BULGARIAN CINEMA 2014 FACTS / FIGURES / TRENDS EDITORIAL This special edition, prepared by the Bulgarian National Film Centre in con- junction with CREATIVE EUROPE MEDIA desk – Bulgaria, and with the help of the Observatory of Cultural Economics – Bulgaria, presents the current state of affairs in Bulgaria’s audiovisual industry. We did our best to offer more information both about the training in the field of cinema studies and the financing opportunities in this country, as well as about gaining support outside Bulgaria, the recent Bulgarian productions and their success, about the TV environment and the legislation. This year, we of- fer an exclusive analytical study (Chapter XII), conducted by the Observatory of Cultural Economics, which we deem to be important, as it considers the Bulgarian film industry to be a driving force of economic growth. We believe that the booklet could expand on the idea of the processes taking place in Bulgarian film industry. We also believe that the reference information, providing addresses and con- tact details of producers, festivals, distributors and institutions, could prove helpful to our readers to establish contact and enter into dialogue with their Bulgarian colleagues more easily. I LEGISLATION The institutional and legal environment for the development of Bulgarian film industry, set over the years of transition, contains legislation, secondary legislation and institutional bodies established under these. Prof. Vyara Angelova, PhD) 2 Precisely 30 years after the start of the so-called transition in our country, Bulgarian Radio during Socialism (1944-1989) looks back on the time of socialism. The dissertation work is part of a long series of research material on a historical period bringing the attention of a variety of researchers (historians, sociologists, culturologists, etc.). It is a challenge to explore a time for which there is no single assessment (researchers are in dispute even whether to refer to the period as “communism” or “socialism”) and there are enough witnesses who remember it. Each of them with their feelings and attitudes. In this sense, while dealing with socialism is considered important to society, researchers are under pressure to respond, in their interpretations, to opposing politico-social interests and treatments. -

National legal framework Two major periods of creating the legal and institutional environment at a national level are discernable: • The 1990s, when the legal framework of the sector has been amended on more than one occasion, partially though: for example automatic subsidizing of coproductions was introduced at the time (1994) and • The period following 1997, related to the preparation for this country’s EU accession and the developing of an integral specialized regulatory framework. -

- 1 - Christiana Christova; Dirk Förger: On the Situation of Bulgaria’s Media and Their Contribution to the Civil Society Somewhat less than two decades after the downfall of communism, things are not looking too well for Bulgaria’s media landscape. In the Worldwide Press Freedom Index, the country was relegated from rank 35 to rank 51 between 2006 and 2007. This is a compelling reason for alarm, as the freedom of the press always reflects the quality of democracy, and as the media especially should act as a corrective to the authority of the state, uncovering irregularities and pillorying abuses of power. In 1879, the first constitution after the end of Turkish rule propagated freedom of opinion and conscience which the country lost under the communists in 1947 and 1971. Freedom of speech, protection of information sources, freedom of opinion, freedom of the media, prohibition of censorship, and the right to free access to information found their way into the constitution of 1991. In addition, competition on the media market is institutionally safeguarded by relevant laws. The majority of Bulgaria’s media have by now agreed upon an ethics code as a voluntary foundation. It postulates truthfulness, respect for human dignity, freedom from censorship, editorial independence, and prohibition of discrimination and calls upon the media to support democratisation. An ethics committee for print and broadcast media composed of journalists, media owners, and citizens was founded in 2006. Bulgaria’s print media market does have a legal framework, but it still lacks a specific press law. Current publication regulations offer much freedom in terms of editing and content. -

A Theory of Informational Autocracy∗ Sergei Gurievy Daniel Treismanz This draft: February 2020 First draft: February 2015 Abstract We develop an informational theory of autocracy. Dictators survive not by means of force or ideology but because they convince the public|rightly or wrongly|that they are competent. Citizens do not observe the leader's type but infer it from signals in their living standards, state propaganda, and messages sent by an informed elite via independent media. If citizens conclude that the leader is incompetent, they overthrow him. The dictator can invest in making convincing state propaganda, censoring independent media, co-opting the elite, or equipping police to repress attempted uprisings|but he must finance such spending at the expense of the public's consumption. We show that informational autocracies prevail over old-style, overtly violent dictatorships when the informed elite is sufficiently large but are replaced by democracies when elites are too numerous to be bribed or censored. The theory provides insight into various soft authoritarian regimes around the world and suggests a logic of modernization behind recent global political trends. ∗This is the theoretical part of a paper originally circulated under the title \How Modern Dictators Survive: An Informational Theory of the New Authoritarianism."
