I understand that my thesis may be made electronically available to the public. ii Abstract This dissertation is about influence which is defined as the ability to move ideas forward within, and in some cases across, organizations. More specifically it is about an extraordinary organization called the Club of Rome (COR), who became advocates of the idea of greater use of systems analysis in the development of policy. The systems approach to policy required rational, holistic and long-range thinking. It was an approach that attracted the attention of Canadian Prime Minister Pierre Trudeau. Commonality of interests and concerns united the disparate members of the COR and allowed that organization to develop an influential presence within Canada during Trudeau’s time in office from 1968 to 1984. The story of the COR in Canada is extended beyond the end of the Trudeau era to explain how the key elements that had allowed the organization and its Canadian Association (CACOR) to develop an influential presence quickly dissipated in the post- 1984 era. The key reasons for decline were time and circumstance as the COR/CACOR membership aged, contacts were lost, and there was a political paradigm shift that was antithetical to COR/CACOR ideas. -

Prayers Diana, a native of Nanaimo, B.C., was recently nominated for _______________ three Grammys, including album of the year. On February 23 Diana won her first Grammy for best jazz vocal performance for her D (1400) album When I Look in Your Eyes. This is an amazing achievement and a welcome acknowledgement of her talent. The Speaker: As is our practice on Wednesday we will now sing O Canada. Just listen to how the critics sing her praises: ‘‘A rapidly emerging jazz artist’’. ‘‘She swings, she flirts, she makes you want [Editor’s Note: Members sang the national anthem] to cry’’. Diana has the first ever certified platinum jazz album in Canada _____________________________________________ and six albums to date. She has made the often hard journey to jazz stardom and yet combines the inspiration of a child with the voice of experience. Detroit Heritage River Nomination Report
Nomination of the Detroit River Submission Requirements This document sets out the criteria of the Canadian Heritage Rivers Board (CHRS) for the nomination of the Detroit River as a Heritage River within the Canadian Heritage Rivers System (CHRS). The CHRS is the vehicle by which the nominating agency identifies the heritage significance of a river and justifies its inclusion in the CHRS. The purpose of this format is to act as a guide to nominating agencies and to provide consistency in the nomination process. CHRS provides an opportunity for the recognition and conservation of rivers deemed to be of outstanding Canadian heritage value. This value is obtained when it has been determined that a river is an outstanding representative of or unique in a province or territory. By the inclusion of such rivers in a single coast-to-coast system, they become representative of Canada’s river heritage as a whole, thus reflecting a “Canadian value”. 1 Nomination of the Detroit River Canadian Heritage Rivers System The Canadian Heritage Rivers System (CHRS) has been established by the federal, provincial and territorial governments to recognize outstanding rivers of Canada and ensuring management which will protect these rivers and enhance their significant heritage values for the long term benefit and enjoyment of Canadians. To qualify for the Canadian Heritage Rivers System, a river or section of a river must be of outstanding significance in one or more areas: natural heritage, human heritage, or recreational values. The nominated section should be large enough to encompass these values and provide the user with an appreciation of the river’s resources, as well as an enjoyable recreational experience. -

Prayers These two agreements have worked hand in glove to transform _______________ air passenger travel between Canada and the United States. [English] In the past, travelling from Canada to the United States was long GOVERNMENT ORDERS and arduous because the airlines were often prevented from providing efficient routings by the outdated air agreement. Because of open skies, some 60 U.S. destinations can now be reached D (1005 ) non-stop from 19 Canadian cities and many more can be reached [English] by convenient connections at U.S. hubs. D (1010 ) PRECLEARANCE ACT Parenthetically, I should point out that in transporter traffic, Hon. David M. Collenette (for the Minister of Foreign since the open skies agreement has come in, Canadian carriers Affairs) moved that Bill S-22, an act authorizing the United States dominate that market. Canadian carriers carry more passengers in to preclear travellers and goods in Canada for entry into the United the transporter market than do U.S. carriers.
