BIOGRAPHY U N I T E D S T A T E S A I R F O R C E LIEUTENANT GENERAL TIMOTHY D. HAUGH Lt. Gen. Timothy D. Haugh is the Commander, Sixteenth Air Force; Commander, Air Forces Cyber, and Commander, Joint Force Headquarters-Cyber, Joint Base San Antonio-Lackland, Texas. General Haugh is responsible for more than 44,000 personnel conducting worldwide operations. Sixteenth Air Force Airmen deliver multisource intelligence, surveillance, and reconnaissance products, applications, capabilities and resources. In addition, they build, extend, operate, secure and defend the Air Force portion of the Department of Defense global network. Furthermore, Joint Forces Headquarters-Cyber personnel perform operational planning as part of coordinated efforts to support Air Force component and combatant commanders and, upon approval of the President and/or Secretary of Defense, the execution of offensive cyberspace operations. In his position as Sixteenth Air Force Commander, General Haugh also serves as the Commander of the Service Cryptologic Component. In this capacity, he is responsible to the Director, National Security Agency, and Chief, Central Security Service, as the Air Force’s sole authority for matters involving the conduct of cryptologic activities, including the spectrum of missions related to tactical warfighting and national-level operations. The general leads the global information warfare activities spanning cyberspace operations, intelligence, targeting, and weather for nine wings, one technical center, and an operations center. General Haugh received his commission in 1991, as a distinguished graduate of the ROTC program at Lehigh University. He has served in a variety of intelligence and cyber command and staff assignments. -

Their idea came to fruition in 1962 when MATS held its first airdrop training competition. For the next several years the competition remained an annual event, but it fell by the wayside during the years of the United States' most intense participation in the Southeast Asia conflict. The airdrop competitions were reinstated in 1969 but were halted again in 1973, because of budget cuts and the reduced emphasis being given to airdrop operations. However, the esprit de corps engendered among the troops and the training benefits derived from the earlier events were not forgotten and prompted the competition's renewal in 1979 in its present form. Since 1979 the Rodeos have remained an important training event and tactical evaluation exercise for the Military Airlift Command. The following historical study deals with the origins, evolution, and results of the tactical airlift competitions in MATS and MAC. -

BACKGROUND PAPER ON AIR UNIVERSITY/ESCHOOL OF GRADUATE PROFESSIONAL MILITARY EDUCATION THE FLIGHT COMMANDER’S EDGE 1. The purpose of this background paper is to provide an overview of The Flight Commander’s Edge, an Air University (AU) program which supports the establishment of wing-level Flight Commander courses by 1 Jun 19 (per CSAF memo, 1 Jun 18, titled “Squadron Revitalization Implementation Plan”). This program supports local efforts to “establish Flight Commander/leader courses focused on key skills needed to succeed in this first essential level of leadership.” 2. In early 2018, the CSAF tasked AU to create course content options for wings to execute mission-specific Flight Commander Leadership Courses and formally highlight the roles and responsibilities of command as defined in Air Force Instruction 1-2, Commander’s Responsibilities. The Flight Commander’s Edge is a program established by AU and managed by the eSchool of Graduate Professional Military Education (hereinafter, eSchool) for this effort. 3. The eSchool, through The Flight Commander’s Edge, has provided a variety of tools and products which support local course development. The use of eSchool-provided content is not required; however, wings may find it useful for quickly deploying local Flight Commander Leadership Courses. 4. The Flight Commander Leadership Course is a Wing Commander’s program. The eSchool does not set nor mandate policy or guidance regarding the implementation or execution of these courses. Each wing is required to determine how it will implement and allocate appropriate support for its own course. So far, most units have indicated the course will reside under the FSS Professional Development Center with the Career Assistance Advisor serving as the Course Director/Lead Facilitator. -

Inouye Chairman, Subcommittee on Defense Committee on Appropriations United States Senate Dear Mr. Chairman: As you requested, we reviewed the Navy’s flying hour program to determine l what types of aviators are flying carrier-based aircraft, l the types and amounts of flying performed by such aviators, and . the relevancy of the flying to operations and training. We focused on the A-6, F-14, and F/A-18 carrier-based aircraft, although we also reviewed the flying hour program as it relates to other carrier-based aircraft. The information pertains to naval aviation prior to the commencement of Operations Desert Shield and Desert Storm. While the concepts discussed in the report and the prior years data presented are still relevant, the fiscal year 1991 budget data do not reflect the commencement of the air war in January 1991. The Navy and Marine Corps need well-trained, highly skilled aviators to Background effectively and successfully accomplish their aviation missions. The skills demanded of an adept aviator include the ability to strike naval and land targets, protect ships from air threats, and take off from and land on aircraft carriers. An aviator’s primary means of gaining and maintaining proficiency is through hands-on training funded by the flying hour program. -

If it is reproduced, the Journal of Indo-Pacific Affairs requests a courtesy line. ith a shift in the balance of power in the Far East, as well as multiple chal- Wlenges in the wider international security environment, several nations in the Indo-Pacific region have undergone significant changes in their defense pos- tures. This is particularly the case with India, which has gone from a regional, largely Pakistan-focused, perspective to one involving global influence and power projection. This has presented ramifications for all the Indian armed services, but especially the Indian Air Force (IAF). Over the last decade, the IAF has been trans- forming itself from a principally army-support instrument to a broad spectrum air force, and this prompted a radical revision of Indian aipower doctrine in 2012. It is akin to Western airpower thought, but much of the latest doctrine is indigenous and demonstrates some unique conceptual work, not least in the way maritime air- power is used to protect Indian territories in the Indian Ocean and safeguard sea lines of communication. Because of this, it is starting to have traction in Anglo- American defense circles.1 The current Indian emphases on strategic reach and con- ventional deterrence have been prompted by other events as well, not least the 1999 Kargil conflict between India and Pakistan, which demonstrated that India lacked a balanced defense apparatus. -

In this effort the United States never wanted for recruits in what was, from start to finish, an all-volunteer night fighting force. Cut short the night; use some of it for the day’s business. — Seneca For combatants, a constant in warfare through the ages has been the sanctuary of night, a refuge from the terror of the day’s armed struggle. On the other hand, darkness has offered protection for operations made too dangerous by daylight. Combat has also extended into the twilight as day has seemed to provide too little time for the destruction demanded in modern mass warfare. In World War II the United States Army Air Forces (AAF) flew night- time missions to counter enemy activities under cover of darkness. Allied air forces had established air superiority over the battlefield and behind their own lines, and so Axis air forces had to exploit the night’s protection for their attacks on Allied installations.
