Jacquelyn L. Bernard, CPA

As the daughter of a retired naval officer and the sister of an active naval officer, Jacquelyn is honored to have the opportunity to support our military by working with the Veteran Fast Launch Initiative. Jacquelyn has been a Certified Public Accountant for over 25 years and since 1997 has specialized in the government contracting industry. During this time, she has worked with over 100 government contractors of all sizes to implement accounting systems and procedures designed to meet the adequacy requirements of a DCAA Accounting Systems Review. Jacquelyn is recognized as an expert in the field of government contracting and is a frequent speaker on the topic. Her services include assisting government contractors in the selection and implementation of the appropriate accounting software along with the training needed to insure full compliance with government contracting requirements. Jacquelyn works with all available accounting software designed for government contractors, including Deltek GCS Premier, Deltek Costpoint, JAMIS, QuickBooks and eFAACT. She helps her clients design and document policies and procedures and trains them on all aspects of the business cycle. Smaller businesses receive ongoing services until they can support a full-time accounting staff. Her alliances with experts in other fields such as taxation, audit and human resources, enable her to bring in any resources needed to guide a startup company to success. Jacquelyn has clients in all regions of the United States and is able to support them using remote technology for training and consultations. She is also available for onsite visits as needed for support for DCAA audits or other business needs. The startup assistance for the Veteran Fast Launch Initiative includes an introduction to QuickBooks, optimized for government contracting, along with a trial version of eFAACT, the web-based, DCAA compliant timekeeping software that interfaces with QuickBooks. Jacquelyn is the co-author of “Successfully Using Accounting Software,” NCMA Contract Management, November, 2001 and of “Strategies for Implementing Accounting Software,” NCMA Contract Management, June, 2001. She is a member of the National Contract Management Association (NCMA), Alabama State Society of CPAs, the American Institute of Certified Public Accountants, and the American Society of Women Accountants.
