The meaning of mercy in military life by General (ret) Peter van Uhm, former Chief of Defence Staff in the Netherlands Summary: Chaplain Frank Steijger President Norbert Sinn gave us first a short introduction on the career of the General. General Van Uhm made apologies in advance for the behavior of Nolan the Assist-dog who is in training with the family of General Van Uhm. When talking about mercy there is an easy road, and there is a personal one. The first speaks about the conventions of Geneva. We can discuss the theory and finally we know each other’s opinions. The personal route follows the road of practice of every man and of every soldier. It is the route we take by our moral compass. A compass is calibrated by knowing yourself, by values and ethics, and where you belief in. And that is not always religious. The moral compass is the gut feeling, the split-second decision between right and wrong. If your moral compass is good, your decision is good. An example: as a young Lieutenant I was on a 3-day patrol with a clear order: hide through the day, walk in the night and no contact with anyone. In the middle of the night a tractor with a large trailer passed by and the man on the tractor invited us to put everything on the trailer because we where going in the same direction. The men would have loved me if I had agreed because of the sour feet and the easy way of fulfilling our duty. -

I learnt that rebuilding a failed state means realising that everything in a nation is interlinked and that it is all about the hearts and minds of the people. If you want the people to have trust in their society and faith in their future, safety and security in the broadest terms are the prerequisite. To reach this prerequisite, all segments of society are important. So you need an integral, systematic approach if you want to be effective. But would this apply only for failed states, or is it also applicable to our home countries? In my opinion, such an approach is essential for every society. Rome is one of the world’s most recognizable and remarkable cities in this world. Home to the Roman Republic that became one, if not, the most famous empires in the history of mankind, this city was at the center of Western civilization for over a millennium. Currently Rome is amongst the most visited cities in the world. Located within the city of Rome is Vatican City, established in 1929 as a separate state and the smallest independent state in the world. The Bishop of Rome – also the Pope – rules Vatican City where the highest functionaries of the expansive Catholic Church conduct their governing and business. The Papacy has been located on these grounds since leaving Avignon in 1377. As you already know I always choose a lot of pictures of all my experiences of last year, to show the General Assembly what has happened since our last gathering in Vught, The Netherlands in September last year. Our President already told a few of our common activities, so I cannot avoid that you hear some topics twice this afternoon. Joint Doctrine Publication 0 Foreword by the Chief of Defence Joint Doctrine Publication 5: Command and Control is the first publication to address a specific subject at joint level as a supplement to the Netherlands Defence Doctrine. So why a publication about ‘command and control’? There are several reasons for this. Command is the cement which binds the various building blocks of military operations. It gives form and direction to the various capacities and assets and determines how they will be arranged and employed. Without a robust command, even the best personnel and equipment cannot be employed effectively. It is essential to have a common starting point for the Netherlands armed forces when it comes to command and control. Operations are increasingly conducted in a joint or combined context, and although each of the different Services has its own culture, there must be no need for discussion about the method of command. The basis in this respect is mission command, for which this publication provides the required starting point. Despite the fact that high-grade technology can lead to vast improvements in quality, command is first and foremost carried out by people. Central in command at every level is , the commander, who has leadership qualities and military proficiency, who has manage- ment and diplomatic skills and who is also an ambassador for the Netherlands. -

1010 Glantrian Military Reorganization Act of AC 1010 is passed by the Council of Princes. The Warden of the Marches is made a council charge. Viceroys of Forts as Council Charges are eliminated, and Divisional Commands are made Council Charges. The overall command structure is expanded, professionalized, and centralized, and a new Glantrian Army High Command is created which will have control over the Army both in peacetime and especially during times of war. Glantrian Army High Command (GAHC) Modeled on model first proposed to Morgaithe von Drachenfels in 980 AC by Hattian military theorist Joachim Kirschner 4 Branches - Führungsamt (Operations), Abwehr (Intelligence), Versorgungsabteilung (logistics and supplies), and Verwaltungsabteilung (administrative) Each branch is lead by a general of O9 rank and has a personal staff of an O5 and 2 O4 officers Führungsamt (Operations) Chief of the Führungsamt - Grand General Otto von Taafnen (F11, Age 65) 3 Branches: Nordwesten, Nordosten, and Südosten. Each branch is led by a general of O7/O6 rank and each with a working staff of 3 O5, and 15 O4/O3 officers. Officers of O3 rank often serve as Operations Officers with the Regular Army divisions during peacetime. Nordwesten - covering western Glantri from the border with Sind north to the border with Wendar Nordosten - covering northern Glantri from the central Wendarians to Boldavia and eastward extending to the border with Heldann Südosten - covering central Glantri and southeastern Glantri from Fort Huledain to Estioniarsk Peacetime mission - Establishing patrol objectives, setting training regimens for the various divisions, and planning war games with threats specific to the regions the divisions are based. -

Dimitriu In August 2010, the Dutch redeployed their forces after being active in Afghanistan for four years, aiding and abetting ISAF with around 2000 troops each rotation. Initially, the contribution after August had been discussed fiercely, but the collapse of the Netherlands‘ coalition government in February 2010 meant also the end of the discussion about prolongation of the mission of Task Force Uruzgan; the withdrawal of troops is definite and more or less completed by the time of writing. In a recently published article about the performance of the Dutch forces in Uruzgan, which I wrote together with Dr. B.A. de Graaf,1 we considered the efforts, the operations and the lessons learned by analyzing three operations in Uruzgan: operation ‗Perth‘ in July 2006; ‗Spin Ghar‘ (White Mountain) in October 2007; and ‗Tura Ghar‘ (Sabre Mountain) in January 2009, all three of which were conducted in the Baluchi valley in Uruzgan. One of our most important conclusions is that clearing operations had very limited positive effects and mainly negative effects, if carried out on their own. This comes as no surprise as troops throughout Afghanistan were confronted with the same effects when the cleared areas were not hold thereafter. Therefore, I thought it would be worthwhile to look once again, and more deeply, at the complexity of ‗holding‘ areas after ‗clearing‘. In my view – and views of many others - this is the most crucial phase, but also the one which is the most difficult to execute.
