Monday, 18 December 2006 JOINT MEETING WITH THE COMMITTEE ON FOREIGN AFFAIRS

The meeting opened at 15.15.

Meeting with Mrs Gertrude Mongella, President of the Pan-African Parliament

The Chair welcomed Mrs Mongella to the joint meeting and outlined the history of relations between the Pan-African parliament and the European Parliament

Mrs Mongella made her presentation.

Mrs Mongella responded to the questions raised in the debate.

1. Adoption of draft agenda DEVE_PV(2006) 1218_1

The draft agenda was adopted as reflected in these minutes.

2. Chair's announcements

The Chair announced that Commissioner Louis Michel would not be able to attend the committee meeting as he was required to mediate in the dispute in Somalia. He sent apologies for his absence.

3. Meeting with Ms Paula Lehtomäki, Minister for Foreign Trade, Cooperation and European Affairs, President-in-Office of the Development Council

- Exchange of views

The Chair welcomed Ms Paula Lehtomäki and outlined the achievements of the Finnish Presidency in the field of development, particularly the adoption of the Development Cooperation Instrument.

Ms Lehtomäki made her presentation, giving a stocktaking report of the six months of the Finnish Presidency.

Ms Lehtomäki replied to the questions raised in the debate.

4. Human rights slot - situation of the Dalit caste (untouchables) in India.

- Member responsible: Margrete Auken

- Exchange of views:

The Chair introduced the debate and explained that the Indian Government had been invited to send a representative to participate in the discussion, but had chosen not to take part.

Ms Auken gave an introductory presentation on the subject and welcomed the expert speakers.

Ms Ruth Manorama, President of the National Federation of Dalit Women, holder of the 2006 Right Livelihood Award, gave her presentation.

Mr Jean-Christian Remond (European Commission), outlined the position of his institution on the subject.

Mr Divaker and Ms Manorama responded to the debate.

Decision: A resolution would be tabled to plenary pursuant to Rule 91.

Ms Auken concluded the debate.

The Chair thanked Zsuzsanna Kiss who had recently left the committee secretariat and Joao Leite who was shortly to leave the secretariat and wished them well. She welcomed Bettina Agathonos who had recently joined the secretariat.

(The meeting was suspended at 18.35. and resumed on Tuesday, 19 December at 10.26).

On a point of order, Mr Mavrommatis raised the problem of the lack of Greek interpretation.
