Following consideration of Appendix C, it is RECOMMENDED that the public and press be re-admitted to the meeting to enable the Committee to consider planning application 60385 under item 11 on the agenda. Recording is permitted at Council meetings that are open to the public. The Council understands that some members of the public attending its meetings may not wish to be recorded. The Chairman of the meeting will make sure any request not to be recorded is respected. The rules that the Council will apply are: 1. The recording must be overt (clearly visible to anyone at the meeting) and must not disrupt proceedings. The Council will put signs up at any meeting where we know recording is taking place and a reminder will be issued at the commencement of virtual meetings. 2. The Chairman of the meeting has absolute discretion to stop or suspend recording if, in their opinion, continuing to do so would prejudice proceedings at the meeting or if the person recording is in breach of these rules. 3. We will ask for recording to stop if the meeting goes into ‘part B’ where the public is excluded for confidentiality reasons. In such a case, the person filming should leave the room ensuring all recording equipment is switched off. In a virtual meeting the public will be excluded from the meeting while in Part B. 4. Any member of the public has the right not to be recorded. We ensure that agendas for, and signage at, Council meetings make it clear that recording can take place – anyone not wishing to be recorded must advise the Chairman at the earliest opportunity. Public contributions to virtual meetings will be recorded, unless, at the Chair’s discretion, recording is deemed in appropriate in accordance with point 2 above. 5. The recording should not be edited in a way that could lead to misinterpretation or misrepresentation of the proceedings or in a way that ridicules or shows a lack of respect for those in the recording. The Council would expect any recording in breach of these rules to be removed from public view. VIRTUAL MEETINGS PROCEDURE - BRIEFING AND ETIQUETTE The Chair outline the virtual meeting procedure and etiquette to the Committee and attendees. The Senior Corporate and Community Services Officer confirmed the names of those Councillors and officers present and advised that members of the public were also in attendance to listen to proceedings. 110. APOLOGIES FOR ABSENCE The were no apologies for absence received. 111. TO APPROVE AS A CORRECT RECORD THE MINUTES OF THE MEETING HELD ON 14TH OCTOBER 2020 (ATTACHED) RESOLVED that the minutes of the meeting of 14th October 2020 (circulated previously) be approved as a correct record and signed by the Chair. 112. ITEMS BROUGHT FORWARD WHICH IN THE OPINION OF THE CHAIR SHOULD BE CONSIDERED BY THE MEETING AS A MATTER OF URGENCY (a) Armistice Day 1 Page 7 Agenda Item 3 Planning Committee - 11 November 2020 The Chair advised that the Committee would be holding a two minute silence at 11.00 a.m. (b) Lee Bay Hotel The Chair requested an update to be provided to the Committee in relation to the design brief for the Lee Bay Hotel that had been approved by the Strategy and Resources Committee. The Committee were advised that: The design brief approved by the Strategy and Resources Committee would be a material consideration which the Committee would need to take into consideration as part of the determination of a planning application for the site. The Applicant, owners of the Lee Bay Hotel and the Residents Association had been fully involved in the preparation of the design brief. There had been no representations from either side and both the owners, and the community, had appeared happy with the outcome. (c) Land adj. Pearldean, West Devon The Head of Place advised that a report in respect of planning application 60385 Land adj to Pearldean, West Down, had not been completed prior to the deadline for this Committee but should hopefully be ready for next month with a special meeting of the Committee would be convened if necessary. 113. DECLARATION OF INTERESTS The following declarations of interest were announced: Councillor Leaver Planning application 71864: Prejudicial interest as her husband was involved in an application concerning the adjacent property and the land was mentioned within the report.

Chichester Homes Developments Ltd has submitted duly made representations in response to various consultation stages of the draft Plan and welcomes the opportunity to participate in the examination hearings. 1.2 Those representations contained objections to the proposed housing requirement of the Plan, the scale of development directed towards Braunton in comparison to other settlements and the non-allocation of land east of South Park, Braunton, in which Chichester Homes Developments Ltd has an interest. 2.0 Proposed strategy for Braunton 2.1 In particular, those representations argued that the proposed distribution of housing between settlements is unjustified. Other Main Centres, such as South Molton, Northam, Ilfracombe and Great Torrington and Holsworthy are proposed to have significantly higher apportionments of the overall housing requirement than Braunton. 2.2 The proposed housing apportionment for Braunton/Wrafton does not reflect its role and function relative to other Main Centres. Paragraph 10.147 of the Plan states that Braunton is “one of the larger settlements in northern Devon and is an important local service centre providing a range of retail, education, health and community facilities and employment opportunities”. Paragraph 10.148 goes on to state that its population has increased by less than 4% between 2001-10, lower than rates of growth elsewhere in north Devon.

This plan embodies the Agency's commitment to realise improvements to the environment of North Devon. An important stage in the production of the plans is a period of public consultation. This Consultation Report for the North Devon Streams Catchment covers an important recreational and tourist area of Devon. The Environment Agency is keen to draw on the expertise and interests o f the local communities involved. Please comment - your views are important, even if it is to say that you think particular issues are necessary or that you support the plan and its objectives. Following on from the Consultation Report an Action Plan will be produced with an agreed programme for the future protection and enhancement of this much loved area.
