months) examining the DEQ Program Administrator Certification Exam.

February 17, 2021 - Ron Owens, Chesapeake Bay Program Administrator, attended a virtual discussion with the Hampton Roads Planning District Commission and the regional Chesapeake Bay Program Administrators workgroup for a legal discussion concerning the proposed Chesapeake Bay Preservation Act regulatory amendments.

February 22, 2021 - Center For Watershed Protection Webcast - Mike Hudgins, Inspector II, attended a webcast from the Center for Watershed Protection on Chlorides and Impacts. The webcast focused on smart salting for sustainability and chloride reductions in water softener and fertilizer operations. Throughout February, Mike also participated in several Department of Environmental Quality (DEQ) stormwater training webinars on topics including pervious pavement, vegetated roof, grass channels, constructed wetlands, bioretention, and rainwater harvesting. These training webinars offer continuing education credits necessary to maintain state required certifications.

Stormwater Maintenance Agreement = Agreement between Owner and Gloucester County that owner shall maintain facilities in such a manner as to assure good working order acceptable to County. Currently issued one (1) and have four (4) under review. Stormwater Permits = Gloucester Co. Stormwater authority permit under directive of DEQ for discharge of stormwater from construction activities. Sureties Received: = sureties posted through Environmental Programs held until all work is completed to the satisfaction of the County, such as stabilization of site, required plantings, and when required stormwater facilities installed and receipt of As-Built. Results of Gloucester County Chesapeake Bay Preservation and Erosion Commission Thursday February 11, 2021, the following applications were heard:

CBPEC 20-14 Paul and Maura Dovel: Seeking AFTER THE FACT authorization for encroachment into the 100-foot buffer to add to the existing structure a 25’ X 30’ structure for storage/living space and sheltered parking. In a 5-2 vote the board approved to remove the structure and pay a $1500 civil fine.

Consent Order and MOM

Collection staff: • Flushed sewer main on Main Street (Manholes MO52 to MO55) every Friday to prevent stoppages over weekends; and • Repaired sewer lateral at 7425 Lewis Avenue; and • Flushed sewer lateral at 6735 Bershak Court; and • Flushed sewer line at PS #19 twice; and • Responded to sewer stoppage at 7297 Duval Avenue on Saturday and Sunday; and • Flushed sewer lateral at 6412 Main Street; and • Responded to sewer stoppage at 7617 Forbes Road; and • Responded to sewer stoppage at 6440 Main Street; and • Located no (0) laterals; and • Replaced one (1) cleanout on existing lateral; and • Installed no (0) new cleanouts on existing laterals.

Pump Station Mechanic • Reviewed/filed weekly and monthly pump station maintenance reports/records; and • Repaired safety light bar on Unit 288 for Utility Inspector; and • Investigated communication failure at PS #27; and • Updated equipment information in books for stations; and • Coded receipts for purchases and submitted paperwork for purchase requisitions and payments.

2/1 – 2/5 • Switched lead/lag pumps at PS #14 to check response following after-hours call over weekend; and • Met Mr. Hurst at PS #12 to review station controls, reprogrammed controls in attempt to reduce/eliminate nuisance false alarms; and • Found stoppage in line between last manhole and wet well at PS #19, assisted Collection crew with jetting line open; and • Reprogrammed auto-dialer to add Courtney England as second contact; and • Met Mr. Hurst at PS #27 to review safety rail installations and replacement of station door.

2/6 – 2/12 • Responded to after-hours alarm from PS #12 on Saturday, P-2 failed to prime; and • Responded to after-hours pump fail alarm from PS #28 on Sunday; and • Delivered completed safety railings to PS #14, #15, #18, #19 and #27; and • Cut square tubing for mounting davit arm in vehicle hitch receivers; and • Installed “No Trespassing” signs on fence at PS #28; and • Cleaned up trash and debris at PS #11, #12, #14, #15, #20, #24 and #26; and • Found stoppage in line between last manhole and wet well at PS #19, assisted Collection crew with jetting line open.

2/13 – 2/19 • Responded to after-hours power fail alarm from PS #27 and pump fail alarm from PS #28 on Saturday; and • Continued effort to diagnose/correct starting issue with by-pass pump at PS #28; and • Took trencher to Gloucester Point Water Tower for plant staff use to install pressure sensor on tower; and • Responded to after-hours pump fail alarm (Wednesday) from PS #28; and • Delivered vibration isolator to PS #27.

2/20 – 2/26 • Set up bypass pump for Collections in manhole M-027 at Courthouse Water Tower to handle sewer backup between M-027 and M-026; and • Assisted Tri-State Utilities with video inspection of sewer line between manholes M027 and M026; and • Delivered tripod and davit to WTP for use by staff at Gloucester Point Water Tower; and • Responded to high water alarms at PS #19 and PS #11 after Collections broke stoppage in collection pipe at PS #19; and • Cleaned overload heater contact points on Motor Starter #1 at PS #14, ordered replacement parts; and • Assisted Collections by cleaning up site at 6489 Wyncote following overflow.

2/27 and 2/28 • Monitored fuel in bypass pump at Courthouse Water Tower over weekend.

Engineering/Administration: • Mr. Hurst continued fabricating railings and other components needed to address design safety deficiencies at sewer pump stations while pump station crew installed railings already fabricated.

Fats Oils and Grease (FOG): • FOG visits made to all sixty-four (64) food service establishments in February.

Engineering/Administration Mr. Kenneth Akes, Utility Inspector: • Responded to 184 Miss Utility tickets (Marked – 121; No Conflict – 38; Emergency – 10; Re-mark – 2; Cancelled – 6). 2/1 – 2/5 • Met VIMS project manager on site of new construction; and • Met builder/contractor on Hickory Fork Road about water tap for new home; and • Met contractor on site of Main Street Landing development; and • Re-marked Guinea Road for contractor; and • Obtained GPS coordinates for all water and sewer features on Villa Court for GIS layer; and • Re-marked Heywood Lane in Business Park; and • Met technician with ground penetrating radar (GPR) on Powhatan Drive to locate sewer line; and • Visited twenty-eight (28) food service establishments (FSEs) to distribute information about fats oils and grease (FOG) program and schedule inspections. 2/6 – 2/12 • Visited thirty-six (36) food service establishments (FSEs) to distribute information about fats oils and grease (FOG) program and schedule inspections. • Met VIMS contractor on site to inspect new waterline installation; and • County Offices closed Friday for weather conditions. 2/13 – 2/19 • Office closed 2/15 for holiday. • Began project to obtain GPS coordinate for water and sewer features along Maryus and Guinea Roads for GIS layer; and • Met VIMS contractor on site; and • Met directional drilling contractor on site for crossing shopping center entrance on Main Street. 2/20 – 2/26 • Met with contractor and VIMS project manager for waterline portion of Oyster Hatchery/Field House project; and • Obtained GPS coordinates of our utility features on E Clayton Court, Roland Smith Drive, Gentry Court and Wisteria Lane (Dunstan Hall) for GIS layer; and • Met with contractor at Social Services Building expansion; and • Met with contractor on Fiddlers Crossing project.

Ms. Virginia Deptola, Plant Manager: • Submitted monthly reports to VDH and DEQ. • Coordinated efforts to improve drying pad and allow removal of more solids from lagoons.

Ms. Robin Dixon, Administrative Assistant: • Processed P-Card statements, time sheets, and overtime authorization forms; and • Addressed vehicle and facility maintenance needs through Facilities Management; and • Resolved issues with invoices from vendors; and • Addressed work orders for streetlights in the sanitary districts.

Mr. Courtney England, Pump Station Mechanic: • Reviewed pump station files for equipment data to be incorporated in manuals for work in pump stations; and • Reviewed and approved January time clock entries for Pump Station staff.

Mr. Darrell Hurst, Utility Supervisor: • Participated in Risk and Resilience Assessment kick-off meeting. • Worked with Pump Station Crew to improve maintenance of pump stations with thorough mechanical inspections of stations. • Worked with Mr. England and Mr. Rife to address deficiencies in recent inspections by Workplace Safety and Training Specialist. • Continued fabricating hand railings and toe-kicks around floor openings in pump stations.

Mr. David Cutts, Utility Foreman: • See Consent Order section above and Distribution/Collection System Maintenance section below for descriptions of other activities. • Assisted Pump Station Crew by cutting/welding metal needed for handrails for pump stations.

Mr. James Dawson, P.E., Director, performed the following: • Reviewed development plans for Carvers Creek Solar Phase 1, Chick-Fil-A, Raymond Friend Event Center, and S B Cox Ready Mix Plant with minimal comments, if any. • Continued efforts to respond to DEQ VPDES Permit condition that could require treatment of reverse osmosis concentrate before discharging flow to Beaverdam Creek below reservoir. • Reviewed material Submittals for Daffodil Gardens II and VIMS-Acuff Aquaculture Center.

Chemical Release • No activity in February 2021.

Non-metered Non-revenue water • Rebuilt nine (9) meters and replaced one (1) meter to more accurately capture water used by customers. • Mr. Hurst continued his efforts to get RWRH to agree to a schedule when we can replace the 4-inch meter at RWRH to accurately measure the water used at that location. • The non-metered non-revenue amount for FY 2021 is 24% year to date because of the estimated usage in November and January.

Water Treatment Plant

Sampling, Testing and Monitoring • All hourly tests and samples for the Water Treatment Plant met the requirements of the Virginia Department of Health Waterworks Regulations. • All ten (10) bacteriological samples collected throughout the distribution system in February met the requirements of the VDH regulations. • Collected daily chlorine residual tests throughout the distribution system. • Ms. Deptola submitted January 2021 monthly reports to DEQ and VDH. • Day-shift Operators collected TOC, DOC, UV254, Chloride and Alkalinity samples for February. • Day-Shift Operators checked water quality at flushing locations at T. C. Walker Education Center, on Kerns Avenue, and at Page Middle School once per week. • Day-shift Operators collected disinfection byproduct samples for the first quarter of 2021. • Day-shift Operators collected first quarter samples at Outfalls 001, 002 and 003 for VPDES Permit. • Day-shift Operators pumped settled residuals from Lagoon #1 to Drying Bed. • Day-shift Operators flushed end-of-line hydrants on Belroi Road (1/week), Providence Road (1/week), Hickory Fork Road (1/week), Lillaston Lane (1/week), Terrapin Cove Road (1/week), Page School, and Guinea Road (1/week). • The Operators sampled and analyzed clarifier sludge blanket concentrations daily to monitor clarifier performance. • Day-shift Operators cleaned the effluent pipes in both Clarifiers. • Day-shift Operators performed algae counts in the reservoir once a month now that temperatures are lower.

Additional Projects & Additional Duties Water Treatment Plant Staff performed the following projects: • Mr. Adam Rogers, Senior Utility Mechanic: performed bi-weekly checks of plant equipment; tested the emergency generators; performed required preventive maintenance; worked on soft start for well #1; installed davit arm bases at all water tower vaults; bled moisture off all air compressors; upgraded Flash Mixer controls; addressed Blower issues. • The Plant Safety Team Leader flushed the emergency shower/eye wash stations, inspected fire extinguishers, and tested chlorine alarms weekly. • Operators completed their routine duties which include, but are not limited to backwashing filters as needed; inspecting the dam and spillway weekly; order and receive chemicals as needed; fill chemical feeders once per shift; check raw water elevation, temperature and dissolved oxygen; compile daily data for monthly VDH report; record daily rainfall; collect R.O. normalization and SDI data on in-service skid; take out trash and clean buildings in accordance with established schedule.

Distribution and Collection System Maintenance Three (3) staff attended Miss Utility training by VA 811.

2/1 – 2/5 • Fabricated safety railings for pump stations; and • Completed reading meter route 5; and • Cleaned/flushed gravity sewer at PS #19; and • Met with staff at Humane Society to assist them with finding water leak that increased usage to more than 470,000 gallons in January; and • Rebuilt four (4) hydrants (LP-32, GR-38, OR-34 and A-05); and • Installed two (2) new meters; and • Repaired water leak at Yacht Haven Road; and • Installed radio-read transmitters on meters on Guinea Road; and • Replaced bell sweep and standpipe on sewer lateral at 7425 Lewis Avenue on 2/4/2021[Same day ticket cleared] (Miss Utility called 2/2/2021); and • Installed wrap-around on 1” service line at 8025 Belroi Road on 2/4/2021 [Ticket cleared 01/15/2021, repair delayed to complete meter reading]; and • Completed thirty-four (34) work orders for Customer Service; and • Adjusted valve casting at 8025 Belroi Road.

2/6 -2/12 • Installed radio read transmitters on meters on Guinea Road; and • Replace 3-inch meter at 7602 Meredith Drive; and • Rebuilt two (2) meters and repaired broken service line on Quail Hollow Drive; and • Check air release valve (ARV) on Nichole Street after accident; and • Picked up replacement driver seat for Unit #21 and installed same; and • Met with vendor for leak detection/location demonstration in Sawgrass Pointe; and • Fabricated railings for pump stations; and • Participated in AMI presentation; and • Completed fourteen (14) work orders for Customer Service.

2/13-2/19 • Responded to after-hours calls about for low pressure at Gloucester Point on Sunday (2/14), and • Responded to after-hours Miss Utility ticket and a meter rebuild at 5996 Sean Paul Place on Presidents Day; and • Flushed/inspected nine (21) hydrants; and • Rebuilt three (3) meters; and • Started demolition of piping inside Radial Well Facility; and • Fabricated railings for pump stations; and • Completed twenty-four (24) work orders for Customer Service.

2/20 -2/26 • Responded to after-hours request for service disconnect at 7841 Terrapin Cove and sewer issue at 7297 Duval Avenue on Saturday (2/20); and • Responded to sewer issue at 7297 Duval Avenue again on Sunday; and • Read Meter Routes 1, 2, 3 4, 5, 6, and 7; and • Flushed sewer lateral at 6412 Main Street; and • Investigated leak at ARV in front of Achilles Elementary School, markings were eighteen (18) feet off, determined need to replace service saddle for ARV, will replace next week after meter reading completed; and • Flushed sewer main in Wyncote Avenue; and • Checked reported water leak at 7605 Forbes Road, will repair after meter reading so called in normal Miss Utility ticket; and • Met Hodges and Bryant at Las Tunas Restaurant about sewer stoppage that was on property owner; and • Installed twelve (12) radio read devices on Guinea Road; and • Valved off waterline in Sawgrass Point to check for possible water leak location.

2/27 & 2/28

Cross Connection Control/ Backflow Prevention There were two (2) device inspections/test reports for new installations received in February. We received one (1) report of an annual inspection/test. Customer Service Staff responded to customer requests/questions about water/sewer service, generated the necessary work orders to respond to those requests, and processed the completed work orders. Staff also responded to billing inquires and provided account information as required.

COVID Delinquencies Ms. Amber Durham submitted billing files to Datamatx for February billing. Delinquent balances at the time of that billing were $173,142.56.

If we mailed Disconnect Notices one week after bills were mailed, the number of customers who still had delinquent balances on their accounts in February would have been 857, the highest since the COVID-19 moratorium began in March 2020. The number of accounts we would have disconnected on/after the 15th would have been 602, the highest since the moratorium started last March.

Ms. Durham prepared equipment for meter reading, down-loaded completed routes and loaded new routes for the next day, and generated work orders for higher/lower than normal usage.

Adjustments to billings under Sec. 19-137 & 56, provided for leak adjustments, late fees, and other occurrences, totaled $ 12,414.48. This amount includes two (2) water accounts totaling 24,000 gallons of water service.

March 2021 water billing is $268,032.54 on February 2021 usage of 23,611,000 gallons.

March 2021 billing for hydrant usage is $352.52 on February 2021 usage of 17,000 gallons.

VDOT used no (0) additional gallons but we do not bill them for their hydrant usage.

AGRICULTURE AND NATURAL RESOURCES (ANR): Homeowner and Commercial Grower diagnostic testing services at the Virginia Tech: Producers and homeowners requiring diagnostic services through VA Tech (Soil, Plant Disease, Insect and Weed ID labs) may contact the office at (804) 693-2602 or [email protected] for information on processing samples. Soil test kits are available for pick up at the Extension office at the T.C. Walker Education Center, 6099 T.C. Walker Rd. The kits are available anytime, and are located in a bin outside entrance 6S. Kits are also available at Tractor Supply.

Volunteer Extension Master Gardeners and Master Naturalists continue to assist citizens with a variety of gardening, horticultural, and environmental concerns. While many issues have been resolved by telephone, others have required additional assistance. The Extension Office has utilized the services of specialists a plant disease and insect identification labs at Virginia Tech, as well as those of research scientists at the Hampton Roads Agricultural Research and Extension Center to assist homeowners, producers and commercial landscape operators during the month of February.

FAMILY AND CONSUMER SCIENCES (FCS): In February, the FCS agent began a partnership with the GUEST homeless shelter to provide personal finance workshops and financial counseling for GUEST participants participating in rapid rehousing. The FCS agent provided the first one-on-one session on February 25th at the day shelter (masked and socially distanced), with a follow-up appointment scheduled for April, and a few other families being scheduled later this spring. The FCS agent posted four educational multi- media articles at https://moneyhealthandotherthings.wordpress.com, reaching 71 learners. These four articles were the first four of a multi-part series on risk management and insurance basics.

4-H YOUTH DEVELOPMENT 4-H Program Assistant, Jackie Jefferis conducted a virtual 4-H Cloverbud meeting on February 23 for youth ages 5-8. In observance of Black History Month, she read the book I, Matthew Henson Polar Explorer by Carole Boston Weatherford. The book details a portion of the North Pole not often discussed which is that Henson reached the pole before Perry. In reflection, participants discussed why Henson was not originally given credit for being co-discoverer of the North Pole and, why it is wrong to write history from the position of racial bias. The meeting concluded with related crafts along with fun facts and myths about penguins. 4-H Cloverbud meetings are

planned to target life skills, including teamwork, reasoning, communication, and cooperation among others. The life skills targeted for the February program focused on the Head “H” which emphasizes Knowledge, Reasoning, and Creativity Competencies-using one's mind to form ideas and make decisions; to imagine, to examine carefully in the mind, to consider, and using resources to accomplish a purpose; and the Heart “H” which emphasizes Personal/Social Competencies--establishing a mutual or reciprocal connection between two people that is wholesome and meaningful to both, and showing understanding, kindness, concern and affection for others.

In February Governor Northam re-opened overnight residential camps in Virginia, and the office has devoted much time to planning summer camp to comply with ordered Covid precautions. 4- H Agent, Krista Gustafson is part of the Program Committee at Jamestown 4-H educational Center, and has been working with that committee to plan summer camp. Overnight camp will be at less than ½ capacity, and will require a number of additional safety measures. Registration is expected to begin mid-late March.
