PRESIDENT’S REPORT 2015

Let me start with a big thank you to the whole Hockey NT Community for an excellent year of hockey at all levels which can only be achieved with the help of all our wonderful volunteers. It was a big year finishing with a brilliant show case of hockey as the AHL Men and Under 13 Boys National Championships were hosted by Hockey NT. Congratulations to our 11 State Teams and their Support Staff for all the hard work that goes into planning, preparation and participation in National Championships, for the level of pride we all feel when we see our teams in the Ochre and Black giving everything for the NT. The Stingers treated us to some exceptional hockey at home, we had the chance to look at some of the rising stars of tomorrow with 12 teams of Under 13 Boys competing with each other over the 10 days. Congratulation to all the Most Valuable Players (MVP) for 2015 and to the NT players given the opportunity to train and play with the Australian side, great work and we are all behind you. Great job from EO Ian Harkness and his team at Hockey NT through 2015 with their professionalism and pride in the facility has seen many improvements to our sport. The outstanding work of all the staff throughout the AHL/U13 Men’s Championships, which involves many months of work. Thank you to David Hatt President Hockey , Cam Vale CEO and their team for all the support through the year and the great team work with Hockey NT staff through the Championships, well done all. The adoption of the new Hockey NT Constitution was a great start to the year, thank you to all involved in the process. The HNT Board relies on the Advisory Panels to help in the development of Policies and Procedures as well as many other areas, to the members of the Masters Advisory Panel (MAP) and High Performance Advisory Panel (HPAP) thank you all for your work in 2015. We have seen changes and growth in Alice Springs and congratulations to ASHA President Bernadette Shields, her Board and all the volunteers for their great work through the season. Look forward to the Alice Springs Masters Games in 2016. It was great to see a strong DHA Competition in 2015 and thank you to DHA and the 6 clubs for all the support and feedback and we look forward to the year ahead. We rounded out the year with the wet season competition and had a great increase in numbers from last competition, it was good to see so many families playing hockey together. Looking forward, next year will be busy. The AGM and Hockey NT Forum in March. The Hockeyroos’ Four Nations’ Tournament at the end of May with New Zealand, India and Japan competing over 7 days’ and Hockey NT will be Hosting the National Country Championships in July as well as all our State Teams that will be travelling away this coming year. To the Hockey NT Board, I would like to thank you all for your hard work and support over the year and the input and advice from across the whole NT with Directors from Alice Springs and Darwin meeting monthly. We have an exciting future in the NT with lots of forward planning and projects for the coming years, we will be looking at filling all the Advisory Panels this coming year and I would like to encourage you to get involved. To the players, coaches, umpires, officials, supporters and volunteers across the NT, thank from the Board and all the Staff at Hockey NT.

EXECUTIVE OFFICERS REPORT 2015

The 2015 report will be based around the five (5) pillars associated with the Hockey NT Strategic Plan:-  Governance & Leadership  Participation & Development  Competition & Events  High Performance & Athlete Development  Facilities Governance & Leadership – From a governance perspective the Association adopted a new Constitution at a Special General Meeting in February 2015 and this, along with Board adopted By Laws, forms the basis of the Association moving forward. It was interesting to note at a Department of Sport & Recreation (DSR) Workshop in December that Hockey NT is one of the few Peak Bodies in the NT to adopt a number of the Australian Sports Commission (ASC) recommendations with regard to Constitutions. The associated By Laws saw the strengthening of the Advisory Panel structure and whilst both the High Performance Advisory Panel (HPAP) and Masters Advisory Panel (MAP) have been working effectively there are still a number that need to be formally established, pending nominations received. There are now a range of Hockey NT Policies which have been adopted and are available on the website at http://nthockey.asn.au/About-Us/Policies These Policies are reviewed annually for currency and effectiveness and we are now fully compliant with our obligations to DSR with regard to the required Policies that affect our Peak Sports Body (PSB) funding. There is a matrix of compliance that DSR have for all PSB’s and currently Hockey NT meet 9 of the 10 criteria with our outstanding requirement being that of the sport being delivered in five (5) of the defined regions within the NT. This is currently being addressed predominately through the school delivery system where we would be compliant even though formal community based competitions would not be conducted. The inaugural Hockey NT Forum was held on 29th August and whilst there were seventeen (17) attendees, the disappointing aspect was that only three (3) of the Darwin based Clubs were in attendance, the debate that occurred, was healthy. Granted it was the first of such Forums and it is hoped that they will be more strongly attended as they become a focal point for hockey related issues. Where invited, there has been attendances at Member Association and Affiliated Club meetings to discuss various matters especially in Alice Springs where ongoing assistance has been provided with regard to the Incorporation of the Clubs and the review of the Association Constitution and By Laws which is anticipated to be adopted prior to the 2016. Participation & Development – Whilst there is a development report within the Booklet it is relevant to note the following aspects from the year. The figures associated with the school activities showed an increase from 168 to 228 of registered children for the Hook In2 Hockey activities and the Sporting Schools program, which only became really effective later in the year, saw 467 participants while ‘general’ school visits had 296 children involved.

Hockey NT - 2015 Annual Report Page 7 These figures will only increase as the Sporting Schools program takes hold and the Association becomes more involved in the Remote Schools Program in the Territory. During 2015 representatives met with School Sport NT to ascertain what we need to do to resurrect our involvement at that level and clearly we need to have the sport played in the vast majority of the clusters under their system thus both the Sporting Schools and Remote Schools programs take on added importance. Exposing the children to hockey is one aspect, attracting them to community based hockey through clubs, and retaining them, is another. You may recall that in 2014 the accreditation database was almost non-existent and through the efforts of Hockey NT staff this database information is now more accurate as to the number of accredited Coaches and Umpires within the NT system. Whilst there were 87 accreditations completed in the 2015 year there are two (2) observations – (1) we must have our accredited coaches actually coaching Club and Representative teams and (2) we, as a sport, must do more work on increasing the number of Level 1 and Level 2 Umpires. Much good work has been done at Community Umpire level and we need to translate that into other accreditations as this can only benefit the sport across all levels. From the perspective of registered members within the hockey structure the figures show that there are a total, senior and junior, of 1,522 hockey participants in the NT. This, in itself, appears to be healthy with an increase of 4 in Alice Springs and 54 in Darwin however I believe they are misleading in that there were clear errors in the database usage in 2015 where Clubs made individual people ‘’Active” when they did not participate in that period. Many were identified by staff in the review process however a request for clarification from Clubs met with only limited responses thus it is imperative that the database system is fully and properly utilised and the intention to conduct a training program in early 2016 with a member from Hockey Victoria should assist Clubs in this regard. The other aspect where accuracy in the database is paramount is that the membership fee applied by Hockey Australia to Hockey NT is based on the information in the database and we clearly paid excess in 2015 due to the errors contained therein. In 2015 Hockey Australia conducted a Participation Forum with representatives from around the country to address issues in attracting and retaining players and there will be a range of resources produced and distributed to assist Clubs and Associations with this however please be aware that a number of matters will be mandated and not open for flexibility as the sport endeavours to have a consistent delivery protocol whether you play in Darwin, Melbourne or Goulburn. These measures will be presented in due course probably in the method of the Hockey NT Forum. Competitions & Events – The major activity in 2015 was the hosting of the Men’s and the Under 13 Boys National Championships at the Marrara Hockey Centre. This event, from a promotional perspective, was successful though logistically and economically it had its challenges. The approach by Hockey Australia to future National events has changed and the tender process implemented will mean that most National Championships in the next 2 to 5 years will be held in NSW, Tasmania and WA which will also raise other issues for the NT teams. In 2016 Marrara Hockey Centre will host the National Country Championships which will create an opportunity for NT players to be exposed to another level of the sport and for it to be used to develop our athletes further. Domestically Hockey NT conducted their usual Wet Season 7-a-side competitions with the Member Associations looking after the Dry Season Premiership Competitions and, in Darwin, Indoor Hockey.

Hockey NT - 2015 Annual Report Page 8 High Performance & Athlete Development – As you will ascertain from the Development Officer’s Report and the NTIS Statistics the numbers in the various Squad Programs in 2015 were very healthy with in excess of 150 athletes involved. These programs continue to evolve and the performances of athletes from the underpinning perspective has shown increased performances in the physical components of State Team testing such as the beep test and agility run which, in turn, provides a database of performances for future team benchmarks. In late 2015 the approach with State Teams was reviewed by members of the HPAP where a new set of trial exercises has been established with input from the NTIS and the intent is that athletes from the Development Squad all the way through the programs will be exposed to these tests on a regular basis to further improve their overall abilities. The delivery of the Squad programs is under a small review with regard to blocks of exercise within the confines of the school terms and representative commitments and skills to be developed and this should be completed by the return of the athletes in February. From a State Team perspective:- We were very fortunate in 2015 that every State Team was able to be coached by a minimum Level 2 Coach and we need to ensure that this is maintained as whilst that sounds impressive three (3) of the coaches took on two (2) teams each. Hockey NT - 2015 Annual Report Page 9 One of the main areas of concern over recent times, especially from the NT Government who substantially support the SRA Stingers and the Pearls, is the lack of ‘local’ players making themselves available for NT teams, for whatever reason. Granted these figures come about not only because of players not nominating but some who do nominate are not selected based on skill level or fitness deemed as not being at an appropriate level by Coaches and / or Selectors. The figures below only include from Under 18 upwards as both Under 13 & Under 15 Championships are deemed as ‘participation’ based and not ‘competition’ based. The pleasing aspect of the following figures is that in 2015 of the five (5) teams that actually participated four (4) of them had an increase in the content of ‘local’ players. (NT Origin is a player who has represented the NT and then moved for study / work reasons without making themselves available for their adopted State).

The test will come in 2016, especially with the Stingers when we are not playing at home, as to whether the resurgence in availability continues. The disappointment of not being able to send a Women’s Under 21 team to the National Championships is felt by everyone even with a concerted approach to those who are eligible however it is felt that we are still overcoming past practices where disenchantment from players was a by- product of non-selection either in teams or programs. In 2017 a majority of the current crop of Under 18 Women will be eligible for that team and hoping that studies and work don’t impact too greatly we will be able to submit a team on that occasion. Facilities – The area of facilities is probably that which is currently the most exciting and yet the most concerning. A more detailed explanation on the concerning side is included in the Financial Report as the maintenance requirements for the Marrara Hockey Centre are ever increasing based on the ageing facility, substandard work that was previously undertaken and the costs for work to be completed. The amount of maintenance required on plumbing, irrigation, lighting, the turf areas and general maintenance has necessitated expenditure not originally catered for however the facility, at this time, is being presented to a high standard ...... except it costs to do so! The positive side to the facilities section and one project which will assist in addressing the previous point, should it be approved, is that of an extension which will incorporate a grandstand and associated ground level facilities for Turf 2.

Hockey NT - 2015 Annual Report Page 10 Part of this submission includes improvements to the existing building which would help alleviate general expenditure that is currently being required. The submission has been made to the NT Government and whilst we have been advised that it ‘passed’ the first step we are now awaiting Cabinet consideration and, hopefully, positive news by the end of April 2016. Hockey NT is also involved in discussions, and has submitted an expression of interest, for a hockey facility to be incorporated into the sporting precinct at Fred’s Pass Reserve. Whilst the opportunity for a facility at Palmerston appears to have passed by the statistics on participants in the Palmerston and rural areas dictates that the sport look at options in that area for the future. This could be anywhere between 2 to 10 years away but the important point is that hockey is in the system to take advantage of an opportunity. Similarly, Alice Springs Hockey Association (ASHA) have invited Hockey NT to be involved in discussions with the Alice Springs Town Council with regard to the current facilities at Traeger Park and possible other opportunities arising in surrounding suburbs in the next year or two. Clearly, there is a need for improved facilities in Alice Springs and also more facilities in Darwin as the amount of available turf time at Marrara is insufficient to properly cater for the Club requirements, development activities and State Representative teams. Hockey NT will continue to work on all these projects for a positive outcome. Acknowledgements – I would like to congratulate all those individuals who achieved their goals in 2015 whether as a player, coach, umpire or administrator. To those volunteers who take on a role with a Member Association or Affiliated Club, thank you for your commitment to the sport. To the members of the High Performance Advisory Panel, the Masters Advisory Panel, the Board of Directors and the Staff of Hockey NT, thank you for your dedication and work over the last 12 months. To all of the Associations corporate partners, all of whom are identified in the booklet, we appreciate your very valuable support without which we wouldn’t be able to operate and I encourage any hockey member to fully support those that support us. Thank you to the NT Government and Hockey Australia for their support of hockey in the NT through not only program funding but the confidence in the NT being able to support the three (3) year agreement to bring International Hockey to the NT from 2016. Finally, 2015 saw further gains in the professionalism and delivery of hockey to the NT community but there is still much to do to maximise the potential that the sport has, particularly in the two (2) major hockey playing centres, and hard work will continue to be the focus of Hockey NT to achieve as much as possible within the confines it has.

Holiday Camps The 3 day holiday camp was delivered in June and December 2015 for beginners and current players for 6 to 13 year olds. The camps are designed to introduce hockey in a fun and safe environment. There is a wide variety of skills, drills and games offered throughout each day. The camps are also a very good opportunity to develop our older state team players who take on the role as camp leaders and deliver the sessions as well as learning organisational skills required to look after children and keep them occupied and safe.

Stingers and Pearls Development Squads Numbers for the Development, Academy and Youth squads remained very strong during 2015. The numbers can vary depending on what state team has been selected. Again there was great assistance from several volunteer coaches. A more focused strength and conditioning program was added to the program which has more emphasis on core strength and running technique. Below are the numbers of total attendees during the year.

Sporting Schools This year saw the introduction of the new Sporting Schools structure which has taken over the Active After School Care program. The new funding allows schools to use sporting associations to run 4/6 week programs before, during or after school hours. This gives us more opportunity to target schools and offer our clubs the chance to deliver and recruit junior players. Planning is also underway to engage more with remote communities in the Darwin, Katherine and Alice Springs areas. School Numbers 2015

A community and level 1 coaching course was delivered to a group of indigenous sports coordinators in the Katherine region. FINANCIAL REPORT 2015

Please find following copies of the 2014 / 2015 Audit Report and advice that this report encompasses a thirteen (13) month period due to the adoption of the new Constitution and associated change to the end of financial year becoming December 31. Whilst there may be some concern at the identified bottom line of a $99,924.49 deficit please refer to the points below to outline how this came about. The original budgeted deficit was for $16,216 however when it was identified that the turf was in dire need of a professional clean to remove the ingrained algae at a cost of $34,000 that increased the level of deficit. In addition to this, and as identified by the Treasurer last year, the facility is ageing and requiring ongoing maintenance to keep it a level appropriate for its use and to provide a quality venue for participants. Maintenance and improvement costs were the main reason for the extent of the deficit with the following amounts expended resulting in over budgeted levels:-  Turf Cleaning $34,150.00  Turf Lighting $10,785.42  Plumbing $10,513.63  General Repairs $8,808.37  Miscellaneous (Fuels, Herbicides, Pest Control) $5,306.61  Irrigation / Gardening $5,148.18  Electrical / Air Conditioning $2,858.71  Canteen Repairs $2,727.45

The original budgeted amounts were $72,500 thus $59,170.75 of the deficit is in these areas. Accompanying this was the $15,000 over budget in the water bill which was caused by two factors:- the desire to have the facility in a presentable condition for the National Championships and the underground leak which was eventually identified and had to be repaired. The National Championships incurred a loss of $8,000 from a hosting perspective, that is not accounting for canteen trade, and the Indigenous Sports Program funding was ceased resulting in a decrease in income of $18,000. This summarises the major areas responsible for the bottom line result however those relative to the facility had to be undertaken ensuring a venue that is presentable for use not only by visiting Interstate and International teams but also the everyday user from the local hockey community.

Hockey NT - 2015 Annual Report Page 14 It is also prudent to point out that over the last three (3) years the Association had an accumulated surplus of $61,357 and it can be argued that such a surplus is utilised for ground maintenance and improvements though it wasn’t placed in a provisional account for same. The ramifications of such a deficit from a financial perspective predominately relate to the cash flow of the Association in the first few months of 2016 and whilst the extent of maintenance and improvements undertaken in 2015 will not need to be repeated in 2016 it will require a monitoring of revenue and expenditure to return to an end of year surplus. Alternative revenue streams need to be considered in the coming years as it is clear that the current limited streams cannot cater for both maintaining a facility and providing a reasonable level of subsidy to State Representative players. The Hockey NT fees have not increased in at least three (3) years and this has resulted in the Association absorbing the Hockey Australia registration and the National Insurance program increases along with many other industry expenses increasing. 2016 will see a review of all Hockey NT fees, and the associated membership structure, along with the identification of other revenue streams so that if it is determined there needs to be an increase then it can be limited as best as possible.
