CONDITIONS OF PLAY FOR DDBA MENS SINGLES, PAIRS AND FOURS CHAMPIONSHIP

1. COMPETITION The competition shall be known as the DDBA Men’s Singles, Pairs and Fours Championship (commonly called the Association Singles, Pairs and Fours) with the winners being entitled to Masters Status. A sponsors name may be included if appropriate.

2. ELIGIBILITY The competition is restricted to players registered and financial with a club affiliated with the DDBA. No player shall be eligible to play in this competition who has, in the current year, played in a open competition (not club championship) in any other association open competitions run by those associations e.g. pennants and association championships played in the current year of that association.

3 NOMINATIONS Nominations shall be accompanied by the nomination fee of ten (10) dollars must be submitted through club secretaries, who will verify the eligibility of nominated players. There will be no refund of nomination fees after the draw is made. Nominations must be in the hands of the DDBA secretary before or on the closing date. Late entries will be placed on a reserve list and will only be allowed if:

a. There is a shortage of a player, a team or teams in a particular section b. There is a withdrawal after nominations close, or c. A player or players have been ruled ineligible.

Those players, team or teams will then be taken strictly in order of when their nominations were received, however, it may be necessary for the match committee to call on players to make up a complete section or sections. There will be no refund of nomination and green fees after the draw is made.

4. LAWS These By-Laws are to be read in conjunction with BOWLS AUSTRALIA “LAWS OF THE SPORT OF BOWLS Crystal Mark 2nd Edition” (including domestic regulations for Australia) January 2011, and any amendments thereafter.

5. CONTROL a. The DDBA Match Committee shall have entire control of the event including the power to alter the programme or “conditions of play” if deemed expedient or necessary. The match committee may instruct clubs to appoint officials as required.

b. Irrespective of weather conditions players must report at the appointed time to the greens where they are drawn to play. If play is prevented players shall remain until instructions are received from the match committee regarding further play.

6. BOWLS All bowls must comply with the Law 1.4.3 and DR 4.

7. TRIAL ENDS Before the start of play in any game, or before continuing an unfinished game on another day, one trial end shall be permitted in each direction. Law 18.1 applies.

8. PRACTICE An intended player, team or teams playing in a competition and due to meet a player, team or teams who on that day previously played, may practice provided there is sufficient time available without delaying the competition and that a rink is available other than the one upon which the player, team or teams has been drawn to play in a subsequent round. If more than one player is thus entitled to practice, they may practice together. Law 13 applies.

9. START Play shall commence punctually according to schedule. If a player, team or teams fails to appear within 30 minutes of the commencing time, the match shall be awarded to the opponent(s). If both players, or a team or teams, fail to appear within 30 minutes, then both shall forfeit that match. Law 46.1.2 applies.

DELAY If the Umpire, either by their own observation or on an appeal from one of the skips or the opponent in singles, decides that a player is deliberately delaying the delivery of the players bowl: * On the first occasion the umpire will warn the player. * If the player commits the same offence a second time the end will be regarded as completed and the opponent of the offender will score as many shots as there are bowls in use by the opponent. * If the player offends a third time the game will be forfeited to the opponent.

11. VENUE Matches are to be played in Toowoomba if suitable greens are available. If greens in Toowoomba are insufficient or unsuitable, then greens of near country clubs may be used.

12. DRAW The draw will be made during the week the event is played, and notification of the draw will be publicized in the chronicle on the Thursday two (2) days before the event.

13. PLAY . Entrants shall be divided into Sections of four (4) who will meet each other in three games of sectional play as follows: Round One 1 vs 2 and 3 vs 4. Round Two 1 vs 3 and 2 vs 4. Round Three 1 vs 4 and 2 vs 3.

The times of play are as follows:

Round One 9am, Round Two 12 noon and Round Three 2.30pm.

Section winners will then progress to the next round.

All post sectional play will be on a knock-out with each winner progressing to the next round.

All singles games shall be twenty five up, in section play as well as post-section play. Scores in excess of 25 will not be counted.

In section play, pairs games to be 15 ends or a time limit of 2 hours 15 minutes; fours games to be 18 ends, also with a time limit pf 2 hours 15 minutes.

End of play in pairs and fours will be signalled by a bell or gong. If the jack has been rolled at the time limit, the end will be completed but not replayed if it becomes dead.

Singles. Each player shall deliver four bowls alternatively.

Pairs. Each player shall deliver four bowls alternatively in the following order, lead two bowls, skip two bowls, then repeat the order of play.

Fours. Each player shall deliver two bowls in the following order, lead two bowls, second two bowls, third two bowls and skip two bowls.

14. SCORING Two points shall be awarded for a win and one point for a draw.

15. BYES: If it is necessary to determine the winner of a section, where a player, team or teams receive a bye, when another player, team or teams did not receive a bye, the player, team or teams concerned shall be credited with a two points for the win and a net total of shots that is equal to the average net total of shots scored by the winners of all other games played in the same round of the same section. Law 15.3.1.3 applies.

FORFEITS: If one or more players or teams receive a forfeit they shall be credited with two points for the win and a net total of shots that is equal to the average net total of shots scored by the winners of all other games played in the same round of the same section. Law 15.3.1.3 applies.

a. The player or team conceding a forfeit shall receive no points and shall be debited with a shots margin equal to that credited to their opponent b. If a player or team forfeits more than one game in a section they shall be considered not to have played any games in that section and all the scores of their completed games shall be discarded when determining the winner of the section. c. A player or team who forfeits the last round of sectional play shall be disqualified from winning the section if the player or team has scored equal points with any other player or team in the section.

17. SECTION WINNER The Section winner will be determined as follows:

a. The player or team scoring the most points shall be the winner b. If points are equal, the controlling body will divide the total of shots scored against each player or team into the total of shots it has scored. The player or team with the highest result will be declared the winner.

18. POST SECTIONAL All matches in post-sectional play will be twenty five up for Singles, twenty one ends for Pairs and twenty one ends for Fours unless decreed otherwise by the Match Committee. If scores are equal when the match would, under normal circumstances finish, then an extra end or ends shall be played until a decision has been reached. Laws 45 & 31.3 apply.

a. Section winners to meet in post-sectional play as per the draw. b. Times of play will be 9.00 a.m. for morning games and 12.30 p.m. for afternoon games. These times may be varied by the Match Committee if considered necessary or expedient.

19. FORFEITS No players are to be forfeited or substituted in Club competitions who enter to play in these competitions at the same time as Club competitions are due to be played, provided the players notify the Games Directors of their respective Clubs.

20. UNCOMPLETED MATCH

If a game is not completed because of darkness, weather conditions or any other valid reason then the game shall be continued either on the same day or an a different day. The scores will be as they were when the game was stopped. Law 50.1 applies.

21. WITHDRAWALS A player or team intending to withdraw or forfeit must notify the Controlling Body and the venue Club not later than the scheduled commencing time on the day of play.

22. SUBSTITUTES An eligible substitute may be allowed to play in a teams event provided that permission is granted by the controlling body of the day as per DR 4.7.

23. DISQUALIFICATION

In Post Sectional play, if a player or team is disqualified for any reason, the player or team LAST DEFEATED by the disqualified player or team shall take the place of the player or team so disqualified.

24 ATTIRE: a. Attire shall be as per Bowls Queensland By-law 19.

b. All attire must have BA logo as outlined in the BA National logo policy.

c. Each player in a team must be similarly attired (approved Club Uniform).

d. In the event of an emergency, the enforcing of the By-Law regarding all players in a team having to wear Club Uniforms, may be relaxed. 3 Version 8 July 2011 25. ELECTRONIC DEVICES

All electronic communication devices located within six (6) metres of the green whilst a match is in progress SHALL BE SWITCHED OFF. These include mobile phones, pagers, transistor radios etc. Special dispensation may be given to “on call” emergency personnel by the Controlling Body after consultation.

26. PLAYER MOVEMENTS DURING PLAY

Note: Players will only be allowed to walk to walk up to the head as follows: a The Leads: after the second player in their team has delivered their second bowl. The Seconds: after delivery of their second bowl. The Thirds: after delivery of their second bowl. The Skips: after delivery of each of their bowls.

b. Delaying Play: No player, excluding skips, is permitted to remain at the head whilst their opposite number is delivering their bowl. Any skip that remains at the head shall stand behind the last bowl of the head or retire to the bank. Skips who remain at the head will return to the mat immediately their opponent’s bowl has come to rest. Penalties will apply for deliberately delaying play.

27. POSITION OF PLAYERS WHEN NOT PLAYING

(a) Players at the mat end of the rink who are not delivering a bowl shall stand at least one (1) meter behind the mat.

(b) Players at the head-end of the rink and who are not controlling play shall stand: Behind the jack if they are members of the team which is in possession of the rink; Behind the jack and away from the head if they are members of the team which is not in possession of the rink; On the surrounds of the green if the jack is in the ditch; or well clear of the head if it is not possible to stand on the surrounds.

28. MEALS All players are to provide their own basket lunches, however, host Clubs may make available sandwiches, etc. for purchase by players. Players are to advise the Club and pay for lunch when paying green fees, which will be the current fee set by the host Club.

29. GENERAL Clubs are to provide markers, office staff and a National Umpire.

30. SMOKONG & ALCOHOL CONSUMPTION

Players are to abide by the smoking and alcohol consumption plans at each venue.
