SPEAKER AND RESOURCE PERSON’S PROFILE

Dato’ ABDUL RAHIM bin Mohd. Zin is a graduate in Accountancy from Universiti Kebangsaan Malaysia and also has a Master’s degree in Accountancy from University of Glasgow, Scotland. He started his career as a Lecturer in Universiti Kebangsaan Malaysia and later moved on to Shell Malaysia Trading, as a Finance Executive.

He started his banking, career in 1990 when he joined Bumiputera Merchant Bankers, where his last held position was as General Manager, Corporate Finance. His merchant banking career continued in Amanah Merchant Bank and his last held position was as Senior General Manager.

He was also General Manager, Group Finance of Southern Bank between 1996 to 1998. He was the Chief Executive Officer of Southern Finance from 2001 to 2003.

Dato’ Abdul Rahim bin Mohd Zin was appointed as a Managing Director/Chief Executive Officer of Bank Pembangunan Malaysia Berhad (formerly known as Bank Pembangunan & Infrastruktur Malaysia Berhad – Bank Pembangunan) on December 1, 2003. He is now assuming the position of the President/Group Managing Director of Bank Pembangunan Group after the completion of the rationalization exercise between Bank Pembangunan and Bank Industri & Teknologi Malaysia Berhad (now known as Bank Perusahaan Kecil & Sederhana Malaysia Berhad - SME Bank), which has resulted in Bank Pembangunan becoming the leading development financial institution in Malaysia.

The rationalization of functions of Bank Pembangunan and SME Bank was part of the Malaysian Government’s moves to consolidate development finance institutions (DFIs) with the purpose to make DFIs in Malaysia stronger and more resilient. Dato’ Abdul Rahim was entrusted by the Ministry of Finance to lead this rationalization exercise in which each entity was transformed into a specialized institution that remains focused and clear on its mandated roles. Bank Pembangunan is now structured as the holding company and streamlined to operate as a DFI providing medium to long-term financing to infrastructure, maritime and high technology sectors. SME Bank, a wholly owned subsidiary of Bank Pembangunan, on the other hand, is now focusing on providing the financial and advisory services for the development of the small and medium sized enterprise (SME) in Malaysia. Within a short period of six months, Dato’ Abdul Rahim had successfully completed the rationalization exercise involving the re-organization and integration of more than a thousand employees, business structure & process and legislative issues.

His company directorship includes the following non-listed companies in Malaysia such as Bank Perusahaan Kecil dan Sederhana Malaysia Berhad (SME Bank); Global Maritime Ventures Berhad (GMVB), Export Import Bank Malaysia Berhad (EXIM); and Malaysia Export Credit Malaysia Berhad (MECIB) to name a few, as well as listed companies in Malaysia such as Malaysian Bulk Carriers Berhad (under GMVB) and Metrod (Malaysia) Berhad.
