GENERAL INFORMATION Current taxes payable at par to October 31st, 2015. PAYMENT OF TAXES MUST BE RECEIVED AT THE RM OFFICE ON OR BEFORE OCTOBER 31ST, 2015 OR TAXES WILL BE SUBJECT TO PENALTY OF 1% on the first day of each month beginning November 1st, 2015. Penalties on arrears as listed on current tax statements are calculated to October 31st, 2015 . If you decide to pay arrears before October 31st, please call to obtain the actual owing, otherwise the overpayment will carry forward as a credit on the roll.

The property owner’s name and address as it appears on the enclosed statement is the most recent information made available by Land Titles to the Municipality. If an ownership change has since occurred, please forward the enclosed tax statement to the new owner or return it immediately to the Municipality. Please advise the Municipal Office promptly of any change in your address. Failure to receive a tax bill does not excuse an owner from the responsibility for payment of taxes nor does it relieve that owner from liability to penalties for late payment.

Payment may be made through many online Credit Unions, TelPay Bill Payment Service (1-800-665-0302 or www.telpay.ca ); or by cash, cheque or money order submitted to the Municipal Office. The 2015 property assessment is based on April 1st, 2012 market value. Notices for the 2016 re-assessment have been sent out by Manitoba Assessment Branch. The last day to appeal the 2016 assessment to the Board of Revision is October 26th, 2015.

COUNCIL MEETINGS Regular Council meetings are held twice a month on the second and fourth Tuesday evenings of each month beginning at 6:30 p.m. in the Municipal Office at Hadashville. Delegations are requested to make appointments by calling the Municipal Office in advance. Everyone is welcome to attend and observe council meetings.

WHITEMOUTH REYNOLDS PLANNING DISTRICT Development Plan amendments or issues will continue to be addressed at the Whitemouth Reynolds Planning District meetings.

BUILDING PERMITS Building Permits must be obtained by contacting the Reynolds’ Municipal Office, prior to any concrete/building activity begins. Permits issued after construction has started are subject to doubled permit fees and demolition to required inspection stages. It is your responsibility to research whether a building permit is required. Change of use of a building may require a conditional use. Information can be obtained from the municipal office prior to starting your project to avoid double permit fees and possible denial of permission.

WHITEMOUTH-REYNOLDS-NORTH WHITESHELL WASTE MANAGEMENT FACILITY COMMITTEE Manager: Lorne Charney 204-348-2125 The facility now accepts all recyclables, including paints, solvents, electronic waste, tires The waste management facility is located in the RM of Whitemouth - 1/2 mile south of PTH #44 on PTH #11. Please secure all loads when transporting to the waste management facility. Littering is punishable by fine. Hours of operation: May 1 – Sept 30: Mon. Tues. Thurs. Fri. Sat. 8:00 am – 4:30 pm; Wed. 11:30 am – 8:00 pm; Sun. Closed. October 1 – April 30: Tues. Thurs. Fri. Sat. 8:00 am – 4:30 pm; Wed. 11:30 am – 8:00 pm; Sun. & Mon. Closed. All Statutory Holidays – Closed.

EMERGENCY NUMBERS for AMBULANCE – FIRE – POLICE - 911 Note: When calling for Emergency Assistance please state emergency services required, your name, civic address, type of emergency, the number of people injured and a telephone number where you can be reached. CIVIC ADDRESS AND ROAD NAME SIGNS Civic address signs should be installed at driveways of active properties in the municipality. If you require a civic address sign, please contact the RM of Reynolds office. If you already have a civic address sign, please compare your address to the listing in the telephone directory. In case of error, please call this office. If you wish to have your address removed from future phone books, please call MTS at 225-5687.

BURNING PERMITS Burning permits are required between April 1st and November 15th. Permits can be obtained from the following MB Conservation District offices: Hadashville – 426-5421; Rennie – 369-3153; Lac du Bonnet – 345-1444 To report forest fires or turn in poachers call 1-800-782-0076.

FIRE WORKS PERMIT The Province of Manitoba has now made it law that you must obtain a Fire Works Permit from MB Conservation. Please also be advised that “floating or otherwise known as “Chinese” lanterns are banned by the province, for “wooded areas” such as Reynolds.

ANIMAL CONTROL Under the Animal Liability Act “no owner, or person in charge of an animal shall allow it to run at large”. Animal Owners: Please contain your animals to your property, restrain your animals when off your property, and ensure that your pets wear tags with owners name and/or telephone numbers. General Public: Report your complaints about loose or threatening animals to the RCMP.

Molson & Seddon’s Corner areas of Ward 3 have a by-law to control dogs running at large and barking excessively. Rural Animal Control Services can be contacted at 204-223-5521 when there is an issue. Costs for callouts will be collected directly from the animal owner.

DRIVEWAY ACCESS PERMITS Installations or relocations of driveway accesses require the submission of an application to Water Stewardship and either the Reynolds Municipality, Manitoba Infrastructure and Transportation or The Highway Traffic Board, depending on the classification of the road the access joins. A call to the Reynolds office will assist you in determining where the application should be filed.

DRAINAGE LICENSE All drainage requires a license from MB Water Stewardship Officer Michael Maksymchuk (204-641-2613). Council permission is required if you are considering draining water into a municipal roadside ditch.

SNOW REMOVAL Landowners are responsible for removal of snow pushed from the road into their driveways. To reduce the volume of snow, you might consider piling your excess snow on the side of the driveway away from the direction from which the grader comes. The RM of Reynolds asks the public to refrain from pushing snow across roads, into the ditch on the other side. This practice is hazardous; causes drifts; impedes runoff and is a contravention of the Highway Traffic Act.

CALCIUM Council has amended its Calcium Policy due to concerns raised by property owners that either everyone gets free calcium or everybody pays for calcium. Anyone who might wish to purchase a calcium site in 2016 should contact the municipal office in the spring, to have your name added to the application list.

NEW RESIDENTS Things to think about: - What by-laws are applicable for your area? - Has the municipal office been provided with a new address for you? If you do not receive your tax statement, it is your responsibility to contact the municipality to obtain outstanding tax information. - Taxes are on paid until payment is received by the municipality. - Where is your garbage and recycling accepted and are there any private options available to you? - Have your lot lines been established? - Are your pets under your care and control and not annoying/threatening your neighbours? - What is the zoning on your property and what uses are you allowed? The municipal office is your source for information on what you need to know. Even though Reynolds is a rural settling, there are rules which must be followed.

FREEDOM OF INFORMATION & PROTECTION OF PRIVACY ACT The Freedom of Information and Protection of Privacy Act places a general duty on public bodies not to use or disclose personal information, except as authorized by legislation. The RM of Reynolds sells ownership maps that contain the names of the property owners. The owner has the right not to have their name published. If you do not wish to have your name published on the ownership maps, please write a letter to our office indicating so.

50TH WEDDING CERTIFICATES The R.M. of Reynolds issues 50th Wedding Anniversary Certificates. Requests should be made in writing to the Municipal Office at least 30 days prior to the anniversary date and/or celebration.

SENIORS’ SCHOOL TAX REBATE In addition to the Homeowners’ Education Property Tax Assistance (maximum $700.00), the Province has created another education tax rebate for senior citizens (maximum $235.00). We will try to ensure forms are sent with your tax statement. If you do not receive an application, forms are available at the RM of Reynolds office, or on-line.
