1 INTRODUCTION

1.1 Background North Coast Environmental Services have been commissioned by Grove Partners Pty Ltd to prepare a Fauna Management Plan to direct the management of fauna during vegetation clearing proposed to be undertaken on land formally described as Lot 3 on RP901259, located at 138 King Road, Palmwoods (referred to hereafter as ‘the site’). The Fauna Management Plan has been prepared to support an Operational Work (Vegetation Clearing) development permit application by Grove Partners Pty Ltd. The application is required as a condition of the Sunshine Coast Council’s Development Approval (REC 17/0093). The approved development plans have been provided as Appendix A of this report. All fauna management services undertaken within the site are to be conducted in accordance with the relevant local, State and Federal Government Guidelines and Legislation. A Department of Environment and Science (DES) licensed wildlife spotter/catcher is to be employed to undertake the fauna management services during all clearing activities.

1.2 Site Description The site measures 7.79ha and is bordered by cleared agricultural land to the north and west, residential developments to the north and east and King Road to the south. The allotment currently supports one residential dwelling with associated sheds (refer to Plate 1). Most of the site has been cleared and supports exotic species and introduced grasses. A rainforest vegetation community is present within the western boundary of the site in association with the watercourse which traverses the northern section of the allotment in an east-west alignment. A mature stand of mixed Eucalypts is present in the south-west corner of the site and along the southern boundary. Understorey vegetation has been historically removed from these areas. 2 EXISTING HABITAT TYPES

2.1 Vegetation Units The composition of the fauna habitat types within and immediately bordering the clearing footprint comprises: · Notophyll vine forest; · Disturbed open Eucalypt forest; and · Predominantly cleared areas host to housing, mowed lawn +/- isolated trees. The vegetation within and immediately bordering the clearing footprint has the potential to offer fauna species the following general habitat elements: · Open canopy and mid-canopy nesting sites and perches which may be used by birds and arboreal mammals; · Flower pollen from the mix of canopy and mid-strata species may provide a food source for nectivorous species; · Sun exposed areas below canopy gaps and on forest fringes may be suitable habitat for exothermic reptiles such as snakes, skinks, small lizards and possibly larger reptiles such as lace monitors; · Grass and sedge groundcovers (native and exotic) have the potential to provide shelter and movement pathways for small terrestrial mammals (e.g. bush rats, melomy’s, antechinus, bandicoots); · Areas of light to heavy leaf litter have the potential to host small reptiles and amphibious species; and · Riparian habitat which has the potential to support amphibian species (including the tusked frog and the giant barred frog). Two vegetation/habitat units are present within the site: · Vegetation Unit 1 – Notophyll vine forest; and · Vegetation Unit 2 – Open Eucalypt forest with disturbed understorey. Figure 1 depicts the distribution of the observed vegetation units whilst a description of the on-site vegetation units follows.

2.2 Vegetation Unit 1 – Notophyll vine forest Vegetation Unit 1 (VU1) is present as a small unit flanking an ephemeral watercourse adjacent to the sites western boundary. This community exhibits an average canopy height of 20m with projective foliage canopy cover of greater than 70%. The canopy is dominated by a range of rainforest flora species including Flindersia schottiana (bumpy ash), Elaeocarpus grandis (blue quandong) and Argyrodendron trifoliatum (white booyong) over a dense midstorey dominated by a diverse range of tree and vine species. The understorey is generally sparse, however where present contains a range of native fern, vine and sedge species. Overall the community is representative of endangered regional ecosystem (RE) 12.3.1 which is described as ‘gallery rainforest (notophyll vine forest) on alluvial plains’ (refer to Plate 2).

2.3 Vegetation Unit 2 – Open Eucalypt forest with disturbed understorey Vegetation Unit 2 comprises a tall modified open-forest vegetation community dominated by mature native trees with a highly modified understorey. Species present includes Corymbia intermedia (pink bloodwood), Eucalyptus tereticornis (Queensland blue gum), Eucalyptus microcorys (tallowwood) and Syncarpia glomulifera (turpentine) over a highly modified (grazed/mowed) understorey and ground layer (refer to Plate 3). This community exhibits an average canopy height of approximately 30m with projective foliage canopy cover of between 20% - 30%.

2.4 Wildlife Online Database A search of EHP’s Wildlife Online Database for fauna sightings recorded within 2km of the site was conducted on 9 June 2017. The Wildlife Online database hold records of 206 previously recorded fauna species comprised of:

· 9 amphibian species; · 9 insect species; · 12 reptile species; · 18 ray-finned fish; · 29 mammal species; and · 129 bird species. A specific fauna survey of the site was not undertaken and would enable a more comprehensive understanding of fauna composition on the site, including the confirmation of habitat utilisation by the previously recorded (Wildlife Online) conservation significant fauna species. In addition to several ‘special least concern’ fauna species, the following conservation significant fauna species have previously recorded within a 2km radius of the site: · Adelotus brevis (tusked frog) – ‘vulnerable’ under the NC Act; · Mixophyes iteratus (giant barred frog) – ‘endangered’ under the NC Act and the EPBC Act; Pezoporus wallicus wallicus (ground parrot) – ‘vulnerable’ under the NC Act; · Ninox strenua (powerful owl) – ‘vulnerable’ under the NC Act; · Ornithoptera richmondia (Richmond birdwing) – ‘vulnerable’ under the NC Act; · Petauroides volans volans (southern greater glider) – ‘vulnerable’ under the NC Act and the EPBC Act; · Phascolarctos cinereus (koala) – ‘vulnerable’ under the NC Act and the EPBC Act; and · Pteropus poliocephalus (grey-headed flying-fox) – ‘vulnerable’ under the EPBC Act. Based on the database results and general site observations, bird assemblages represent the greatest observable species richness within the area. The open-forest vegetation community within the south-western portion of the site supports koala habitat trees and is anticipated to provide habitat for koalas. Although no koalas were observed during the survey, evidence of koalas, in the form of scratch marks, were observed within the site. Suitable habitat for greater gliders is also present in this vegetation community; however, given the extent of suitable habitat located to the south of the site, greater gliders are anticipated to only use vegetation within the site infrequently. A regurgitated pellet was observed within the site which indicates that owls may use the site for roosting or foraging. While confirmation was not sought as to whether the regurgitated pellet originates from the powerful owl (Ninox strenua), the pellet infers the sites’ suitability to host the powerful owl. Permanent water was observed within the eastern extent of the site which suggests the potential suitability of the site for the tusked frog (Adelotus brevis). The rainforest vegetation was observed to support habitat for the following previously recorded (Wildlife Online) species: · Mixophyes iteratus (giant barred frog) – ‘endangered’ under the NC Act and the EPBC Act; · Ornithoptera richmondia (Richmond birdwing) – ‘vulnerable’ under the NC Act. No evidence of individuals or colonies of flying foxes were observed on the site or within the audio detection limits of the survey team during the survey; however, the open-forest vegetation community is anticipated to provide suitable seasonal foraging habitat for flying foxes. The habitat present is generally suitable for numerous listed terrestrial migratory bird species. The proposed development requires a relatively small amount of vegetation clearing and therefore has only a limited potential to impact upon migratory bird species. 2.5 Surrounding Habitat and Connectivity The site is bordered to the south by large contiguous polygons of vegetation which present numerous dispersal opportunities for fauna. The lack of mature vegetation to the north and east of the site

3 VEGETATION CLEARING IMPACTS

All woody vegetation within the site that is located outside of the approved park area (containing VU1 – Notophyll vine forest) is proposed to be cleared. The proposed extent of clearing has the potential to impact: · Large mature trees which may provide roosting sites; · Observed nests and tree hollows which may provide breeding sites; and · General foraging opportunities. The loss of the disturbed vegetation community is anticipated to reduce the amount of habitat available within the site and force fauna to seek resources outside of the site. The proposed development represents potential to impact common and potentially listed fauna species via direct injury or death during clearing and earthworks operations as well as from indirect impacts related to site intensification. The lack of in-situ understorey vegetation and low abundance of ground ‘furniture’ (i.e. fallen hollows and branches) within the clearing footprint infers the understorey can be cleared without significant risk to small terrestrial fauna species. However, appropriate checking of the clearance footprint prior to disturbance will greatly reduce the risk of impact to such species. The capacity of the site to continue to act as a functional component of the existing wildlife corridors in the locality is anticipated to be retained under the proposal. Whilst the extent of clearing required will reduce of the disturbed open-forest vegetation community in the south of the site, the proposed revegetation of the mapped waterway that is currently devoid of woody vegetation and dominated by exotic grass will, overtime, embellish the fauna habitat values of the site and counter the loss of habitat from the proposed clearing footprint.

4 CLEARING FAUNA AND HABITAT ASSESSMENT

4.1 General Given the inherent risk of impact to fauna on the site, a Fauna Management Program is to be undertaken which is to comprise daily fauna monitoring on vegetation clearing days to remove wildlife from the clearance zone. The Fauna Management Program should identify and monitor fauna residing within and immediately adjacent to the works area that may be at risk of injury or death by the vegetation clearing. The objectives of the Fauna Management Program on the site are: · Identification of potential arboreal habitat (e.g. habitat trees and nests) within the works area and the presence or potential presence of arboreal fauna within trees and large branches (living or dead), which may include mammals such as possums, gliders and microchiropteran bats, birds (including parrots and owls), native bee species, reptiles and tree frogs. · Identification of potential terrestrial habitat within the works area related to fallen hollows, leaf litter, nests and mounds and the presence of ground dwelling fauna, such as reptiles, amphibians and small mammals. · Removal of all identified fauna from within the clearing zone prior to vegetation clearing occurring. · Monitoring of observed fauna to identify injured fauna. · Management and relocation of injured wildlife.

4.2 Vegetation Clearing Direction and Requirements Based on detailed inspections of the site and surrounding land uses, vegetation clearing should commence in the east and be progressed in a westerly direction toward vegetation to be retained adjacent to the western site boundary. This clearing direction will facilitate wildlife migration away from cleared areas into retained habitat. All trees are to be searched for wildlife presence prior to felling. Potential or known habitat trees are to be left standing while vegetation clearing is conducted elsewhere and are to be left for a minimum of one night to allow fauna to relocate on their own accord. Following a minimum of one night, the fauna spotter/catcher is to re-inspect the potential or known habitat trees and relocate all identified fauna prior to felling of the tree. 4.3 Daily pre-clearing survey A daily pre-clearing site survey is to be undertaken prior to the commencement of each day’s clearing activities. This survey will identify the presence of fauna within or adjacent to the proposed clearing zone via visual inspection of known or potential habitat elements as previously described. A record of all observed fauna, excluding birds that are not nesting within the clearing zone, is to be recorded for monitoring purposes. Clearing is prohibited from occurring until the daily pre-clearing fauna and habitat assessment has been completed. Methods to be used for the fauna and habitat assessment shall be in accordance with the methodology set out in the: · Terrestrial Vertebrate Fauna Survey Guidelines for Queensland (Eyre et al., 2012); and · Threatened species survey and assessment guidelines: field survey methods for fauna – Amphibians (NSW Department of Environment & Climate Change, 2009). Fauna observed during the pre-clearing site survey and which remain on site or within close proximity to the clearing area are to be monitored throughout the day’s clearing to maintain knowledge of their movement and presence in relation to clearing activities. Any fauna observed during the pre-clearing survey that can be captured and relocated are to be done so prior to clearing occurring.

4.4 Prior to Clearing 4.4.1 Arboreal hollows Any arboreal/terrestrial hollows within the vegetation clearing area that are observed to be vacant are to be removed or blocked to prevent displaced animals from seeking shelter within vacant hollows that are to be cleared.

4.4.2 Nest boxes A minimum of fifteen artificial nest boxes for a range of arboreal hollow dependent fauna species are to be installed in vegetation to be retained within the site (Lot 500 and Lot 501) prior to vegetation clearing. These nest boxes can be used to physically relocate displaced hollow dependant fauna species if required, as well as providing easily accessible and closely located refugia for mobile species that may locate the nest boxes by themselves. 4.5 During clearing An EHP licensed fauna spotter/catcher is to be present for the duration of clearing works to monitor and manage fauna species observed during the clearing process. Individual trees within and immediately adjacent to the clearing zone will continue to be inspected from ground level to canopy throughout each day’s clearing activities. The management of fauna may require specific actions as follows: • Directing clearing contractors to undertake clearing in a direction that encourages wildlife to move off-site unassisted and toward adjacent suitable habitat; • Directing clearing contractors to maintain corridor or linkage vegetation connected to identified habitat trees/nests to assist wildlife to move off-site; • Directing clearing contractors to undertake sequential clearing of understorey vegetation prior to potential/known habitat trees to disturb the existing habitat and encourage wildlife to move off-site; • Directing clearing contractors to retain individual standing trees that are host to wildlife until the wildlife has moved on; • Directing clearing contractors to retain all felled hollow bearing trees in-situ until they have been thoroughly inspected and where fauna is identified then the trees be left in-situ overnight to allow fauna to move to nearby habitat; • Avoidance of clearing vegetation at nesting/roosting times of animals and birds (e.g. early morning/dusk); • Monitoring potential nests for signs of active occupation prior to clearance of the tree and where fauna is identified (i.e. nestlings) leaving the tree standing until it has been vacated; • Hand capture of displaced fauna that is unable to move off site without assistance; • Identification of native bee hives and coordination of salvage where possible; • Retention of old-growth tree hollows and suitable relocation and distribution for nesting fauna; • Herding macropods and other terrestrial fauna away from the clearing footprint; • Monitoring of bird and other species utilising the site (other than those known to be nesting on site); • Undertake fauna protection works for mulching of any stockpiled material; • Immediate on-site assessment of injured fauna and delivery to the nearest veterinarian for treatment if required; and • Delivery of injured or orphaned fauna to wildlife carers for rehabilitation where veterinary inspection is not warranted.

4.6 Fauna Relocation Fauna displaced and requiring relocation as a result of site works are to be relocated according to species’ habitat requirements and generally into the westerly adjacent vegetated land parcel which represents refugia habitat or into previously installed nest boxes (where appropriate). If the retained bushland areas are considered unsuitable to support an individual for the expected lifespan of that species, then relocation by the fauna spotter/catcher to an area of more suitable habitat (to be determined by the fauna spotter/catcher) within 2km of the site is to occur. Note: Handling of amphibians to be in accordance with the Department of Environment and Heritage Protection’s Technical Manual – Interim Hygiene Protocol for Handling Amphibians. All native bee hives of the genera Tetragonula (syn. Trigona) and/or Austroplebia are to be recovered during vegetation clearing associated with “bulk earthworks/civil works” for relocation into the Bushland Reserve (Lot 500) and Drainage/Esplanade Reserve (Lot 501) and/or recovered and “boxed-up” (if damaged) for later use (in the Bushland Reserve (Lot 500) and Drainage Reserve/Esplanade (Lot 501) or for sale. Where relocation of native bee hives is not practicable, the following individuals can be contacted to assist with relocation or salvage of native bee hives in the Sunshine Coast Region: Robert Luterall – Ph: 07 3289 5553, Mob: 0409 673 732 Robert Raabe – Ph: 07 54417764 4.7 Injured Fauna In the instance of fauna injury, the subject animal/s and injuries are to be assessed on site by the fauna spotter/catcher and where the injury is of a minor nature then the animal is to be released into the nominated relocation habitat to the east of the site. Alternatively, injured fauna is to be taken to a veterinarian or a registered wildlife carer as deemed required by the fauna spotter/catcher. All fauna removed from the site by the fauna spotter/catcher due to injury or requiring care are to be returned by the fauna spotter/catcher to the relocation habitat in the east of the site in the first instance, or where not suitable similar habitat (as deemed appropriate by the fauna spotter/catcher) within 2km of the site. 4.8 Veterinary Contact Details The following veterinary surgeries are located in the local area and should be used in the case of fauna injury or if euthanasia is required. 3/1 Mooloolah Connection Rd, Mooloolah Valley Hours: Open 8am – 5:30pm Phone: (07) 5492 9510
