Northwood Board of Selectmen Minutes of June 21, 2016 Work Session

Chairman Bryer called the meeting to order at 5:30 p.m.

Chairman Bryer led the pledge of allegiance.

Roll Call Selectman Rick Wolf, Selectman Donald Hodgdon, Chairman Scott Bryer and Town Administrator Joseph Gunter.

Appointments Mr. Cleasby – Was not present.

Non-Public Session (RSA 91-A:3, II (a, B, c,d,e) Selectman Hodgdon made a motion to go into non-public session under RSA 91-A:3, II (B), seconded by Selectman Wolf at 5:30pm. Motion Carries; 3/0.

Selectman Hodgdon made a motion to come out of non-public, seconded by Selectman Wolf at 7:00pm. Motion carries; 3/0.

Roll Call Selectman Wolf – Yes Selectman Hodgdon – Yes Chairman Bryer – Yes Chairman Bryer stated for the record, the board was is non-public to conduct two interviews for the Recreation Director position. Motion carries; 3/0.

Chairman Bryer suggested that since Mr. Cleasby did not come to the meeting tonight, this could be postponed until Tuesday, June 28, 2016.

New Business Acceptance of minutes – No minutes to be approved.

Process Assessing Forms and Applications No Assessing Forms or Applications.

Approval of Manifest(s) Chairman Bryer made a motion to approve Manifest 2016 #13 in the amount of $81,753.83, seconded by Selectman Hodgdon. Motion carries; 3/0.

Chairman Bryer made a motion to approve a payroll check register, Town of Northwood; the check amount is $784.80, seconded by Selectman Hodgdon. Motion carries; 3/0.

Approval of Purchase Order(s) No Purchase Orders.

Miscellaneous Signatures/Approvals Mr. Gunter presented the board with the final tax document, the MS535 from the auditor for signature. Selectman Hodgdon made a motion to approve the MS535 document, seconded by Selectman Wolf. Motion carries; 3/0.

Chairman Bryer asked Mr. Gunter if he would check references on both applicants and report back to the selectmen on Tuesday. Mr. Gunter stated if the board does not mind he would like to avoid any references for Sharon that might implicate her present position. Chairman Bryer would like her called and let her know that her references need to be checked and ask her if her employer could be contacted, if not, she is no longer a candidate.

Mr. Gunter stated there was a building that burned down over on Glenwood Lane a few months ago. Some kids went in and started a fire; this property belonged to the town. Mr. Gunter stated the prosecutor was over and there is a guilty plea and now the town would like to re-coop the damages, at least the money to demo the building which is $8,000.00. Chairman Bryer asked what the building was worth before it was demolished. Mr. Gunter stated he did not know, it was a small camp. Discussion continued on re-cooping the money for damages.

Non-Public Session RSA 91-A:3, II (a, b, C, d,e) Selectman Hodgdon made a motion to go into non-public under RSA 91A-:3, II (C), seconded by Selectman Wolf at 7:15pm. Motion carries; 3/0.

Selectman Hodgdon made a motion to come out of non-public, seconded by Selectman Wolf at 7:20pm. Motion carries; 3/0. Roll Call Selectman Wolf – Yes Selectman Hodgdon – Yes Chairman Bryer – Yes Motion carries; 3/0.

Selectman Hodgdon made a motion to seal the minutes, seconded by Selectman Wolf. Motion carries; 3/0.

Chairman Bryer stated that he thinks the board is agreeable to re-cooping the recovering cost for demolition. This is basically clean-up cost.

Town Administrators Report Mr. Gunter reminded the board that he is out next week and will not be at the June 28th meeting. He also stated that Ms. Garrett will be attending the meeting in his absence.

Mr. Gunter stated that on Friday June 24th, Eversource is upgrading the power at Town Hall, they are bringing in 400amp service. They will be working all morning and shutting the power off. Because of this, Mr. Gunter would like to know if the board would allow the town to start at 11:00am and pay their missing salary. Chairman Bryer stated this would be fine.

Mr. Gunter stated the last board wanted him to help the school get a little grant funding and he did that. He also stated he managed to get an AmeriCorps grant worth almost $200,000.00 over the next three years for the school to bring in tutors and a position to manage those tutors.
