Special Announcement.

Arrangements have been made with two of the most prominent citizens of the country, men who can speak with authority, to address the teachers of Oklahoma and incidentally, through them, the citizen­ ship of the state, upon necessity of civil service appointments for teachers. The Association wall be held at Oklahoma City, December 29, 30, and 31, Wednesday, Thursday, and Friday of the Holidays. The new Lee Hotel will be finished by that time and with its ample facilities there will be abundant room in the metropolis to take care of the five thousand teachers whom we confidently expect to attend. The Auditorium has already been secured for the sessions. A special feature of this year's meeting will be the "Evening of Music." On the last night of the Association, i. e., Friday, the 31st., those who care to remain wrill be favored with the best music the state schools and private colleges of Oklahoma afford. L. J. Report to the Secretary. The Indian Territorial Educational Association and the Territorial Teachers' Association met in joint session at Shawnee, December 26th., 1907, at 8:00 o'clock p. in. Before going into joint session each Association held a separate meeting, the Indian Territory Association at the City Hall, the Oklahoma Association at the Becker Theatre, and took the initiatory steps towards effecting amalgamation. At the joint meeting Wednesday evening the formal amalgamation was deferred by unanimous consent until Thursday morning, at which time a committee consisting of L. B. Snider, of Clinton, as chairman; J. H. Bayes, of Chandler; J. M. Rule, of Hobart; V. H. Durham, of Wynnewood, and J. G. Masters, of Tulsa, was appointed to report to the Associations in joint meeting plans for the organization of a State Teachers' Association and a constitution for the same. Their report, which was adopted in open meeting without change, was as follows:

Mr. President: In accordance with the following resolutions adopted by your honorable body in general session: "Be it resolved that a committee of five be instructed to report to this Association before the close of this session, plans for the formation of a State Teachers' Association," we, the aforesaid com­ mittee, beg leave to submit the following Constitution: CONSTITUTION OF THE STATE TEACHERS' ASSOCIATION OF OKLAHOMA. Preamble. For the purpose of elevating the profession of teaching and promoting the interests of education in Oklahoma, we, the teachers of Oklahoma, associate ourselves together under the following- constitution: Article I.—Name. This Association shall be styled the Oklahoma State Teachers' Association. Article II.—Membership. Any teacher or friend of education may become a member of this Association by paying the registration fee of one dollar; but only persons actively engaged in teaching shall be allowed to vote or hold office. Article III.—Officers. The officers of the Association shall be a President, a Vice President, a Secretary, a Treasurer and an Executive Committee con­ sisting of three members. Article IV.—Duties of Officers. Section 1. It shall be the duty of the President to preside at all general meetings of the Association. He shall appoint an Auditing Committee, a Committee on Legislation, a Committee on Resolutions and such special committees as the Association may deem proper, and shall perform such other duties as usually belong to this office, in case of his absence, disability or retirement, his duties shall devolve upon the Vice President. It shall be the duty of the President to deliver an annual address on some educational topic. Sec. 2. It shall be the duty of the Secretary to keep a permanent record of all meetings of the Association. As a part of this record he shall secure and preserve, subject to the call of the Executive Committee, a copy of each paper or address delivered before the Association, and such other matter as the Association may deem proper to add to its records, and shall file with the State Department of Public Instruction two copies of the published annual proceedings of the Association. The Secretary of each department shall report to the Secretary of the Association the minutes and all papers read befor,e the department. Sec. 3. It shall be the duty of the Treasurer to receive, hold and pay out all moneys belonging to the Association, subject to the order of the Executive Committee. He shall issue a certificate of membership to each person who pays a registration fee in accordance with Article II. He shall keep a faithful account of all moneys received and disbursed by him, and shall submit a statement of the finances of the Association as a part of the annual report of the Executive Committee. For the faithful performance of his duty he shall give a bond in the sum of one thousand dollars, with two sufficient sureties, said bond to be approved by the Executive Committee. Sec. 4. It shall be the duty of the Executive Committee to fix the time and place of the annual meeting of the Association. They shall arrange for the annual meeting a programme which shall be published at the expense of the Association. This programme, in addition to the general session, shall provide for special meetings of the following departments, namely: Higher Institutions of Learning, High Schools, Grade Teachers, Kindergarten Teachers, City Superin­ tendents, County Superintendents, Rural Schools, and such other departments as may be petitioned for by not less than twenty teachers directly engaged in the work of the department which they propose to organize; provided, that such petition shall be forwarded to the chairman of the Executive Committee not later than October 1 prior to the meeting for which the programme is to be' prepared. The Executive Committee shall provide for such annual meeting one or more addresses by some educator or educators of national reputation. The Executive Committee shall have full charge of the business interests of the Association. 16 OKLAHOMA EDUCATIONAL DIRECTORY.

The Executive Committee shall have power to fill vacancies until the meeting of the Association in any of the offices of the Association not otherwise provided for. Immediately after the annual meeting the Executive Committee shall publish in pamphlet form the proceedings of the Association, and shall mail a copy to each member of the Association. Article V.—Auditing. All bills and accounts of the Treasurer and Executive Committee shall be audited by a committee of three appointed by the President for that purpose, and the findings of this committee shall be reported in waiting to the Association at the close of its annual meeting. This report shall be included in the published proceedings of the Association. Article VI.—Tenure of Office. The term of office of all officers of the Association shall begin March 1 next after their election, and shall end on the last day of February following; provided, that the Treasurer shall not turn over the money belonging to the Association to his successor until the bond of the latter shall have been approved by the outgoing Executive Committee. Provided further, that the retiring President shall preside at the opening of the next annual meeting. Article VII.—Compensation of Officers. All officers of the Association shall serve without pay, but the necessary expense of the members of the Executive Committee in attending meetings of the committee at other times than during the annual meeting, and in securing the necessary clerical aid, shall be borne by the Association. Provided, that the Secretary shall receive necessary expense on attendance at the Association. Article VIII.—Amendments. This Constitution may be amended at any regular meeting of the Association by vote of two thirds of the members present; pro­ vided that a written notice of the proposed amendment shall have "been given at the previous day's session. Article IX.—Election of Officers. Section A of this Article repealed fifter 1906 by section B. Section A. (For the purpose of nominating officers the members in attendance from each congressional district shall meet at 9 o'clock on the morning of the last day's session of the annual meeting and select two of their number to serve on a Nominating Committee. The members so chosen, together with the President, who shall be ex-officio chairman, shall constitute the Nominating Committee, whose duty it shall be to report, before the close of the same general session, the names of persons to fill the offices of the Association for the OKLAHOMA EDUCATIONAL DIRECTORY. 17

coming year; but no member of said Nominating Committee shall be eligible to any of these offices. All nominations shali be subject to confirmation by the Association in open session.) Section B. Provided, that after this year (1906) nominations shall be made by petition of not less than ten teachers enrolled and in attendance, or by the Executive Committee, and election shall be by secret ballot of the members of the Association. We recommend further that the above Constitution become operative as soon as adopted, provided that the present officers of the Territorial Teachers' Association of Oklahoma shall continue in office under the State Teachers' Association until March 1st., as provided for in Article VI. of this Constitution. We recommend further that the officers of the two Associations turn over to the new State Association the archives, funds and other effects of these Associations. Respectfully submitted, (Signed) L. STATE CERTIFICATES AND EXAMINATIONS. Examinations for state certificates may be held in Guthrie in the State Superintendent's office, at the various State Normal Schools, and under the direction of the county superintendents on the last Thursday and Friday of January, April, close of regular Normal School terms, close of County Normal Institutes, and again in October. Certificates may be issued upon examination or credentials. A fee of three dollars must accompany each application as a filing fee and for investigating the eligibility of the applicant. No part of this is returned upon the failure of the applicant to receive the certificate requested. KINDS OF STATE CERTIFICATES. Two classes of certificates are issued by the State Board of Education: (1) The Elementary State certificates granted on examinations prescribed and held under the direction of the State Board of Education. The fee is two dollars. (2) The High Class Professional cetrificates issued by the State Board of Education upon examinations and credentials. The fee is three dollars. 1. The Elementary Certificates. These correspond in rank with county certificates and are of three grades. The requirements for each grade are the same as for County certificates. Tenure of Elementary Certificates. Elementary State certificates are Issued for one, two, and three years on the same plan as for County certificates. 2. The Professional Certificates. The High Class Professional certificates issued by the State Board of Education are as follows: General, High School, Special, Grammar School, Primary School and Kindergarten. The Elementary State certificates and the High Class Professional certificates license the holder to teach in any part of the State and require no indorsement from the County Superintendents to make them valid. State certificates are also valid in cities of the first class and Boards of Education in such cities are hereby notified that they should accept such credentials without question. Tenure of Professional Certificates. Five Year Certificate.—To be entitled to a five year certificate the candidate must have taught one year, and in his examination must make an average standing of 80 per cent, with no grade below 70 per cent. 102 OKLAHOMA EDUCATIONAL DIRECTORY.

Ten Year Certificate.—For a ten year certificate the applicant must have taught five years and must make an average of 85 per cent, with no grade below 75 per cent. Life Certificate.—To be entitled to a life certificate the candidate must have taught ten years, and must make an average of 90 per cent in his examination, with no grade below 80 per cent.

Kinds of Professional Certificates. The kinds of professional certificates issued by the State Board of Education are as follows: Kindergarten, Primary School, Grammar School, General High School, Special High School, (Superintendent's Certificates and Life Diplomas.

Kindergarten Certificates. Kindergarten certificates are not granted upon examination, but only upon credentials. They entitle the holder to teach in the kindergarten department of any Normal School or Common School in the state. The credentials recognized are diplomas from the Kinder­ garten Training Department of the Oklahoma State Normals, and such other schools in other states as have a place on our accredited list.

Primary Certificates. Applicants for Primary State certificates shall furnish evidence, by written examinations, that they are qualified to teach, in any primary grade, from the first to the .fourth, inclusive. An applicant for the primary certificate must be the holder of a first grade county certifi­ cate or a diploma from some accredited primary training school and must by examination or otherwise show himself familiar with the methods of teaching the primary work in the following subjects: Music, Numbers, Nature Study, Drawing, Reading, Language, Pen­ manship, Physiology, Hygiene, Narcotics and Stimulants, Agriculture, Geography, History, Domestic Science; also how to originate Busy Work and Industrial Occupations. Primary certificates entitle the holder to teach in any Primary Grade in any public school from the first to the fourth grade inclusive.

Grammar School Certificates. Applicant for State Grammar School certificate must be the holder of first grade county certificate or diploma from some reputable college, and must have passed a successful examination in Arithmetic, Elementary Algebra, Agriculture, Bookkeeping, Composition and Rhetoric, Civics and Oklahoma Constitution, Domestic Science, Elementary Drawing, Descriptive Geography, Physical Geography, English Grammar, U. S. History and Oklahoma History, General History, English Literature, American Literature, Public School Music, Narcotics and Stimulants, Orthography, Penmanship, Physiology and Hygiene, Elementary Physics, Reading, Theory and Practice. A Grammar School certificate entitles the holder to teach in any school in the state from the first grade to the eighth grade, inclusive. OKLAHOMA EDUCATIONAL DIRECTORY. 103

High School Certificates. High School certificate may be issued to applicant with not less than one years' experience in actual teaching or who has taken a course in Pedagogy equivalent to ten hours per week for one scholastic year in which at least one-third of the time consisted of actual teaching in a well equipped training school, who shall have passed a successful examination in the branches required for Gram­ mar School certificate and also in the following branches:

Superintendent's Certificates. These certificates license the holders to teach or superintend in any of the public schools of the state. To obtain a Superintendent's certificate the applicant must make a general average of 90 per cent and not fall below 70 per cent in any branch. The applicant must be not less than twenty-one years of age and must have taught success­ fully twelve school months. The subjects required are as follows: 104 OKLAHOMA ELUoATIONAL DIRECTORY,

Arithmetic Grammar, English Penmanship Algebra, Elementary History of Education Physiology and Agriculture History, U. S. Hygiene Bookkeeping History, Oklahoma Physics, Elementary Composition and History, General Psychology Rhetoric Literature, English Reading Civics Literature, American School Law Domestic Science Music, Public School School Supervision Drawing, Elementary Narcotics and Stimu­ Theory and Practice Geography, Descriptive lants Geography, Physical Orthography Life Diplomas. Life Diplomas are issued only to University or accredited College graduates who are teachers of exceptionally successful experience in school work, or to superintendents, presidents of institutions of learning, and others of eminent standing who present the qualifications for High School and Grammar School certificates, and who shall have had not less than ten years' experience in educational work. Special Certificates. The Board of Education may issue Special certificates to any one who by examination or credentials, or by both, shall satisfy the Board of his special fitness to teach one or more of the particular studies for which Special certificates may be granted, and who may satisfy the Board as to his scholarly attainments and his standing as a teacher. Special certificates may be granted in drawing, manual training, physical culture, ancient and modern languages, English history and civics, mathematics, science, music, commercial, technical or industrial branches. Candidates for Special High School certificates must be graduates of a reputable college, with bachelor's degree, and must have had not less than eight years of high school and college work. They are also required to present credentials showing that they have had not less than three years of special advanced training in the subjects named in the special certificates issued them. The applicant must also have had not less than half a year of post-graduate work in some accredited university. However, as an equivalent the Board may consider any evidences of scholarship, education, experience, training, travel or culture that may be offered. Normal School County Certificates. Normal certificates having the force of County certificates may be issued by the presidents of the State Normal Schools when the applicant has completed the course of study required for County certificates. Such certificates must be countersigned by the president of the Board of Normal Regents. The fee is $2.00, which is sent to the County Superintendent of the county where the applicant resides. Reading Circle Certificates. Teachers taking the Reading Circle Work in the County Institutes may have- all grades above 85 per cent made in the institute carried OKLAHOMA EDUCATIONAL DIRECTORY. 105

over and recorded for credits toward a State certificate for a period of three years, provided the usual filing fee is sent with application for recording such grades. The fee is $3.00. Institute Certificates. Examinations will be held on the Saturday following the regular county examinations under the supervision of the county superin­ tendents or at the close of the regular normal school terms, or at the close of the regular sessions of the State University, the A. & M. College, the Colored A. & N. University, under the supervision of the presidents of these institutions, for all persons who wish to secure conductor's and instructor's institute certificates. Examinations for instructor's certificates will be given in American Literature, English Literature, History of Education, Psychology, Rhetoric and Composition, and Theory and Practice. For conductor's certificate applicant is required to be examined in the required branches for instructor's certificate and also in Philosophy of Education and Oklahoma School Law. Applicants for conductor's certificates must have held previously an instructor's certificate and must have taught in at least one institute preceding the date of his application.
