This debility has greatly hindered the progress of European consolidation and convergence, which to the present day has been manifested mainly through economic and policy agreements. The European Union has achieved many goals during the last 25 years, including the implementation of a common currency that has led to a real economic union between member states and the transfer of various national competences to European institutions. However, the construction of a real European civil society has proved to be a greater challenge; Europeans still cling to their individual national, regional and local identities and have not developed a greater sense of European citizenship. The Euranet Project—an initiative to create a pan-European radio network—began in December 2007 as a joint proposal put forth by 13 national and regional radio stations operating in 12 European countries. Its stated mission when it went on air on April 1, 2008 was to broadcast European news from a transnational perspective to local communities within the European Union. -

Media nations: UK 2019 Published 7 August 2019 Overview This is Ofcom’s second annual Media Nations report. It reviews key trends in the television and online video sectors as well as the radio and other audio sectors. Accompanying this narrative report is an interactive report which includes an extensive range of data. There are also separate reports for Northern Ireland, Scotland and Wales. The Media Nations report is a reference publication for industry, policy makers, academics and consumers. This year’s publication is particularly important as it provides evidence to inform discussions around the future of public service broadcasting, supporting the nationwide forum which Ofcom launched in July 2019: Small Screen: Big Debate. We publish this report to support our regulatory goal to research markets and to remain at the forefront of technological understanding. It addresses the requirement to undertake and make public our consumer research (as set out in Sections 14 and 15 of the Communications Act 2003). It also meets the requirements on Ofcom under Section 358 of the Communications Act 2003 to publish an annual factual and statistical report on the TV and radio sector. This year we have structured the findings into four chapters. • The total video chapter looks at trends across all types of video including traditional broadcast TV, video-on-demand services and online video. • In the second chapter, we take a deeper look at public service broadcasting and some wider aspects of broadcast TV. • The third chapter is about online video. This is where we examine in greater depth subscription video on demand and YouTube. -

BULGARIAN CINEMA 2014 FACTS / FIGURES / TRENDS EDITORIAL This special edition, prepared by the Bulgarian National Film Centre in con- junction with CREATIVE EUROPE MEDIA desk – Bulgaria, and with the help of the Observatory of Cultural Economics – Bulgaria, presents the current state of affairs in Bulgaria’s audiovisual industry. We did our best to offer more information both about the training in the field of cinema studies and the financing opportunities in this country, as well as about gaining support outside Bulgaria, the recent Bulgarian productions and their success, about the TV environment and the legislation. This year, we of- fer an exclusive analytical study (Chapter XII), conducted by the Observatory of Cultural Economics, which we deem to be important, as it considers the Bulgarian film industry to be a driving force of economic growth. We believe that the booklet could expand on the idea of the processes taking place in Bulgarian film industry. We also believe that the reference information, providing addresses and con- tact details of producers, festivals, distributors and institutions, could prove helpful to our readers to establish contact and enter into dialogue with their Bulgarian colleagues more easily. Discrimination on multiple grounds 43 Report on the Republic of Bulgaria Background Information In 2010 the Committee of Ministers of Council of Europe adopted the Recommendation on measures to combat discrimination based on sexual orientation and gender identity1, recognizing that lesbian, gay, bisexual and transgender persons have been for centuries exposed and are still subjected to homophobia, transphobia and other forms of discrimination and social exclusion. This significant document aims to recall that human rights are universal and should guarantee the equal dignity of all human beings and the enjoyment of rights and freedoms of all individuals without discrimination on any ground, including sexual orientation, gender identity, gender expression and sex characteristics. -

This could be clearly seen through the Subject Files (50s, 60s, 70s), through the Bulgarian press surveys in English (1958–1967) and through the RFE/RL Background and Situational Reports (1964–1988) – hereinafter: BR and SR – which were examined. Although they pursued clearly stated ideological objectives, it is striking that during that time the media system did not remain unaffected by internal and external changes. One can observe modifications in the structure, functions and priorities of the media, as well as adjustments to social needs which were apparently due to the innate dynamics of the media (which cannot be restricted even by the most severe measures) and to political demands as they varied over time. Among the different media, the press and the radio were traditionally entrenched as the party mouthpieces after the socialist revolution in Bulgaria and it was only in 1958–1959 that they were joined by television. The first attempts at the introduction of television broadcasting in the country started in the fifties of the last century as studio experiments at Sofia Technical University. -
