Adoption of draft agenda DEVE_PV(2006) 1218_1</p><p>The draft agenda was adopted as reflected in these minutes.</p><p>2. Chair's announcements</p><p>The Chair announced that Commissioner Louis Michel would not be able to attend the committee meeting as he was required to mediate in the dispute in Somalia. He sent apologies for his absence.</p><p>Speakers: Alexander Baum (European Commission).</p><p>3. Meeting with Ms Paula Lehtomäki, Minister for Foreign Trade, Cooperation and European Affairs, President-in-Office of the Development Council</p><p>- Exchange of views</p><p>The Chair welcomed Ms Paula Lehtomäki and outlined the achievements of the Finnish Presidency in the field of development, particularly the adoption of the Development Cooperation Instrument.</p><p>Ms Lehtomäki made her presentation, giving a stocktaking report of the six months of the Finnish Presidency.</p><p>Speakers: Martinez Martinez, Kinnock, Schmidt, Bowis, van den Berg, Gomes</p><p>Ms Lehtomäki replied to the questions raised in the debate.</p><p>4. Human rights slot - situation of the Dalit caste (untouchables) in India.</p><p>- Member responsible: Margrete Auken</p><p>- Exchange of views:</p><p>The Chair introduced the debate and explained that the Indian Government had been invited to send a representative to participate in the discussion, but had chosen not to take part.</p><p>Ms Auken gave an introductory presentation on the subject and welcomed the expert speakers.</p><p>Mr Paul Divaker, National Convenor of the National Campaign on Dalit Human PV\646723EN.doc PE 382.567 v01-00</p><p>2/11 EN Rights, gave his presentation.</p><p>Ms Ruth Manorama, President of the National Federation of Dalit Women, holder of the 2006 Right Livelihood Award, gave her presentation.</p><p>Mr Jean-Christian Remond (European Commission), outlined the position of his institution on the subject.</p><p>Speakers: Schröder, van den Berg, Gomes, Morgantini, Auken, Martínez Martínez</p><p>Mr Divaker and Ms Manorama responded to the debate.</p><p>Decision: A resolution would be tabled to plenary pursuant to Rule 91.</p><p>Ms Auken concluded the debate.</p><p>The Chair thanked Zsuzsanna Kiss who had recently left the committee secretariat and Joao Leite who was shortly to leave the secretariat and wished them well.
