Case, Chairperson ~ Board of Land and Natural Resources SUBJECT: Final Environmental Assessment for the proposed Offshore Native Hawaiian Macroalgae Project located 1.5 miles offshore of Kaiwi Point, North Kona, Hawai'i County The Department of Land and Natural Resources has reviewed the Final Environmental Assessment (FEA) for Kampachi Farms LLC's proposed Offshore Native Hawaiian Macroalgae Project and has determined a Finding of No Significant Impact (FONSI). Please be advised, however, that this finding does not constitute approval of the proposal. The Draft Environmental Assessment (DEA) was published in the Office of Environmental Quality Control's (OEQC) June 8, 2019 edition of The Environmental Notice. Comments on the DEA were sought from relevant agencies and the public, and were included in the FEA. The FEA has been prepared pursuant to Chapter 343, 1 Hawai'i Revised Statutes and Chapter 11-200, Hawai'i Administrative Rules • Please publish notice of this FEA-FONSI in the September 23, 2019 edition of The Environmental Notice. No Action summary The applicant proposes to grow four native species of algae on a submersible growth platform. The array will measure ten meters by forty meters. The growth platform will consist of a series of thirty-meter long algal lines which will be suspended between solid pipes. This platform will be suspended ten meters below the water surface. The array will be moored to the bottom in approximately 120-meter water depth using either concrete blocks or embedment anchors. A 700-meter long pipe will extend beyond the eastern mooring anchor to the 300-meter water depth. A pump will be installed at the terminal end. This system is designed to provide deep sea water to the array. The mooring and anchor will cover 0.36 hectares. As the array is designed to swing 360 degrees around the mooring, the total project area will encompass 28.2 hectares. The project will be serviced by a vessel which will run out of Honokohau Harbor, and is intended to last three years.
