Matters arising There were no matters arising.
New and Emerging Issues
Presentation on the Welsh Government Recovery Framework SV attended the meeting as a representative of the National Recovery Sub group, and had been invited in response to a request from Welsh Government that all APBs receive an update on the recovery agenda. Members welcomed the opportunity to consider the current approach to recovery.
The framework originates from consulting with people around Wales in relation to what Recovery means for them. This consultation focused on Recovery orientated practice and was supported with a series of road shows with Service Users and Service Providers. Service users in particular highlighted that user involvement needs to be meaningful with appropriate representation on APBs. A lack of workforce development in relation recovery and outcomes/targets were identified by the Service Providers in road shows.
The published framework covers: . Philosophy and Culture, . Recovery Capital, . Presence of Recovery Champions, . Planning and commissioning services, . Care planning . Outcomes . Managing performance and audits.
The impact is already becoming evident with an increase in Recovery Groups in Wales. Welsh Government has continued to support the framework and has commissioned training for Service Users and community members next year.
Recovery Cymru will be working across Wales with other APB’s for more suggestions and discussions regarding how the framework can be implemented locally.
It was also felt that more work needs to be done on a broader philosophical approach that goes beyond recovery as a component of treatment, and considers recovery through and out of treatment for the long term.
Action: SV to meet with CE and GH to check on change and how to have principles implemented.
APB members agreed that despite the significant progress on recovery across Cardiff and the Vale, there remain improvements to be made and further gaps to be addressed.2
It was also reiterated that recovery commences from the moment an individual engages with services, rather than solely as a function of the latter stages of treatment and support. The Board were also sighted on the need for all services to engender the ability to spot potential signs of recovery in service users and capitalise on those opportunities.
