TERMS OF REFERENCE DIGITAL WORKING GROUP (DWG)

1. PURPOSE

To establish the DWG as a standing subcommittee of the FLIP Coordinating Committee (FCC). The purpose of the DWG is to provide a central forum for all DOD organizations to establish digital FLIP requirements; to formulate data elements; and to forward such recommendations to the FCC for action.

2. OBJECTIVES

A. To provide the initial channel entry for establishment or revision of DOD Digital FLIP requirements.

B. To consolidate DOD requirements for Digital FLIP Data requirements.

C. To determine a standard format for digital data.

D. To forward all such recommendations to the FCC.

E. To act on such other tasks as assigned by the FCC

3. MEMBERSHIP

a. The DWG shall consist of all interested DOD users of the Defense Mapping Agency (DMA)DAFIF products. A representative from the DMA shall also attend as a technical advisor.

b. The DWG chairperson shall be appointed by the FCC. The chairmanship shall be rotated among the service representatives.

4. MEETINGS

a. Meetings shall be held at the direction of the DWG chairperson or at the request of the members. The location and dates of the meeting shall be as specified by the working group chairperson with concurrence of the members. b. DWG meetings should be held prior to the FCC meetings.

5. AGENDA ITEM ADMINISTRATIVE PROCEDURES

a. The DWG chairperson shall forward a list of old agenda items and a request for new agenda items at least two months before a scheduled meeting. The request will be addressed to DWG members and to FCC members. The DWG chairperson will prepare the agenda (See attachment 1) from inputs provided and forward it, along with completed agenda item worksheets, to DWG members/ participants at least 14 days prior to the meeting. Additional agenda items, if required, will be relayed to the DWG chairperson by telephone, but no later than five days prior to the meeting.

b. The DWG chairperson will keep a master copy of agenda items and will be responsible for tracking the status of each item.

c. An OPR will be identified for each agenda item prior to the ending of the meeting.

d. Agenda item OPRs will contact the DWG chairperson upon resolution of the tasking.

6. DWG MINUTES

a. The DWG chairperson shall ensure official minutes are prepared and distributed to members and to the FCC members, within 10 working days following the meeting, IAW Attachment 2.

b. It will be the responsibility of the chairperson to identify unresolved items.

c. When requested by the FCC chairperson, the DWG chairperson shall turn over the file of all official minutes and materials which were utilized by and influenced the decisions of the DWG.

7. REPORTS

The DWG chairperson shall provide a written report of progress and recommendations of the DWG to the FCC at least 20 working days prior to each FCC meeting. Unless advised otherwise, the DWG chairperson, or his designated representative, will attend the FCC meetings for the purpose of briefing the FCC on the progress of the group.

8. REVIEW

This document shall be reviewed at least annually for currency, adequacy, and functionality.
